The following thread presents the Organization for Pardesi Affairs chamber where nations may propose and discuss resolutions for the purpose of regional security, economic development, and social progress. The chamber will posses no powers to authorize military action against another sovereign state/entity but will only serve to facilitate dialogue and peace making resolutions. On this thread, communications and discussions between member states of the OPA and contact with nonmembers of the OPA may take place.

Over recent tensions that have sparked in the region of Pardes, and the escalation of those tensions to affect a foreign regional power, His Majesty has requested to submit an appeal to the OPA directly over Resolution 002 which was passed in response to the Pulsa Incident last year of 2013; a resolution of which placed an embargo to ban all Pravene products and trade with regional members of Pardes as an act of retaliation for our acts of aggression against two Rodarian Oil Tankers.

His Majesty would like to ask this Resolution be declared as a defunct form of legislation and repealed over the following circumstances;

Recognizing that the Federated Commonwealth of Pravengria acted aggressively towards the Papal Republic of Rodarion and targeted, attacked, and sunk two Rodarian Oil Tankers in International waters that resulted in the loss of life and sparked an international incident.

Understanding that the Federated Commonwealth of Pravengria was indeed out of line during the Pulsa Incident, and that retaliatory measures thus carried out by the OPA to ban Pravene trade in Pardes were indeed justified and legal in response to the incident.

Would like to note that the incident was settled with a considerable amount of concessions paid to the Papal Republic of Rodarion in full that repaired the damaged relationship between our two nations and officially ended the Pulsa Incident, in which the FCP was forgiven for the mistakes its Naval forces carried out during the mentioned incident, which allowed previous treaties and assets to be reinstated.

Would like to note that OPA Resolution 002 was filed and submitted by the Italian OPA Delegation to the OPA during the incident in retaliation to said incident in defense of the Papal Republic's interest over a deliberate and out of line act of aggression.

Would like to note that tensions have sparked between Italia and the Papal Republic; not in relation to the Pulsa Incident as of recently.

Would like to add that as a result, OPA member Italia has just now used and started to enforce Resolution 002 [after the Pulsa incident was officially settled between the PRR and FCP] as a means to punish Rodarion over recent tensions between the two nations and thus damage the FCP economically as collateral and put stocks in the FCP and Sondria at risk.

Would like to note that Pravene Foreign Policy dictates the FCP needs to, and will respect Regional Sovereignty with the mutual understanding that Pravene warships may never nor will be used to escort commercial shipping - unless directly attacked by a foreign power.

Would like to note that this new situation puts such an act at risk on Italia's behalf, and that the last thing the FCP wants to even consider in light of this situation is providing armed escorts for its commercial shipping that would violate the Regional Sovereignty clause and further escalate tensions with a region that is considered a top trade partner.

Would like to note that the Federated Commonwealth of Pravengria would like to settle this situation diplomatically above all else.

Would like to ask the OPA for Resolution 002 to be officially repealed in light of the above and allow Pravene shipping to continue into Pardes without further escalation of the situation.

Would like to be assured that commercial shipping of the FCP will no longer be threatened with aggression and considered a neutral party in these tensions in Pardes.

To the esteemed Count Surrel or his honorable representatives otherwise,

Your petition for the repeal of OPA Assembly Resolution 0002 - "RESOLUTION TO BOYCOTT PRAVENE PRODUCTS" - is being considered by my office in coordination with the United Republic Department of State. The United Republic of Emmeria strives for the promotion of free trade in its official policies, platforms, and opinions due to their intrinsic global economic advantages.

However, your petition overlooks numerous issues related to the incident. While you indicate several times that the aforementioned diplomatic confrontation between the Federated Commonwealth of Pravengria and the Papal Republic of Rodarion was indeed resolved, the resolution itself was not repealed; as such, establishing officially represented trade ties with the Papal Republic of Rodarion indeed violates international law regardless of the ensuing nature of the Pravene-Rodarian diplomatic relationship. In fact, due to the codification of the sanctions under OPA international law, the status of the Pravene-Rodarian confrontation is completely and entirely irrelevant when discussing Pravengria's neglect for Pardesian international law until the law(s) have been repealed; this includes any reparations or concessions provided to Rodarion outside of the purview of the Organization for Pardesi Affairs.

Your communication continues to stress Pravengria's respect for "Regional Sovereignty", but the Pravene response to the sanctions—complete disregard for the resolution's provisions and the continued, blatant violation of the laws established therein—showcases a glaring deliberate neglect of this policy. It is difficult to understand how the Federated Commonwealth of Pravengria considers Pardesian nations among its "top trading partner[s]" because Pravengria is currently barred from virtually all trade with nations in the region unless Pravengria commits to violating regionally established laws governing international trade.

Additionally, you note in your letter that you considered the sanctions a "justified and legal response" to Pravene aggression. However, it is not within Pravengria's jurisdiction to judge whether OPA international law is "legal"; such a distinction is solely the role of the OPA Assembly based on interpretations of laws established therein. All laws established under the democratic process of the OPA Assembly are legal regardless of third-party assessments. The OPA makes international law in Pardes. It is through the OPA's resolutions that actions are judged as "legal" or "illegal", not the other way around, and Pravengria clearly exhibits a history of violating international law from its attacks on Rodarian shipping to egregious disregard for sanctions against its trade in Pardes. So, it is difficult to take your words in regards to respect for regional sovereignty and international law seriously.

It is additionally important to note that the Itailian embargo is fully legal and justified under the purview of the Organization of Pardesi Affairs. Sanction resolutions implicitly authorize the use of force to enforce their provisions, and Pravengria and Rodarion are violating international law. Armed aggression against Itailia's enforcement of OPA Resolution 0002 will be a violation of international law until the resolution is repealed. Prior to that date, continuation of trade with Rodarion or any other Pardesian nation is illegal. The enforcement of international law is not related in any way to current tensions between the Itailia and Rodarion.

Because Pravene trade with any Pardesian nation is currently illegal pending the repeal of Resolution 0002, it is my strong recommendation that the Federated Commonwealth of Pravengria immediately suspend all trade with Pardesian countries until such a resolution can be established. If the Federated Commonwealth of Pravengria is truly interested in a diplomatic de-escalation of the ensuing crisis, and if it respects international laws, it will do so.

To reiterate, the United Republic of Emmeria actively pursues free trade policies, and the sanctions that ended private and commercial trade connections between the United Republic and the Federated Commonwealth caused mutual economic damage. My team is in consultation with the United Republic Department of State to analyze the possibility of repealing OPA Resolution 0002 at the current time, and we will provide you with updates should they come along. We are actively pursuing a peaceful and diplomatic solution to the crisis.

Finally, in order to promote public oversight in regards to current events, my office is releasing both your letter and this response to the public in accordance with Emmerian open-government initiatives.

Regarding the sudden move by the Itailian Empire to enforce Resolution 002.

Nicolae Dragan the 63 year old half bald, white haired titan of a diplomat sat in his chair, collecting his notes. Flicking through the first few pages of a tan coloured document. This man had been the representative to the OPA on behalf of his native Rodarion since its conception and was a well respected diplomat, previously serving as the Ambassador to Ulthrannia (1992-1998) and the Empire of New Belhavia (1998-2006). He looked down at his Rolex watch and recognised the time, he raised his hand to speak. The General Secretary nodded and Dragan stood, nodding back at Albin Per Magnusson.

"Thank you Mr. General Secretary. Esteemed members, I address you today in light of a serious abuse of the OPA's basic principle of representing the entirety of Pardes for the sake of Pardes. Several days ago, the Empire of Itailia officially announced the blockade of the Sea of Olressia in aim of enforcing Resolution 002, this resolution has been in place since November of 2013 and prior to the Itailian announcement, no such action was taken by any member of this esteemed insitution. The Papal Republic respects the importance and integrity of OPA resolutions, however the Papal Republic does not respect, such documents being used for the self-interest of individual members.

As stated by both the government of the Papal Republic and the Pravengrian Federated Commonwealth, the diplomatic disaster that was the Pulsa Crisis was repaired and forgiven, through a series of diplomatic agreements between the Papal Republic and the Federated Commonwealth, these were publically known by all members of this institution, sadly the Papal Republic naively expected this institution to recognise these new developments and repeal Resolution 002 and clearly this did not conspire. Instead individual members of this institution maintain the resolution for their own gain and now one member has used the resolution to inflict economic damage upon the Papal Republic as well as the Federated Commonwealth, what is clear, is that the sudden military move by one member is unprecidented with regards to this resolution. The sudden military move also stands in context with the current crisis in Drakkar what was instigated by the Itailian government when it conducted a mass killing of 500,000 innocent Catholics in December of 2013.

As I am sure you aware Mr. General Secretary, esteemed members, the crisis in Drakkar has evolved and now represents a powder-keg that could well drag this region into a clamatious conflict. The Papal Republic has made clear its intentions to see a diplomatic end to the Drakkar Crisis, these have gone unaswered by CDI members, especially the offending member, Itailia. The Empire of Itailia has not committed to enforcing Resolution 002 in the name of defending the OPA's authority or integrity, it has done so through complete self-interest and blatant disregard for the very nature of OPA resolutions.

The Papal Republic finds it deeply concerning, that a member may act so independently in the name of an OPA resolution, with clear interests other than respecting the OPA. The Papal Republic urges this institution to repeal Resolution 002 immediately in light of the Pravene-Rodarian agreement of November and to address the actions of Itailia as a clear breach of OPA principles, if the OPA does not address these issues in a swift nature, the Papal Republic will readress its position within this institution, which in the Papal Republic's eyes should never be used for self interest, but rather the regional interest. I will remind this chamber the constant criminal actions of the Itailian regime, it has committed genocide on a minority, it has stood in the way of justice on numerous occassions and has now committed economic warfare upon the Papal Republic through the use of an OPA resolution. This cannot stand, the use of OPA resolutions for the dark agendas of members cannot stand and it must be addressed immediately, or the OPA will fall to domination by arrogant and hypocritical forces within this chamber.

A Communiqué to the Organization for Pardesi Affairs:

I bid you all greetings and salutations upon this fine morning.

This government, in keeping with the highest traditions of honor and virtue, has long sought in good faith to preserve and protect internal and extant institutions which help define the Azur condition, and shape the Evenguard's policies both domestically and abroad. In lieu of this principle, the Evenguard has willingly defended its membership in the Organization for Pardesi Affairs, and has steadfastly agreed in spirit and in truth to defend and uphold the policies passed therein, pertinent to our commitment in good faith to protect this institution via participation and acquiescence to all passed resolutions. However, we have discovered a voting irregularity with respect to Resolution 002, pertaining the boycott of Pravene goods.

By the letter of Organizational law, codified in writing for the preservation and perfunctory adjudication handed out by this organization, a resolution requires two-thirds of the voting membership of the treatise organization to obtain passage and enforcement by the standing membership of the organization. The colloquial practice is to discount voters in absentia from counting towards the total necessary to reach quorum on an issue. However, no such policy is legally defined in the codified law of the Organization of Pardesi Affairs, either in the initial resolution, or in the official bylaws of this treatise organization. Because strict quorum procedures are placed in writing for strict observation, this creates a fallacious practice.

Per the letter of Organizational law, two-thirds support of a resolution is required to meet quorum. At the time of the passage of Resolution 002, there were fifteen standing member-states who were required to vote. Eight nations voted to approve the resolution, while one nation voted against the resolution and six nations cast no vote in absentia. In lieu of no formal language disqualifying the six absent nations from the cumulative total, the total of fifteen member-states requires ten approvals to reach quorum and pass the resolution. Because of the length of said resolution, and the existence of an approval rate below the required two-thirds majority needed, Resolution 002 has not officially reached quorum, to the contrary opinion of the Organization.

This fact has escaped the membership of the Organization of Pardesi Affairs, pertinent to the passage of the Resolution and the enactment of its provisional requirements by OPA member-states. This government finds the apparent lack of oversight in this issue deeply disturbing, and a gross violation of the spirit in which the Organization of Pardesi Affairs should operate. The Evenguard will not voluntarily block a resolution from implementation due to domestic grievances, should a true and proper quorum be reached; however, no such quorum has been established in this measure. Ergo, Resolution 002 should not be considered passed, and the continued quarantine and boycott of Pravene goods is illegal under the letter of OPA codified law and the rules of international trade.

The Evenguard of Azura formally lodges this protest, in recognition of the failure of the Organization of Pardesi Affairs to reach true and proper quorum in this instance. Legnica shall no longer be compelled to honor this Resolution, and calls upon the Organization to recast this issue for formal compliance with standing resolutions. We further request the Organization address the issue of voters in absentia on future resolutions, to refrain from a repeat of this situation. Should this resolution be reintroduced and reach true and proper quorum, we shall abide by the resolution. Until such time, we shall freely engage in the acquisition of Pravene goods, and any attempt to restrict the trade of the Evenguard will result in severe diplomatic, economic, and potential military action.

To the esteemed and honorable ambassadors to the Organization for Pardesi Affairs and to OPA authorities, I wish to formally announce the passage of General Assembly Resolution #0013 as of 1:00 pm Western Standard Time, March 5, 2015, having accumulated an excess of the necessary 2/3 proportion of votes required for passage. It brings me hope that the great majority of the international community is willing to band together for a cause greater than the interests of its constituent members. Today's resolution is a landmark precedent for the Organization for Pardesi Affairs in ensuring international law is effectively enforced by a globally supported body. In a time where forces detrimental to international security and stability have felt comfortable breaking international laws and customs for their own, unilateral gain, the OPA Assembly has stood firm to the fundamental ideal that the rule of law, which forms the basis for our society, is upheld. The resolution has its critics. The Estovakivan government called Resolution #0013 "viciously provocative and a thoroughly unpleasant precedent." But what precedent does this resolution set? The precedent that breaking international law will come with appropriate, carefully measured consequences. That a nation cannot unreasonably seize another's territory in an act lying outside the realms of self-defense or international resolution. That unjustified expansionism into another country's sovereign territory will not be tolerated. If the Estovakivans consider that a "viciously provocative" and "unpleasant precedent", then it is solely their opinion that the rule of law be eliminated in favor of an anarchic, chaotic world order. No one else agrees. His Excellency Mr. Qassem Hashmani, Ambassador of Rodarion to the OPA, called the resolution "simply dangerous and disrespectful of the OPA's role as an arbiter of peace." But how else can the OPA serve as an international forum for peace aside from enforcing the very laws that hold rigid our global model for stability? How can the OPA be the arbiter of peace if the world's nations can ignore the very tenets of peace and launch expansionary wars of conquest with no international response? Crime is deterred in cities by police officers who can enforce it. The OPA is the world's police department, and its administration is this very Assembly. I am thoroughly satisfied these opinions are held only by the select few. Contrary to them, the vast majority of the international community believes in the Organization for Pardesi Affairs. The vast majority of the international community believes in the rule of law as the cornerstone for a peaceful, democratic world society. The vast majority of the international community is dedicated, with a steel-nerved pan-global resolve, to preserving this international order, through multilateral action, worldwide cooperation, and a sheer commitment to a robust model for stability and peace in our society. By responding to acts of unlawful violence in this manner, the OPA is setting a precedent as a true, international force for peace, security, and prosperity.
