The International Congress of Nations, or I.C.o.N for short, was founded out of the ashes of three great diplomatic alliances. The nations found here, have thus made a commitment to rework the entire foundation of what is considered traditional diplomacy. Instead of simple meetings and agreements, there are permanent assemblies and laws, instead of bickering and bartering, there is discussion and debate, instead of being grounded to simple treatise and matters of international importance we look to actually better the nations whom decide to become a part of the organization-them willing, of course. We are united in our cause and our purpose, that of bettering the world, through education, social services, economic stability, aid, and recovery, environmental protection and equal rights. We support one another through solidarity of thought and action. All nations support the tenants before outlined, and it is through our pledge to strive to fulfill, unanimously, through every member nation, those tenants, that we prevail, that we flourish, and that we rewrite what has come to be known as; "the only way to do diplomacy." Constituting all things that may effect the global health of a nation or its people, the Division of Global Development is the sole source from all humanitarian and infrastructure development and regulation in the International Congress. One of the largest divisions, it constantly seeks new talent to staff its massive legislative needs. The flag of the International Congress of Nations, is specially woven and created. The original, pictured above, is sewn from rare thread from each member nation. The red, represents the passionate beacon of constant light this organization strives to be, the royal blue, represents the sea of possibility and prosperity that this organization sails on, and every star, a representation of our unity with one another for all time. The ivy branches, our commitment to peace and civility. And the white, the representation of the purity of our cause. Our flag is one of great symbolic importance, a precious icon, and is housed in the Parliament Building.

:THE BOARD OF GOVERNORS:

Consisting of the Board Governors of the various divisions as well as the Chairman, the Board is the main decision making body of the International Congress of Nations. A continuously working group, the Board is constantly in session to deal with the day to day issues of I.C.o.N. They are directly elected on all levels, by the members and serve a term of 1 calendar month, with no limit on how many terms they may serve. Board Governors and the Chair report and brief the members on all decisions and directives in policy at a bi-weekly summit. :-BIOGRAPHY-: Appointed at the re founding of the organization, Olivia Young is the current President of the Bank of North Georgia, a large financial entity in Elemental North proper. Having graduated from Vanar College at 32, Ms. Young is honored to have a doctorate in International Relations, Intergovernmental Finance, Diplomacy, and Education. She has taught at various universities across Elemental North, including Vanar, Milton, and Lamont, just to name a few. A proud educator, diplomat, and mother, she lives in Dionysus, Elemental North with her husband, Michael, and her two teenage sons, Edward and Brandon.

-INTERIM BOARD VICE PRESIDENT HYLEIA VINDRISS- (November 22, 2014-Present)

Hyleia Vindriss grew up as the daughter of Nillos and Atyra Fanalise, the Duke and Duchess of Voromier, and eighteenth in line to the Imperial Throne of the Holy Empire of Eddoren. Growing up as an only child Solyria was sent to the finest schools and given the finest teachers. She was enrolled into the Imperial Academy of Knowledge (K-12th) before graduating as third in her class of two thousand students. Having caught the eye of her distant cousin, Solyria was granted special dispensation by her cousin, Holy Empress Delphine (II) to attend the Imperial University of Statecraft, the premier school of Diplomatic families. A crowning achievement in her family's long legacy as both of her parents had attended the University with Delphine in their university years, decades before. Excelling at Judicial Policy and Foreign Relations Policy, she pursued her bachelors in International Security and Diplomacy, before going on to receive her Masters in Foreign Policy and a Masters in Economics. She received her PhD in International Relations and Diplomatic Efforts. She entered the diplomatic service and over the years rose through the ranks to achieve the status of Proconsul, an Imperial Representative to treat with Ambassadors residing in the Capital. During this time she fell in love with Iskander and the two wed within a year. Three years later she had twins, a boy they named Cassander and a girl they named Morgianna. The two are now seven, and attending the Imperial Academy of Knowledge like their mother did before them.
Her father died not more than a month after seeing his daughter received her Doctorate, and then within a couple days her aged mother also passed away, some say because she was broken hearted over the death of her life long friend and companion. Becoming the 112th Duchess of Voromier, Solyria ascended the marble steps into the Senate as a member for life, assuming her place amongst the peers. She pursued an aggressive policy reform on the Foreign Policy of the Holy Empire to broaden its trade and strengthen ties with its neighbors rather than pursuing an isolationist policy. Over the course of a half decade, she was able to secure the change and see it implemented before the aged Holy Empress passed away. Her son Arcadius assumed the Imperial Throne and promptly made Duchess Solyria , Ambassador to the High Kingdom of Dea Taurus, a long time friend and ally of the Holy Empire. She served in her capacity there for two years, before the Guild Revolt, and subsequent Civil War toppled the Holy Empire and implemented the Guild Republic. Since that day she has served as Foreign Policy Councillor for the Grand Master von Hohenheim who leads the nation, and she was to serve in the same capacity for his elected successor Grand Admiral Blackfyre, but Hyleia has been named Executive Vice President of the International Congress of Nations, which she will now serve in full capacity.

-BOARD SECRETARY ELECT- MITCHELL THROMRIGHT (F-Present)

:-BIOGRAPHY-: President Mitchell Thromright is the Republic of Valdiu’s delegate to the International Congress of Nations. After receiving a Masters’ in Journalism from Highland Central in 1990, he served as Editor-in-Chief of the Prevale Sentinel from 1990 to 1993, when he moved to Massachusetts and received his Doctorate in Law from Harvard University, and moved to his home country of Valdiu. Serving as Ambassador to Baugava, a multiple-time World Assembly delegate, in 2009, he became Valdiu’s Secretary of Foreign Affairs and Director of the Embassy, succeeding retiring Ambassador Jacob Murphy. Following Valdiu’s entrance into the International Union, he became its delegate, and following its transformation into the International Congress of Nations, subsequently became President, and then Secretary. Thromright lives in Prevale, Prevale District, Valdiu, with his wife, Caitlyn, and their child, Christopher.

:-BIOGRAPHY-: Chilokverian ambassador Ian Whiteway was born on June 17, 1973, in Oatley, Chilokver, and eventually studied physics as his father John had. Whiteway graduated from the University of Oatley in 1992 and later became a specialist in quantum dynamics, heading the Department of Physics at Yagoona College, during which time he earned the 1994 Nobel Prize in Physics for his work on experimental methods of measuring quantum systems.

He later switched careers and earned his doctorate in international law from Steve Jobsia University in 2010. He was a diplomat with the Chilokverian Ministry of Foreign Affairs for a time, working with the International Union in both Prevale and New Athens following its reformation as the International Congress of Nations and was appointed as Minister of Environment before being promoted to Secretary of State soon after. He now occupies the position of Board Governor of Global Development.

Due to his exemplary work in ICoN, he now holds the position of Foreign Minister in Chilokver. Whiteway is married to teacher Su Annetts; the couple live with their two children Clement and Sophie in Steve Jobsia.

There is General Membership, which allows one vote per Delegation (nation) in Congress, as well as the clearance to be appointed by senior members to various committees and panels as they should arise. As well there is Observer Membership, by far the simplest to apply for, Observer Status grants the holder, the right to speak in Congress and in any panel or committee as they arise, but does not allow for a vote of any kind. The Grand Reserve, the crown jewel of the Mercantile Services Division, holds donations and tangible assets from every member nation willing to use their account with it. All member nations are automatically set up with an account in the G.R. This Reserve also deals exclusively with member nations, while also funding the entirety of the organization. Any member may donate funds to the Grand Reserve, and unlike other areas of I.C.O.N, the more you donate, the more shares you gain (up to 40 percent) in the the Bank itself. At which point, you will also be eligible to run for the Board of Governors, which directs the Bank in all matters. View on Civil Rights: While the Zatakian government likes to claim everyone is equal in Zatak when you actually go there you will notice the mass inequality and racial seperation done by not just the Zatakian people but also the Government itself who is first to go for Ethnic Zatakians first and also influence places like businesses and Courts.

Zatakian law does not stop the use of torture and execution in the nation as the government claims the right to freely detain any person they claim as a threat to the state and its security which has lead to claims of corruption as many out speakers to the government are arrested as enemys of the state.

The freedom of things like religion and privacy are very strict as the government claims the right to spy on its people if it can help detain a enemy of the state and as such the government will usually spy constantly on its civilians without much of a care and detain when needed.

Freedom of speech is something that has gotten Zatak in trouble as the government does not allow protests in any forms and will violently break up any protest by force if needed along with this open criticism of the government could have you classified as a enemy of the state and a threat to security in which you will be seen as just like all criminals.

Freedom of religion is more ignored as the officially athiest Zatakian government allows most religions and does not interfear with the practices of said religion.

Most other freedoms are the same as the rest where they are restricted to some form or another though some are more restricted then others and under the Alister government this will not change anytime soon.

View of Political Freedoms: Political freedom in Zatak is very little as civilians can only vote for members of senate while positions like the Zatakian council and ministries are left to the past council to pick or the Zatakian royal family as ling as they are on said council and even then the senate votes are seen as advice because in the end the Zatakian Council gets to pick who gets a seat in the senate.
