Subject: Greater Rhodes Opens Embassies in Valentia
On behalf of the Rhodian government and on behalf of His Royal Majesty Johannes V, the Kingdom of Greater Rhodes has officially opened its capital city, the Federal District of Valentia, to any nation willing to engage in stronger diplomatic connections and welcomes all nations to do so. Embassies will be placed in the heart of our capital, a walking distance from both the Parliament, the Ministerial Building, and the residence of the Prime Minister. The streets on which the embassies will be situated are also a short drive from the cities' major airport and metro station. Greater Rhodes, a more isolationist country, is currently making foreign policy and relations a larger priority and are therefore quite focused on maintaining a prominent and positive position on the international stage. When a nation's application is received, it will be reviewed by the Royal Chancerial Council of Greater Rhodes. This Council not only includes the Minister of Foreign Affairs, but also the Prime Minister, the Minister of Citizenship and Immigration, the Minister of Culture and Tourism, the Minister of Finance and International Trade, and the newly-appointed Secretary-of-State for International Cooperation and Development, which will then vote on the status of the application (approved, denied, or pending). When this verdict is reached the application will then be sent to the King for official royal assent (which is usually given on all other legislation 95% of the time). The Kingdom of Greater Rhodes welcomes all political, social, and economic systems and schools of thought, and therefore we pledge to review your nation's application solely based on compliance with the Embassy Act of 2010.
On May 2nd, 2010, the Embassy Act of 2010 was given Royal Assent and thus came into full legislation throughout the Kingdom of Greater Rhodes and all of its territories. This Act not only defined the treaties offered through the construction of an embassy in Greater Rhodes but states the rules and regulations governing said embassies.
*All nations must comply with the rules and regulations dictated in the Embassy Act of 2010. Cases for exception must be made through telegram and will be carefully scrutinized by the Royal Chancerial Council of Greater Rhodes.
Concerning Extraterritoriality and Rights of the Diplomat
- *land on which an embassy or consulate is located is considered tax-free, partially exempt from local law, and a protected territory of the country which holds the embassy or consulate there, but the land itself is completely owned by and is official property of the government of Greater Rhodes
*all diplomatic officials are given diplomatic immunity in accordance to the WA Diplomatic Protection Act. However, the Kingdom of Greater Rhodes reserves the right to declare any diplomatic official, at any time and without having to explain its decision, a persona non grata, and as such he or she is expected to leave Greater Rhodes within 8 hours.
Concerning Staff
- *Embassies may have a maximum of fifty (50) attachés, assistants, and other diplomatic staff
*Embassies may have a maximum of twenty (20) security staff and armed personnel
*Embassies may have a maximum of fifteen (15) service staff(including but not limited to; maintenance, janitorial, and culinary staff)
Concerning Equipment
- * A maximum of five (5) diplomatic automobiles are allowed per diplomatic mission.
* All diplomatic automobiles must be less than ten (10) years old.
* All automobiles must be smaller than a full sized sport-utility vehicle (full-sized SUVs and smaller are permitted).
* A maximum of two (2) diplomatic aircraft are allowed per diplomatic mission.
* All diplomatic aircraft must run on at least a 30/70 split of biofuel/conventional air-fuel
* All diplomatic aircraft must have permission to fly in Rhodian airspace.
* All diplomatic vehicles must be demilitarized, however armoured vehicles are fine
* Assault rifles, light machine guns, and all heavy infantry weaponry are prohibited. All permitted firearms must be concealed at all times and cannot be used outside of the property of the embassy or consulate unless they are being fired upon.
* Grenades and explosive weaponry are not allowed, however smoke, flash-bang, and stun grenades are acceptable.
* Any and all nuclear, radioactive, biological, or chemical weaponry are prohibited.
* Any weaponry unusable by just one person is prohibited.
* Other weaponry will be reviewed by the Royal Chancerial Council of Greater Rhodes.
Types of Diplomatic Agreements Concerning the Embassy Act
Non-Aggression Pact: a bilateral international treaty agreeing to avoid war or armed conflict at all costs and to resolve disputes through peaceful negotiations. This includes a pledge of avoiding armed conflict even if the two nations find themselves fighting third-party countries, including allies of one of the participating countries. Unless a formal military allegiance is requested in cases of national defence another nation does not have the obligation (but may if they wish) to come to the aid of Greater Rhodes, or vice versa.
Trade Agreement: A bilateral international treaty agreeing to reduce tariffs, quotas, and general import barriers on goods, services, and products between nations. The trade agreement also prevents the use of embargoes, and officially allows free access to markets and market information. This agreement also includes discounts on some publicly traded goods, services, and/or products of Greater Rhodes. Nations in the region of The Enlightenment League can also use this agreement for a further reduction in not only prices, but customs and import tariffs, and for more freedom in the movement of capital and factors of production between our nations.
Research Agreement: An agreement which allows for collaborative work between governments, universities, and other relevant institutions and for the freer sharing of information, expertise, and results of experimentation. This excludes all classified or top-secret military or government projects, experiments, or information from either of the nations.
