Turkey had to clean up the act to join the EU, and treats them a little more humanely. Ataturk decided pragmatically to let the more peaceful activist groups operate freely, but he pretty much crushed all of the Kurdish militias and guerrillas on Turkish soil.

I believe that the Kurdish language is protected due to EU agreements (they're pretty anal about protecting linguistic minorities, I can testify). Kurdish cultural and ethnic expression is tolerated, if a bit grudgingly. Turkey gave Turkish Kurdistan some symbolic concessions of autonomy, but they're still under the orbit of the central govt in Ankara, and self-rule is still far from being obtained. All in all, it's all done to please the EU.
Many peshmerga and other separatists fled to Iraqi Kurdistan, where they are attempting to rebuild their strength and lick their wounds. Turkey recently barked at Iraq to force Iraqi Kurdistan to hand them over, creating quite a diplomatic headache for everyone involved.
