Liberate The International Communist Union
A resolution to strike down Delegate-imposed barriers to free entry in a region.

The Security Council:
Recognizing that the ideology embraced by The International Communist Union is controversial and may meet with the disapproval of some regions and nations;
Observing, however, that The International Communist Union has an active native community that is entitled to self-determination;
Noting that The International Communist Union has been invaded and occupied by a hostile, external force;
Acknowledging that the occupying force has not yet, at the time of this writing, made an attempt to bar free entry to the region, beyond the barriers already imposed by the legitimate, native Delegate of The International Communist Union;
Recalling that the nations affiliated with this occupying force and the regions they represent have a long history of imposing such obstacles, for the purpose of permanently conquering regions;
Asserting that the regions and nations of the world should be proactive in forestalling such measures, rather than simply reacting to circumstances that may rapidly change:
Hereby Liberates The International Communist Union.
Despite posting this as a draft, I'll be submitting this as soon as I have two endorsements and can submit it unless anyone raises any significant legality issue in the meantime.
As a note, leaving the name of "the occupying force" out of the draft is intentional. I did the same thing in Liberate Liberal Haven, to avoid giving fascists any Security Council attention by name. I will be sure to let Delegates know that fascists are occupying the region in my campaign telegram.
