Prostitutes are required to be sterile and healthy, which is easy enough considering our medical science. Some brothels would require their girls to do whatever they can to keep their "moneymaker" tight and desirable, and their boys to keep theirs as large and excitable as possible. Businesses are taxed, as always, and the government has a right to oversee and intervene in the business. Other than that, free game.

Yes. Prostitution has always been legal in the Empire since its conception three millennia ago.

If it is, is it regulated in any way?
While not stated in the legal system, there are many restrictions on how prostitution should operate within the Empire, usually enforced by cultural pressure. The most common of which is that prostitutes must operate under the organisation of brothels, which are obligated to provide medical care, training, maintenance, residence, along with other necessities for the business. Similarly, the reverence towards hygiene and bodily cleanness also mandate prostitutes and their place of operation to maintain a high level of hygiene. The fact that prostitution is seen in unusually high regard only escalated the tacit regulation and restrictions on the business in order to maintain such an image.

What is the government's stance on the issue?
As one of the tenets of the national ideology of the Empire focus on the unique attributes of the Tuthinan culture being the source of the strength and legitimacy of the nation, and that such a "prostitution culture" is considered very rare in the world, traditional prostitution receives full support from the government, ranging from official endorsement to legal support, as well as protection to the business and its participants wherever applicable.

Prostitution is seen with very high regard by the general population of the Empire regardless of social class; the gentrified nature of prostitution in the Empire means many of the high society prefers to hold assemblies and feasts alongside high class prostitutes, while its tight connection with the indigenous religion of the Empire means the low society see it positively alongside the priesthood. The fact that prostitution is seen as an important cornerstone of the economy only enforced its prestigious status within the Empire.

Both the Imperial government and the Imperial Cult are known for providing official endorsement and numerous forms of support to many brothels in the Empire, and the aristocracy is famed for spending many of its fortune on prostitution, being the biggest spending after investment in its own property and donation to the Imperial Cult.

No, because of the extremely long and deep relation between prostitution and the society, it has been taken for granted by virtually the entire establishment. Since the Tuthinan Republican Uprising several decades ago, rejecting traditions such as prostitution has been seen as one of the indications of possible treason, and thus people who fiercely hold such view tend to be prosecuted or seen as a social outcast.

Prostitution is considered a very important part of the Tuthinan economy; not only is it one of the biggest and everlasting businesses within the Empire, but most wealth accumulated by the aristocracy usually end up flowing back to the brothels, which is considered by many economists to be vital for the long-term stability of the economy given the relative unpopularity of continuous investment into financial tools or other means to destroy or redistribute accumulated wealth.
