Movie Certifications in your nation?

How are movies divided? Do you stop some people watching explicit movies? Do you let anyone watch anything? How striclty are they inforced? Can a kid who looks old enough get into a movie, or does he have to procure extensive identification?

Film Certifications in Yulis are as follows:

Générale (Gén): Any audience
Maturuźy Premience (MPr): First maturity, a guideline that states that children under 8-10 should not watch it, but there are no legal requirements to do so
Restréner ó'11 (R11): equivalent to R13 (although some things that might be rated R13 are not rated R11 in Yulis)
Maturuźy Vanien (MVa): Second maturity, again not enforced, but it recommends that children under 14-16 should not watch it
Resténer ó'14 (R14): next restriction above R11, not quite an equivalent to R16 but similar
Resténer ava Eciephzen (REp): Minors require adult supervision.
Resténer ó'16 (R16): restricted to adult
Resténźion Spécial (RsS): A special restriction, exclusive to special criteria (most commonly applies to pornographic material)
Interdinet (Itd): Banned, public screening, sale or reproduction illegal

The Certifications are not absolutely enforced, some cinemas (or video shops etc...) will let a minor who does not have identification or is under the required age in (or allow them to purchase material). If they're at home if parents give permission and are present, restrictions will tend to be ignored.

C0 - Reccommended for children. Violence/Suggestive theme level 0.
E1 - Reccomended for everyone. Violence/Suggestive theme level 1.
T2 - Reccomended for teens/adolescents. Violence/Suggestive theme level 2.
M3 - Reccommended for mature audiences (18+). Violence/Suggestive theme level 3.
A4- Reccommended for adults (20+). Violence/Suggestive theme level 4.
NFP-6 - Just no. Violence/Suggestive theme, same league as "snuff films"(which is semi-legal in Hyudasia, go figure). Violence/Suggestive theme level 6.

In Hyudasia, there aren't any real "laws" limiting which age groups can watch; it's just recommendations. However, theaters and markets tend to ban sale or viewing of movies T3+ to minors due to backlash from the communities they're in.

YC : Movies suited for young children. Most, if not all, are educational.
C7+ : Movies suited for children 7 and up. These movies may contain comedic violence.
C10+ : Movies suited for children 10 and up. These movies contain little to no violence, and no strong language.
G : Movies suited for a general audience. Children may watch these unattended.
PG : Movies suited for a general audience as well. But as for children viewing these programs, they need parental supervisions.
T13+ : Movies suited for teenagers 13 and up. Movies here may contain mild violence, some sort of strong language, and some sexual situations/or dialogues.

The Afalian Film Board (AFB) rates every film before it can be exhibited in Afalia. Its certificates are as follows:

A-All. This film is suitable for all people of all ages.
G-Guidance. This film is suitable for children over the age of 7 but guidance from parents is recommended for children under that age.
T-Teenager. This film is suitable for children over the age of 11. Children aged between 8 and 10 will require parental accompaniment in order to see this film.
YA-Young Adult. This film is suitable for those over the age of 14 but those under that age will require parental accompaniment in order to see this film.
AF-Adult Film. This film is suitable for those over the age of 16. Nobody below that age will be admitted.
X-X. This film is suitable only for those over the age of 18. Nobody below that age will be admitted.

The AFB can also refuse a film a certificate which in effect bans it from Afalian screens as films cannot be shown without a certificate.

We have no movie certification in Walosia, however, we mark movies with their content and you can judge it from that if you want to watch it or not.

CANON UPDATE (OOC):
I have given this a lot of thought and I have decided to do some major changes to the Walosian History Canon.

The largest change that I will be doing is the removal of the “Walosian-Khelsharian War of 2009” and the following abdication of Empress Liat as well as the removal of the character Liat completely. The reason why is because I have developed my nation into a more realistic fashion during the 2014-2015 era and after reviewing older post I see that the war and abdication of Liat is both unrealistic, doesn’t fit with the overall nation and is simply unprofessional.

Movie certifications would constitute censorship, which is illegal in Olwe. If a parent doesn't want their kid to see something in a movie, they should screen it first... it's not the government's job to raise your children for you.

There are no official ratings that are by state. The Film Industry is self-regulating in this and says "Film is intended for a mature audience" of something like that. Some theaters can refuse to sell tickets.

The Ministry of Public Enlightenment and Propaganda is in charge of movie ratings. All movies must be approved by the Reich Minister. The ratings are: 0,6,12,16, and 18.

The fact that Sidhae are cyborgs, who are manufactured rather than grow up, pretty much renders the point of keeping children away from harmful media moot.

For this reason, motion pictures are rated according to different criteria:

N-class: N stands for "native", and is applied to all home-produced non-propaganda films.

N-1: Native-produced films that clearly promote proper Sidh values and ideas
N-2: Native-produced films that have a generally-proper Sidh theme, but are ambiguous in some aspects
N-3: Controversial native-produced films which contain improper or un-Sidh themes for shock value

Anything with a rating of less than N-3 is simply refused funding by Ministry of Culture after reviewing the script, and no Sidh is independently wealthy enough to sponsor the shooting of a major movie, especially considering how unapproved movies would be banned from public screening anyway.

P-class: P stands for "propaganda" and includes all films produced on government commission explicitly for propaganda rather than entertainment purposes.

P-1: Educational propaganda material pertaining mostly to practical knowledge, such as civil defense procedures (e.g. "Duck and Cover"). Often the message is conveyed in a lightly-humorous fashion.
P-2: Non-military propaganda, which promotes various civic duties and virtues, for example, a short film which explains the importance of shipbuilding industry to the viewer and calls him to join the ranks of Imperium's shipbuilders, or a film explaining the importance of discretion (e.g. "Loose lips sink ships").
P-3: Military propaganda films aimed at increasing enlistment rates or support on the homefront. May and often does contain graphic footage from the battlefield.
P-X: The so-called "scare" propaganda aimed at instilling patriotic fervor and hatred of Imperium's enemies in the viewers. Contains abundant scenes of pornographic and/or extremely graphic content for the purpose of showing how cruel and depraved the Imperium's enemies are.

F-class: F stands for "foreign" and includes all foreign-made movies.

F-1: A generic class for foreign movies which do not have political undertones. Examples include family films, romantic comedies and animated films without political content.
F-2: Foreign films which have political undertones sypathetic or neutral to the Sidh cause, or which are critical of the present human ways (since all foreign films are invariably human-made, the Skargh not really being big on moviemaking).
F-3: Foreign films which have political undertones hostile to the Sidh cause and/or which clearly promote un-Sidh ideas.
F-X: Foreign films with abundant strongly offensive and un-Sidh content, such as enemy anti-Sidh propaganda films and pornography. Screening of such material is only permitted for educational purposes, i.e., as part of a P-X film.

Films with an F-3 rating are illegal to screen or distribute in public, except for officially-sanctioned educational screenings, but are legal to possess and view privately. Films with an F-X rating are also restricted from private ownership without special sanction, although unsanctioned possession of F-X-rated records does not in itself constitute a crime unless the individual is also suspect of other un-Sidh activities.

U-class: A generic class for unrated films. U-class was introduced in response of the influx of black-market movie records, any new film found on the black market being automatically assigned U designation until proper review and rating procedure is completed by the Ministry of Culture. U-class films are illegal to screen publicly until officially-approved, but may be possessed and viewed privately.

Screeners of films with a rating of 3 or X are required to warn the viewers about graphic/pornographic/otherwise offensive content beforehand - even though Sidh viewers are nowhere near as squeamish as humans sometimes tend to be, there are things that even they will find disgusting and offensive.

The standards of propriety in Sidh culture also differ somewhat from most human cultures.

Generic profanity, for example, doesn't in itself affect a movie's rating. The occasional "fuck" or "shit" is completely acceptable, since such expressions are also common in casual Sidh language and not considered particularly vulgar or offensive. Some Sidh filmmakers bleep out profanities for humorous value rather than to maintain language standards, because "the bleep sounds funnier than the actual word". Racial, ethnic, religious and species slurs are also not generally censored, except for particularly-offensive anti-Sidh epithets.

Sex scenes, however, do tend to lower a film's rating significantly, anything more than an embrace and quick kiss already being considered questionable by Sidh standards. Depictions of sexual deviancy also lower film ratings considerably - for example, a romantic comedy about a lesbian couple that was otherwise completely benign earned an F-3 rating simply for showing sexual deviancy in a favourable light. Movies which encourage sympathy and acceptance towards weak and flawed characters who fail to improve also get stricter ratings for un-Sidh content - for example, a film about a disabled boy falling in love with a fat girl got an F-3 rating for favourably showing un-Sidh concepts of disability and obesity. To a Sidh viewer, the disabled boy and the fat girl represent the callous neglect of the body that human society shows on every level, and a film that promotes accepting these two characters as they are rather than helping and encouraging them to improve and overcome their physical flaws is hence clearly un-Sidh.

There are no legally imposed restrictions in Paradystopia but a very basic warning guide exists. In compliance with artistic licence laws, no movies are banned. Keep in mind that in Paradystopia, public nudity and recreational drug use are completely legal and the age of consent is 14.

If a film carries no warning, It is deemed suitable for everyone and anyone. These films can contain elements of sex and violence, but in small quantities

1: PUC - Potentially upsetting content.
Usually used on films which contain sex and violence as major thematic material

2: PEC - Potentially explicit content.
Lots of sex and violence. Porno, snuff films, etc.

3: QC - Questionable content.
The closest we get to actually banning movies. QC movies are basically films that should be banned. Very few retailers will stock QC movies as the bureaucracy surrounding their distribution is immense. Some movies will carry a QC:preA warning which is Questionable Content: Previously Archived. Should their be sufficient public outcry against a particular film, it will be archived. It's public distribution will be halted yet a copy will remain within the national archives. Still available for viewing but not for private purchase. After 2 years, the film is once again released for distribution should a willing distributor be found.
Given the usual subject matter of films rated QC, there is a social stigma attached to those who choose to view them.
