Introduction and History

Centralis International Airport (IATA: CEN, ICAO: RGCA) also known as William Garter International Airport is the primary airport serving Centralis in the province of Greater Centralis and is also the busiest airport in all of Electrum. Centralis is the gateway to all Electrum destinations including Kale Island, Prescott, Hamilton, Port Grenville, Agri and other destinations.

Centralis International Airport and the other airports around Electrum are managed by the Civil Aviation Agency. The Civil Aviation Agency was established in 1946 in response to the growing trend of jetliner travel to manage runways in Electrum. Since then it has grown into a large behemoth of a company with subsidiaries in Airport Management, Air Traffic Control and Airline Safety Guidelines. The Civil Aviation Agency also provides licenses for planes to operate within Electrum.

William Garter International is the second incarnation of an international airport in Centralis. The first airport, now defunct, Connaire Airport, was built in 1950 and was in the heart of the city. It was built to handle small aircraft and jets which were often used in the early times of air travel. However, as demand for bigger and larger runways was high because of the incoming Boeing 747, Connaire Airport had to expand. As it was built in the heart of the city, there was no room left as all the land around the airport was already used for commerce and housing. Since the government at the time did not want to forcibly remove businesses from their buildings, the CAA decided to build another airport to the North-West of Centralis to be able to cater to larger airplanes. This was the start of William Garter International.

William Garter was first designed by Glenn McBeck with space in mind. He wanted the most efficient use of space and came up with an ingenious idea - to build the international terminal separately from the check-in area. The reasoning was if the terminal was fully separated, all of the room around it could be used to build sky bridges, retail and boarding lounges. There is a rail-link between the Check-in counters and the Terminal, and the rail link departs every 5 minutes in both directions. Construction started in 1968 and finished in 1972. Since then additional terminals have been constructed for Domestic flights and also for International budget flights - for airlines who had to operate on a shoe string budget (i.e. a budget airline). There are also planes which dock directly to the area which houses the check-in counters as well. Arrivals are on the ground floor and Departures are on the upper floor.

Since then, William Garter has served millions of passengers going to and from Electrum. William Garter also provides a bus shuttle between the terminals to allow easy connections between flights within Electrum and outside Electrum. It is the gateway to Electrum proper.

Getting There


There are lots of ways from getting to and from Centralis to William Garter. You can get to William Garter by car, subway, bus, taxi, chauffeur/hire car. All of these methods have their own costs and benefits. William Garter strives for choice and friendliness and therefore provides these various options in getting there.

Car
Driving by hire car or your own car from Centralis to CEN is the easiest way to get there. It is also the most popular way of getting to Centralis International Airport. There are parking spots from Short-term Parking, Mid-term Parking and Long-term Parking. Short-term Parking is reserved for those staying up to a day in the airport. This is commonly used for pick-up and drop-off. It will cost 6 Synergies for the first hour, but an extra 10 Synergy for every hour after that with a maximum of 236 Synergies. Mid-term Parking is for those who are willing to leave their car in the airport while they go for a short holiday of maximum one week. The first day costs 60 Synergies, the second day costs 120 Synergies. Every day after that it will cost an extra 10 synergies, with a cap on 140 synergies per day. Long-term Parking is for those who are leaving for more than a week. It is a flat 110 Synergy per day.

Taxi
There is a taxi service operating from within the city which will take you to the airport. Dial 13TAXI from a booth/mobile phone, or contact your concierge at the hotel to call a taxi. The fares are split into three different types: standard, late-night or high-occupancy and late-night high-occupancy. Flagfall regardless of fare type is 3 Synergy. Standard fares charge 1.5 Synergy per kilometer and 0.5 Synergy per minute standing still/moving slowly. Late-night or High-occupancy taxis are for people who are calling the taxi past 11pm to 5am or taxis with more than the standard 5 seats (usually 7). These fares charge 2 Synergy per kilometer and 0.7 Synergy per minute standing still/moving slowly. Late-night taxis also require prepayment before travel. The last fare is both late-night and high-occupancy. These fares charge 3 synergy per kilometer and 1 Synergy per minute standing still/moving slowly. It is a convenient service to step outside your door and go direct to Centralis International.

Bus
There is a frequent Skybus service from the beaches of Centralis (Sandringham Beach and Portmouth) to the Central Business District. From there it goes directly into the city. The cost is 5 Synergy per fare but you must be on the scheduled routes to be able to hop on. It takes about an hour to get to the airport during peak travel periods.

Subway
Centralis has an extensive subway system which covers almost all corners of the city. Take the blue line and go towards Centralis Airport - International Terminal station. The blue line calls at Domestic Terminal, Budget Terminal, Skylar, Memorial Sq, Parkdale, Liberty Sq, Uranex Corporation, Leibner, The Strip, Recital Grounds, MoMA, North Belton, Littleton, Appleby, Fawkner, Centralis Town Hall, Rane Interchange, Federal Parliament, First Avenue, High Court, GCS Parliament and Central Station. Chauffeur/Hire Car
Some airlines also offer a chauffeur service for those in First Class or Business Class. Costs vary between providers and carriers. The cost is usually 200 Synergies for a whole day of travel. This service also includes extra drop offs such as a quick dash to the groceries or a side visit to a friend's house.

Hire cars are also available for travel. All cars have different prices depending on make and hire car provider. Contact your provider for more details.

Services

There are lots of services in Centralis International Airport to ensure that you can travel as smoothly and as seamlessly as possible.

Currency Exchange and Financial Services
Centralis International Airport is proud of Electrum's history of corporate friendliness and worldwide cooperation. There is therefore, a huge range of financial services in the airport. Electrum Bank International, National Bank of Electrum and MeBank are all banks that have branches in the airport. They provide withdrawal of funds for people with Electrum bank accounts and also bank accounts from around the world. There is also the EXchange counters all around the airport which swap Electrum Synergies to Universal Dollars (or if you want Nationstates Dollars) to other currencies used globally around the world. The EXchange counters are up to date and have tickers on the top to know exactly what the rate is from one currency to another.

Disabled Access
There are lifts all throughout the terminals and the airport is 100% disability compliant. There are also wheelchairs and transport cars which can transport people all throughout the terminals. The Skytrain is also ground level to allow easy access for wheelchairs on and off the train. There is also braille signage and tactiles throughout the airport to also cater to our blind friends. Ask at any information desk if you require any of these services. Minders are also available for disabled passengers.

The Information Desk
There are five information desks scattered throughout the airport. 2 in the International Terminal, 2 in the Domestic Terminal and 1 in the Budget Terminal. These are the starting point for those who require assistance in any way shape or form. You can also find out about latest events and destinations that Electrum has on offer. Accommodation, hire car or chauffeur cars can also be booked here. Finally the information desk also provides information on flight information, terminal information and gate information so you can never get lost in Centralis International Airport.

Lost Property
We understand that airports are a large place. That's why we endeavour to make sure that we do our duty in preventing lost goods. There are signs all around the airport that serve as reminders to check that you still have all your baggage and the other essentials. However, in the case of misplaced baggage, go to the one of the Lost Property desks which are also next to the Information Desks. There, a receipt will be printed out of the description of the bag and the item number. When it is found, airport staff will call you on your given number and you can retrieve it. If you leave the country when the bag is found, the airport will ship the bag by plane back to your home address. Be warned that there is a cost to this service.

Luggage Services
There are also services regarding Luggage. In the Domestic and International Terminal, there is a smartWRAP counter where passengers can wrap their luggage in a clear wrap to ensure protection against damage to luggage. Additionally, it prevents illegal opening of your precious luggage where valuables can be taking. The cost is 5 Synergies per bag. There is also storage facilities for luggage/other things which are available in the Departures sections of the terminals.

Medical
There is a General Practitioner's Office at the Check-in area of the International Terminal. A pharmacy is situated next to it. Be warned that you will require identification and a script to be allowed to take prescription drugs. Non-prescription drugs can be purchased freely in the pharmacy. For fear of laws around the multiverse, recreational drugs are not sold here.

Other Facilities
There are baby change and disabled toilets whereever the toilet blocks are situated. There is also a public shower facility in the Arrivals section of the Airport, just past Customs. There is no cost in using this facility. Telephone booths are also provided in the main check-in areas or past Customs as well. Finally, there is free wifi all around the airport. Look for the name CENAIRPORT. Once in you will need to complete a registration before you are allowed access to the internet. There are also web kiosks all throughout the various terminals (except for Budget Terminal) with iPads or computers to allow those without computers to surf the web and catch up with their friends online.

Passengers with pets are welcome to leave their pet at the Centralis International Airport Pet Hotel in the Departures Section of the International Terminal only. The cost for this service is 50 Synergy per day. Finally, there are also smoking rooms scattered throughout the terminal to cater for smokers. Although smoking is illegal in public places, special dispensation has been granted by authorities to allow smoking in these rooms.

Policies


Immigration Control
Entry into Electrum requires a visa and a passport. The visas can be done beforehand at your local Electrum embassy or consulate. Otherwise, visas can also be applied at the airport. In general, Electrum encourages tourists entering, and therefore very rarely rejects a passenger. Those with past crimes (jail time of more than 5 years) in their home country are immediately rejected entry into Electrum if they apply for the visa at the airport. Those with past crimes are required to contact their closest Electrum embassy or consulate to explain why they want to enter before being issused a visa. This is to ensure that Electrum does not allow violent criminals to enter the country. Identification and entry procedures are handled by the Department of Immigration.

Passengers in transit are not required to obtain a visa, unless if they want to exit the airport to travel and sightsee. One-day visas are also available at the tour desks at the Immigration Control area.

Customs
The Customs service of Electrum protects Electrum is the statutory authority which protects Electrum from pests, bacteria and diseases which could potentially be harmful to Electrum's ecosystem. Customs is a subsidiary of the Civil Aviation Agency. Customs are also in charge of issuing importation taxes on certain items. Finally, they also prevent the importation of other dangerous goods such as guns, fireworks, etc.

These goods are regulated under the various schedules of the Civil Aviation Agency Act 1946. Customs checks are after immigration control in Arrivals, and also on entry to the terminal area after Check-in for Departures. On the plane to Electrum, all passengers will be given a declaration slip to fill out, with passengers required to make declarations on where they are staying and what goods they are bringing in. These goods are organised into schedules. Schedule A goods are absolutely prohibited and if caught, arrests will be given. Schedule B goods must be declared, and may be seized. Schedule C goods are subject to taxation before importation. The various schedules are listed below:

If you declare, then goods may be seized depending on risk levels. If you did not declare, goods may be seized depending on risk levels but you will also be fined. Non-declaration of drugs and sharp objects onto planes may also lead to arrest.

More than 50 Cigarettes
More than 250mL of alcohol per passenger

If you declare, then goods will be taxed at the appropriate level. If you did not declare you will be fined and taxed as well.


Legal Rights
Customs employs a variety of ways to catch people bringing in prohibited goods. These include sniffer dogs, full body machines, thermal imagery and strip search/body cavity search. You have the legal right to refuse these searches, but this may jeopardy your entry into Electrum. The penalties for bringing the controlled goods are available in their respective schedules. Remember you can be immediately put to jail if you bring in Schedule A goods so make sure you check before you travel. Customs officers are allowed to provide discretion on these matters depending on severity. They may warn you or they could make you pay the fine.

Environmental Policy
We know that our passengers are environmentally-conscious, that's why we have an additional Environmental Policy. All airlines which travel into and out of the airport also have an optional cost for carbon offset. This money is used to offset the amount of carbon they used on the plane to get to Centralis. Prices can vary.

In addition to this, there are actual ways that the airport is moving towards a greener future. This includes the recycling of grey water to water the plants around the airport, but also the use of solar panels to power the airport. Lighting costs are minimised with an open plan airport. The airport is very open and windows are used to bring in the sunlight. Lighting will only be used in the night when it gets too dark.

Other
Centralis International Airport does not take responsibility for any injury which is caused on these premises. CEN is also not responsible for any lost baggage which is lost in the terminal. Compensation however, will be granted to those who lose/damage their baggage on the conveyor belt, to the tune of the approximated cost of the luggage itself and it's contents.

Passenger Information


On Arrival
On arrival, you will walk down the skybridge, or be transported by skybus to the arrivals terminal. Go to the Western Wing of the International Terminal and take the sky train back to the proper airport itself. From there, all passengers must go through Immigration Control. It is here where passengers can apply for a visa or get their passport checked (if they have a visa already). It is then a walk downstairs to the baggage claim area. By then, the conveyor belt system below the runway will have brought the bags to the baggage claim. Pick them up and walk back upstairs to Customs. It is here where your baggage and declaration form is checked. Finally, you may walk out to the main Arrivals Hall where there will be a barrier for whoever's picking you up to spot you. Alternatively, you can walk to the taxi stands, hire car center or get picked up by a chauffeur.

There are also express lanes for those on diplomatic business, for those in the same region as Electrum (Rushmore), Electrum citizens and those who are travelling in the Priority classes (Business or First).

Layover
If you are transiting at Centralis, then instead you will need to go from the Arrivals section (ground floor) to Departures (first floor). In the middle of the International Terminal, there is a transit desk. It is unmissable. from the Transit Desk, there is a lift to the Departures floor, essentially skipping Customs and Immigration Control. From this point on, you will not be able to leave the Departures Terminal. There are airport staff and staff from the various airlines which will point you to the right direction. Some airlines even have checklists of passengers so make sure your name is marked off. If you are transferring to a different flight in another terminal, you must follow the 'On Arrival' instructions and instead take the Connecting Bus which links all the terminals.

On departure
First, go to the main Departures Board and check when the flight is leaving and where the Check-in counter is. There are 10 Check-in counters per carrier at any given time. Go there and check-in - get your boarding pass printed and your baggage on the belt. There are also dedicated Check-in counters for those travelling in the Priority Classes. Check-in opens roughly 3 hours before departure and closes according to airline policy, so be sure to check with your carrier before checking in. After the boarding pass is issued, walk through the Customs door. From here you can not return, and access is restricted to those travelling. Customs is next, where they will check your carry-on bags. After that, there is a sky train to the International Terminal or a walk to the plane if your plane is in wing A or wing B.

Terminal Information

Although most of this guide refers to International travel and the International Terminal, there are also two other terminals as well. All of the terminals are connected by the Connecting Bus.

International Terminal
This is the centerpiece of Centralis International. It has it's own dedicated hall for Check-in. From there it has two wings and a link to a sky-train to the third wing. The two wings adjacent to the check-in area are called Wing A and Wing B. As you exit customs, immediately in front is the sky-train entrance. To the left is Wing A, to the right is Wing B. These wings cater for smaller aircraft and contains some retail areas. Wing C is the one that requires sky-train access and is cross-shaped. The sky train connects Wing A/Wing B/Check-in area to the western part of Wing C. Wing C caters to larger aircraft, has lounges and lots of retail. Wing A has 10 gates from A1-A10, Wing B has 10 gates from B1-B10 and Wing C has 27 gates from C1-C27.

Domestic Terminal
The Domestic Terminal (not shown in picture) is separated from the International Terminal. You require a Connecting Bus to get there. From there you can get to planes that go to all of Electrum.

Budget Terminal
The budget terminal is for carriers who fly on a shoe-string budget. There is a small customs and immigration control facilities. This is also where cargo planes dock, hence the budget name of the terminal.

Costs

There are different costs associated with renting out a terminal, advertising space, retail areas, hangars and more airline services which will be announced later. Here is a guide on what costs what.

Gate Rental - International
This is the starting point for your airline's journey into Electrum. This contains all the facilities including staff, check-in counters, baggage delivery, air services and more. It also contains the cost of maintenance of gates.

Cost: Flat rate of $10,000 NSD per month. For one flight in and out, there will be an additional cost of $500 NSD.

Gate Rental - Domestic
Carriers may fly to the following airports: Kale Island (KID), Prescott International (PST), Agri Domestic (AGR), Port Grenville Domestic (PGE) and Hamilton Domestic (HAM).

Cost: Flat rate of $8,000 NSD per month. For one flight in and out, there will be an additional cost of $400 NSD.

Gate Rental - Budget/Cargo
Carriers may fly cargo planes or passenger planes (budget). Be warned that passengers may not be happy if they travel on a national carrier to a budget terminal. Passengers may be annoyed if they fly here. There is no retail.

Cost: Flat rate of $5,000 NSD per month. For one flight in and out, there will be an additional cost of $400 NSD. For cargo airlines, additional storage space, and transport to and from Centralis will cost an additional $2,000 NSD per month.

Gate Rental - Lounges
Lounges are the epitome of luxury in Centralis International. They contain a bar, sleeping quarters, showers and bathrooms and also direct entry into the plane as well. They are for businessmen and people who like to travel with class and style. Only established carriers can construct a lounge at the airport.

Cost: It will cost an extra $10,000 NSD per month.

Advertising - Skybridge
Advertising on Skybridges is the best way to reach your customers before they fly to their destination. They are sure to remember your advertisement as it will be the last thing that will remind them of Electrum.

Cost: $1000 NSD per skybridge per month

Advertising - Billboard
Advertising on Billboards scattered throughout the terminal will remind passengers of their need for your product. This, combined with your presence in the terminal will make sure that customers will queue up for your product.

Cost: $500 NSD per billboard per month

Retail - Shop
Electrum is a free country with low taxation rates. The airport is a designated duty-free area and therefore all businesses are exempt from taxation. This makes it palatable for businesses to come here and provide a good or service that people want. There are various costs depending on store size.

Cost: $3,000 monthly - Normal, $5,000 monthly - Mini-Mart, $10,000 monthly - Large

Retail - Restaurant
Electrum is a cosmopolitan country with people from all around the multiverse, meaning that Electrumites are willing to try any new foods that are available to them. Why not let Electrumites sample your local cuisine? Restaurants are free to make prices as exorbitantly high as possible for maximum profits.

Cost: $5000 NSD per month flat rate. Default Mini-Mart size.

Airline Services - Hangars and Engineering
Centralis Airport also provides hangars for airplane storage. The storage also provides complementary Engineering and Repairs on all planes that are stored in Centralis. The planes will be fixed by certified engineers hired by the CAA.

Cost: $6000 NSD per month flat rate. Extra $2000 NSD for large planes. Airlines are free to rotate planes with the one hangar, so most airlines will only buy one hangar.

Airline Services - Booking Offices
Centralis Airport has several blocks of space near the Check-in counters for passengers who have not yet bought a ticket. This is an excellent way of being able to attract living-in-the-moment travelers who are willing to travel at a moment's notice, and especially at cheap rates. This is a great way to sell off surplus seats that you wouldn't be otherwise be able to sell. Every airline has their own booking office.

Cost: $3,000 monthly

Airline Services - Cargo
As stated above, to travel Cargo airplanes to Centralis will cost $7,000 per month. This includes warehouse space and complementary storage. This package includes 5 Container Dollies and a Container Loader.

Cost: $7,000 monthly

Retail/Airline Services - Office Space
Office Space is available free of charge for all carriers which fly in-and-out of Centralis. International Airlines will be able to get an office space in the International Terminal whereas Cargo Airlines will receive an additional office in the Budget Terminal. Upgrades to larger office space are available as well. Carriers with less than 30 arrival/departures per month will receive a small office space. Carriers from 30-60 arrival/departures per month will receive a medium-sized office space. Carriers with more than 61 arrival/departures per month will receive a large office space. Use these as places for your crew to take a break and also as administration for your Electrum operations. Each upgrade doubles the space available for usage. Retail can also buy offices here as well.

Cost: Free for Airlines, with upgrades available at $2,000 monthly for first upgrade, $3,000 monthly for second upgrade.
Cost: $1,000 monthly for a small office space, $3,000 monthly for a medium office space and $6,000 monthly for a large office space.

Countries - Tourism Agencies
Electrum customers are renowned worldwide for being generous and are willing to experience new pleasures. Help them spread the world about your country by having a tourism agency in the airport to advertise your country. You will be able to attract new customers with your agency and increase two-way tourism between Electrum and your country.

Cost: $3,000 monthly

We welcome, people of the multiverse to the newly opened up Centralis International Airport, also known as William Garter International, the founder of the Civil Aviation Authority. Since his day, we have expanded from managing runways to managing whole airports, maintaining Customs and controlling the airspace around Electrum.

Today is the day we mark the opening up of this airport to foreign enterprises, to make Centralis a hub for International Travel around the world. Some services will be on their way including maintenance, catering, office space, tourism agencies and booking offices, but this will come in due course.
