About Us

The United Parliament of the Most Christian Bresdennian Realm,the official name of the Bresdennian parliament, creates the legislation and carries out other duties given by the Great Constitution. The United Parliament is bicameral, made up of The Chamber of Peers and The People's Assembly. The Parliaments earliest session was in 1222 following the year of Bresdennian Independence from the French. In 1437, the Unification of the Realms of 1437 was passed and the Bresdennian Parliament became the Parliament of Greater Bresdenn. This included and combined the governments and parliaments of Bresdenn, Varionae, and The Bresdennique Islands. The current Parliament's first session was in the Winter of 1789 after the Reformation of Government Act of 1789. The nobility, being law bound to counsel the sovereign and retaining much prestige took seniority to the commoner members. In 1791,The Parliament was split into two houses because of infighting and uneffectiveness. The Chamber of Peers serves as the upper house. Prince Michael Sabastian de Caple served as the first Lord Speaker. The People's Assembly was created as the lower. Mr.Calvin Corbaine, a rich merchant from Southern Bresdenn, was elected the first President.

The Bresdennian Legislative Year is split into 2 groups, Winter/Fall Session and the Spring/Summer Session. The sessions are split by the off months Representatives and Peers get. The Spring/Summer Session starts in March until July and Winter/Fall Session begins in September until January. By law, both houses must convene together at minimum of 3 times per month and may be called into special session by the Sovereign on the behest of the Lord Speaker.

The Parliamentary Administrative Office is the office that is directly responsible for the direct support of the United Parliament. The PAO records and files bills, laws, patents, contracts, and historically important document and events via the Parliamentary Archival Office and the Registrar of Bills & Laws. This office supports both houses, The Chamber of Peers and The People's Assembly, with it clerks, aides and resources. The PAO is headed by the Clerk of the United Parliament who

Parliament Clerk & Director of the PAO
is responsible for the administration and resource management. The Clerk directly deals with the contracts, resources, housekeeping and ground management and other needs of the Parliament. The Clerk works with all officers of each house of parliament as well as the Sovereign's Liaison to Parliament and the Royal College of Advisors. The Clerk is assisted by several officers in the PAO. The Clerk's senior most assistant is the Director of Operations/Administration Clerk. He/She is responsible for task and duties delegated by the Clerk as well as the day to day operation of the PAO, the Parliament Building & grounds and parliamentary office buildings and branches. The PAO is split administratively under the Clerk and Administration Clerk. The Parliamentary Research Office and the Parliamentary Archival Office, with the Parliamentary Archival Office(AOP) operating almost independently. The Parliamentary Archival Office is led by the Secretariat/Director. The Secretariat is responsible for the office administration, printing duties, the operation of the Parliamentary Library & Exhibit as well as duties of a Librarian Administrator. The Registrar of Bills and Laws is an unique position, reporting to multiple officers. The Registrar is the officer responsible for the clerical editing, assigning Bill and Law Archival Codes, typing and preparing official document and presentation to the Sovereign for signing in Parliament Session. Bresdennian Law mandates that all Bills that come before the Sovereign must be prepared and signed by the Registrar, signed by the President of the People's Assembly and by the Lord Speaker. The Parliamentary Research Office(PRO) is the branch of the PAO that is responsible for the research of any matter for the use of Parliamentary members to better support, not support, gain a stance, or prepare legislation and oversights. The Research Office will gather information on a topic for their need. The PRO is led by the Director. The last major officer of the PAO is the Chief Financial Officer. The Chief Financial Officer is charged with the fiscal responsibility of the Parliament. The CFO is directly responsible for fiscal contracts, parliamentary account management, procurement and reimbursements dealing with approved transactions and the payment of services. The CFO has the legal use of all the Bresdennian government's resources to recover payments owed to parliament.

Chamber of Peers

The Chamber of Peers(CoP) is unique body. The CoP has been in session prior to the signing of The Great Constitution. The nobles of the Realm by birthright and law have the duty to counsel their sovereign.

The Great Library of Parliament
The chamber has 137 seats for Lord Temporal and 12 Lord Spirituals and can be raised at the approval of the Sovereign. There are 3 elected positions in the Chamber; the Lord Speaker, the Lord Secretary and the Lord Marshal. The Prelate of the Holy Bresdennian Church serves as Chief Counselor of State for Religion and is not elected by the body.the Lord Spirituals are members of the Chamber and serve as Counselors of the Sovereign's Conscience by tradition and law. Since the founding of the The Holy Bresdennian Baptist Church, seats have been reserved for the 12 senior most Archbishops and Bishops.They have authority over the religious factors of the state.Their position today is almost advisory but do continue to have political sway. Any noble may potentially serve, as a right of a titled noble but can only serve at the request of the Sovereign or by nomination of the Chamber Nominations & Dismissal Committee. There is no term limits but are normally asked to serve for 6 years. The Chamber of Peers has the right to consult, advise, modify legislation of The People's Assembly before it appears before The Sovereign. If this occurs the Assembly must ratify bill for re- approval. The Chamber of Peers approves The Prime Minister's cabinet appointments before The Sovereign grants it. In addition, The United Parliament approves the Chief Supreme Justice and Supreme Justices of The Realm. Laws can be not introduced in the Chamber but what is called propositioned. Propositions are the Chamber's way of suggesting implementations and other Stances to the People's Assembly to debate, form and returned to approved by the Chamber. The Chamber forms committees and sub-committees, and balances the power of the people, nobles,executives, military and judiciary.

Members of this chamber are addressed as by The Excellent Lord followed by rank & given name and highest title, regardless of sex. Members names are written as follows,given name,rank & title, chamber initials-party initials for example,T.E.L Prince Christian Paul, Duke of Noil,MPCP-RB-(Member of Parliament Chamber of Peers)(Royal Bresdenn Party). Former members are addressed as The Dedicated Lord, rank & given names, political party as follows T.D.L Viscount Michael Ranfe, Viscount Ranfe, RBP. Each Peer is entitled to a government paid staff of 4, 2 Security Detail Officers, an office in the United Parliament Building, retirement pension of $81,000 BB a year and a salary of 148,900 BB a year


People's Assembly

In The People's Assembly(PA) there are currently over 170 Political Districts. Each district elects 2 able persons to be Representatives. Every major, capital or royal city with over 500,000 residents also has a representative. Based on population, additional candidates will be allowed run.

Registrar of Bills & Laws
The Bureau of Elections & Protocol determines which districts will have additional representation according to laws and population. The current numbers of seats are 322 but was recently increased for the next session to 357. The number of seats are regulated by law and can be increased by the Sovereign. There are 4 positions in the People's Assembly; the President, the Minority Leader, the Master of the Roll & the Sergeant-at-Arms. The President is elected by the PA, normally a member of the major party. The Minority Leader is elected from the 2 parties with the least majority. The President in return appoints the Master of the Roll(MoTR) and the Sergeant at Arms(Sgt.aA). Representatives create legislation, form committees and sub-committees, check the executives branches action based on the legality and constitution, approve Deputies of each ministry, and monitor the acts of government.

Members of this assembly are addressed by Representative. Their names are written as such, given name, parliament initials, party initials. For example, Rep. Charles Smith,MPPA-SMCG (Member of Parliament People's Assembly)(Social Moderate Coalition Government Party). Each Representative is entitled to a staff of 5 paid for by the government, 2 Security Detail Officers, an office in the United Parliament Building, retirement pension of $90,000 BB a year and a salary of 128,900 BB a year


The Law Making Process & Protocol


The Legislative System is a bit different in the realm from other countries such as the U.S. The Chamber of Peer, which is the upper house of the United Parliament of the Bresdennian Realm, cannot introduce laws

such as the US Senate. The Chamber uses Propositions. Propositions are the Chamber's way of suggesting implementations and other Stances to the People's Assembly to debate, form into Stances and returned to approved by the Chamber. The People's Assembly by law is the only house of the United Parliament that can introduce Stances. Stances are legislation that are being drafted, committee reviewed and in process from both houses. The Chamber of Peers has retained a special power called "pas avec le soutien de l'aîné", meaning not with the backing of the elder which allows them to block a Stance by not gaining Sponsors in the Chamber. Bresdennian Law mandates that each bill that comes before the Sovereign's approval must be sponsored by both houses of the United Parliament. ScAny Stance that has not gained any supporters of either house is called a dead mans stance. If not approval but vetoed from the Chamber of Peers the People's Assembly may override with 3/4 majority. If the Stance is approved it is written into a Bill. Bills, which are more formally called Resolution of Stance, are legislation, petitions and other announcements that are debated, reviewed and voted that are ready for the approval of the Sovereign to become law. A Bill must have originated as a Stance by law to ensure both houses have had the opportunity to review, advise,support, augment, debate and augment a proposed law. A Sovereign may veto any bill. In the case of a Sovereign's Veto a special session of the United Parliament is called. The veto may be override if 2/3 of the United Parliament consents. Executive Will of the Sovereign is when the Sovereign directly implements a law. The law is valid without the approval of the United Parliament for 120 days, after that time it can be vetoed or approved permanently.

The Parliament Administrative Office

The Parliamentary Administrative Office is the support staff to the combined parliament. The PAO, as it is called for short, is charged with the supporting Peers and Representatives by performing expense recoveries, the payment of aides and support staff, parliamentary budgets, housekeeping, maintenance and operations of the United Parliament Building, law and informational research, oversight of the Parliamentary Archival Office, procurement and providing resources to better the efforts of parliament. The PAO is located in the United Parliament Building. The PAO is headed by the Clerk of the United Parliament and several Assistant Clerks/Directors. The following are the officers of the PAO.

The Royal College of Advisors are the un-elected counselors of the Sovereign. These people are personally chosen by the Sovereign and may be called apon at anytime for their assistance. Members of the college are entitled to hear and give arguements, propose, develop and assist on legislation but may not vote under any circumstance. The Royal College is presided over by the Dean.

The Great Constitution of the Bresdennian People


Preamble:
We the People of The Most Christian Bresdennian Realm, its Territories, Colonies and States, in Order to form a more effective government establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, curtail Royal and noble abuses and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the Most Christian Bresdennian Realm.



Article I
The Sovereign & the Executive Committee


Section 1

All executive powers shall be herein vested in the Sovereign and exercised through HM's Privy Council. All of government shall be formed into committees of HM's Privy Council. The Executive Committee shall be the said head of HM's Privy Council.

Section 2

The Executive Committee, consisting of only the Sovereign of the Most Christian Bresdennian Realm, who shall be concurrently the Monarch of the Imperial Family, shall be herein vested with the responsibility and executive of government as a whole.

Section 3

The Sovereign, as sole member of the Executive Committee, shall concurrently serve traditionally, legally and ritually as the Commander-in-Chief of the Armed Forces; as the Fount of Justice; as the Keeper and Preserver of Government and the Root of Authority.

shall express all authority in the Bresdennian Realm, its territories, colonies and states and the affairs thereof including and not limiting the sole right to declare and end war; to call to session of the Joint Parliament; to check and correct government of this Realm; to regulate Commerce with foreign Nations and coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures; to grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water and to reject or dismiss the elected Secretariat. The Sovereign at will may delegate affairs and duties in defeat of neglect.

The Sovereign, although the Keeper of Government, may not at any expressed time suppress the rights of man unless under treason and executive offenses; shall not interfere with the election of any public official of this Realm; may not preside over case before the courts albeit serving as the Fount of Justice.

Article II
The Secretariat & the Administrative Committee


Section 1

All administrative Powers neglected and/or delegated by the Sovereign is herein vested in the Administrative Committee of HM's Privy Council. The Administrative Committee, consisting of government ministers, aides and directors members shall be limited at the Sovereign's preference in numbers and be qualified of station. All ministries, directives and joint government activities shall report to the Administrative Committee. The Secretariat of the Bresdennian Realm as Head of HM's Government and Chair the Administrative Committee.

No Person shall be the Secretariat who shall not have attained to the Age of 32 Years, and been a natural born Citizen of the Bresdennian Realm, and who shall not, when elected, be an Inhabitant of that which is outside the Bresdennian Realm, its territories, its colonies and its states in which he shall be chosen. In the case of resignation, dismissal, death, or incompetence a special election will be held in The People's Assembly.

Section 2

The Secretariat shall be responsible and entrusted to lawfully posses the right and authority to assist and advise in the governing of the Bresdennian Realm, to preside, appoint and dismiss the Cabinet of Ministers, and to advise and counsel the Sovereign and Parliament on affairs of government.

The Secretariat shall, at stated Times, receive for his Services, a Compensation, which shall neither be increased nor diminished during the Period for which he shall have been elected, and he shall not receive within that Period any other Emolument from the Bresdennian Realm.

Article III
the United Parliament of the Bresdennian Realm


Section 1

All legislative Powers herein granted shall be vested in the Legislative Committee of the Bresdennian Realm, which shall consist of a Chamber of Peers serving as the upper house and a People's Assembly serving as the junior, jointly known and operating as the United Parliament of the Bresdennian Realm. The Legislative Committee shall be headed by the Lord Speaker, who shall concurrently serve as Speaker of the Chamber of Peers.

Powers vested jointly in the United Parliament of the Bresdennian Realm shall include any responsibility neglected by the Executive and Administrative Committees of HM Privy Council; the right to assess, approve or reject the central government’s expenditure and income revenues; entitled to instigate into a specific issue, without reference or interference of the government; to inquiry a minister or government agent to account and question; entitled and privileged to include freedom of speech, freedom from arrest in civil action, exemption from jury duty, exemption from appearing as a witness and the enjoyment of freedom from obstruction, interference, intimidation and molestation; enjoy the privilege and right to discipline government agents and operations, right to institute inquiries, call witnesses, demand papers and report evidence; and to sponsors each Resolution of Stance also known as a bill, that comes before the Sovereign's approval.

The United Parliament, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Citizens of two thirds of the several States, Territories, and Colonies, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified as the one or the other Mode of Ratification may be proposed by the Parliament.

The United Parliament must convene at minimum of 2 sessions a year. Other joint sessions of parliament may be called at the approval of the Lord Speaker.

The Lord Speaker, serving as head of the United Parliament, shall express the authority to represent and serve as the Spokesperson for the Parliament; to call a special session to elect a President of the People's Assembly in case of no clear winner; to determine who is to speak when two individuals rise at the same time; to rule on points of order; to discipline members who violate the rules of the Parliament; the Lord Speaker shall possess the authority to break ties in Joint Sessions of Parliament; and to facilitate all oaths of office of executive officials of the Parliament.

Section 2

The Chamber of Peers shall be composed of 137 Noble Members and 12 Archbishops chosen by the Sovereign, shall have the Qualifications requisite of any other member of nobility and clergy of the Bresdennian Realm.

No Person shall be a Peer in Chamber who shall not have attained to the Age of 30 Years, and been in possession a land and/or ancient title and who shall not, when appointed, be an Inhabitant outside of the Bresdennian Realm, its territories, colonies or state in the term of 9 years prior to office.

The actual Enumeration shall be made within 4 Years after the first Meeting of the Chamber of Peers of the Bresdennian Realm, and within every subsequent Term of 6 Years, in such Manner as they shall by Law direct. The Number of Chamber of Peers shall be limited at the express will of the Sovereign but not numbering more than half of the People's Assembly members. When vacancies happen in the Chamber of Peers due to health, death or resign, the Executive Authority of the Nominations Committee thereof shall issue Writs of Nomination to the Sovereign to fill such Vacancies.

The Chamber of Peers shall choose their Officers, other than the Appointment of Lord Speaker by the Sovereign in which they shall offer a candidate.

The Chamber of Peers shall not have the power to introduce Stances, but may Proposition the junior house.

The Chamber of Peers shall express at will, the Power of Veto to any Stance from the People's Assembly or to deny Sponsorship the Chamber, ending legislative process of that Stance.

Section 3

The Lord Speaker, serving as head of the Chamber, shall express the authority and responsibility over the affairs of the Chamber; preside over the Sessions of the Chamber or appoint a delegate; to call the Chamber to order and dismissal; to determine who is to speak when two individuals rise at the same time; to rule on points of order; to discipline members who violate the rules of the Chamber; the Lord Speaker of the Chamber is to formally put the question before a vote; to announce the result of any vote; and to make certain announcements to the Chamber.

Section 4

The People's Assembly shall be composed of 357 non-noble Members chosen every second Year by the People of each the Bresdennian Realm, its territories, colonies and states, and shall have the Qualifications requisite for members of this chamber. The members limits are capped at the express will of the Sovereign with effective and accounted representation of the people.

No Person shall be an Assemblyman who shall not have attained to the Age of 27 Years, and been 10 Years a Citizen of the Bresdennian Realm, its territories, colonies and states, and who shall be, when elected, an Inhabitant of that region and/or district in which he shall be chosen of at minimum of 7 Years.

Assembly Members and direct Taxes shall be apportioned among the whole of the Bresdennian Realm which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of citizens within the district. The actual Enumeration shall be made within 2 Years after the first Meeting of the People's Assembly of the Bresdennian Realm, and within every subsequent Term of 4 Years, in such Manner as they shall by Law direct. The Number of Assembly Members shall accommodate member Regions with at Least one Assembly Member.

When vacancies happen in the People's Assembly from any region, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.

The People's Assembly shall choose their President and other Officers; and shall have the sole Power of Forming Stances, beginning the legislative process.

The People's Assembly may override with 3/4 majority any rejected bill from the Chamber of Peers with 4 Sponsors from the Assembly with the additional required Chamber Sponsors.

Section 5
The President of the Assembly, serving as head of the junior house in addition to duties of any other representative, shall express the authority to serve as the Spokesperson for the Assembly; to call to order session of this house; and to direct, delegate and oversee affairs of the house.

Article IV
Ministries & Ministers


Section 1

Ministries shall be defined by this charter to be the important and/or specialize organization with broad scope or responsible for the activities for the sum of smaller bureaus. Ministries of the government of the Bresdennian Realm shall be head by a Minister, appointed by the Secretariat. Ministries maybe created with the approval of The United Parliament on behalf of the Sovereign.

To govern accordingly, the Government of the Bresdennian Realm must accommodate for a ministry for defensive measures; establish a treasury for fiscal enterprises; a ministry for matters of state and ministry to ensure justice and matters of judiciary.

Section 2

Ministers of the Bresdennian Realm shall be responsible for, possess and embody authority over the affairs of the Ministry of their profile. The Minister, concurrently serving on the Administrative Committee of HM's Privy Council, shall serve as the Principal Advisor and Deputy of the Secretariat and the Sovereign on all affairs of their profile.

The Minister shall serve at the pleasure of the Sovereign on advice of the Secretariat or for the period equivalent in term to the term of the Secretariat, with no term limit.

Article V
Courts and the Judiciary


Section 1

The judicial Power of the Bresdennian Realm, shall be vested in one supreme Court, and in such inferior Courts as the Sovereign on the advice of Parliament may from time to time ordain and establish. The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behaviour, and shall, at stated Times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office.

The judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the United States, and Treaties made, or which shall be made, under their Authority;to all Cases affecting Ambassadors, other public Ministers and Consuls;—to all Cases of admiralty and maritime Jurisdiction;—to Controversies to which the Bresdennian Realm shall be a Party;—to Controversies between two or more member States;— between a State, Territory or Colony and Citizens of another State, Territory, or Colony—between Citizens claiming Lands under Grants, and between a State, Territory, or Colony or the Citizens thereof, and foreign States, Citizens or Subjects.

In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party, the supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Parliament shall make.

The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the district where the said Crimes shall have been committed; but when not committed within any State, Territory or Colony the Trial shall be at such Place or Places as the Parliament may by Law have directed.

The Supreme Court of the Bresdennian Realm shall consist of the Lord Chief Supreme Justice and 12 Associate Justices, one of whom shall be on a termed appointment. Members of the Court, with the exception of the termed associate, shall not be subjugated to terms and all justices serve at the pleasure of the Sovereign, or until death, resignation, or impeachment by two thirds of Parliament.

The Lord Chief Supreme Justice shall serve as head of the judiciary and administrator of the court systems. The Lord Chief Supreme Justice shall be first among equals, serving as Administrator and Spokesman for the Supreme Court and the Court system as a whole.


The Bresdennian Bill of Rights


Amendment I


The United Parliament shall make only laws to prohibit such actions as are hurtful to society. Nothing may be prevented which is not forbidden by law, and no person may be forced to do anything not provided for by law.

Amendment II


The United Parliament, or its agents shall not prohibit or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Amendment III


No person shall be accused, arrested, or imprisoned except in the cases and according to the forms prescribed by law. Any one soliciting, transmitting, executing, or causing to be executed, any arbitrary order, shall be punished. But any citizen summoned or arrested in virtue of the law shall submit without delay, as resistance constitutes an offense.

Amendment IV


The law shall provide for such punishments only as are strictly and obviously necessary without extreme abuse, and no one shall suffer punishment except it be legally inflicted in virtue of a law passed and promulgated before the commission of the offense.

Amendment V


As all persons are held innocent until they shall have been declared guilty, if arrest shall be deemed indispensable, all harshness not essential to the securing of the prisoner's person shall be severely repressed by law.

Amendment VI


No one shall be disquieted on account of his opinions, including his religious views, provided their manifestation does not disturb the public order established by law. Every citizen may speak, write, and print with freedom, but shall be responsible for such abuses of this freedom as shall be defined by law

Amendment VII


The security of the rights of man and of the citizen requires public military forces for the protection of society.

Amendment VIII


Taxes are indispensable for the maintenance of the public force and for the expenses of administration; it ought to be equally apportioned among all citizens according to their means.

Amendment IX


All the citizens have a right to decide, either personally or by their representatives, as to the necessity of the public contribution; to grant this freely; to know to what uses it is put; and to fix the proportion, the mode of assessment and of collection and the duration of the taxes. Society has the right to require of every public agent an account of his administration.

Amendment X


Property being an inviolable and sacred right, no one can be deprived of it, unless demanded by public necessity, legally constituted, explicitly demands it, and under the condition of a just and prior indemnity.

Amendment XI


The State Religion may not be enforced on citizens, any government operation with affairs of the state religion may be opted out individually only or if the majority present differs.

Amendment XII


The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

Amendment XIII


No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.

Amendment XIV


In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defense.

Amendment XV


Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted on citizen detained and accused by the Bresdennian State.

Amendment XVI


Freedom to petition the monarch without fear of retribution with no royal interference with the law. Though the sovereign remains the fount of justice, he or she cannot act as a judge. There shall be no royal interference in the election of members of People's Assembly and the office of the Secretariat.

I. We, The United Parliament of The Most Christian Bresdennian Realm, do hereby petition Our Sovereign to implement the GOV'T & PARLIAMENTARY COMPENSATIONS ACT OF 2013.

II. Due to the cost of expanding government operations, the numerous cost of governmental and parliamentary salaries and benefits and the cost of living government, Salaries are to be set and fixed.

III. We propose the implementation of a direct pay scales and salaries that will fulfill the needs of the government and parliament. By implementing Pay Scales, finances and benefits will be more easily taken care of to the gratification of the Sovereign and National Finances. Furthermore, Pay Scales will allow for the increase and decrease of cost of living. In addition to providing adequate pay for employees and contractors. As well as providing a record of past, prior and future payments.

IV. Pay Scales for the government will be as follows. The Parliamentary Research Office equates the cost of implementing the pay scale will be estimated at 122.8 million Bresdennian Bills but will save 1.3 Billion Bresdennian Bills over a 3 year term. The Executive Level will include the Secretariat, Ministers, Deputy Ministers, Supreme Court Justices, HM's Personal Secretary, Lord Speaker and President of the People's Assembly. The Prime Level will include Parliament Members and Committee Chairs, Secretaries of the Military, Associate Deputy Ministers, Administrative Justices, Ministry Chief Officers, National Level Judges & Chief Military Justice, and Prime Level Executives. The Mid-Grade Level will included National Agency Director-Generals, Deputy Directors, HM's Secretaries/Directors/Stewards and equivalent. Low-Grade Executive will include Agency Directors, Supervisors, Program Heads and equivalent. Base Grade will include base and primary employees and equivalent

THE ROYAL ERMANTI GROUP, INC's ROYAL ERMANTI LUXURY CAR & AUTO CO. is contracted to do the following (a) to build and provide, to government regulation and expectancy, reliable and safe vehicles, (b) to secure and bulletproof, to the compliance of Security Regulation of Executives of the Government, in addition to the latest technology to secure car and occupants and (c) to safeguard and disclose all information pertaining to all issues involving this service unless previously cleared in writing.

THR ROYAL ERMANTI LUXURY CAR & AUTO CO. agrees to bulletproof, bombproof, and sabotage proof the above said at the overall cost of 3,277,754.34, in turn THE UNITED PARLIAMENT OF THE MOST CHRISTIAN BRESDENNIAN REALM will cover all other additional cost involved in the securing of the vehicles.

THE UNITED PARLIAMENT OF THE MOST CHRISTIAN BRESDENNIAN REALM agrees to pay the total of 8,975,941.90 which does not include additional securing cost. Payment shall be made in installments to THE ROYAL ERMANTI LUXURY CAR & AUTO CO. "Move the Capital from Saint Corlo"


NOTICING the lack of space and condensation in the national capital of Saint Corlo to conduct governmental affairs efficiently without hindering public life,

HONORING our duties, as the upper house of the United Parliament, we propose the moving of the capital to a new home.

RECOGNIZING the causes of this issue such as increased population and over-development gives urgency to this situation leading to security risks and ineffectiveness.

BELIEVING the best solution is to establish or move the capital to a new city and not extending the limits of St. Corlo as a short term fix

SUGGESTING the formation of The National Capital Fund and the tapping of monetary resources from The Emergency Government Fund and The Reserve Funds Fund to cover the costs of this endeavor.

THEREFORE be it resolved by this house, The Chamber of Peers of the United Parliament of the Most Christian Bresdennian Realm, assembled today March 1, in the year of our Lord 2013, propose the establishment of a new national capital.

"Move the Capital from Saint Corlo"


UNDERSTANDING concerns from the lower house, The People's Assembly, we The Excellent Lords of this Realm do resolve adjusted as such

STILL NOTICING the lack of space and condensation in the national capital of Saint Corlo to conduct governmental affairs efficiently without hindering public life,

CONTINUALLY HONORING our duties, as the upper house of the United Parliament, we propose the moving of the capital to a new home.

WE PROPOSE the moving of the government capital of Saint Corlo to "Correlyn", a new city to be built and completed in 2015.

STILL BELIEVING the best solution is to establish a new capital and not extending the limits of St. Corlo as a short term fix for the following reasons;
(a)disruption of civilian life
(b)increase pollution
(c)zoning issues
(d)increased traffic
(e)environment protection issues
(f)high economically cost
(g)disruption in the local economy
(h)the removal of citizens and businesses from homes
(i)the delay of the ultimate meaning expansion

FURTHERMORE, "Correlyn" should be located historic Duchy of Sorrelyn, 21 miles northwest of the present capital. City limits should be confined at minimum of 562 square miles from the center of the city. According to The Chamber of Peer's Research Office, this is where land is most plentiful and disruption to human, environment and government life is minimal.

DETAILING that "The City of Correlyn" shall consist at the most basic level but not limiting to residential housing districts, governmental zones, commercial and business districts as well as educational, recreational and nightlife.

SUPPORTING the idea of many local and foreign construction and architecture firms working together on the completion of the new capital will minimize costs & dilemmas and increase diversity and culture.

BELIEVING the cost of construction section of this project to be capped at maximum of 386 billion Bresdennian Bills and

PROPOSING a budget of 511 billion Bresdennian Bills to ensure all cost may be covered without delay or defray.

SUGGESTING the formation of The National Capital Fund and the withdrawal of 120 billion Bresdennian Bills from The Emergency Government Fund and 163 billion from The Reserve Funds Fund to cover the majority costs of this endeavor.

ESTABLISHING the The Resources for Correlyn Drive to recieve, monitor and record monetary donations and resources from civilian organizations, groups, people and businesses to alleviate cost and include public involvement.

APPLAUDING the support of some of the Royals and nobility, a fund of 21 billion Bresdennian Bills has been collected with a reserve of 58 million Bresdennian Bills for the construction of The Correlyn Palace for the use of the royal family and to host dignitaries while in the capital.

UPON COMPLETION a statue of the skyline of the City of Saint Corlo will be commissioned by the purse of the Sovereign, King Brian IV Paul, to be placed in "The Square of Saint Corlo" in the proposed cultural district

WE RESERVE a donation of 2 billion Bresdennian Bills for public works, culture and use as a token from this house.

THEREFORE be it resolved by this house, The Chamber of Peers of the United Parliament of the Most Christian Bresdennian Realm, assembled today March 12, in the year of our Lord 2013, propose the establishment of a new national capital.

The Royal Proposal to Parliament

It pleases my conscience to propose to The Excellent Lords and Representatives of my government to abolish the office of the Prime Minister and establish the office of the Lord Inspector.

This is due that the office of the Prime Minister is a somewhat lame duck position given I and the last 3 of my predecessors have retained and have assumed more duties of governing. To make a more effective line of leadership abolishment is needed.

The Lord Inspector will be a high ranking member equal to any current ministers. With the duties of inspecting government actions and efficiency, provide regular reports to Parliament and the Sovereign on proposed implementations, monitor and propose implementations to ministries and agencies, and duties referred upon. The Lord Inspector should be an elected official to serve for 4 years without term limits and shall be a non-voting member of the Chamber of Peers. The salary paid shall be arranged in comparison to other ministers of my government.

These measures should be in place at the ending of the current Prime Minister's term, May 2014.

The Royal Proclaimation to Parliament

It pleases my conscience to proclaim to The Excellent Lords and Representatives of my government that The Dionne Islands and the Colony of Virgonia be fully vested into The Realm with representation in The People's Assembly. Furthermore, I abolish the offices of Governor for each and do organize a peerage system for each of the above said.

Reasoning for such are as follows; Both territories have been under monarchical control for years, the costs of having poly governments governing in my name and adding to the effectiveness of my rule.

The Chamber of Peers will increase to 327, 3 life-term seats for Virgonia and 2 life-term seats for The Dionne Islands which will correlate to titled Duke following.

The titles following shall be the senior of nobility of their respective country beside the Royal Princes and Princesses who titles are adjoined. The Duke of Larsay, The Duke of Zorrinth, and The Duke of Arcoria of Virgionia and The Duke of Kencoa and The Ducal Count of Cavannah of The Dionne Islands have been given the right to lifeterms in The Chamber of Peers, a manorial seat and with my permission a stipend from the Civil List.

With these privileges the Duke or Duchess serves at the grace and pleasure of myself and consequent Sovereigns and must serve in the parliament, pay homage to the crown, must served in the military regardless of sex prior or during the first 4 years during accession and pay 25 percent of their income go directly to charities of their choice.

The People's Assembly will be increased to accommodate properly the representation of the people of the above said.

These measures shall be in place at the ending of this governmental term, November 2013

Title: Chamber Rules on Floor Precedence and Procedures & Voting Protocol

I. Floor Procedure & Precedence

    After a stance has been approved for floor debate, the Lord Secretary or designee shall read the stance aloud in a clear a precise manor, for the Chamber. At the conclusion of the said, the floor debate shall officially begin.
    After stance has been read, the stance's Chief Sponsor shall be given floor precedence to debate. He/she at that time must do the following. Reply with "Je tiens à parler" to debate or debate, "Je nie ma voix et faire une digression" to not speak and to pass the floor to a co-sponsor the addition to the prior phrase and "... pour mon compagnon.This statement must never be spoken in any other language beside Bresdennian French for legal issues. Opening Statements will be confined to 3 minutes.
    After the ending of the opening statement, floor precedence are as follows: the Lord Speaker, the Lord Secretary, the Committee Chair(s) with topic Jurisdiction. At which may all reply with "Je tiens à parler" to debate or debate, "Je nie ma voix et faire une digression" to not speak and to pass the floor to the next speaker the addition to the prior phrase and "... pour mon compagnon. This statement must never be spoken in any other language beside Bresdennian French for legal issues. Statements will be confined to 1.5 minutes.
    The floor will be open for general debate at the end of statements. The floor is open to all peers, even those who have previously spoken due to precedence, as long as properly signaled and acknowledged. Peers wishing to speak must signal electronically and then be acknowledge by the Lord Speaker before one can speak. After acknowledgement, the Lord Speaker will announce Peers name and highest title. All peers must stand to address the Chamber.
    Floor debates may not be limited by the Lord Speaker without due diligence as referred to in the Parliamentary Handbook of The Bresdennian Realm circa 1621.
    The Lord Marshal shall have all right and due power to enforce the rules of this Chamber and directives from the Lord Speaker. The Lord Marshal may expel a Peer only on the grounds of Behavioral and Safety violations for the duration of the topic debate as recorded in the Parliamentary Handbook of The Bresdennian Realm circa 1621.
    At the closing of debate, the Lord Speaker shall close the floor debating session. Before voting can commence the Lord Marshal or designee must notify all peers in attendance even expelled peers.

II. Voting Protocol

    The Lord Speaker shall call the session into voting. The Lord Secretary or designee must read stance summary before voting. Voting is started by the Lord Speaker stating the phrase "Mes seigneurs en session, comment toi vote? Yay ou Nay?" meaning ''my lords in session, how do you vote? Yes or No?". This statement must never be spoken in any other language beside Bresdennian French for legal issues. At that time Peers must electronically signal their response even if abstaining to vote.
    After due time for voting, the Lord Secretary or designee must record voting turnouts, individual voting stance and in turn report voting turnout to the Lord Speaker to relay to the Chamber.
    The Lord Secretary or designee must submit and file Proposition from the Chamber of Peers/CoPPRO-135 Form for propositions to the People's Assembly, a Stance of Rejection/CoPSTREJ-133 Form for rejected stances from the People's Assembly or a Resolution of Stance/LAW-102 Form for approved stances ready for preparation and signing with the Parliamentary Archival Office via the Registrar of Bills & Laws.

I. Call to Order & Purpose
We, The United Parliament of the Bresdennian Realm, do herby petition Our Sovereign to implement THE GOVERNMENT AND PARLIAMENTARY BUDGETS FOR FISCAL YEAR 2014-1015.

II. Petition Reasoning & Issue
To continue to ensure the continuity of government operations, credit and administration, budgets must be approved to assure funds as current funding shall cease on Jan. 23, 2014 due to lack of funds. The National Budget adheres to preset guidelines and measures. The Joint Sub-Committee of Fiscal Policy & Appropriations has received the Secretariat's Budget Request and divided the National Budget into 5 categories: Parliamentary, Government Operations, Foreign Affairs, Defense & Intelligence, Royal Expenses and Reserve, Savings, Debt & Payments with proposed increased area listed. Annual Expected income for Fiscal Year 2014-2015 is reported to be 3.8 trillion. The increase in funds results from government mining and oiling in Southern Antionique, the gold mining operations in Varionae, the increase in foreign business and other corporate and commercial taxes, increased trading and the off-shore deposit of minerals and silver found in July of 2013 off Alvre Del Mar, Saryland, BR. Since the elimination of the National Debt in 2010, the Ministry of HM's Treasury & Finance & Parliamentary Research Office(PRO) reports annual surpluses over 7.23 billion Bresdennian Bills. The elimination of National Debt allows the government to begin a new fiscal year without debt allocations. This allows the government to withdraw from government saving and reserve accounts. All outgoing payments from the Government of the Bresdennian Realm shall be paid in full no later than Jan. 15, 2014. The Treasurer of the Bresdennian Realm reports all reserve accounts in a positive balance with accordance by law.

III. Resolved Solution
    a. Parliamentary Operations Section-National Fiscal Budget 2014-2015

    -Overview
    Parliamentary Expenses are managed by The Parliamentary Administrative Office(PAO).     The Reserve, Savings, Debt & Payments Section of the budget deals with the debt, national payments, saving and reserve funding for the Government of the Bresdennian Realm. The Treasurer has reported no national deficits in the Treasury Financial Report to Parliament of the previous fiscal year. With no debt payments to be made, the Bresdennian Realm stands in excellent credit with surplus. The Minister of HM's Treasury & Finance has implement financial measures beyond law to help ensure fiscal responsibility. The Joint Sub-Committee of Reserve Funds & Special Interest has jurisdiction over the base amount at which each account must have. I. Call to Purpose
We, The United Parliament of the Bresdennian Realm, do herby petition Our Sovereign to implement THE INCREASE IN REPRESENATIVES IN THE PEOPLE'S ASSEMBLY & THE ALLOTMENT OF NEW SEATS.

II.Petition Reasoning & Issue
To adequately ensure the representation of the citizens in government, an just amount of Representatives are required to serve. The Bresdennian Realm has swelled in population over recent years, equating to over 5 trillion citizens under Bresdennian influence. The current standing Representatives in the People's Assembly equates to 322, which is roughly equating to each Representative representing over 17,000 citizens. Citizens of Bresdennian Territories/ Colonies of Marj, Saryland, Virgonia, The Dionne Islands, Cherokeeland and Fallstown have no representation in the People's Assembly, which must be remedied for the fairness and effectiveness of government.

III. Resolved Solution
To remedy the situation, we petition to increase membership of the People's Assembly of 322 to 357, to include 3 Representatives from each of the Bresdennian territories/colonies and seats for population increases. This shall be in full effect and measure at the beginning of the Parliamentary Opening Session in 2015.

I. Call to Order
The Committee of Procedures, Ethics & Conduct of the 574th People's Assembly was called to order on JULY 03, 2014 after the arrest of Rep. ETIENNE GAMBRILS of the 29TH DISTRICT to investigate ethic and criminal offensives as charged. As protocol states, a formal investigation for the barring of a Representative commenced on JULY 4, 2014.

II. Investigation and Questioning
Chairman Brun-Desmarais appointed Rep. Owen Dominic as Investigative Panel Chair. Reps. Gloria Lisle, Joaquin Blanchard, Helene Renard, and Henri-Jon Roux served as panel members.

The Investigative Panel investigated the allegation of the following crimes;
  • behavior unbecoming of a member of the People's Assembly of the United Parliament of the Most Christian Bresdennian Realm
  • the acceptance of gifts and bribes, financial and/or tangible, from foreign powers, corporations or entity which may arouse suspicion or conflict of interest as according to law.
  • the false or falsified tax forms from FYR 2005-2009 & FYR 2013
  • the acceptance of gifts and bribes, financial and/or tangible, from lobbyist, groups, organizations and other entities which may arouse suspicion or conflict of interest as according to law.
  • the felony offense of theft beyond 25,000 Bresdennian Bills
  • the felony offense of aiding to the corruption of the Sovereign's government, agents or interests.
  • the broken or unfulfilled oath to the Sovereign and digression of trust or misuse of power while in the service of the Sovereign.
  • the treason offense against government, its entities or its agents while in the service of government or the Sovereign


Commencement of the Panel Questioning of Rep. ETIENNE GAMBRILS of the 29TH DISTRICT took place on JULY 21, 2014 at The United Parliament Building, in the presence of the full Committee of Procedures, Ethics & Protocol, Rep. ETIENNE GAMBRILS' ATTORNEYS, was recorded and filed.

Rep. ETINNE GAMBRILS of the 29TH DISTRICT pleaded NOT GUILTY before the Committee.

III. Investigation Results and Committee Referral

We, the Committee of Procedures, Ethics & Conduct, investigated and found evidence, supported by local and other police and intelligence entities,that finds Rep. ETINNE GAMBRILS to be fully GUILTY and responsible for his actions and was sentenced to reparation terms.

Rep. ETINNE GAMBRILS of the 29TH DISTRICT is ordered to pay $211,975.83 Bresdennian Bills for Reparations to the People's Assembly and the Government of the Bresdennian Realm for the following offenses against the People's Assembly and the Bresdennian Government;

Due to the Decree from the Administrative Committee of HM's Privy Council, which established the new Ministry of the Environment, Science & Technology the release of funds to establish the above is needed. The Ministry of HM's Treasury was authorized from the Imperial Crown to release $275,500,000.00 BBs. The Ministry of State's former Department of the Environment, Energy & Agriculture entire budget is to be transferred to the new ministry to equate to $3,169,437,210.72 BBs. Before HM's Treasury can release additional funds your approval is required. The following are the expected additional expenditure for the last half of Fiscal Year 2014-15. Secretariat Carter has announced her candidates for executive positions and Dr. Jean-Louis Louvre was confirmed Minister, so all essential personnel salaries and benefits are included.

Q1, Chair: Welcome committee members, personnel and officials. This session will focus on the administration and functions of the Ministry of Justice. Attention will be given to structure and other issues that affect effectiveness and pan ministerial operations. This committee will submit its recommendations for restructuring and policy implementations.

Q2, Chair: Minister Saint Goode, What do you consider to be the biggest issue within the ministry? What actions have you taken, within your legal duties, to remedy or inflict change?

Minister St. Goode: The Ministry of Justice is faced with many issues on a daily basis as any ministry. I would have to say that the large administration and old fashioned practices hinder our effectiveness. We have a lot of overlapping of duties leading to some confusion. I have suggested numerous times to the Secretariat as well as this committee the many issues of the ministry. I have issued a Review Commission to review of the ministry in order to determine which policies, practices and positions can be rectified, eliminated or adjusted.

Q3, Chair: Indeed, this committee was made aware of your concerns and be assured Minister St. Goode it was not in vain or ignored. What was the review commission tasked to do exactly? What did the Review Commission say about the ministry?

Minister St. Goode: I asked the commission to point out practices, policies and procedures that were ineffective, partisan, inadequate and unfair. They were asked to submit re-organizational models of the ministry to ensure that the ministry will operate at its best. The effectiveness of the prison system and other similar affairs. In addition, I tasked them with the access of judicial help and court functions. I met with the Lord Chief Supreme Justice and other Associate Justices for input and cooperation on these matters. The Commission pointed out various unenforced policies, outdated regulations and/or with loopholes, the court's public defenders inefficiencies and affairs that needed to be address with the prison system and it's population.

Q4, Francine Kelly: What did the Review Commission consist of as far as membership? When did you receive the review?

Minister St. Goode: The Review Commission consisted of attorney's from the federal bar in good standing, practicing law professionals, professors and ministry officials, Madam. I received the Official Review sometime in the end of November 2014.

Q5, Paul Adrienne: Well since being aware of the state of the ministry, what have you done exactly to fix these issues? Do you feel more could be done on your part?

Minister St. Goode: Since November, i have issued a number of rectifying policies and ordinances to help the problem. I have analysts working to see the financial effects of reorganizing. Well Sir, more could be done on all of our parts to have these issues fixed. In the amount of time, a lot has not been done simply because of time.

Q6, Lorraine Porcher: This is for Deputy Minister Parker and/or Minister St. Goode. What would you say is the state of affairs between the Ministry of Justice and the Ministry of State's Division of Public Safety and Emergence Services? Mrs. Johnson and Mr. Santana feel free to add in. Even Mr. Magotti, if you have any input do so.

Deputy Minister Parker: The two ministries have to work in conjunct for the needs of government, but there is need for improved relations and better procedures. Mr. Magotti as well as myself knows the need for improved communications between our two agencies. We deal with lost information and other confusions dealing with new prisoner information, apprehensions and criminal deterrence.
Warden General Magotti: As my superior said, we have to deal with missing information and the lack of communications between us. This effects our fingerprinting, verification and holding issues on a daily basis.
Prosecutor General Johnson: As many of my deputies report from various branches of my offices, we deal with some of the same issues as in records and information quality. The Division of Public Safety & Emergency Services is crucial for prosecutions as they are first hand responders and handle a lot of evidence.

Q7, Lorraine Porcher: Deputy Minister Paulette, as the direct minister in charge for the State Ministry's Division of Public Safety and Emergency Services, what do you think the state of affairs is between the two ministries?

Deputy Minister Paulette: I agree with my colleagues we have an information flow problem between the two ministries. We operate on two totally different informational systems making information confusion or sometime lost. On the other hand, I would like to praise the work of our liaisons in the crime labs and narcotic administration for the level of skill and success the carry out daily, in spite of.

Q8, Chair: Well that goes into my next question, In what ways do you find our present system effective? What procedures, policies or practices that are healthy for the ministry that are currently in use?

Deputy Minister Paulette: In my division, we are currently undertaking changes. Working with the crime labs administrators we have increase the proficiency by 12% and overall time spent on cases in decreased due to technology. I think having Liaisons to bridge the gap between our ministries is helpful. These professional are equipped with the resources and time need to dedicate completion of activities on both ends. This leads to less of the go-around and more work getting done. I believe that current ongoing relationship between the State Ministry's Narcotics Enforcement Administration, the National Police and Guns & Weapon Control Bureau and the Justice Ministry's Office of Criminal Deterrence & Apprehension and the Office of the Prosecutor General is viable. I think this is due to the high volume of cooperation.

Q9, Jacques L. Xavier: Thank You Deputy Minister Paulette for that. Briefly account for your administration. The NEA activities and operations lacked some detail in previous. This committee is also very interested in the latest news about the National Police brutalities and the recent death of a 16 year old in custody in the infamous Zaricole District.

Deputy Minister Paulette: The Department continues to devote substantial investigative and prosecutorial resources to addressing the problem of drug trafficking. In FY 2013, drug cases represented more than 25 percent of all cases filed by our B.R. Attorneys and 35 percent of Federal defendants. The vast majority of illegal drugs sold in the Bresdennian Realm are supplied by drug trafficking organizations (DTOs). The Department continues to believe that utilizing intelligence to target the highest priority DTOs and those entities and individuals linked to the DTOs, using the Narcotics Enforcement Administration (NEA) and the organized crime and drug enforcement programs, are the most effective approach to fighting the global drug trade and its attendant threats. It is within this strategic framework that the Department generally organizes its efforts to reduce the supply of illegal drugs. These efforts combine the expertise of multiple Federal agencies with international and local partners to mount a comprehensive attack on major drug organizations and the financial infrastructures that support them. This approach has been successful. Just this past fall, the most significant drug traffickers ever to face justice in the Bresdennian Realm- Vladimir and Alexander Julinskiy - pleaded guilty in a Federal court in Eastern Sorrelyn to a charge of conspiracy to import cocaine into the Bresdennian Realm.

The Department recognizes that the southeastern Border remains a critical front in our Nation's defense against both illegal drug trafficking and terrorism. Because a significant amount of drugs that enters the B.R. is trafficked by DTOs based in Nevergo, the Department has been working closely with the Government of Nevergo, including in joint cooperative efforts by law enforcement. In addition, the Department is continuing discussions with the Government of Nevergo regarding extraditions of major drug traffickers.

The Department remains concerned about the non-medical use of controlled substance prescription drugs, which continues to be the fastest rising category of drug abuse in recent years. At the same time, the Department recognizes that it is critical that individuals who are prescribed controlled substance prescription drugs for a legitimate medical purpose have access to these important drugs. Rogue pharmacies operating through the Internet increasingly have become a source for the illegal supply of controlled substances. This issue is a priority for the Department, and we are aggressively applying the full range of enforcement tools available to us to address this increasing problem. The Department looks forward to working with Parliament on additional enforcement tools that may be appropriate.

The recent death of 16 year old Vance Astor, while in police custody is saddening indeed. I was personally made aware of this after it had hit the media. To my knowledge, Mr. Astor was in police custody for assaulting and threatening several neighbors during an altercation. Police were called and Mr. Astor resisted forcefully until being detained. Upon arrival at the local intake center, Mr. Astor began becoming uncooperative and got ahold of Officer Frederic Ferris' service weapon and pursued into a stand off with officers in the intake center. Negotiators were unable to persuade him to cease and was apparently shot. Currently my office is performing a routine investigation to ensure policies were followed. In regards to the recent spike in police brutality cases , I have directed my Chief of Staff, Mr. Alexandre Powell, to lead investigations into this matter.

Q9, Jacques L. Xavier: This is quite simply ridiculous. The National Police is running a muck and you have given this committee nothing of real substance and obvious information, Deputy Minister. Let me ask you this. What do you call recent? This matter seems to have been going on for sum time according to The Equestrian, The Bresdennian Digest and The St. Corlo Times newspapers report incidents as far back as 2011. I find this to be completely unacceptable, Sir. Is it not the duty of the National Police to protect and uphold the laws of this great nation? As soon as the report is available to you from Mr. Powell, notify this committee with urgency. I personally am quite interested in how we can prevent such tragedies, especially with our youth.

Deputy Minister Paulette: Sir, when the information on these spikes reached my office, we immediately became investigating and troubleshooting. There has been suspensions, 2 officers have been relieved of duty and other disciplinary actions have been issued. The results of the investigations will be forwarded to this committee, sir.

Q10, Georg L'Overture: Since the seat is hot, I would like to continue on a few points. But first, Mrs. Johnson, What prosecutions or actions, if any, has your office taken in prosecuting the 2 officers fired?

Prosecutor General Johnson: At this time, I can not account for any prosecutions. I will have to get back to this committee at a later date.

Q10, Georg L'Overture: Do so, we need to set examples and clearly raise the bar for the National Police. The people trust us to do a job, and this committee will see that it is carried out. Speaking of raising the bar, a recent report gives many members of this committee utter disgust at some of the abuse in the prisons; prisoner mistreatment, personnel bribes, drugs and poor maintenance of the jails themselves. What do you have to say Warden? and even your superior? What is being done to curtail the before said?

Warden General Magotti: I am aware of the report in which you speak. I find this report to be useless. The Office of Prison Assessment reports a 2% decrease in reported prisoner mistreatment from the previous year. As per policy, any personnel caught receiving or participating in bribery shall be removed from duty and prosecuted by the Prosecutor General's Office. In the past year, we have contracted Dole Police and Paramilitary Training Consultants and have been implementing other programs such as the Bribery Report Line. I must say that the state of prison system is in need of repair. Prison Construction and Maintenance budgets have been cut for other projects and programs such as rehabilitation and health services. No one has been hurt or put in danger due to the state of the jails to my knowledge. We have several jails and prisons that were built prior to 1950. This means that they are unequipped for our current system and severely outdated. We simply have not been authorized for overhaul or sufficient construction so we patch and portion updates as funds become available. There has been 2 prisons closed due to age, conditions and/or other factors; Ferris Maximum Confinement Center and Percival Downs Detention Center which was in 1936. Prisoners from these two locations were transferred to Calberrier Corrections Facilities in Vanisville, Antonique; General Sampson Ramesey Dentention Camp for Maximum Offenders in Lowdon and other surrounding jails. I am happy to report to the committee that the renovation for West Verster Dentention will be completed in June of this year.
Deputy Minister Parker: I have approved the construction of a new facility. The Warden General and I are currently in the planning stage. We hope that this facility will ease the crowding in population and increase productivity and services. The Warden General tells me that this facility will be able to house approximately 15-17,000. Possible locations are Sanju Pico on Mt. St. Maria or Southwest of Doyle Forest.
