It is with great pleasure to announce that the Imperial Commonwealth of Celritannia is hereby allowing the construction and establishment of embassies within the Empire. With these embassies, we hope to promote stronger relations alongside all nations applying for a diplomatic mission. We wish to stress the requirement for all members of diplomatic missions to take note of the rules and regulations when applying for an embassy within the Commonwealth.

For all those wishing to participate in the programme, an application form will be issued to construct an embassy within Celritannia. Please ensure all applications are attached to a diplomatic communiqué and addressed to the Imperial Chancellery of Foreign Affairs. For all inquiries and further information, please contact the Foreign Chancellery.

Diplomatic Mission Guidelines

Diplomatic Immunity

As a member of the World Assembly, Celritannia wishes to remind those who are also apart of the organisation, and affirm to those that are not, that the General Assembly Resolution #22, Diplomatic Protection Act is in place within the borders of the Imperial Commonwealth. We ask all diplomatic missions to adhere to the Resolution, regardless if the nation is a member of the WA or not.

Staff Personnel

We ask participating nations to limit the number of Diplomatic Staff to 45 personnel and Service Staff to 30. If there is a necessity to have an increased number of staff, we ask you to inform the Imperial Chancellery of Foreign Affairs with a detailed letter as to why you require extra staff.

Security

Each embassy quarter will have an established security force of Imperial Constabulary and Diplomatic Protection units, this is to ensure the safety of all diplomatic missions within the Commonwealth.
While these security details are provided by the Imperial Commonwealth, we understand the necessity for each embassy to maintain their own protection unit. For this, we ask all embassy security to be limited to 25 personnel, with no exception.

We ask all Semi-Automatic rifles to have a maximum cartridge size of 7x43mm (.280in) and pistols with a maximum caliber of 11mm (.455in). Those who wish to include daggers, knives and swords, ceremonial or practical, the length of the weapon must not exceed 1.7 meters (70in), which includes the blade and the handle. All other forms of lethal weapons are hereby prohibited.

Non-lethal weapons, including tasers, energy weapons, truncheons, soporific weapons and mace are allowed, provided they are hand held and used solely for the purpose of embassy defence.

When exiting an embassy, security personnel are allowed to carry their weapons, providing they have a signed permit to their registered embassy and a limitation of one weapon per security personnel (rifle/pistol/sword only).

Vehicles

For the purpose of a clean and healthy environment, we ask all diplomatic missions to limit the number of vehicles to seven. Transports including automobiles, motorcycles and bicycles are permitted to be attached to the embassy. Helicopters and small boats or yachts, though not recommended, are also permitted, depending upon their size. All other forms of motorised transport are hereby prohibited.

We further request all vehicles are either outfitted with hydrogen fuel (or some other form of clean energy) before entering the Imperial Commonwealth. This may either take place before your arrival to the Imperial Commonwealth, or once the embassy staff have taken up residence in Celritannia. Vehicles may also be provided, loaned or bought by request.

All vehicles attached to an embassy will be provided with a Diplomatic Registration Plate.

Drugs, Alcohol, Animals and Plants

All medically prescribed medications and drugs are permitted to enter the Imperial Commonwealth. All other forms of illegal substances are hereby prohibited from entering Celritannia.

Alcohol is permitted to enter the Commonwealth. We understand many nations brew certain drinks to their specifications. We ask only 2 750ml (26fl on) bottles per person to be brought in at any one time. With special request, international alcohols may be imported to Celritannian retailers for easy convenience.

Pets, including rodents, canines, felines, certain species of reptile and certain species of aquatic animals are permitted to accompany ambassadorial staff, with the right certification and veterinary approved checks.

On a case-by-case investigation, certain house plants maybe permitted to enter the Imperial commonwealth.

A note to magical users

With certain nations possessing magical institutions, we ask all embassies to note those with these abilities so they may be placed on a foreign magical registration list. This is to ensure they will refrain from using all forms of harmful magic against the Imperial Commonwealth, with the exception of self defence and/or defence of the embassy. If their are members among those with these abilities who practice darker elements of magic, we ask that they be of a certain level and apply for a permit to be able to practice certain dark magic, for research purposes only.

We of Crystal Spires are delighted to express interest in establish diplomatic relations with your people, but we would like to express our concern with the limitation on both staff, equipment, and vehicular requirements for embassies. The average embassy has about seventy people employed within it, and most employees are hired locally, which we are happily to hire locally, but this is not the trouble. The number of staff at an embassy differs wildly, ranging from two to three in Seeleländer up to close to 600 in Edölia due to the political instability within it. A decent sized mission for any country of average size should have about 70 or so employees not including the ambassador. While we are able to limit our security staff to only 25 native Spireans and are willing to allow the rest of the security personnel to be hired locally we will not allow less than thirty security personnel in our embassy to any mission in Celrittannia in light of potential threats of terrorism. In the world Beastlings are a highly persecuted race with higher instances of enslavement, murder, and hate crimes per capita, which is why we being a state with a beastling majority demand a greater amount of security than a normal mission would normally entail. It would be insane to have less than what is necessary to defend the Ambassadors and the service staff. The number of security guards you need depends on the nature of the mission you are holding and the venue in which it will be held. Important things to consider in this regard are the demographics of the persons in the mission, regular visitors, the coverage area where the mission will be held, particular characteristics of the venue. Even if there are special events such as cultural festivals, it will require more security staff, and especially if alcohol or other intoxicants will be served. Visitor demographics can mean everything from age to socio-economic status. So if our venue is near a bar attended by poor young people being served alcohol, our security needs will be different then that of one in a wealthy neighborhood near an old folks home. This becomes especially dangerous when limiting the amount of force we can deliver in defense of life and limb of the staff and service personnel even if they are native to the country. Once the persons step into a Spirean Embassy they are reserved the rights that they would expect upon Spirean soil, and if we cannot even promise them a secure workplace which is a guaranteed right, then we will have difficulties establishing a mission in Celritannia.

While we respectfully understand Celritannian sovereignty and are willing to negotiate the specifics, we need to be given more information than a simple location distribution in order to determine the amount of personnel and security and even, yes, even the transportation demands for the ambassador. Presume for a moment we decide to place our mission, and then our Ambassador needs to address people in a location in Celritannia that is difficult to reach for normal folk. Then consider the demands for transportation. So consider that the average Embassy staff is about 70 people and the average motor vehicle can carry about five people or so comfortably. You'd need about twice as many normal vehicles as you are demanding in order to ensure that staff is again, protected and safe, and mobile. This doesn't even include specialized transportation which will also be an issue in cases where there will need to be immediate transportation to evacuate in case of emergencies. We are of course willing to be reasonable and discuss the possibility of hiring or contracting transportation services in Celritannia, but we are also not willing to gamble the security of our personnel upon experimental fuels either. We are aware that the potential fatalities that can be expected in a minor Hydrogen Fueled car accident would resemble an enormous bomb exploding which would kill a lot of people not only on the vehicle but also surrounding it. The mandate for hydrogen fueled cars is unreasonable, and flies in the face of security, and until hydrogen fuel is made stable enough, we're willing to allow our electric cars to go and function in Celritannia, but we're not willing to facilitate potential unnecessary casualties in the pursuit of false environmentalism. Electric cars serve an equally similar purpose of environmental conservation while minimizing pollution, but run less risks than a hydrogen fueled car which can blow up half a square in an accident, which is likely in an urban environment. So we respectfully wish to instead use our own electric cars, in order to ensure there is no disasters on our hands.

Now that we've settled this issue we must discuss magecraft, a contentious issue globally, we understand the need for transparency and in the Spires we have a requirement of a permit in order for magic to be used in the workplace. Magic Safety Seminars must be attended and notarized by a Spirean legal Professional which will be on staff. The liability of magecraft is one not denied by any shape or form, but we also do not know what is meant by the use of Dark Magic. No such term exists in our vocabulary, and we would have to get in a serious discussion on the use of magecraft in order to quantify or qualify how many dark magi there exists in our staff, as we do have a high percentage of persons born with magecraft, and anti-magi who cannot use magic, and also cannot be affected by magic. This means that we need to get in a serious diplomatic discussion on what constitutes acceptable or unacceptable use of magic, until we have had this discussion, or we've had time to consult on what is or is not acceptable licensing standards, or use standards, we will have to withhold the employment of magi. We are of course willing to engage in such discussions at any time, so it is entirely up to your Majesty's government's willingness to discuss with ours at her leisure. We have our standards on practice of magecraft, and you have yours which puts us in a quandary as any person on staff in Spirean embassies will be held accountable to Spirean laws on magecraft which includes the ban against Entrancement of any form.
