As the Prime Minister of the Greater Island Kingdom, my foremost wish is to thank you for your time in reading this letter, and I welcome you to consider the feasibility of opening, in the near future most hopefully, an embassy of your nation within the Greater Island Kingdom of New Hayesalia.

New Hayesalia has a history of international communication. Before 2009, the Hayesalian Union was a supranational entity, formed from 25 different sovereign countries. With the 2009 Amalgamation, embassies were remodelled into government buildings and 25 nations became one.

New Hayesalia does host a number of foreign embassies, however the goal of this program is to promote New Hayesalia as a diplomatic centre. For you, an embassy puts you in connection with the New Hayesalian Government, your citizens overseas, and business opportunities in our great nation.

By applying, you give your nation access to greater diplomatic and political capacity overseas, and New Hayesalia is willing to accept your ambassadors. We welcome all nations to apply for a diplomatic post, and we are happy to support you in this period of expansion.

• Interviewing New Hayesalians and other foreigners that want visas to travel to your country, be it for tourism, work or study; and to ensure that they are qualified and will return to their home countries following their stay.
• Promoting your economic interests, at the mutual benefit of your nation and New Hayesalia. This includes promoting fair trade, and promoting products and services from your companies companies.
• Maintaining diplomatic relations and promoting your political interests, allowing your nation and New Hayesalia to work togehter to solve issues, develop solutions and ideas, and build a better situation.

DIPLOMATIC IMMUNITY
Safe Passage

Under the World Assembly's Diplomatic Protection Act (GA22), New Hayesalia must comply with the following orders, and all embassies are required to comply to be eligible for consideration.

REALIZING that that nations can use a variety of methods to restrict a diplomat's ability to do their job

RECOGNIZING that diplomats are a necessary part of interaction between nations and the spread of cultural understanding

RECOGNIZING that diplomatic immunity must be agreed upon by the nation the diplomat represents and the nation the diplomat serves in

DEFINES a diplomat, for the purposes of this resolution, as any member of diplomatic, consular, and other staff serving in an embassy, consulate, consulate-general, legation, high commission, deputy high commission, or other diplomatic mission. This excludes hired personnel with local citizenship

REQUIRES that all diplomats sent to the World Assembly shall be automatically granted diplomatic immunity

REQUIRES that nations in which diplomats are serving must provide the diplomat with the best medical care on hand in cases of emergency

REQUIRES that all diplomats to other nations shall be free from physical harm, execution, sexual assault, enslavement, or use for medical experiments not necessary for medical treatment of the diplomat by the nation in which they are serving

REQUIRES that any diplomat granted diplomatic immunity be free from prosecution for crimes, search and/or seizure of personal belongings and belongings of family members and personal staff, search and/or seizure of family members and personal staff, seizure of pets, and search and/or seizure of private quarters outside any extraterritorial property by the nation in which the diplomat is serving
a) A diplomat may still be tried for crimes by the nation they serve
b) If suspected of a crime, the nation the diplomat is serving in may present the evidence to the nation the diplomat is from
c) If diplomatic immunity is revoked, the diplomat remains immune to prosecution for suspected crimes that occurred during the immunity by the nation in which they are serving
d) A diplomat may be detained for nonmedical reasons for 24 hours in cases where they serve a direct threat to the wellbeing of others, such as driving while intoxicated or other similarly dangerous activities, or longer, with the agreement of the nation they serve
e) A diplomat may be expelled from the nation in which they are serving for any reason

REQUIRES that property agreed upon as extraterritorial or as diplomatic pouches or bags be immune to search, seizure, customs, taxes, vandalism or arson by military or government officials of the nation in which the diplomat is serving, or military assaults by the nation in which the diplomat is serving

PROHIBITS nations from sending diplomats with the express intent of committing crimes of espionage, sabotage, subversion, causing harm to the civilian population, and other related crimes committed outside of a diplomats duties

A standard implementation is as follows although separate bilateral agreements may be met. Major offences- those which carry a maximum penalty of more than 12 months imprisonment- will be discussed with the sending nation in order to request a waiver of the diplomatic immunity of the staff member. It should be noted that all staff may be temporarily detained for traffic offences including drink driving and speeding, as well as issued paid penalty notices for those offences and where it is in the interests of public safety to detain those personnel with diplomatic immunity who present a threat to the wider community. These privileges also apply to family members who are a part of the staff member's household and possess a diplomatic passport.

• Ambassadors and Diplomatic Officers, equivalents; charge de affairs: Diplomatic immunity from all offences and immunity from prosecution, residences are inviolable extraterritory and they may not be subpoenaed as a witness to judicial proceedings.
• Technical and Administrative Staff including security staff: The same level of diplomatic immunity with exceptions for tax relief and customs duties.
• Service Staff, such as drivers, receptionists and gardeners: May be arrested or detained, residences may be entered subject to National Police and Court Orders, however members cannot be prosecuted with any action associated with their duties as a member of embassy staff.
• Consul-General: The same level of immunity for Service Staff, however arrests or detention or entry of residence may only occur where a felony charge is laid.
• Consular Employees and Honorary Consuls: The same level of immunity as for Service Staff

The following places and people are considered inviolable under diplomatic etiquette.

- the consular archives;
- the official correspondence of the post including properly marked diplomatic bags;

New Hayesalia is a federal constitutional monarchy under parliamentary democracy. New Hayesalia operates on two levels on government, being national and local government. The roles of provincial governments were disbanded in 2013, with powers being deferred to the national and local governments. The national government is comprised of the Executive, Legislative (Parliament) and Judiciary, although there is a partial fusion of the Executive and Legislative branch. The Parliament is tricameral, comprised of the Senate, House of Representatives and Citizen's Assembly. The judiciary is independent.

New Hayesalians have an active role to play in New Hayesalian politics. Voting in referendums and elections is compulsory for all New Hayesalian citizens over the suffrage age of 18, male or female. The current Prime Minister is PM Edwin Bolt, with Deputy PM Nelson Stabler. The full list of the Cabinet and all Members of Parliament and Senators can be found on this website. The current monarch is HRH Queen Olivia I. The main political parties are:

The Ministry of Emergency Services and the National Police is located in National Drive, north of Parliament Complex.

Prime Minister Edwin Bolt (L) with Deputy PM Nelson Stabler (R). The Prime Minister is the Head of State and Government of the Greater Island Kingdom. Elections are held every four years, with the next election scheduled for 2017.

The current Prime Minister of New Hayesalia is Edwin Jackson Bolt. Bolt, born 8 May 1968, began his career after a self-described "average" schooling life at a Zoliran public school, attending a top Zoliran university on a scholarship and studying Law, later becoming a barrister in 1975. Bolt became active in politics as a member of the Union Conservatives in 1989, his first job being to hand out flyers at an election booth, although didn't consider standing for election until 1998. He was elected in a by-election to a local seat before the Amalgamation and became a backbencher. His political skill allowed him a fairly fast rise through the ranks, becoming the Shadow Attorney General in 2008 and promoted to the Leader of the Opposition in 2009 in the Amalgamation of New Hayesalia. Although the Conservatives lacked numbers in the House of Representatives, Bolt was generally able to fight against major decisions and proved a challenge for the Federal Liberals. He was elected with the Conservatives with a surprising majority.

RULES, REGULATIONS & RECOMMENDATIONS
For Success in Diplomacy

SECURITY

*this section has been reviewed by a former Australian Federal Police officer with embassy protection experience*

New Hayesalia is arguably one of the world's safest countries, and the odds of you being caught up in crime are slim unless you go looking for it. The New Hayesalian National Police is the police force authorised to operate throughout the country, and is split down to Town Commands, allowing for flexibility in enforcing the law. New Hayesalia also realises the importance of security of your embassies overseas, and unlike many nations, New Hayesalia and the New Hayesalian National Police has an extensive plan for mitigating and responding to threats against foreign embassies.

As a member of a diplomatic team, your rights in dealing with the police and diplomatic immunity are listed above. It should be noted, however, that there are certain rules you must follow as a member of a diplomatic team, even as high as the Ambassador. If you are stopped on the street, you are required to give your full name and your address to the New Hayesalian National Police. In return, you may ask them for their rank, station and name before giving them this information. You thereafter have the right to remain silent. Police are allowed to pull over vehicles, where they have wider powers to ask you questions including your speed, status of the vehicle and to see your licence (note also your licence does not have to be issued by a New Hayesalian authority- provided it is in English or supported by accredited translation.)

The New Hayesalian National Police also support the Embassy Protection Service. The EPS has two main roles. The first is the protection of embassies and embassy staff in New Hayesalian embassies internationally, and to provide security for foreign embassies in New Hayesalia. This second role involves patrols, guard duties if requested by the embassy, and providing security escorts for embassy staff when requested. The EPS can organise security briefing sessions for diplomatic and consular missions. Missions and posts are expected to provide an appropriate level of primary security, such as perimeter security, entry controls, intruder and duress alarms.

The EPS is one of the most well-equipped police elements in the country. All officers carry a 9mm Model 9 Defender pistol, as well as OC spray and tasers. Inside their patrol cars, which are advanced and modified Mitsubishi Lancer Evolution four-doors, officers have access to rifles and shotguns. The cities of Revnami, Oppentin, Port Eastgate, and indeed all major cities are also supported by police air units, providing another layer of coverage. A police presence is never more than two minutes from an embassy or consulate.

The right of freedom of expression and peaceful political protest is a key part of New Hayesalia's system of democracy. This means that, from time to time, there may be protest activity directed at diplomatic and consular missions. The safety and dignity of missions will be respected and protected during any such protests.

This availability of security features, combined with New Hayesalia's firearms control legislation, means that official policy is to prohibit the possession, carriage and use of firearms by members of the Diplomatic and Consular Corps and by other members of the staff of missions and posts, including guards. This restriction also includes crossbows. An exception may be made if the firearms are for legitimate sporting purpose and are in line with city regulations on firearm ownership. An exception may also be made if there is a long term and exceptional danger to a particular diplomatic post which may be discussed with the Ministry.

Normal: An embassy is under little threat of danger. Possible situations could include misdemeanour offences such as graffiti, loitering, common assault or other antisocial behavour.	Standard patrol routes and availability. Maximum 2 minute response to emergency call. If requested, NHNP can provide a close protection team for diplomatic staff. If requested, an Embassy can receive security briefings on a daily basis.
Heightened: An embassy is under a threat of danger. Possible situations could include threats via telecommunications or mail, break-ins or attempted break-ins, damage to the chancery or a targeted assault on embassy staff members whether inside the embassy or not.	Standard patrol routes and availability. Maximum 2 minute response to emergency call. If requested, up to two patrol vehicles with two officers for each can be made available for gate guarding duties. These officers will be armed. If requested, NHNP can provide a close protection team for diplomatic staff. If requested, an Embassy can receive security briefings on a daily basis.
Severe: An embassy is under a likely threat of danger. Possible situations could include the successful break-in of an embassy, a concerted and calculated effort to damage the embassy or harm embassy staff, a credible threat of attack by communications, attempted or successful assault resulting in grievous bodily harm or death.	Standard patrol routes and availability. Maximum 1 minute response to emergency call. A police patrol vehicle will be put on station at all times with two armed officers with more than standard armaments. More vehicles may be provided depending on the nature of the threat. If requested, NHNP can provide a close protection team for diplomatic staff. An Embassy will receive security briefings on a daily basis. If requested, additional police will be provided to check the identification of persons attempting to enter the embassy and their vehicles if applicable.
Imminent: An embassy is under the imminent and certain threat of danger. This does not include peaceful protests. Possible situations may include a potential riot, potential paramilitary assault or potential terrorist attack, a bomb threat, major damage being done to the Embassy or other pressing emergencies.	Heightened patrol routes and availability. Maximum 1 minute response to emergency call, units including the Special Emergency Response Team. Numerous police vehicles including armoured vehicles will be stationed around and possibly in the embassy grounds, cordons may be established, and police will be visibly armed with rifles. NHNP can provide a close protection team for diplomatic and service staff. The Embassy will be locked down. An Embassy will receive security briefings on a hourly or half-hourly basis. Extra police assets, including the riot police, air units and Special Emergency Response Teams will be placed nearby to respond to any emergency.
Transpiring: An embassy is being assaulted and is in immediate danger.	New Hayesalian National Police will respond to eliminate the threat. The use of lethal force will be immediately authorised. The Embassy and surrounding area will be locked down. NHNP will provide a close protection team for any staff that must be evacuated. The Embassy will be locked down. An Embassy will receive security briefings on an immediate basis. All available assets will respond to the emergency.

TRANSPORTATION

New Hayesalia, by land and by population, is a big place. With a considerable population, it is understandable that congestion would become a major issue. In countering this, a National Sustainability Policy was put in place in 2010:

The use of personal motor vehicles in major cities (populations of over 8,000,000) is prohibited and road networks in these cities are extremely limited in capacity, generally not exceeding three lanes. Exempted vehicles are those of the New Hayesalian National Police, National Ambulance Service, city Fire Brigades, registered public transport vehicles such as buses and taxis, Military vehicles when necessary, and registered commercial vehicles such as vans and trucks. Certain other government and personal vehicles may be exempted for fees (smaller for smaller and eco-friendly vehicles), pending local and national rulings. Generally, these roads also have a lane reserved for bicycle use and speed limits will rarely exceed 40km/h for vehicles. Secure parking is generally available in areas around the city, allowing visitors or other car owners to safely store their vehicles.

The New Hayesalian Ministry of Foreign Affairs advises that cars registered to an embassy, i.e, those with diplomatic plates, are permitted an exemption. While the New Hayesalian Government does encourage the use of public transportation, embassies may register their ownership of motor vehicles. A number of points should be taken into consideration when making arrangements for a motor vehicle.

• Vehicle registration fees, and taxes relating to the vehicle including the Luxury Car Tax, must still be paid. Taxes relating to the purchase of a car within New Hayesalia must also be paid.
• If vehicles are to imported, they must be inspected to ensure they meet National and Local Design Standards and Roadworthiness, and must be registered within the city it will be garaged.
• Normally vehicles for use on public roads in New Hayesalia are generally required to be right-hand drive, however this is can be waived.
• All motor vehicles must be registered for use on public roads. The registration fee is charged depending on the class of vehicle, environmental impact, and use. For example, commercial vehicles pay a lower rate than private individuals without a 'considerable need' to own and use a motor vehicle. The first three vehicles an embassy registers will be charged at commercial rates, and then at private individual rates. Vehicles of a heavy weight, such as armoured vehicles or some limousines will also pay an additional surcharge.
• The availability of gasoline, petrol and diesel should be taken into account. There are very few fuel pumps in New Hayesalia's major cities, generally being situated at depots (for emergency services and government use) and private depots (for commerical use). Electric vehicles are encouraged.

Diplomatic missions and consular posts (but not those headed by an honorary consul) are permitted to import or purchase a reasonable number of official vehicles under privilege according to the size and needs of the mission or post. As a general rule, Government applies a quota of one vehicle for the Head of Mission or Post and one vehicle for each two diplomatic or consular officers (that is, excluding administrative and technical staff and consular employees) at the mission or post. Missions and Posts must seek the agreement of the Ministry of Foreign Affairs before registering additional official vehicles.

Registration of vehicles (and initial issue of diplomatic licence plates) or renewal of registration for vehicles belonging to an Embassy will not occur if there are outstanding parking or traffic fines of more than Ќ4000.

Vehicles which are registered to an embassy or a member of staff of an Embassy are issued with red diplomatic licence plates instead of the relevant city plates. Registration is made to the local City Council Department of Transport, plates issued by the Ministry of Foreign Affairs. The Ministry of Foreign Affairs has negotiated an arrangement with the City Councils of our diplomatic cities that the first three vehicles registered to an Embassy or Consulate within their city will be paid at lower commercial rates, with the remainder paid at the higher personal rates (on average these are 250% higher.) City Councils may make exemptions in specific circumstances.

These licence plates feature the seal of the Diplomatic Corps and feature a sequence beginning with DC for Diplomatic and Consular staff, and DX for technical and service staff. The first three numbers represent the country code of the Embassy, which is assigned based on the date of establishment of the Embassy in question. The licence plate also features the type of fuel used by the vehicle, such as unleaded (UND) LPG (LPG) or electric. (EV)

Embassies may also consider the purchase of a private fixed-wing aircraft for travel around the country. NH Airways and other regional airlines have a wide choice of routes to most towns. New Hayesalia has a large number of airports, and a private aircraft may serve embassy staff in numerous ways as they see fit. An aircraft may be registered as a New Hayesalian flagged aircraft or as one belonging to the relevant nation. The New Hayesalian Government recommends a choice of the Cessna Citation, Hawker 800XPR, Learjet or Gulfstream aircraft. It is up to the embassy staff to rent or purchase space at a nearby airport and pay for maintenance of the aircraft, as well as sourcing pilots.

STAFF

The Greater Island Kingdom does not place limits on the amount of staff an embassy may employ, nor does the Government restrict embassies from hiring New Hayesalian citizens. While the New Hayesalian Government does urge that embassies consider how many staff they will indeed require, as well as the size of their chanceries compared to that of their staff, no limits are instituted.

Building 13 and 14 of the Parliament Complex are not near the heart of New Hayesalia, they are sitting right in the middle. These buildings are reserved for nations with the strongest connections to New Hayesalia and are afforded extra maintenance and security assistance. It is, quite literally, a walk away from the Prime Minister's office.

The structure itself is elegant, and is surrounded by masterfully maintained gardens. A tourist centre and government hub, with the buildings even being portrayed on the 50 Quat note, these buildings are a part of Parliament Complex and our relations to these countries integral to our interests.

Facilities nearby include most National government ministries within walking distance, including the office of the Prime Minister. A cafe, florist, newsagent, an underground car park as well as bus and taxi stops, and a SunLift station are also nearby. Also available nearby are 4 star hotels and parks, and access to other embassies on Pavillion Drive.

While the spaces allotted are generous, larger embassies may have other offices in the vicinity of the Parliament Complex for overflow staff such as consular sections. These areas are also presented diplomatic inviolability and EPS protection.

Pavillion Drive

Pavillion Drive is the road to the south of Parliament Complex. These identical though impressive buildings line most of the way, with gaps to look out onto Lake Neike. With views over the lake and into the skyline of Revnami, these buildings are used either by New Hayesalian Government departments or foreign embassies which seek to be close to the centre of New Hayesalian politics.

There is a floor area 4351 square feet, plus a small garden and a view out onto the lake. From here, the sun can be seen setting over Revnami, the capital of New Hayesalia. There is parking available, a total of about 10 spaces in an underground garage and two at ground level, outside.

Climate in Revnami is generally warm and sunny, tropical weather. Humidity can reach highs, however with these offices being fully air conditioned it should be of no concern. These offices are spacious and modern and serve well as embassies for foreign countries. Pavillion Drive is also close to the Parliament Complex, making accessing government support easy.

Note; in the attached picture, there are four available Chanceries. This type of building is used along the entire street and cannot be changed extensively.

Suburb of Asen'te

Asen'te is a developed and attractive stretch of land approximately 18 minutes from Revnami's CBD and about half an hour from the Parliament Complex. Asen'te is developing with residential developments, however embassies are welcome not only to request a section of this suburb, but to design a chancery which uses their architectural style to serve as a symbol of their nation.

Parliament Complex is approximately eight minutes travel by the SunLift public transportation network, two stations being available nearby within three minutes walking distance. A small shopping centre is also available including a grocery store and office supply store.

The image supplied is a former city council chamber and can be easily used by an applying embassy.

The suburb backs onto a light commercial and industrial area. Embassies who must be located separately for security reasons will be located in the suburb but will be hosted on Harlan Mezel Drive in zoned office space.

Port Eastgate, Montmaray
Slate Drive

Slate Drive is historic location in the Montmarian capital of Port Eastgate. Montmaray, amalgamated as a Province in 2010, is the home of the New Hayesalian Monarchy, Queen Olivia I of the Montmarian Throne. Port Eastgate is often called "The Diplomatic City" due to a number of international agreements having been brokered there since the late 1700s, including the end to the Hayestolian Civil War.

Slate Drive is constructing running down a light hill, from which a stunning vista of the historic port, old buildings and streets and most importantly Second Palace, a 500 year old castle nestled on Second Island, just off the coast of Port Eastgate. The area is usually open to tourism, but is made secluded for diplomatic security. Second Palace has been used by numerous nations for meetings over diplomatic solutions as a safe and neutral third party conference area. Not a single weapon has ever been used on the island, and only the Royal Montmarian Guard in historic dress uniform and a Montmarian Government adjudicator are present on the island alongside the parties to the discussion, and during this time not a single weapon can be found on the island.

Slate Drive is also near the historic King's Cross Road, which is home to a number of stores of many varieties, nestled into the three-storey tall historic buildings. Rozania is New Hayesalia's farmland province and the furthest from the main archipelago of New Hayesalia. Located in the Greater Prussian region, the province's capital and largest city of Brandkoning serves as an economic and port centre. As a region serving as New Hayesalia's breadbasket and providing an excellent source of produce for export thanks to perfect agricultural conditions.

Brandkoning is home to a major port and has a relatively small population of about 1.2 million people.

After review by the New Hayesalian Ministry of Foreign Affairs, the Greater Island Kingdom seeks to clarify a few issues with the application from the Republic of UshaKerbal. Most apparent is the selection of location and potential miscommunication resulting from that selection. While Consul Drive is indeed on the coastline, Slate Drive is not, and it is impossible to build such a large complex in central Port Eastgate. The Greater Island Kingdom recommends that the Republic changes it's selection or modifies its chancery design.

In terms of Ms. Albright's application to join a healthcare organisation, the Piltomana Department of Health advises that standard procedure is to sit an international equivalency examination (which is 'eas'y provided her medical training is of a sufficient level) upon which she will receive a licence to practise under supervision for six months.

Unfortunately, the Parliament Complex offices are open to major trading and political partners only at this time, and consulates in these buildings are also not permitted. However, a consulate would be permitted on Pavillion Drive or in Asen'te.

It is also advised that the NHNP Embassy Protection Service is well equipped to protect embassy staff, and that the public display of swords and spears for offensive purposes could violate local laws.

The Piltomana, NHCP and Montmaray Departments of Transport also advise that only three cars would be charged at commerical registration per Province, and must conform to National Design Rules and pass provincial roadworthy tests. The maintenance of the helicopters must be held to New Hayesalian maintenance standards and pilots must be commercially qualified to operate. It is also advised there are extensive restricted airspace zones over Revnami, Oppentin and Port Eastgate.

Finally, due to it's size, your yacht must be registered either in your home country and fly it's flag, or registered in New Hayesalia (in which case it must be registered before sailing to New Hayesalia.)

The Ministry of Foreign Affairs has received your communique, and wishes to advise that there are a number of reasons that such a stance is most unfortunate to take. While New Hayesalia recognises firearms laws in other nations, embassies in this country still have a commitment to not jeopardise the peace and safety of New Hayesalian communities.

We have developed an extensive security policy which is effective and trustworthy. Not only are embassies in some of New Hayesalia's safest districts, but they are guaranteed access to the specialised services of the Embassy Protection Service, a highly trained and professional force. The EPS, originally known as the Union Diplomatic Patrol, has been at the forefront of embassy protection since 1960. In that time, only a single incidence of an attempted breaking and entering has caused any concern to police- the suspect was caught trying to escape the premises. In addition, trained riot police are located near the Parliament Complex and Embassies with a maximum reaxtion time of approximately 10 minutes.

We believe that the threat of having an armed embassy, potentially right next door to the Parliament Complex, to be of a greater risk than armed assailants.

If the Vakolic Embassy wished to take extra steps to ensure their safety, we would recommend increasing chancery protection by way of guard dogs, motion detecting floodlights, extra gates and bullet-proof windows. If there is a genuine threat of terrorist attack, specialised EPS staff can be employed for 24/7 duties.

We believe that current security arrangements are more than sufficient, and that a mistrust of the New Hayesalian National Police is unwarranted. Our current policy of prohibiting offensive firearm remains.

While the Ministry of Foreign Affairs does express it's disappointment in the current situation, we must point out that it is indeed the right of the New Hayesalian Government to stipulate what may or may not be legally carried within reason. Private citizens using firearms for self defence is, within New Hayesalia, largely unnecessary. If the need to carry a self defence tool is so high, the New Hayesalian National Police recommend mace, and wish to reiterate that it is better to run from a gunfight than to partake in it. While in New Hayesalia, your Embassy and Ambassadorial staff will be situated in one of the safest place in a safe country, with professional and experienced protection.

We would also like to point out that diplomatic immunity does not entitle your ambassadorial staff to do whatever they please, it simply restricts them from being tried by a court in New Hayesalia. If such a charge was laid, the Minister of Foreign Affairs would certainly consider the closing of your embassy.

Your ambassadorial staff are exempted from many legal situations that normal private citizens face, but a difference in culture does not provide decent grounds to break our policy of prohibiting firearms in embassies.

However, it is unlikely that the new government formed after elections next week shall override the decision. To the points presented by your Consulate Ministry we find agreement and compromises on all points

1. Reviewing the geography of both locations we agree that due to our staffing were not able to find existant buildings or a space large enough to house all at the Port Eastgate location. The Consul Drive location, much preferred by Ms Bright in any case, would be more suiting.

2. Dr. Bright assumed that some verification testing would be required and is willing and ready to sit exams at the convenience of the over seeing agency.

3. As we grow in trading strength we look forward to a time when we can make use of the Parliament Complex.

4. Of course we will observe the regulations, laws, and cultural norms of your Nation concerning weapons of all types. Our security force can operate just as well with out them and looks forward to working hand in hand with the NHNP.

5. We of course will observe all costs and regulations of your Department of Transportation. Full specifications will be made available for the UshraKerbal built vehicles and any adjustments can be made.
