Every struggle for a just revolutionary cause requires financial backing. The acquisition of weapons, supplies and other material is vital for armed units, revolutionary logistics and construction shock brigades. SPARTA Revolutionary Finance DOD is a state-owned monetary fund designed to provide financial support for these activities and boost progressive-revolutionary movements worldwide.
The fund is backed by the state budget of the Democratic Republic of Bulgar Rouge and guarantees sound financial backing. SPARTA Revolutionary Finance DOD is willing to support left-wing groups fighting to build a thriving Socialist society in any country or region. However, we also support peaceful revolutionary efforts like environmental projects, reconstruction, development of healthcare and education systems and infrastructure - all of them benefiting social prosperity and harmony.
How do we function ?
The Democratic Republic of Bulgar Rouge is a Socialist economy where citizens are liberated from market mechanisms and welfare provides everything for a comfortable well-being. Our abolishment of currency has eliminated the need to operate our domestic economy following a market and capital model. Still, we are not a completely self-sufficient state and technological exchange is needed to advance our economic efficiency. Institutions like the Second Economic Committee have been established to specifically accumulate foreign currency which is then spent on upgrades and various international economic operations. The State budget is handled by the People's Committee of Domestic Affairs but the bulk of it is spent on foreign acquisitions.
SPARTA Revolutionary Finance DOD is financed by the hard currency surplus of the People's Committee of Domestic Affairs. Grants are provided on a case-by-case basis, meaning we do not have fixed packages - every organisation must provide details of its structure, personnel, influence and goals in order to receive a revolutionary grant. Funding proposals are reviewed by the Revolutionary Assessment Commission which defines the size of the financial package using average NS prices for weapons, machinery and resources. Grants are non-recourse - we do not require you to give the money back.
Ideological orientation is taken into account, but it is not a major factor. However, small bonuses in funding are provided to organisations which include environmental protection in their programmes for post-revolutionary Socialist construction.
Company structure
SPARTA Revolutionary Finance is a state responsible entity (durzhavno-otgovorno druzhestvo, DOD) in Bulgarian legal categorisation. This means that it can freely operate outside government planning schedules, but is held responsible for the handling of its assets, which are entirely state owned. DOD is a type of enterprise designed to operate currency allocated to it from the state budget and generate returns. The latter are distributed at a 30/70 ratio for SPARTA Revolutionary Finance DOD and budget expenditures, respectively.
It is headed by a Managing commission, consisting of an Executive chairman, four commissars responsible for the company's different financing branches (Revolutionary struggle office, Socialist construction office, Environmental projects office, Non-socialist development office), a financial overseer and a Party overseer.
SPARTA Revolutionary Finance DOD is not a publicly traded company (exchanges and any kind of non-state property do not exist in Bulgar Rouge), but it is allowed to engage with private entities around the world. However, it lists regular financial data and accounting reports for parties interested to do business with it.
