Not necessarily in either case. One of the primary objectives of deceptive jamming techniques like cross eye jamming and terrain bounce is to make the enemy believe the signal originates elsewhere, thus luring missiles away toward these false contacts. Big systems like AN/ALQ-99 are large because they are standoff jammers, quite a bit larger than a self-defense jammer which can work at shorter ranges.

They're not combat aircraft.
I have no idea how useful their gear is against other aircraft. It's almost certainly powerful enough to dick about with it, but since major air-to-air radars all overlap (Vihenia posted about it quite a while ago, the radar sets of east and west aircraft, and also their radar-guided missiles, could possibly electronically interfere with each other and significantly impact the ability to radar to guide munitions, particularly against low-observable and stealth targets), this might dick with your own aircraft's air-to-air radars. Or burn them completely out.

This is a thread discussing realistic modern-tech air force, right? Is there a thread for more creative, fantasy-like air forces? As my small island nation is using tamed predator birds as a kind of "avian air force" instead of modern jets. (Figured it'd be more interesting, since almost everyone uses jets...)

You would post them here although to be honest it wouldn't appeas though there would be much to discuss in regards to the concept of using living creatures as an "airforce".

It might be workable in an universe/storyland/setting that doesn't have anything modern but its not soemthing that going to be remotely workable alongside others using modern aircraft.

I guess I should have elaborated on that one, since of course it wouldn't be as defenseless as you make it out to be. And it was more supposed to be air defense, not an an offensive force. Either way, glad I could provide some with a laugh at least. :)

Can modern infrared missiles lock up on a bird? I remember there was a discussion about how sensitive infrared missiles were but I legitimately have forgotten what the conclusions were, therefor leaving me at a loss to discern whether they possess such a capability.

Nope, modern IR seeker works in 4-5 micron IR band or smaller. Birds and any other living creature emit at longer wavelength. Thus the seeker's material may have not enough response to such target.

Electronically its probably far behind, but as an overall aircraft it would probably be able to put up at least a testing fight

We have next to no information on the J-31 at all, and it's very far from completion. Nevermind electronics, the Chinese (and the Russians as well) haven't even developed the finalized engine for their fifth-generation fighters, which is a rather important item from a performance standpoint.
