1.The Alien

In such a case he would have three choices - be deported back, if Neo Prutenia and his country of origin have a agreement to do so, enter a Special district in one of the port cities, where Prut laws do not apply, or enter Church ground. For the time being, Neo Prutenia has no agreements to deport back criminals, persecuted persons or refugees back with any country - except allied states in war. Should this change in the near future, the chances are low for that, we might deport them back, or "lose them" near the border.

The Special districts of various cities, like Danzig or Bremen, to name two, are areas where Prut laws are not enforced, for various reasons. Anyone with money can enter, live and work in the Special districts, even without any papers or documents, as long as he keeps a low profile and abides by the "rules" and customs of the particular district. But he can't leave the district without valid documents, except on a foreign ship, so, he'd be trapped there.

The Church has it's own territory, constitution and laws, and church ground is granted extraterritoriality, so each monastery, but not actual churches or cathedrals - being as they are on state ground, can give asylum to anybody they want. It is the last refugee to some of the people in Neo Prutenia and even wider, from various parts of the world. However, the Church would most likely only accept protstants and orthodox christians. Again, once on church ground, you would need a valid passport to leave again. It is a custom to pardon every crime in Neo Prutenia if the offender spent 20 years and 20 days in a monestary, and some take advantage of that. In this way, churches function as a free prison and rehabilitation centre in the land.

2. Hunting accident

Such things do happen, but it would be rather unusual to be spoted so late The police and military patrol the borders meticulously, and large parts of the border are mined, especially in the far west and far east. If they already somehow circumvented everything by chance and sheer luck, they would be pardoned. Depending on their behaviour and damage they caused they would perhaps be forced to pay a fine, but else they could easily register in any nearby Police station and stay as long as they please, or until the end of the hunting season, if they also buy a hunting permit.

They could also keep their firearms, as our regulation are quite different then in other countries. As long as they have documents, papers, licenses and weapon permits, they wouldn't have any problems, or very small ones, if they couldn't pay right away. If they have such things, then we'd have to arrest them and inform their government about the incident and demand that someone identifies them as citizens of the respective country - when confirmed, then everything previously said applies, or they could just leave. Their choice.

3. Wannabe Prut

As previously stated, at the time being, no agreement of extradiction exists with any other country, as far as Neo Prutenia is concerned. Even without the citizenship he already gained here, we wouldn't deport him back. If he wants to stay in Neo Prutenia, he can. If he want citizenship, he can apply for it. If he wants to avoid being harrased or captured at all costs, he can enter a Special District or Church ground.

4. They are so lovely <3

The Border guard or policeman on duty would wait a fewe moments before interrupting them and reminding the man that he has to enter the nation properly. No harm done, but he has to consider the other travellers too. No further reprisals or scolding.

5. Know thy enemy

He would be welcomed, permited to carry a gun, like everyone else, if he wishes so and has a permit - or buys one in Neo Prutenia, and he could travel wherever he wishes, except to the Fortress Cities, which are restricted area, where only citizens have permit to enter and travel. He would be secretly kept under a watchful eye, for security reasons as well as his own safety. Depending on his behavior, he might either be expelled, if he breaks the law or harms someone, or he might quite enjoy himself.

6. Student Exchange

We would accept, but only to a very limited degree and in small numbers. The exchange would last only one semester, or 6 months and a number of 5 to 25 would be sent. Legally, these territories wouldn't be considered disputed at all. We would consider them ours. The new "land" which emerged from the ashes of the old one plain and simply wouldn't be acknowledged, meaning, legally, we wouldn't accept or recognize their sovereignity nor papers or documents. As such, an armed task force would be sent to the lands in question to reestablish Prut influence and sovereignity.

Of course, this is a rather crude answer to a delicate problem. We would most probably accept the people there as our own and naturalize them, or at least consider them refugees. The new country would be negotiated with, and, we would offer recognition of their land and rights, if the acknowledge the disputed territories as Prut land. If the new nation is belligerent, we wouldn't hesitate to use force of arms, but most likely, a economic stimulus and some political concessions, as well good relations with a powerful neighbor like us, would make them accept our claims.

Regardless of what happens, we wouldn't resettle, repatriate, expell or drive away the people already present in the region - genocide is not our thing. As soon as Prut cultural and military dominance is established, and economic and political freedoms are given, they would calm down and join us. As can be seen - we take breaches of territoriality more lighthearted, but breaches of sovereignity very serious.

9. Armed Neutrality

In case of such a conflict, where Neo Prutenia would have no stakes or interests in the war itself, nor be directly threatened by any of the belligerent states, armed neutrality would be declared. Trade, resources, "unarmed" citizens of the belligerent states in question could pass, as well as humanitarian aid and red cross/medical staff and technical support units.

Any combatants, military vehicles, soldiers, equipment, intelligence information or similar things would be interned or detained until the conflict finishes. In case one side attacks or compromised our neutrality, we wouldn't join the other, but we would still defend ourselves against both sides, regardless who violates the sovereignity of Neo Prutenia first, or offers to help against the violator.

Well seeing as they would have had to have hiked severl hundred miles underwater to reach any part of Crookfur their story would naturally set off alarm bells. Perhaps you mean they crossed into Tribalia? In that case they would be advised not to cross back over the border as the other side is a fallout polluted hell hole caught up in an brutal but totally ineffectual counter insurgency conflict.

Do they have an existing extradition Treaty? From thier political stance that would be VERY unlikely. Anyway even if they did they would still have to make lodge a request with the courts and somehow prove that the Individual's life is not in any jeopardy and that they woudlr eceive a fair trial.
