Th NOR could be a custom faction. Most of Ohio is open, just check the map for specific cities. So, yes, I would allow it!

History: Before the war it was known as the Peoples bank, they gave loans to everyone as long as they knew they could afford to pay it back. When they realized the bombs were going to blow, by judging from the worlds panic they had a vault constructed for them outside of New York City in which to store there "wears" and their employees while the world was under. Here they layed in their sleeper pods from October 23rd 2077 until the call came to the vault to open in the modern day.

Type of weapons your character has: when he has his battle armour on: two chainsaw fists, a single one handed flaming sword, anti material rifle, and a plasma rifle. He has a cleansing flame gun, only his tanks are filled with sleeping gas (hence the nickname "the sand man")
Without battle armour: Numerous pens and pencils, a book or two, a police pistol and a letter opening knife.

With plain, unaltered and without weapons power armour: the armour would have the image of a Pheonix riding out of the ashes on its chest and shoulder plates, the armour painted yellow and a green cross painted on the helmet and a red cape on the back with a green dollar sign on it. It had white fur cover the armour as insulation as well.
Without military grade weaponry or power armour: the one on the right.

Character Bio: Within the vault he showed exceptional luck and so won a fortune in the automated stock market within the vault. His high charisma and intelligence also lowed him to rise within the company ladder. At the age of 35 he had been made CEO of the company and was forced to "sleep" in the overseers room. He awoke almost 200 years older but didn't feel it. When he left he saw New York City, a crumbling shadow of its pre war self. He made plans to capture the city and the stock exchange that had been a marvel of technological gambling before the war and now would be his companies claim to fame. At the age of 38 he had captured the city and by the age of 39 he had most of Wall Street functioning. By 39 he had caravan routes going to the wasteland, but found this new age strange as his pre war money that he dealt in was next to useless here. By the age of 40 he had sway of much of the state of New York, it's Great Lake and the largest population of pure vault dwellers for miles around.

That's awfully close but I don't see why not, my app said it controlled the state. New York is in the state of New York. Philly is in Pennsylvania so no harm done. Plus it would be cool being so close to another major power such as yourself.

Knock yer ASOI down a bit, but I do realize you're a pre-war economic power. Clarify New York. You can have a good bit of land, bt all of current NY state is a bit of a stretch. Also, if you can, add some ideals. Basically accepted.
