Technical Implementation Suggestion

I propose the implementation of required email validation for the creation of new nations. The effects of such an implementation would have minimal effects on user accessibility while providing immeasurable benefits on the security front with the additional level of protection against automated advert bots and the increased difficulty of ban evasion. This shouldn't be a difficult implementation technically speaking as the game code already includes storage of a nation's email in the database for password recovery purposes. As nation "puppeting" has grown to be an accepted part of nation states culture since its inception it should be possible to have multiple nations registered to the same email account.

Email Addresses are a dime a dozen. (Well free actually - but you get the idea). I would say people avoiding bans are more motivated to play then people just beginning to. Hence this might turn off the wrong people.

You forgot the downsides. Think about them. This is not going to happen.
