Government and Administration

One of the hallmarks of the Empire is its government. One of the least despotic monarchies, it employs representative democratic traditions while keeping the central authority intact. This dual system, a monarchic democracy, keeps all sectors of the Empire in line while reducing the chances of rebellion. Although this system is criticized as being impractical and decentralizing, the Empire believes that local government, if kept in the hands of the people, will help them structure Windica within conquered areas. This tactic is highly successful in the province of Brunei, where Windican institutions have the touch of Islamic influences.

At the head of the government sits the Holy Emperor. He is, by law, the Emperor of Windica, Emperor of Japan, King of Sina, King of Indonesia, Prince of Chronoa, Prince of the Metropolis(Singapore), and King of Burma-Indochina. Although at first glance the Empire is restricting the rights of the native inhabitants of conquered nations to participate in the government, this is not the actual case. In actuality, the Emperor entrusts the government of Imperial provinces to two people: the Duke of the province and the Governor of the province.

With the exception of India, the Antilles, and the Chronoan Administrative Province, all Windican possessions have a Duke and a Governor. Their duties work hand-in-hand to prevent abuse of power. This idea of a duality of government in local areas was derived from the Roman occupation of Chronoa, when the Romans imposed the Republic system upon the inhabitants of Chronoa. The Governor is an elected entity from the Province, usually a wealthy noble from there, elected by the people for 5-year terms. Governors have the duty to carry out orders of the Emperor and enforce them in Provinces. Dukes, on the other hand, act as the military leaders of the Provincial Forces. However, the Chronoa Administrative Province is ruled by the Emperor himself, or an appointed Prince of San Fernando, who is usually the son of the Emperor. The Antilles and India are considered Autonomous Domains which have their own government and only provide raw materials, a market and working population to the Empire. They have appointed Governor-Generals to lead them, like a Duke and a Governor in one.

Below the Governors and Dukes, the Prefects are assigned to keep order in their Prefectures, which are usually a city or a town and its surrounding environment. They lead militia troops as majors when attacked, and serve as planners for infrastructure programs of the Empire. They are also responsible for the respective fire and police departments of their prefectures. Below them are the District Heads, who are voted by the people. They are also responsible for the well-being of the people in their city districts, and they act as lieutenants in militia when attacked.

There is also one political class connected to wealth, lineage and power, and that is the Lord class. They administer justice in their respective Colonial Administrations. They may also hold office in the Empire itself, but they are usually restricted to ministerial positions.

The Flag of the Windican Empire

• The Seal in the middle is the seal of the reigning family.
• The two double-bands across the flag symbolize the binding power of Windican on all its territories
• The two stars beside the seal are the Autonomous Domains of the Antilles and India
• The three people-figures below the seal are the citizens of the Empire
• The crown above the seal symbolize the Emperor himself

The Imperial Anthem, Lupang Hinirang, was originally the Anthem of the Chronoan Archipelago. Sung in two-time, it represents the patriotism of the Chronoans to the Empire. It also represent the willingness of the citizens to protect their rights and privileges from repressive rulers and colonizers. The Provinces of the Empire have their own Provincial Anthem, in addition to the Imperial Anthem.

The Coat of Arms of the Windici Imperial Family is central to the government. It is used to impose order upon the Executive-Legislative House, as well as to represent the Emperor's power outside Windican territory. The Crown in the center symbolizes the Imperial status of the Windici. The red and blue fields commemorate the predecessor of Windica, a nation so great it cannot be named. The W above is the Windici Family insignia, known as the W-Crossout.

Economy

Although Windica itself relies on Uranium Mining to supply the nation's economy, the Empire is also sustained by the differing economies of its colonies and holdings. The Antilles, like Windica, also relies on its Uranium Mining industry. However, the Windican lands in India prefer thier money to go to more scientific and educational pursuits, and so the investors there choose to put their money in Book Publishing. The Academia, Windica's premiere international university, focuses its aureii on Soda Sales, and their softdrinks are coveted by the whole region. The Corporation, the country's independent state corporation, due to its precarious position in Amrenia, has focused everything in Arms Manufacturing, producing the best and most weapons of all Windican territories and holdings.
