Hmm, I like the slower pace as well. I can put more than just actions into my posts, and random dialogue. I love putting the thoughts of my characters into how I post. It sort of grounds their reasoning, what makes them tick, and why they might be doing what they're doing!

Hey~ I joined awhile back but fell off the map due to RL issues, but I'm back and I have a character idea, the race being right out of the Doctor Who universe!

Your Nation's Nickname: The Delegate

Character Name (can be different than nation name): ???(Classified information)

URL to Character Picture or a few sentences about what they look like: The person(Who appears to be a human male) has black hair that goes down to is ears and is relatively unkempt, he wears a formal dress-coat alongside a dress-shirt and black dress pants. He speaks in a baritone voice, and stands at about 6'1''.

Character Species (nation personification, human, alien, etc): Time Lord

Character Powers/Special Abilities:

-Genius: He has a brilliant mind, able to process information and deliver a solution to problems faster then the average person.
-Technological Edge: He has a knack for all things Tech and can deal with things along those lines easily, thanks to his past, things that would take the best human computer experts years to figure out, he can figure out in days, or hours.
-Sonic Screw-driver: A Time-lord invented device used to break open locks, scan the surrounding area and gather information about it, and do an assorted number of passive tasks. This is NOT a combat weapon, and is strictly used for passive purposes.
-TARDIS(Will be removed if needed): A TARDIS that, unlike the Doctor's from the show, has a working chameleon circuit, it takes the form of its surroundings, can travel anywhere(For RP reasons, only within this dimension and time) and is bigger on the inside. To the Delegate, its basically an apartment.
-Speed: He has developed a talent for running, and running fast, while nothing super-human, he tends to be quicker then the average person.
-Regeneration: When faced with certain death, the Delegate can regenerate into a new form, while remaining human-like, his personality and look will change and for a short period he is vulnerable and prone to anything.

Character Weaknesses/Flaws:

-Lover not a fighter: The Delegate is all but hopeless at fighting a skilled fighter, while he may have a chance in a fist-fight against an untrained person, he prefers talking or running his way out of conflicts that can be avoided. This is not to say that he'll shy away from helping to solve an issue, he is not a coward, but he does NOT fight using his hands unless he is forced into it.
-Scattered: The Delegate tends to be everywhere at once in a metaphorical sense, he needs to be made to focus on something before he can apply all his power to it, or else he will fail to do his best, which can be fatal.
-Weaponless: He carries no actual weapons on him, so if faced with an enemy wielding a gun or blade he is forced to run, talk, or use his fists.
-Brutally honest: The Delegate is honest to a fault, if he thinks something needs to be said, he'll say it instead of lie, this can get him into trouble when he only intended to help.
-Alien: He may appear human, but he is very out of touch with human culture and society, he has a good grasp of talking, but when it comes to more advanced things(Trends, current events, even past events) he may draw a blank, leading to awkward situations.
-Morally Just to a Fault: He likes playing hero, to say the least, if he believes something is wrong he'll stand up and try to fix it. Even when he could face death.

Character Background:

The Delegate was born on Gallifrey almost 700 years ago to an average set of parents, with a wide array of family members ranging from great-great grandparents to uncles and even a brother. He lived a pretty average life for a Time Lord until he was eighth, when he was taken by the Oligarchy of the Timelords and made to stare into the void, where he was inspired to learn everything he could, inspired to become one of the greatest minds of his generation. For his time in the Academy, he studied and studied hard, though not without confrontation.

The Delegate met a boy who would later call himself 'The Rebel'(Terrible at Nicknames, shoot me please.) Where the Delegate was an intellectual, the Rebel was well..A rebel, he despised the Delegate, hated him beyond reason, the two stood for what the other opposed. Often times the Rebel would undermine the Delegate's projects for school, and other times the Delegate would respond by flooding the others' living space. As they grew up, however, the actions against each other grew more vicious, and, when it came to the Rebel, more violent.

It reached a breaking point when the Rebel attempted to kill the Delegate and instigate a regeneration by using a stolen Laser weapon, the attempt failed thanks to the swiftness of other Time Lords and the Rebel was sent into exile, never to be heard from again(To the knowledge of the Time Lords who exiled him.) The Delegate went on, happy with his life on Gallifrey for a time. However, when he graduated, he quickly found life on Gallifrey was increasingly boring, and he wasn't allowed to do half the experiments he wanted to do.

So it came to be that one day, he was given a TARDIS, and a sonic screw-driver, and instead of going to where he was assigned, he came to earth. However, his TARDIS malfunctioned, and instead of coming to the Earth he wanted to go to, he was flung into an alternate universe, where he landed in the nation of Grandkiin, a malfunction in the TARDIS being flung around like it was ended with it becoming stuck in this time, though this able to travel, it could no longer go forward, back, or to his own dimension, he was stuck. This was almost three-hundred years ago, when the nation he represents, Grandkiin, was still young, fledgling, and confused. He ended up in the young country, and began to guide its growth with the help of his knowledge, while remaining in the shadows. He was the one who established the 'Nicholas' line of rulers(Now on its Fifth ruler) he never did anything to stop or subvert changes, he simply allowed it to grow and was there when he was needed.

It had been three hundred years since that day and now Grandkiin has developed into the empire it is today, and finally the Delegate decides to step out of hiding. He decided to take a small vacation from Grandkiin, let it solve its own issues(Which would later result in a Republic becoming a Monarchy once more), and he got in his TARDIS and flew off. He found himself landing in The City of Bielefeld, having to avoid colliding with the apartment block itself, he managed to park it right next to the building between an allyway, and it ended up taking the form of a Police Box due to the TARDIS believing it would fit in(In reality, due to the major amount of weird stuff it detected, it freaked out and chose the most logical sounding thing). He was quiet unaware of the hi-jinks that would follow his arrival..

Additional Notes: Note that while this character is a Time-lord, he will be anything but OP, as you can see he is a VERY passive character. The TARDIS bit is open for debate and change, but I wanted something to act as a mode of transportation and a living space, this particular TARDIS wouldn't be used to head back or forward in time, for roleplay purposes. Only to travel, and to live in.

Grandkiin is an old nation and by tradition a hereditary Monarchy. It had a brief stint as a Democracy but prefers to let its Emperors rule. Frequently the transition between dynasties is less than peaceful, and the nation is famous for its generational revolts that lead to swings in Government leadership.

For more information on the ruler and the nation, refer to the factbook. It's currently WIP but possesses enough information to inform the reader of what this nation is all about.

Slow posting times aren't a problem. We have a few players on a slower schedule. I know very little about Dr. Who, but I do know that Time Lords have some potent things that may/may not work with the PLverse. But, our OP (Cer) is the one who looks this stuff over, and he's offline until either very early tomorrow morning or else late at night.

I put in a request to clean up some broken code. Most common mistake is mixing up the order of [/spoiler] and [/quote]. The Preview button lets you see what you post before Submit; it's okay to ask in OOC how to fix things if your text looks funny.

Request to all:
It takes only a few seconds to remove extra text from a post, even if you plan to spoiler everything. There isn't any reason to capture your prior post and the person's reply in your new post. You don't need to capture parts of the post directed towards other players.

Also, please spoiler quoted text if the quoted text is more than a few lines. Take a look at NA and Tilt's posts for example of what I mean.

Pro Posting polish:
Always good to quote the post you're responding to. However, if you and the other player are the only ones online and posting, you don't need to quote them. The Preview button usually will show if any posts occurred while you were typing.

-Sonic Screw-driver: A Time-lord invented device used to break open locks, scan the surrounding area and gather information about it, and do an assorted number of passive tasks. This is NOT a combat weapon, and is strictly used for passive purposes.
-TARDIS(Will be removed if needed): A TARDIS that, unlike the Doctor's from the show, has a working chameleon circuit, it takes the form of its surroundings, can travel anywhere(For RP reasons, only within this dimension and time) and is bigger on the inside. To the Delegate, its basically an apartment.
-Speed: He has developed a talent for running, and running fast, while nothing super-human, he tends to be quicker then the average person.
-Regeneration: When faced with certain death, the Delegate can regenerate into a new form, while remaining human-like, his personality and look will change and for a short period he is vulnerable and prone to anything.

Character Weaknesses/Flaws:

-Lover not a fighter: The Delegate is all but hopeless at fighting a skilled fighter, while he may have a chance in a fist-fight against an untrained person, he prefers talking or running his way out of conflicts that can be avoided. This is not to say that he'll shy away from helping to solve an issue, he is not a coward, but he does NOT fight using his hands unless he is forced into it.
-Scattered: The Delegate tends to be everywhere at once in a metaphorical sense, he needs to be made to focus on something before he can apply all his power to it, or else he will fail to do his best, which can be fatal.
-Weaponless: He carries no actual weapons on him, so if faced with an enemy wielding a gun or blade he is forced to run, talk, or use his fists.
-Brutally honest: The Delegate is honest to a fault, if he thinks something needs to be said, he'll say it instead of lie, this can get him into trouble when he only intended to help.
-Alien: He may appear human, but he is very out of touch with human culture and society, he has a good grasp of talking, but when it comes to more advanced things(Trends, current events, even past events) he may draw a blank, leading to awkward situations.
-Morally Just to a Fault: He likes playing hero, to say the least, if he believes something is wrong he'll stand up and try to fix it. Even when he could face death.

Character Background:

The Delegate was born on Gallifrey almost 700 years ago to an average set of parents, with a wide array of family members ranging from great-great grandparents to uncles and even a brother. He lived a pretty average life for a Time Lord until he was eighth, when he was taken by the Oligarchy of the Timelords and made to stare into the void, where he was inspired to learn everything he could, inspired to become one of the greatest minds of his generation. For his time in the Academy, he studied and studied hard, though not without confrontation.

The Delegate met a boy who would later call himself 'The Rebel'(Terrible at Nicknames, shoot me please.) Where the Delegate was an intellectual, the Rebel was well..A rebel, he despised the Delegate, hated him beyond reason, the two stood for what the other opposed. Often times the Rebel would undermine the Delegate's projects for school, and other times the Delegate would respond by flooding the others' living space. As they grew up, however, the actions against each other grew more vicious, and, when it came to the Rebel, more violent.

It reached a breaking point when the Rebel attempted to kill the Delegate and instigate a regeneration by using a stolen Laser weapon, the attempt failed thanks to the swiftness of other Time Lords and the Rebel was sent into exile, never to be heard from again(To the knowledge of the Time Lords who exiled him.) The Delegate went on, happy with his life on Gallifrey for a time. However, when he graduated, he quickly found life on Gallifrey was increasingly boring, and he wasn't allowed to do half the experiments he wanted to do.

So it came to be that one day, he was given a TARDIS, and a sonic screw-driver, and instead of going to where he was assigned, he came to earth. This was almost three-hundred years ago, when the nation he represents, Grandkiin, was still young, fledgling, and confused. He ended up in the young country, and began to guide its growth with the help of his knowledge, while remaining in the shadows. He was the one who established the 'Nicholas' line of rulers(Now on its Fifth ruler) he never did anything to stop or subvert changes, he simply allowed it to grow and was there when he was needed.

It had been three hundred years since that day and now Grandkiin has developed into the empire it is today, and finally the Delegate decides to step out of hiding. He was appointed, at his request, as representative of the nation by Lord Erak Nicholas the Fifth. He finds himself taking his TARDIS and moving to The City of Bielefeld to join the other representatives. Relatively unaware of the hijinks that could follow..

Additional Notes: Note that while this character is a Time-lord, he will be anything but OP, as you can see he is a VERY passive character. The TARDIS bit is open for debate and change, but I wanted something to act as a mode of transportation and a living space, this particular TARDIS wouldn't be used to head back or forward in time, for roleplay purposes. Only to travel, and to live in.

Also my activity may not be the best, I will be on and off on weekdays due to work, so I wont be vigilant of posts all week, weekends I can pay good attention to this however.

This looks good and you've tempered him well. I appreciate that, and thank you.

Most characters live in the Building; this gives them a common bond/reason to interact and (during a crisis) they're more prone to band together. I don't mind the TARDIS especially with the limitations you've put on it.

We're not a Diplomacy RP. Your character might find himself in hot water if he does actions as a representative of your nation. Bielefeld is a proud nation much like America; it doesn't ask for help from other nations and it handles its own problems. The only other reps from other nations are the Personifications (there are three) and Prim's group (ambassadors).

Tech. He'll have no problems with modern tech or some of the near future tech. He won't be able to puzzle out the far future tech. It stems from a species older than the Time Lords - extremely alien. He'll get along very well with the tech priests at the Observatory and you'll find a loyal and intelligent Dr. Who fan in New Velociraptor Empire.

I'd recommend having him come from a different dimension. The Bielefeld dimension is tweaked and weird. Nothing is standard and there's so much input from other dimensions/timelines that it would be difficult for even a Time Lord to deal with all the unique things players have added. Wonky Tech and PL tampering would make even a timey-wimey detector run away screaming.

I edited him so he's not an official representative, but still hails from the country so he can have more freedom, also explained why he cant travel in time or through dimensions anymore. It should be good now-But if there is anything else let me know.
Grandkiin is an old nation and by tradition a hereditary Monarchy. It had a brief stint as a Democracy but prefers to let its Emperors rule. Frequently the transition between dynasties is less than peaceful, and the nation is famous for its generational revolts that lead to swings in Government leadership.

For more information on the ruler and the nation, refer to the factbook. It's currently WIP but possesses enough information to inform the reader of what this nation is all about.
