WHO ARE WE ?
The Second Economic Committee of the People's Committee of Domestic Affairs (PCDA) is a state-owned organisation dedicated to foreign trade and external financial operations. We hold complete control over foreign trade operations of the Democratic Republic of Bulgar Rouge, and maintain both legal and underground connections in most - if not all - countries of the world. Socialist construction precipitated the need to abolish money altogether, but currency was needed in order to maintain technological exchange with the rest of the world. For this purpose, a new institution was needed to gather foreign currency stockpiles, place them under State control and then use them for technology imports in all necessary areas of the people's economy.
After the 2014 People's Revolution, all economic activities in the Democratic Republic were subordinated to the PCDA's two Economic Committees. The First Economic Committee is the domestic economy branch, setting up three-year plans and overseeing agricultural activities and output. It functions in an entirely moneyless environment. The Second Economic Committee was tasked with collecting and increasing hard currency reserves through export, essentially running a government-owned parallel economy. Initial operations included export of Bulgarian raw materials and stocks of confiscated banned items such as light motor vehicles, consumer electronics and alcohol. Eventually the SEC increased its export coverage to industrial commodities, medication, chemicals, construction materials, alcohol and weapons from a decentralised network of manufacturers, as well as smuggling of legal or banned and illegal items from third parties.
Not only did the SEC succeed in expanding the currency reserves of the DRBR, but it also prompted the State Presidium to unveil new industries specifically targeting foreign markets. This has served brilliantly in expanding the know-how of Bulgarian factories, which now employ it to increase production efficiency and quality of products for domestic usage. The SEC can also organise covert shipments for clients to a destination of their choosing. STRUCTUREThe Second Economic Committee operates 90% of the industrial production assets in the Democratic Republic of Bulgar Rouge, which consist of 697 light factories and workshops, 104 medium factories, 10 heavy factories, two oil refineries, eight coal power stations, two wind farms, one nuclear power station, sixteen dams and 45 mining operations. They produce 98% of Bulgarian-manufactured exports of the SEC and employ 76,000 industrial and logistical workers. These, however, do not include weapons factories and only offer civilian items for export, such as clothing, electronics, machinery, ore, timber, electric power and industrial accessories. All of these fall under the jurisdiction of the First Department.The Second Department manages consumer goods and other products destined for the civilian markets. These include foodstuffs, vehicles, pharmaceuticals, accessories (wearables and others) and a variety of services. The bulk of the products offered originate from Council of Economic Cooperation member states. All products are certified according to the DS-201501 state standard system of the Democratic Republic of Bulgar Rouge and have undergone extensive quality control procedures. This is also the only department of the SEC which offers non-Bulgarian products for sale.The Third Department operates workshops for synthetic drug production, counterfeit banknotes, small arms and tools for sabotage and intelligence gathering such as bombs, chemicals and espionage equipment. It has more than 400 personnel who are also employed in National People's Liberation Army (NPLA) special services and units, including cyber warfare Unit 91041. The Third Department is also capable of gathering information about the enemy, money laundering, organising hacker attacks, and can professionally engage in data theft for the benefit of corporate or state parties.The Fourth Department has more than 1,100 personnel and controls arms production, supplies and logistics of the NPLA. Assault rifles, submachine guns, pistols, mortars, rocket artillery, ammunition, communications equipment and armoured vehicles are among the domestically manufactured equipment. The department employs 30 military engineers capable of reverse-engineering military equipment from international producers and storefronts and sell the prints to interested clients.

The Second Economic Committee is a state institution, but our operations do not rely on budgetary allocations. The Bulgarian economy is centrally directed in almost every aspect, including welfare. Bulgarian employees do not receive salaries or monetary payments; instead, a centralised welfare system provides them with free living quarters, food, utilities and transportation. This immediately eliminates the need to reinvest part of the income into wages or maintenance as they are done free of charge. The vast majority of the profits made by the Second Economic Committee are invested into the procurement of spare parts, technological upgrades for Bulgarian agricultural communes, acquisition of raw materials for infrastructure and construction, oil and gas imports, payment of tariffs and taxes of Bulgarian ships in international ports, maintaining the public welfare system, and others.
SEC hard currency spending is divided in two funds - a Reserve fund (RF) and an Active assets fund (AAF). The RF gathers 25% of SEC hard currency profits and is used to cover resource imports and maintenance costs for imported goods in times of crisis when overall income is low. The AAF consists of the other 75% of net profits and is used to buy upgrades, durables and all necessary goods needed to aid the continuous upgrade of the Socialist economy. The AAF, however, can also be used for wartime acquisitions, as in the case for three-month oil deliveries and equipment refurbishment contract of the SEC Petroleum Industry Office.
In addition, some 560,000,000 NSD in assets confiscated from pre-Revolutionary era private banks are considered a cold reserve, used to keep confidence in SEC institutions and is not intended to be spent.

OPERATIONAL NETWORKThe Second Economic Committee has an operational network consisting of:
Red Balkan People's Port in Varna
- 3,417 Committee employees;
- more than 1,700 informants worldwide;
- more than 6,000 middlemen, merchants and trade agents worldwide;
- more than 850 international factory and workshop managers in cooperation;
- more than 1,600 illicit material dealers, suppliers and agents worldwide.
Inside the Democratic Republic of Bulgar Rouge, it operates the Young Brigadiers' Port in Burgas, and the Red Balkan People's Port in Varna. Both are capable of handling ships with gross capacity of up to 51,000 tonnes and carrying out all required services, including loading, discharging, stevedoring, freight forwarding and storage. Red Balkan People's Port in Varna has 40 berths equipped with 65 electric cranes and about 400 other pieces of ship, landside and warehouse port facilities. It has an open-port storage area of 454,000 m2 and 76,000 m2 of warehouses.
For air traffic, the SEC operates a fleet of aircraft from the Vrazhdebna Airport near the former city of Sofia. Large-scale operations are carried out with larger aircraft capable of delivering their cargo safely to any part of the world, directly to the buyer.
