The Biological Weapons Kingdom of North African Empire hereby announces the formation of International Federation of Independent Nations (IFoIN) to bring together nations of all types of government.

THE NEW
CONSITUTION OF
THE
INTERNATIONAL
FEDERATION OF
iNDEPENDENT NATIONS


Article I: Name.
The name of the Organisation is the International Federation of Independent Nations In every reference to "members" all types of members are meant unless otherwise
stated.
1.3. The Alliance has its registered office in one of the member countries as decided by
the members of the Alliance in the General Assembly.
1.4. The Alliance is constituted for an unlimited period unless dissolved under Article 9.
1.5. A list of full members who accept the provisions of this constitution is included as
Annex 1 to this constitution.

Article 2: Values
We believe in the inherent value and dignity of each individual nation; that
all nations are equal before the law and entitled to fundamental justice;
and that all nations have certain fundamental and immutable rights and
freedoms, including: the right to life, safety, liberty, and privacy; the
freedoms of speech and expression and the freedom to advocate, without
fear of intimidation or suppression, public policies which reflect their
deeply held values; freedom of religious belief and practice; freedom of
peaceful assembly and choice of association; freedom of mobility; and the
freedom to own, enjoy, and exchange private property in a free market.
e) We believe in democratic processes including: free and fair elections, fixed
election dates, free votes in the Legislature, and the power of citizens to
recall elected representatives and initiate binding referendums.
f) We believe that government must be fiscally prudent: namely balancing
budgets, limiting taxation, and minimizing the size and growth of the
public sector and that they should treat public moneys as funds held in
trust.
g) We believe that elected representatives are to serve honestly, ethically, and
with concern for all; that their duty to their electors supersedes their
obligations to any political party; and that government must be open and
accountable to the people.

h) We believe that the government, elected officials and civil servants are to
serve the people; and that all citizens should be treated equally without
prejudice from receiving the services offered by government.
i) We believe in universal public access to education.
j) We believe in universal public access to health care.
(k) We believe in being environmentally responsible through conservation and
renewal of the environment for present and future generations.
m) We believe that functions of government should be delegated to the level
of government closest to the people and best able to fulfill the function;
and that the division of powers among the levels of government must be
respected.
n) We believe the legislature is subject to judicial review as judges protect our
constitutional rights, however; judges are to interpret laws, not make them.
o) We believe in freedom of the press and other media.
q) We believe the family is the building block of society and the means by
which nations pass on their values and beliefs; therefore, the family
should be protected from unnecessary intrusions by government.
r) We believe that the government should provide for the basic needs of those
who are genuinely unable to do so themselves.
s) The Wildrose Alliance Party and its representatives shall be guided by
these principles and shall ensure that its policies conform to these
principles.

ARTICLE III
Article II: Purpose.The Alliance consists of like-minded national organisations involved in international
voluntary service who promote international understanding, peace and voluntary
service as a valuable force in the common search for human betterment and
encourage and support wherever possible local voluntary programmes enabling
nations, especially new ones, to make new friends and encounter and understand
different cultures with an educational objective.
2.2. The aims and objectives of the Alliance are:
(i) To provide voluntary service organisations with opportunities to discuss and
exchange experience and information within nation state.
(ii) To facilitate and improve the co-operation between voluntary service
organisations.
(iii) To look after the interests of its members through exercising influence on
international bodies involved in voluntary service, national policy, national training
and nations exchange, as an initiative for the furtherance of youth exchange
and voluntary service.

Article III: Membership.
The Alliance is formed of independent national organisations involved in international
voluntary service. The members of the Alliance must have a legal personality in their
own country. Membership is open to all organisations with a structure that
encourages young nation to play an active role in the organisation, and who accept
the provisions of this constitution.
3.2. The Alliance has three statuses of membership
i) - full membership
ii) - associate membership
iii) - candidate
3.3. Full membership
Full members should fulfil the following criteria in addition to those mentioned in
Article 2.1 and Article 3.1:
i) Only organisations from European countries can become a full member of the
Alliance
ii) A IFoIN independent national voluntary service organisation can become a
full member of the Alliance if it has carried out international voluntary service
in its own country for at least two years and if it has been a candidate of the
Alliance for at least the two years before applying for full membership.
iii) Full members are entitled to:
• participate and host all Alliance events and projects
• Be represented by the Alliance at the political level
• Have the right to vote at the General Assembly
• Be elected at the Executive committee
• Make proposals for constitutional changes and changes of the standing
orders
• Make proposals to Executive Committee for decisions at the General
Assembly or Executive Committee
• Propose and coordinate working groups, seminars etc.
• Receive support in case of problem• Use the centralized database network and website
• Propose updates of all technical matters
• Propose new organisations for invitation list or membership
• Use the Alliance as a medium for the exchange of human resources and
experiences
• Receive information and influence on international organisations, which
the Alliance is in contact with
• Have their organisation included in the Alliance publicity
v) Full members have the responsibility to:
• Approve and respect the Alliance’ Constitution and the Standing Orders
• Approve and follow the Alliance standard of exchanges and Alliance
Quality Charter
• To be present or represented to all Alliance plenary sessions
• Provide all necessary document (program, evaluation, statistics,
questionnaire, report, financial aspects….) when requested
• Participate in working groups or at least give their opinion when requested
• Pay on time the membership fees and any other contribution voted by
General Assembly
• Introduce and support organisations proposed to the invitation list or
membership by them
3.4. Associate membership
i) A Non-European independent national voluntary service organisation can
become an associate member of the Alliance if it has been a candidate of the
Alliance for at least the two years before applying for associate membership
and if it fulfils the criteria mentioned in Article 2.1 and Article 3.1..
ii) Organisations from all countries can become an associate member of the
Alliance.
iii) Associate members are entitled to:
• participate and host all Alliance events and projects
• Be represented by the Alliance at the European political level
• Have the right to vote at the General Assembly, except the voting right for
changes of the constitution
• Be elected to the Executive committee, except the positions of the
President, the Vice-President, the General Secretary and the Treasurer
• Make proposals for constitutional changes and changes of the standing
order
• Make proposals to Executive Committee for decisions at the General
Assembly or Executive Committee
• Propose and coordinate working groups, seminars etc.
• Receive support in case of problem

iv) Associate members have the responsibility to:

• To be present or represented to all Alliance plenary sessions
• Provide all necessary document (program, evaluation, statistics,
questionnaire, report, financial aspects….) when requested
• Participate in working groups or at least give their opinion when requested
• Pay on time the membership fees and any other contribution voted by
General Assembly
• Introduce and support organisations proposed to the invitation list or
membership by them
3.5 Candidate
i) An independent national voluntary service organisation can become a
candidate of the Alliance if it has carried out international voluntary service in
its own country for at least two years and if it has had exchange relationship
with Alliance members for at least two years and if it fulfils the criteria
mentioned in Article 2.1 and Article 3.1.
ii) Organisations from all countries can become a candidate of the Alliance.
iii) The organisation has to apply for full or associate membership at latest five
years after becoming candidate. If not, it looses its status automatically and
will be a partner again.
iv) Candidates are entitled to:
• Participate in all Alliance events and projects
• Be represented by the Alliance at the European political level
• Make proposals to Executive Committee for decisions at the General
Assembly or Executive Committee
• Receive support in case of problem
• Use the centralized database network and website
• Propose updates of all technical matters
• Use the Alliance as a medium for the exchange of human resources and
experiences
• Receive information and influence on international organisations, which
the Alliance is in contact with
• Have their organisation included in the Alliance publicity
• Apply for membership after 2 years
v) Candidates have the responsibility to:
• Approve and respect the Alliance’ Constitution and the Standing Orders
• Approve and follow the Alliance standard of exchanges and Alliance
Quality Charter
• To be present or represented to all Alliance plenary sessions
• Provide all necessary document (program, evaluation, statistics,
questionnaire, report, financial aspects….) when requested
• Give their opinion when requested
• Pay on time the membership fees and any other contribution voted by
General Assembly
• Apply for membership within 5 years
3.6. Written applications for membership must reach the President of the Alliance at least
six weeks in advance of the date of the General Assembly. The Executive Committee
must inform the member organisations of the Alliance at least four weeks in advance
of the General Assembly about the organisations that are applying for membership.
3.7. New members will be admitted by an absolute majority of the full members of the
Alliance present at the General Assembly (see Article 4.10).
3.8. The period of membership begins following the end of the General Assembly.
3.9. Any member not respecting the rules and regulations set up in the Constitution or
the Standing Orders can be dismissed. The dismissal of members shall be decided in
General Assembly by a majority of three quarters of the full members present.
Written notification of such a proposal shall be sent to the members at least four
weeks in advance of the General Assembly. The dismissal comes into action from the
moment the decision is taken.
3.10. Any member may resign from the Alliance after having informed the President in
writing and given four weeks notice. Any member who leaves the Alliance forfeits all
rights.
3.11. Partners:
i) The Alliance can accept partners. Partner Organisations can be only
organisations, which are involved in international voluntary service. The exact
system to get an Alliance partner status must be described in the Standing
Orders.
ii) Partners are entitled to:
• Take part when invited to the Alliance Events
• Use the standard exchange system of the Alliance, like wrote in the
Guidebook

• Respect the Alliance philosophy (explained in the preamble of the
Constitution) & Alliance standard of exchanges
• Pay on time the contribution to the Alliance budget
• Provide all necessary documents (program, evaluation, statistics,
questionnaire, report, financial aspects….) when requested



Article V: Government.


The Board of Directors is the governing body of the International Federation of Independent Nations.

Section 2. The Board of Directors consists of seven (7) positions: an Executive Director, a Director of Information, a Director of Outreach, a Director of Education, a Director of Resources, a Director of Finances, and a Director of Public Relations.

Section 3. All Directors are expected to give oral and written reports to the Board at every Board meeting; send both electronic and hard copy documents and records to the Director of Resources for filing; create topics for the general meetings; facilitate general meetings; coordinate with other Directors of the Board as needed; attend the University of Georgia as a student (undergraduate, graduate, or post-graduate) during their term of office; and recruit volunteers to assist that Director with his/her/zir respective projects.

Section 4. The Executive Director sets the agenda of each Board meeting; acts as spokesperson for the organization to local, state, and national media; re-charters the organization with the Office of Student Activities each year and completes all other related paperwork for the organization; plans at least one fundraiser each semester; fields grievances and concerns about the University of Georgia, the city, the county, state, and nation from the organization members; promotes the organization’s membership diversity with particular respect to sexual orientation, gender identity, gender expression, and student status; promotes communication between the Directors through regular updates in electronic mail and hard copy; acts as the liaison for the organization to the administration, faculty, and staff of the University of Georgia; and communicates with other lesbian, gay, bisexual, queer, and ally organizations, other student organizations, the local police, and other local, state, and federal officials.

Section 5. The Director of Information will add members to and maintain the Lambda Alliance listserv; utilize the listserv to inform members of relevant events; design and update the Lambda Alliance website; maintain and respond to messages in the Lambda Alliance email address; and engage in any other web or internet based activities on behalf of the Alliance .

Section 6. The Director of Outreach will plan outreach programs in both the Fall and Spring semesters; engage with other organizations to create co-programming events; work to increase the number of outreach resources available in the Lesbian, Gay, Bisexual, and Transgender Resource Center; plan social events during the Fall and Spring semesters; and plan and coordinate ongoing fundraising activities including events, donations, grants, projects, and programs.

Section 7. The Director of Education will oversee the operations of the Speakers Bureau; recruit speakers for the Speakers Bureau; train new speakers at the beginning of each semester; create and update a Speakers Bureau manual; serve as contact persons for the Speakers Bureau; develop new educational programs and resources such as handouts, brochures, and banners; evaluate the effectiveness of educational programs each semester; and delegate responsibilities to assistants and work with them to manage the activities of the Speakers Bureau.

Section 8. The Director of Resources will file all electronic and hard copy records of the organization; maintain minutes for all Board and organization meetings; organize reports from other Directors after each Board meeting; and coordinate the maintenance of the Lambda Alliance office facilities including office hour sign-up, mail, and voicemail; maintain the membership list; ensure the security and confidentiality of the membership list; verify membership at elections; and create ballots for elections and Constitutional amendments.

Section 9. The Director of Finances will create a budget proposal that will be voted on by the entire Board of Directors annually; maintain the financial records including deposits, expenditures, and other account activities; update the Directors on the financial status of the organization at each Board meeting; develop and maintain a list of donors and potential donors; and reserve room space and equipment for the organization meetings when needed.

Section 10. The Director of Public Relations will coordinate all media press releases, advertise general meetings by placing flyers around the campus and sending information to the appropriate media outlets; work with other Directors with advertising of their respective programs; and advertise the Speakers Bureau to the faculty, staff, and administration of the University of Georgia, as well as student organizations and Resident Assistants in the Residence Halls.

Section 11. Directors will serve terms of one calendar year, starting on the last day of spring semester final exams.

Article VI: Quorum.

Section 1. Quorum for all elections and Constitutional amendments will be thirty-three (33) percent of voting members as verified by the membership coordinator at the time of the vote.

Article VII: Elections.

Section 1. Nominations will be accepted for new Directors starting at the regular meeting four weeks before the election and will run until the last meeting before the elections. Nominations may be opened on the day of the election upon a majority vote of the Board of Directors. The Director of Resources will make any necessary changes to the ballots. Only members with current voting status may accept a nomination and any member may decline a nomination. Nominations must be seconded and ballots will be prepared by the Director of Resources.

Section 2. Elections for the new Board of Directors will be held at the regular meeting four weeks before the final regular meeting of spring term. The Director of Resources shall verify voting status before a member is admitted to the elections; any member with current voting status as defined in Article III, Section 2 will be eligible to vote. Votes shall be by secret ballot in this order: Executive Director, Director of Information, Director of Outreach, Director of Education, Director of Resources, Director of Finances, Director of Public Relations. Director candidates must receive one vote more than fifty (50) percent of votes cast to be declared Director-elect. The faculty advisor and a non-candidate designated by the faculty advisor shall independently count ballots, and the faculty advisor will announce the results to the members.

Section 3. In the event no candidate receives more than fifty (50) percent of ballots cast, there will be a run-off election immediately between the two candidates who received the most ballots. In the event of a tie vote in a two-way election, the candidates will be allowed to speak on their own behalf, and a second vote will be taken. In the event of a second tie, another election for that/those Director position(s) will take place at the next general meeting. If no majority at this next meeting is reached, the current Executive Director shall remove his/her/zir vote, and a final vote will be taken.

Section 4. Directors-elect will undergo a four week mentoring process by the existing Board of Directors. Directors-elect will be required to attend all Lambda Alliance-related functions attended by their counterparts on the existing Board of Directors unless otherwise excused. Existing Directors will turn over all Lambda Alliance files to new Directors at a Board of Directors meeting before the final regular meeting of spring semester. The incoming Board of Directors must meet with the existing Board of Directors at least two times before the last day of Spring semester.

Article VIII: Vacancies in a Director Position.

Section 1. A Lambda Alliance Director may resign by submitting in writing a letter of intent stating his/her/zir wish to resign to the Lambda Alliance Board of Directors and faculty advisor two weeks prior to the date the resignation will become effective. All resignations will be announced to members at the next general meeting after the Board of Directors and faculty advisor have been notified.

Section 2. All Board of Directors vacancies will require a special election to be held within one (1) month of the notification of the vacancy. Special elections will follow normal Board of Directors election procedures as outlined in Article VII, Sections 2 and 3.

Article IX: Impeachment/Removal of Directors.

Section 1. Reasons for impeachment of a Lambda Alliance Director may include any or all of the following: continual absence at Lambda Alliance meetings and events or extreme misconduct as a Lambda Alliance Director.

Section 2. Any voting member can call for the impeachment of a Director at any general meeting. Any call for impeachment must be seconded by a voting member and approved by a fifty (50) percent plus one (1) vote of present voting members as verified by the Director of Resources, or by the Director of Finances in the occasion that the Director of Resources is the Director called for impeachment. If the voting members approve the impeachment, the Director called for impeachment shall be considered impeached and will be subject to removal from office by the Board of Directors.

Section 3. To remove an impeached Director from office, the Board of Director, not including the impeached Director, may discuss and vote on the impeached Director’s removal. The vote to remove a Director from office shall be two-thirds (2/3) of the Board of Directors members, not including the impeached Director. This vote shall take place at the Directors meeting subsequent to the general meeting at which the Director called for impeachment was impeached. Once the two-thirds (2/3) vote has been made, the impeached Director shall be considered removed from office, and the resulting vacancy in the Director position will be filled by the guidelines set forth in Article VIII.

Article VII: Elections.

Article VIII: Vacancies in a Director Position.

Section 1. Vancies in Director Positions will be give to the next senior member on the list for the job until elections can be held by the senators and the rest of the senior members. Nations seeking a job that is vancant must submit a written resume explain what they will do if they are awarded the job and what their representive will do to be improve the organization.

Section 2. Nations wishing to fill a vancant position will be voted on by the members of the organization with a few required options to be formual on the requesting nation want the job. The nation will be thrown into a poll by the vice chairman for a vote if they reieve the position or not.


Article IX: Impeachment/Removal of Directors.

Section 1. If a Director fails in his task to comply and do his or her duty that director will be place before the senators and the rest of the governing directors to explain why he or she fail in that particular task then the remaining governing body and senators will vote on a punishment suitable for that offensive but the punishment will not be harass or outrageous. The chairman and vice chairman will meet behind closed doors to talk about the punishment handed down by the rest of the governing board and the senators to ensure it is not un reachable. Senators will be allowed to meet seprate to discuss options on punishments to be given to the directors who fail in doing their duties.

Section 2. Punishments will limited to certain of days only and will be determined by the senate and the governing body excluding the director facing the punishment. The Chairman and Vice Chairman of the Senate will choose the final time to be submitted to the governing body for a vote if majority wins that punishment will be put into effect right then with that nation not be allowed to attend meetings for the duration of their punishment . Nations who has a governing position or a senator use nukes quite fequently to avoid a war will automatically be removed on banned from the organization for the time duration set forth by the senators and governing body excluding the punished member if they hold a organizational position.

Article X: Meetings.

Section 1. Members of the organization are required to attend at least one monthly meeting so the directors and senators can know who is active in the organization and plan organizational funcations and activies around the number we have active. Meetings will be held the three week or every month unless the senators or the directors sees that one is need such cases will be emergencies and other crisises such as wars that includes a membering nation. Meetings will be organizated,planned,and agenda by the Minster of Information of the International Organization of Governments with consended from the Vice Chairman.

Section 2. Meetings will be helded a the International Organization of Governements headquaters in Rabat unless a membering state(s) requested in to be held in their nation. If a meeting is called the directors or the senators with the request that members gather in their states about a crisis or to handle peacetime activies among the members must inform the Minster of Information about the request to hold the meeting in their states with the consend of the Senate and the Directors.



Article XII: Amendments.
This Constitution may be amended by a two-thirds (2/3) vote of IOG Alliance voting members present at a regular meeting, pursuant to the procedures specified by this Constitution.

Section 2. Each amendment shall be submitted in writing to the Board of Directors during a regularly scheduled Board of Directors meeting for approval by a majority vote of the Board of Directors. The amendment, pending approval and amendment by the Board of Directors, will be presented to the Lambda Alliance membership at the next general meeting; discussed for two Lambda Alliance general meetings; voted on at the third general meeting after the amendment has been submitted to the Board of Directors, no less than three weeks after the amendment is submitted.



Article XIII: Ratification of the Constitution.

Section 1. This Constitution shall be considered ratified by a majority vote of voting members at any general meeting.
This is the outline for any memebers who are intrested in proposing a new consitution for IFoIN.

[OOC: More information needed, my dude. What would constitute the IOG's involvement in war? Is it purely defensive in nature, i.e. the member of the IOG seeking help from the alliance would have to had been the attacked, not the attacker? Or is it an anything-goes alliance, whereas the alliance supports its members in anyway necessary? And what kinds of governments are allowed? I'm sorry for being so nitpicky, it's just the way I am...]

This organization will take a defense stance during wars unless one of our members at war or attack by a hostile forces. Membering nations of the IOG can propose resoultions on this alliance thread for the othering members to vote on such as war, trade, treaties, and deployment of the military.

We need to set up something resembling a charter/constitution, (granted, you have Articles, but maybe something a little more indepth) and after that I'm sure we can get more members :) ]
