Would you need help writing the script? Would it be a new program all by itself or could it be added onto NS++? The reason I propose this over other things is that in the unlikely event people in the "opt-out" thread manage to actually convince the polar minded staff members wishing to keep everything the same to implement changes in the game to grant some kind of amnesty to RP communities from R/D, said implementation could take months or years even to actually get done. In the meantime my proposed idea here could serve as an alternative solution. In the likely event nothing changes, my proposed idea can be a way for RP groups to opt-out from R/D gameplay.
I've been giving thought to an easy to use Forum Service for NS that seems similar to this. This service would be unique from many existing regional forums in that login is with your NS nation, it would be on a separate website (but also, integrated and visible on region pages with NS++), and very easy to customize and free of the nasty ads and limitations of free forum services.
In addition, there is the planned Regional Assembly feature. I plan on having a separate RMB-style discussion and role creation and appointments by regional officials. I think these two ideas combined could give you what you want.
