For instance, they used to write their names on coins that they'd give to the poor, but merchants wouldn't accept them so the poor would die, and then the people who donated the money would be able to claim it back easily.

This is why, in the Bible, you have that shtick about Lot offering his virgin daughters to the gang of Sodomites rather than his guests. It's apocryphal and designed to contrast Lot's rather extreme brand of hospitality to his guests to the Sodomites extreme inhospitality.
