[Soviet Party]

SPaNAS is the national emergency notification system. This system exists to alert all persons within the bounds of Soviet Party regarding any national emergency.

This system mainly uses the EarthShaker Mark II siren. This system is able to both do tones and voice announcement.

The System may be activated for any reason that is deemed highly dangerous. These events include:

Severe Weather	National Emergency
Nuclear War	Air Raid

Upon activation, the system overrides whatever programming is running on any TV station within the Commonwealth and also activates any siren in an affected area. In areas with the ESMII siren, there is a tone relevant to what type of event has triggered activation. In areas with older sirens, the sirens sound and all persons within the commonwealth should turn on their radio or TV.

Also, http://www.SPaNAS.co.sp will have any emergency directions needed in the affected areas.

During these emergency periods, the information will loop until either the event is over or until it is determined that the broadcast will have a negative affect on national security.

Are you prepared?

In accordance with the National Safety and Alertness Act of 2014(NSAA), the system shall be tested at least once every month. However, the are regulations on this testing.

FIRST, the test of outdoor sirens must occur at NOON Niches Standard Time.
SECONDLY, should inclement weather present itself, then the outdoor siren test shall be delayed until the next available day.
THIRD, all broadcasting stations of any type must test their systems twice a month, on the second Friday and the fourth Wednesday of the month, weather not-withstanding. This test must occur between NOON and 4 PM (1600) NST.
FOURTH, all testing must last at least five minutes, but no more than 10.

A severe weather system is expected to develop over northern Soviet Party and 12-18 inches of snow are expected nation wide during the overnight hours.

Plows are on stand-by. However, due to the volume of snow and the low volumes of salt and other de-icing products, we do not expect plows to be able to match pace with the snowfall.

Thus, all alert systems are to be activated with the WINTER WEATHER WARNING message. This message shall expire at MIDNIGHT on the 5th of March.

Further, the Commonwealth Weather Service advises that all schools, universities and businesses should be closed tomorrow. However, the decision for closing or delay ultimately lies with the safety coordinator.

All Class A personnel shall report for duty. All other staff are advised that they are not required to report unless they believe they can safely make it to their place of work. Again, the final decision lies with the individual.

MESSAGE:

High waves resulting from extreme weather in the North Soviet Sea are predicted to hit the north-eastern sector of Soviet Party this afternoon. At 7:47 Soviet Standard Time, national weather satellites detected weather patterns that may cause waves to come further inland than normal.

If you live in a warning region and are near the coast, please evacuate to higher ground. National Guard troops are being deployed to aid in the evacuation.

This extreme weather in the sea is expected to burn itself out by Friday morning.

RED FLAG TRAVEL ADVISORY

Effective immediately, ALL CITIZENS (territories included) are prohibited from traveling to Weot or any of her allies.

Exceptions will be made for extreme circumstances. Permits may be obtained through this office and the Armed Forces Headquarters.

Also, all flights shall avoid any path which would take them near territories controlled by Weot or its allies.

All ships, military or otherwise, are not permitted in the general area without prior approval.

In accordance with House of Legislature Resolution 45, the Soviet Party National Alert System shall be rebranded into The National Alert and Messaging System. This system shall be able to alert all persons within the nation. Also this resolution shall also expand branch offices of the Office for National Security to the territories of the commonwealth, including Kings Island and Poplar Island. The expansion shall be swift and completed by the end of September 2014.

Also, this resolution shall allow the two islands mentioned in the previous paragraphs the right to four representatives, two for each island. Thus we do raise the number of representatives from 155 to 159.

Lastly, we do declare the month of September to be National Safety Month. We encourage all citizens to contact their local ONS office to get information about emergency preparedness.
