His passive ability to talk to canines, and his stealth ability that is slightly better then really possible by a normal human.

Talking to canines is well, talking to canines, there's no real power variation possible there.

The stealth is basically he has learned, by way of the people who raised him (Alien race) to sort of blend in with shadows. He can, however, still be seen if light is shone on him, or if someone can see in the dark or something. It's hard to explain, because it's not technically a power, and more of a skill taught to him by the Alien Race, who has learned to do stealth beyond what humans can learn on their own.

Character Background/Biography: Born, raised, and trained on Hojo island, the training island for third district military and security, he spent his childhood learning the fundamentals of basic marksmanship and combat, from there as he got older he became more knowledgeable in his skills, later picking up advanced marksmanship and combatives in his mid to late teens. Granted honors as being in the top ten of his class, he then went on to tie down his military knowledge. With is ranking and knowledge, he is capable of leading a squad into battle.

His skills never went unnoticed, so when the board sent him to leadership schooling, he went in and passed from there. From there he went on to his first assignment to Oda island, a place notorious for the failed experiments that get loose, where projects like Homo Superior happened.

Why the character is in Bielefeld/Occupation: Because of his fennec friend that went gone when he tried to look for her.

Not much. Still relaxed. Small group of people which should stay small or there won't be anything for some to do went up to the roof to check out a floating ship. Good question. We timeskip, but a day in IC often lasts a few days in OOC. Also, because of that, we sometimes match the OOC calendar up to IC events. So, for instance, we jumped from Feb 14 to sometime in March.

So, the short answer would be a little of both.

I'd agree with three. This is definitely the commercial air-line pilot of shadow-blending.

I believe it's because balconies are fixed objects, but the Building shifts around to suit each resident's expectation of its appearance, meaning that every time it did, the balconies would warp and distort.

I don't remember exact details, though.
