Resolution name: Superfluous Committees Act

Description:

THE WORLD ASSEMBLY,

NOTING the nature of nations to become tangled up in excessive and unnecessary bureaucracy,

BELIEVING that many nations, rather than act decisively on issues to see them solved efficiently and effectively, employ the pseudo-solution of creating numerous and various organizations, agencies, and "committees" to address and advise/lobby legislators on domestic issues,

BELIEVING that these committees often have very little actual administrative ability and authority (thus rendering them fairly useless) and are also liable to become corrupted by "conflict of interest" situations (and are often easily derailed),

FURTHER NOTING the long-winded, verbose, rambling, and often redundant nature of many legal codes and believing this to be a most grievous issue that requires the World Assembly's collective and intensive attention and great corrective abilities,

HAVING little faith in the abilities of its own constituent nations to legislate and conduct themselves properly and believing that the ideas and ideals of its writers, who are obviously more eloquent and worldly than the leaders of all of the other WA member state governments, should be emplaced in every WA-member nation in existence,

ESTABLISHES the World Assembly Committee Committee, which tallies and collects information on the various and sundry committees (and those who work within them) within member states, makes member state governments aware of potential conflict of interest situations within their government-established committees, and advises these governments on how to act based on the information they are given (and/or provides them with suggested solutions to their domestic issues that could be enacted without the usage of superfluous committees),

FURTHER ESTABLISHES the World Assembly Micromanagement Committee, which will work alongside the World Assembly Committee Committee by locating pork and redundancy in the legal codes of WA member states (often such pork is the result of the lobbying of such excessive committees as those addressed by the Committee Committee) and which will advise member state governments on how to best eliminate pork and redundancy while loudly informing their respective populaces of the corruption of their laws should these governments fail to adopt the Micromanagement Committee's suggestions,

EVEN FURTHER ESTABLISHES the World Assembly Nefarious Knave Expulsion & Reassignment Society, which will work using the information it receives from both the World Assembly Committee Committee and the World Assembly Micromanagement Committee to further weasel its way into the personal (and "private") lives of those responsible for government corruption/inefficiency and distribute sensitive information on these individuals to their competitors and enemies until these individuals agree to resign from their respective committee positions and assume different (or no) responsibilities,

POSITING that these WA committees will help reduce the number of useless committees hanging about WA member states, reduce the amount of unnecessary micromanagement in member state bureaucracy, eliminate pork and redundancy in member state legislation, and serve as a deterrent for the corruption of government officials around the world,

ESTABLISHES that no WA member nation establish any further committees, agencies, or organizations outside of its executive, legislative, or judiciary bodies and hoping that this will not cause the collapse of orders across the world but rather the more efficient functioning of member state governments.

THE WORLD ASSEMBLY HEREBY CROSSES its fingers.

Proposals can't simply establish committee's, this effectively sets up three, no mandates no further legislation, just three, well rounded, beautiful committees.

Personally, I see the humor, and quite enjoy it, and if it were to go to the vote, great, but I see where you'll hit a wall also if the above holds true.

We salute The mean old man for their efforts in countering bureaucracy however, as the proposal stands, we believe it to be too far-reaching and intrusive into national governments.

We also raise concerns about the word limit.

Yes it is, if it involves an unjust invasion of privacy. The remainder of this proposal may to be treated as sensible - or at least, The Committee on WA Proposals in the office of International Applied Jurisdiction in the Ministry of Justice recommends 'as far as one can capably, fitfully, and appropriately determine, when looking at the proposal text minutely and in general regarding the nuanced emphasis that the proposer has seen fit to observe, taking it into consideration besides similar proposals of similar laudible and peculiar inveiglements, in terms of the average of the intended implementations, then in the final analysis it is probably true to say that at the end of the day in general terms, you would find, that, not to put too fine a point on it, it could probably be treated one way or the other, as far as one can see, at this stage.'

Committees and bureaucracy, are what make the WA great. Think of where we would be without with the gnomes? Non-compliance all over the place, loopholing, just think of the anarchy.

Committees and bureaucracy are jokes, we have so many little departments that we've employed the entirety of a small country. I don't know why every act feels the need to create committees to protect their act.

Does anybody have an actual argument against committees other than "committees are stupid"? Nearly every committee serves an important function. Just because one might not have any administrative authority doesn't mean it's useless. In fact, whenever committees are given serious authority, people complain about how committees are usurping the power of member states.

If you'd like to read further between the lines you'd see that there are more complicated opinions being expressed.

I don't think there's much to read between the lines. It's a satire rehashing all the old arguments against committees: usurping member state authority; having no authority to actually achieve their mandate; possible corruption; fiscal mismanagement, etc. Every now and then, somebody writes an anti-committee joke proposal, and that affects how committees are used (or not, rather) in contemporary proposals. Sometimes that results in unenforceable resolutions that have to be repealed later.

Unless I'm totally misreading this (and please tell me if I am, because I'm obviously biased here), I don't think it's funny, though WANKERS is a nicely creative backronym. I think it contributes to the misguided anti-committee sentiment perpetuated by old thinkers and accepted by new authors through an appeal to authority. Sorry for being the humorless curmudgeon here. It's a fight I've been involved in for the past 5 years. :ugeek:
