The United Socialist States Diplomatic Outreach Program
Throughout the course of history of the United Socialist States and its predecessor, the nation has maintained diplomatic relations with the wider world. Throughout this history, the nation has set up Embassies and hosted them. However, in this same history, there has been no fully fledged program open to all nations throughout the world, and beyond it. More recently, the government of the United Socialist States has decided it to be time to create such a program. With the sanctioning of Parliament the United Socialist States Diplomatic Outreach Program (USSDOP) has been created for the purposes of facilitating the creation of Embassies under a unified code, and in a unified fashion. This program has been placed under the watch of the Ministry of Foreign Affairs, who handle to program and set its policy. With the creation of this program, The United Socialist States would like to welcome the world.

Diplomatic Immunity
As is customary, The United Socialist States will offer a level of diplomatic immunity for staff of the Embassy. It is however worth noting that persons who cannot be prosecuted through protection of diplomatic immunity may be declared persona non-grata and removed from the United Socialist States and the Embassies or Consulates on it, and may be prosecuted for a crime if that person returns to the United Socialist States. Such removed persons may be replaced and embassies may continue to run if an Ambassador has been removed from the country, if the host nation so desires. For the purposes of diplomatic immunity the following terms will be defined.
Temporal Authorities: The Police, People's Militia, or members of the Ministry of Intelligence, or any other policing body in the United Socialist States, as well as members of the USSA's criminal justice system responsible for prosecuting criminals
Diplomatic Pouch: A Diplomatic Pouch is mail delivery that cannot be stopped, read, or censored by the Temporal Authorities of the United Socialist States.

Compounds
The diplomatic compound itself is to be limited in size and scope in variance by importance of the nation in question to the United Socialist States. This is primarily due to space constraints placed on Embassy Locations. Consulates must be located in dedicated Consular buildings, and must take up no more space than a single floor of said Consular Buildings. With regards to Embassies, compound constraints are more fluid with size allowance being based upon levels of importance. Nations that are allies with the United Socialist States reside in the region of Mystria, or are of the highest international influence will be allowed a whole block of space with which to build an Embassy Compound. Nations of high levels of international influence may claim a space of half of a block. All other nations may have compounds up to a quarter of a block.

Compounds built beyond the allowed size will not be payed for by the United Socialist States, and all costs associated with building a large compound will be payed for by the nation seeking to build the Embassy.
Personnel
Personnel numbers will likewise be restricted for the sake of security. Personnel will be limited based on the size of the Embassy or Consulate. Consulates will be limited to no more than fifty personnel, discounting family members and the Consul. Small Embassies (Low Tier) will be limited to no more than one hundred personnel, and large embassies will be limited to no more than two hundred personnel. In addition, Security Forces organic to Diplomatic Compounds will be further limited. No more than five Security Staff will be allowed in Consulates, and no more than twenty will be allowed in Embassies. If the nation proposing the Embassies feels this number of staff is insufficient for their security needs, they need only ask The United Socialist States, and pending review, members of the People's Militia or Executive Protection Unit will be assigned as necessary.
Weapons, Vehicles, and Contraband
Objects will likewise be regulated to ensure compliance with the laws of the nation. No Heavy Weapons will be allowed in diplomatic compounds. Heavy Weapons will be defined as any explosive weapons or those that fire a projectile more than 12.7 millimeters in diameter. Fully Automatic weapons may only be carried by qualified members of the home nation's military, or a similarly qualified persons. If a nation does not feel that weapons within regulation will fulfill their security needs, they can file an appeal to the United Socialist States and People's Militias, or members of the military of the United Socialist States will be assigned as necessary.
No more than seven vehicles will be allowed to diplomatic personnel. None of these may be Armored Combat Vehicles, which will be defined as vehicles with heavy armor plating and integral lethal weapons. Only one soft-skinned or unarmed military vehicle will be allowed in each compound. Aircraft may be allowed as needed, provided they are unarmed. Each vehicle must be submitted for inspection by the United Socialist States and must meet safety and environmental standards.
Contraband may not be brought into the United Socialist States under any circumstances other than acknowledged medical necessity by a qualified physician. Contraband in this case are materials and objects defined as illegal under the law of the United Socialist States. If a member of the diplomatic staff wishes to bring contraband into their compound, they must first demonstrate medical necessity, and inform the government of the United Socialist States of the status of their contraband.
In order to actually build an Embassy or Consulate, a nation must choose a location to put one. The United Socialist States offers a number of Embassy Districts and Consular Compounds to choose from. Their locations, and what they offer to potential diplomatic staff are included in the descriptions of these locations. Please note that Embassies may only be located in Embassy Districts, and Consulates may only be located in Consular Compounds.
Veluna City Government District
When proposing an Embassy here please specify between Embassy District North, or Embassy Row.
The Veluna City Government District is the best location for Embassies, with quick access to the National Government, high levels of available protection for Embassies with safety concerns, and access to one of the most culturally vibrant areas of the nation. In Veluna City, one can speak to an official capable of acting in minutes if need be. Outside security forces can arrive within twenty minutes if an Embassy is threatened. In addition, the Government District is adjoined by the Residential and Entertainment Districts of Veluna City, allowing for quick access to the cultural hotspots offered by Veluna City. There are two locations within the Veluna City Government District to build Embassies, Embassy Row, and North Embassy District.
The classic location for embassies to the United Socialist States, Embassy Row was created in the immediate aftermath of the revolution to facilitate rapid normalization of international relations. For this reason, space for building Embassies is limited, with a full block being a square of half a kilometer to a side. However, Embassies built here will have the most rapid access to government edifices, with the Presidential Manor being located only two city blocks away and the furthest important government buildings being no more than eight.
In addition to Embassy Row, Embassy District North has been opened up more recently for those nations which must have large and impressive diplomatic compounds. Embassy District North has been mostly staked out at the edge of the city, near the International Airport. As this portion of the city was relatively deserted, larger chunks of land may be utilized without concern. Each "block" is a square with one kilometer to a side.
Fairhaven Embassy District
The Fairhaven Embassy District was created quite recently to facilitate diplomatic capability for those that must deal with the Veiled Isle Autonomous District as well as the wider nation. It is created in the Capital City of the Veiled Isle, namely the City of Fairhaven in the Northern Bounds of the city, along the river. The marked off portion is within the protective wall of Fairhaven. Space here is at a premium, and a block is half a kilometer to a side. However, one will have easy access to the Queen's Palace as well as the Justicariat. Laws in the Veiled Isle are more strict, and Diplomatic Pouches, and Detention/Prosecution protections are removed. Therefore, one should only apply to the Fairhaven Embassy District only when the have business with the Veiled Isle.
Consular Towers
Anybody wishing to build Consulates must place their Consulates in one of the Consular Towers. These towers are large modern office buildings primed for use as Consulates. Consular Towers are located in every major city in The United Socialist States, including but not limited to Veluna City, New York City, Lost Angels, Argyle, Philadelphia, Newport, Fairhaven, Myst, Heavenfall, Modena City, and Liberty City. If a nation feels that no Consular Tower is sufficient for their needs, they should write a brief rationale explaining why. If the rationale is reasonable it will be accepted.
