Member worlds to this treaty commit to safeguard the sovereignty and liberty of member powers, and the right for all sapient creatures to exercise their natural given freedoms. Member governments that undertake this endeavor will affirm their support of maintaining stability and peaceful coexistence between worlds. They will collectively and indomitably coordinate their effort to preserve peace and security. Henceforth signatories to this document will agree to abide by the rules and framework laid out by this charter, establishing The Galactic Economic And Security Organization. (GESO)
Article 1:
Signatories to this document henceforth shall pledge to uphold the ideals of intergalactic stability, peace, and freedom. With such aims, all peoples governed under this pledge shall strive to settle disputes amongst governments by peaceful means, in such a demeanor that refrains from endangering intergalactic stability.
Article 2:
Member powers shall promote freedom of movement for goods and services between worlds, and will attempt to minimize conditions that cause an economic imbalance in intergalactic trade between member governments. Additionally, worlds will attempt to facilitate closer economic relations between the subject governments chosen party. Parties to this alliance will cooperate and maintain a partial free-trade agreement between other signatories to this treaty. Conditionally this article will allow member states to engage in a full free-economic and trade- zone.
Article 3:
To guarantee the functionality of this treaty to its fullest extent, member worlds jointly and individually by effective self sustained capacity and mutual aid, will improve as well as maintain a collective and sufficient self defense capacity to resist armed aggression.
3a:
Members will consult with each other, if a signatory is of the opinion that their possessions, sovereignty, or security of any world is perceived to be in jeopardy by a hostile power or powers.
Article 4:
All member worlds affirm and agree that in instances of armed foreign aggression against one or more member powers, that it will constitute an attack upon every other signatory to this treaty. If such a scenario occurs member governments may each exercise their rights to individual self defense and a unified response in defense of the member under attack. All member governments will collectively assist the member or members under attack with forthwith action and the unlimited use of armed force where deemed necessary. Non treaty governments who are aligned with individual members or multiple members will, if offered by the non member subject, be integrated and coordinated with in any allied response. Only when an effective and successful conclusion to a conflict by diplomatic or military means is reached will such measures shall be terminated.
Article 5:
No member government under this treaty will engage in or associate with powers that practice forced servitude or without letters of marques conducts armed attacks, seizures, and the capture civilian assets not limited to freighters, couriers, civilian liners, shuttles. This article also prohibits the economic association between member governments and powers permitting forced servitude or piracy. If any ship of any member power is raided, captured, destroyed and if in addition civilian, military or medical crew are captured for forced service then Article 3a and Article 4 may come into effect.
Article 6:
Parties to this treaty henceforth establish a council in which they will be represented for the express purpose of the implementation of this treaty and aforementioned articles. This body shall be organized in a fashion where it may be able to meet in a timely manner at any point. In addition this council will organize sub-councils as necessary. Particularity a security council may be established to consider measures on implementing article 3a and article 4.
Article 7:
This Treaty hereby establishes that every party to it shall collectively work toward counter measures against chaotic infestations, mystical beings of a hostile nature, paranormal psionic or other abnormal and/or supernatural forces. Neither this article nor treaty will attempt to infringe upon the policy of member nation that concerns the internal laws governing the aforementioned list. However, subjugation and extreme and unusual punishments to beings of this persuasion if innocent will be considered a violation of the sentient rights declaration of this treaty. In addition if a chaotic infestation is discovered the security council will be called to session to determine what action is deemed appropriate, due to the highly volatile, corrupting and hostile nature of chaos and some other mystical beings. Similarly any attack with such abilities by any power possessing them against any party to this treaty will invoke Article 3a and Article 4.
7a:
Any party to this treaty that maintains the ability to use mystical, paranormal or psionic force will have their abilities classified equivalent of a scale of conventional weapons. This article does not prohibit in any form powers with these abilities to join this treaty, but establishes that in the instance of inter-stellar relations within this treaty a number of specialized personnel with these same abilities shall be the basis of a conditional deterrent and if need be a force to apprehend powerful beings within member powers if requested by the subject state in order to prevent destruction or widespread disorder resulting from, but not limited to, the criminal, insurrectionist, or homicidal tendencies of any such being.
Article 8:
Member governments are encouraged to allow the free passage of signatory ships except in cases where this passage may be hazardous to one or more parties, such as in the case of a natural disaster in a system, or if deemed by the government of the subject nation that all civilian space flights be grounded or turned away. This treaty will also establish a conditional framework for the construction and maintenance of a gate network to connect participating treaty signatories. In addition, these gates will be used for civilian traffic and the rapid deployment of armed forces in cases of armed aggression or when Article 4 of this treaty is in force. An intergalactic standard for civilian and military craft as well as personnel shall be established to mitigate confusion.
Article 9:
Signatories to this treaty may act unilaterally with one or more members outside of this organization, however if such actions include an attack and they are retaliated against then Article 3a and Article 4 do not come in to effect except in specific circumstances where the attack was preemptive for the subject power's national security. In cases where there is a threat to the whole of the GESO but no active aggression has yet been facilitated then this article will permit the voting security council to use a multilateral force under the GESO to eliminate the grave threat. This applies only in cases of extreme threat, such as imminent invasion, or the deployment of weapons of mass destruction with clear intent to attack one or more member states.
Article 10:
The GESO will operate a fully staffed and functional headquarters known as Allied Operations Command (AOC). Allied Operations Command will house the GESO council, security council, and the senior command staff from all member powers. The United Terran Alliance, the primary signatory to this treaty, shall house Allied Operations Command. However, secondary headquarters known as Auxiliary Allied Command will be assumed by a power through a council vote. In addition, should circumstances prevail in emergency circumstances or if it is decided by the hosting power to call a vote for relocation of Allied Operations Command, then the council will deliberate and thereafter implement the relocation to the awarded power. All GESO heads of government and senior military officials where applicable will have a direct up-link to Allied Operations Command in order to facilitate coordination with GESO commanders, and to dictate their directives to council members. Command staff and the chief general officer will observe events, major operations, enemy operations, and units conducting exercises.
Article 11:
In the instance where either or both Article 3a and Article 4 come into effect the command staff will, under Article 4, have the ability to communicate with commanders in the theater of operations. This is to facilitate the deployment of GESO assets in order to effectively counter a major offensive against an allied member or, if directed to by the council, as an offensive strike when deemed fit. Under Article 3a command staff will put assets on notice and deploy them when the security council deems it appropriate as part of a response, or a security measure.
Article 12:
The GESO membership process is begun when a power submits its signature and application for review by the council, when the application is received a stringent review process by all member governments will begin to ensure that the applicant is appropriately abides by the charter, and not in violation of the articles set out in this treaty. If the applicant power passes the review process than they will be granted probationary membership, until such time the council votes in favor of approving the new probationary member as a full member power of the GESO, or a period of five years has passed and the probationary member has not violated the articles of this treaty nor misrepresented themselves. In instances that involve gross violations of the charter, misrepresentation, and armed aggression against fellow members, expulsion is effective immediately and in a circumstance where the expelled party is attacking a member article 4 will come in to effect. In minor violations of policy, charter, or treaty obligations involving non critical breaches the council will vote weather to secure, expel or reduce a member to probationary membership.

• Wishing to improve relations with non/prospective members, but
• Acknowledging that GESO has a responsibility, albeit unwritten, to ensuring secure communications between members and a secure meeting point,
1. Orders the modification of Talos Station to accommodate sections constructed by non-members, docked to the outside of the hull.
2. Orders also the opening of shared areas of the station where dignitaries of members and non-members can meet freely,
3. Establishes the Meditat, a system of courts in which uninvolved GESO members will hear and mediate grievances between non-members and GESO members aboard Talos Station, while
3. Granting GESO diplomats and station management the ability to reserve certain events and rooms for delegates of GESO members only.
4. Raffirms that the Security Council and GESO Council, located in Allied Operations Command in orbit around New Terra, is and will remain strictly for GESO delegates.
5. Also reserves the right to bar or expel non-members from entry to the station in response to belligerent, Charter-breaking, or military actions towards members, or supporting nations that do the above.

Reaffirming The firm commitment by this alliance, and by the members there of to the security, the well being, and the expansion of knowledge in brotherhood or sisterhood for all sapient life. This bill proposes the following:
1. Calls For the establishment of the Interstellar Research Institute to be based on Talos station, in order to further international cooperation in the field of pure science research ventures.
2. Declares that under the Interstellar Research Institute a Galactic Disease and control organization ,GDCO ; be established and to enter in to close cooperation with the galactic aid and development agency in order assist in the outbreaks of disease and in disasters. As well as to facilitate improved medical training for cross species applications.
3. Defines that by extension the Interstellar Research Institute, will have a broad spectrum of missions, including historical and archaeological ventures to be supported and funded by a joint budget.
4.Determines the following mission statement for the Interstellar research initiative,
A.To coordinate, and to unify technological knowledge, expertise, and funding under an international initiative in the pursuit of science history and culture.
B. To probe the depths of the universe, the pasts of both present, historical, and extinct cultures and civilizations. To establish a school of learning dedicated to a universal standard in the form of a scientific method.
C. To foster cooperation between powers on crucial issues regarding health, cultural differences and species differences by working in common cause.
D. Establishes that this bill be available for signature by non GESO members in order to facilitate external and international relations in the field of science, and that private philanthropist of credible nature and persons shall be able to contribute.
E. Notes that, while practical and feasible applications for the technology and research can be exploited that in no way shape or form shall it take precedence over the pure scientific endeavor of this bill; and that capital driven research shall be a secondary priority.
F. That the facilities established under the Interstellar research initiative, shall not in any way or for any reason. Be used to fashion weapons of war, mass destruction or anything that may be used in armed conflict . And all nations that agree to this peaceful venture will ratify this non aggressive research clause.
G. Will establish[ that no tech level above the atomic age shall be barred from participation, and that this organization will be unbiased and accept all species, beings and cultures into its institutions.

5. Decides That all nations that make themselves privy to this resolution will set aside resources, funding and expertise to facilitate the ends of this bill.
6. Establishes a GESO administered fund for both alliance and non alliance states to better allocate resources for efficiency, but notes it will not bar specific targets for funding set by states.
7. States That a provost council be established for the organizations and facilities charged in this resolution. And that this council should work closely with the international community including non member states and to include non alliance provosts on the council.
8. Directs That the IRI and GDCO shall work with the GADA and the GRF extending their resources to aid situations, and for the use of the GRF exploratory wing for additional research in furtherance of non-military activities.

GADA
The Galactic Economic and Security Organization,
Noting its responsibility to ensuring galactic peace and security,
Recognising that in order to do so it must respond to international gaps in social and economic development,
Deciding therefore that providing aid to those in need across the galaxy falls within GESO’s remit,
Abhorred by the needless suffering of innocents throughout the galaxy due to the lack of basic supplies,
1. Calls for a renewed focus by member-states on helping to improve the standard of living of those less fortunate throughout the galaxy;
2. Declares that the Galactic Aid and Development Agency (GADA) shall be created to better allow GESO to fulfil its stated goals;
3. Defines ‘aid’ as resources and support given to a population, nation or civilization to help it with development or to respond to a natural or sapient-made disaster including but not limited to food aid, education aid, the deployment of skilled personnel and medical aid;
4. Determines that GADA will be have the following mission statement,a. to co-ordinate international efforts and responses to natural and sapient-made disasters;
b. to help provide aid to nations and populations exposed to natural and sapient-made disasters should they be unable to effectively cope alone;
c. to help maintain international food security and to provide food aid to populations suffering from endemic malnutrition;
d. to help promote social and economic development in civilizations both within and without of GESO;
e. to provide aid to and co-ordinate the response to refugees and internally displaced persons;
f. to promote and encourage sustainable economic and environmental development with the application of appropriate technologies, especially in single-planet civilizations;
5. Decides that GADA will be funded by donations and voluntary monetary contributions by GESO member-states and private citizens and organizations,
6. Establishes an official fund to be administered by GADA to be used to help sponsor and support NGOs which help it in fulfilling its mission statement;
7. States that the GRF and GADA will co-ordinate with one another to ensure the security and safety of GADA personnel and the successful completion of its mission statement;
Hereby, ESTABLISHES the Galactic Aid and Development Agency.

Noting its responsibility to ensuring galactic peace and security,
Recognising the sudden and unacceptable escalation of hostilities between the Soviet Ponies of Yalshia V and Calivanthia,
Reminding members of their stated opposition to the enslavement of sentient beings as stated in the GESO charter,
Abhorred by the needless death that is now occurring on the planet,
1. Condemns the Calivanthian state for its unjustifiable atrocities against the peoples of Yalshia V;
2. Declares that an act tantamount to genocide is occurring on Yalshia V;
3. Strongly cautions against the continued use of highly destructive and advanced weaponry within the theatre,a. Such weapons can be seen to include, but are not limited to, NOVA weapons and indiscriminate orbital bombardment; [blocktext]
4. Authorises member states’ active and direct involvement in the conflict with the intent of supporting and upholding the basic rights and liberties of the people of Yalshia V,

Henceforth, CONDEMNS the actions of Calivanthia and DECLARES it’s recognition of the Soviet Ponies of Yalshia V as a sovereign state and its right to independence.

The Galactic Economic and Security Organization,
• Recognising that there is a possibility of wider conflict and bloodshed resulting from the confrontations currently occurring in the Crucible system,
• Noting article 1 of the GESO treaty which states that ‘Signatories to this document henceforth shall pledge to uphold the ideals of intergalactic stability, peace, and freedom’,
• Stating that as the situation directly involves GESO members it is deserving of the alliance’s immediate attention,
• Aware that the alliance must, however, still respect the sovereignty of those involved,
1. Calls for all the parties currently active in the Crucible system to come to the negotiating table and resolve their competing claims peacefully and diplomatically;
2. Informs those involved that GESO is now enforcing neutral zones around the UTA gate and the Talon stations, enforceable by military strength should the need arise;
3. Cautions against the further deployment of troops and fleets to the Crucible system, lest it spark a wider conflict.

Recognising the need for neutral GESO territory where all the member-states are on equal footing,
Noting the safety record and potential economic benefits of orbiting deep-space structures,
1. Authorizes the construction of a GESO Starbase with funds garnered from member-states,a. To be assembled on the boundary of Gaian Ascendencey space;
b. To be designed and engineered by a committee formed of experts selected by the alliance members;
. States that,a. GESO member-states subsidised private commercial activities within the Starbase, so as to encourage further co-operation between their private sectors;
b. The Starbase be used as deployment and staging area for the GESO Response Force;
c. All necessary measures be put in place to ensure that the Starbase can defend itself against any and all potential attacks with hostile intent;
d. The Starbase be open to all member-states for the purposes of scientific research and commercial development;
3. Declares that an independent arm of the GRF shall be created to act as a policing force for the Starbase with the following jurisdiction,a. The maintaining of peace and order within the confines of the station and its immediate vicinity;
b. The enforcement of customs checks and the imposing of travel restrictions to and from the structure;
c. The investigating of criminal activities within the station and its immediate vicinity;
d. The trial and punishment of criminals who commit their crimes within the station and its immediate vicinity;
e. The granting of visas to any and all visitors or residents of the station and its vicinity;
f. NOT the creation of laws and/or separate legal systems to those of GESO;
g. NOT the pursuit of criminals beyond the station’s confines or its immediate vicinity;
4. Insistes that this independent arm is primarily staffed with V.I drones, with sentient A.I and organics in the upper echelons,a)But must maintain an organic presence so as to better relate to species and factions with less experience interacting with synthetics.

Henceforth authorises the construction of a joint GESO Starbase.
GRF Exploratory Division Proposal
This document proposes the reorganization of the GESO Response Force (GRF) to accommodate a new multi-national exploration arm. The purpose of incorporating a multi-national exploration arm into the GRF is to enhance peacetime exploration and scientific research including but not limited to xenobiology studies.
By encountering and understanding the great diversity that exists in the natural world whether spatial anomalies, unusual ecosystems, or unusual astrological events we have the opportunity to expand knowledge within GESO, discover new possibilities and improve the lifestyle and military capabilities of member nations.
During times of war, however, as defence of GESO and its member states is the highest priority of the GRF, the exploration arm would be reallocated from its exploration, scientific and other tasks to assist the rest of the GRF in defense. This is to ensure resources are properly allocated in war time to maintain a fully capable defensive fighting force.
The GRF Exploratory Arm…
- would be comprised of space vessels and crew, voluntarily assigned from their member state to the GRF Exploratory Arm. Any ships assigned to the GRF Exploratory Arm fall under the command structure of the GRF and are to be considered GESO ships.
- is not to speak for GESO, in dealing with non-member sentient lifeforms without an appropriate Security Council mandate. I.e. Individual ships, and their ship captains, do not have the right to act independently and form alliances and treaties without such going through the Security Council.
- assigned ships are to conform to GESO livery regulations and are to use the G.R.V. prefix according to GRF regulations.
- is not replacing any aspect of the current GRF command structure but is adding additional capabilities to the expanding role that the GRF could play on behalf of GESO and its member nations.

• Recognising the ongoing armed conflict occurring within the non-member state of Arkotania,
• Noting article 1 of the GESO treaty which states that ‘Signatories to this document henceforth shall pledge to uphold the ideals of intergalactic stability, peace, and freedom’,
• Admittingthat the conflict is a unilateral affair that does not constitute unprovoked armed hostility against a member of GESO so does not constitute an activation of article 3a or article 4 of the GESO treaty,
• Aware that the conflict is however rapidly expanding in both destructive potential and scale,
• Convinced that it can no longer withhold statement on the growing humanitarian disaster occurring on the planet,
1. Calls for both sides to engage in peaceful dialogue with immediate effect to endeavour to bring about a peaceful end to the conflict;
2. Urges all combatants to exercise restraint, particularly with regards to weapons of significant destructive power including but not limited to:
a. Weapons of Mass Destruction;
b. Orbital bombardments;
3. Condemns the Interstellar Empire of Nyte for the excessive use of force against the city of Galigor which resulted in unacceptable levels of collateral damage;
4. Deplores the collateral damage that resulted from the orbital bombardement conducted by the Qian Empire, also on Galigor, despite the bombardement from the Empire of Nyte already wreaking devastation on the settlement;
5. Applauds the Greenleaf Crown Charity for its support of the innocents caught up in the conflict.
Henceforth the Security Council of the Galactic Economic and Security Organization hereby CONDEMNS the conflict and the needless bloodshed that has been a consequence of it.

Strategic Espionage Unit
Definitions:
foreign site - Any location that is outside of the jurisdiction of all GESO Member-states.
local site - Any location that is within the jurisdiction of a specific GESO Member-state.
Organisational Mission:
To enhance the security of GESO by supplying Intelligence briefings to the GEC and acting on behalf of the GEC to minimise real and present threats to GESO member-states. This is to be accomplished by infiltrating and gathering primary intelligence from a variety of technological assets and personnel assets in or from foreign, non members of GESO, sites. The Strategic Espionage Unit may not operate within GESO member-states unless specifically authorised to do so for a specific mission over a pre-established timeframe.
Organisational Structure:
- The SEU is to be lead by 3 individuals from different GESO member-states to be called The Triumvirate.
- The maximum length of an individuals tenure within the Triumvirate is 3 years
- The members of the Triumvirate are to be rotated every year. With a member stepping down from the Triumvirate to be replaced by a member from a different GESO member-state depending upon which member-state's turn has arrived.
- The Triumvirate is responsible to the GESO Executive Council for all operations of the SEU.
- A member-state can call for a vote of no-confidence in any number of the members of the Triumvirate, which if co-sponsored by at least three other member-states will trigger an immediate referendum on the position of the member(s) of the Triumvirate.
Technological Assets:
- Unobtrusive Remote data collection drones to hide and shield themselves from detection utilising appropriate technologies. (Collecting, sound, video, movement and other such data as appropriate)
- Equipment for Interception, collection and decryption of communication signals.
- Equipment to bypass security and remote access protocols to gain control over, or information from, vulnerable computer systems.
Personnel Assets:
- Field Agents equiped with a variety of technological, magical and/or psionic equipment to assist in infiltration and observation.
- Strike Teams equiped with non-standard and diverse equipment to obfuscate SEU involvement
- Deployed only after Technological Assets to provide initial Intel on most effective personnel infiltration techniques.
- Trained in customs, culture, language and structure of target location thanks to pre-deployed intel provided by Technological Assets.
Usage of Intelligence Assets:
- All Personnel and Technological Assets are bound by the restrictions located within.
- Assets may operate in and gather intelligence from foreign sites with the approval of the Triumvirate.
- Assets may only operate in and gather intelligence from a local site if specifically requested by the member-state in which the local site is contained. Any operations that involve a local site are to have a defined and limited scope and time-frame as negotiated by the Triumvirate and the member-state in question. If no agreement can be reached as to the scope and timeframe SEU may not operate within or involve that site in their operations.
