The USSAC International Relations Commissariat is the structure of the Federal Government responsible for the USSAC's international diplomatic relations. We maintain diplomatic relations with both state and non-state actors on the international scene. The USSAC is a revolutionary socialist state, and will not establish diplomatic relations with racist, fascist, theocratic, Stalinist or similarly authoritarian and undemocratic states or organisations. However, states or organisations in these categories may still communicate with the USSAC through this thread, which does not exist solely for embassy exchanges.

Communication with the USSAC
The USSAC Federal Executive Committee and the International Relations Commissariat are the only government structures in the USSAC authorised to communicate with other states or non-USSAC based organisation. The USSAC will only respond to external communication through this thread or by telegram. The USSAC will not respond to attempts at communication through any other federal government structure (such as the Federal News and Communications Agency), except to direct the state or non-state organisation in question to this thread.

Establishment of Missions in the USSAC
Construction of the USSAC's new capital city, Unity, has recently been completed. It is located in the African Federal District (AFD), consisting of the island of Ukerewe in Lake Victoria, some of the nearby islands and some parts of the nearby mainland. This was selected as the site for the capital of the USSAC due to its relatively central location on our vast continent. Bikoville, the diplomatic district, is now ready to host the embassies and consulates of other states, the liaison offices of non-state organisations, and the exile headquarters of progressive organisations banned in their home countries. Situated on the main island itself, along the picturesque shores of Lake Victoria, Bikoville is located within easy walking distance of the Federal Congress, Union House (the headquarters of the Federal Executive Committee, our collegiate head of state), and Bin Khaled House (the headquarters of the International Relations Commissariat). It also has easy access to Unity International Airport. Road traffic is banned in the USSAC. However, as with the rest of the USSAC, Unity is well served by an extensive railway network with a maximum distance of twenty kilometres separating train stations in all urban areas.
States wishing to establish consulates are advised that multiple consulates may be established, with the cities of Abuja, Alexandria, Algiers, Bamako, Cairo, Cape Town, Dakar, Durban, Harare, Johannesburg, Khartoum, Kinshasa, Lagos, Maputo, Nairobi, Pretoria, Tripoli, Tunis and Windhoek all being equipped to host them. Organisations wishing to establish exile headquarters are not limited to the capital, and may apply to establish them anywhere in the USSAC.
Applications for the establishment of embassies, consulates, liaison offices and exile headquarters will be accepted or rejected at the discretion of the International Relations Commissar as guided by the Federal Executive Committee, of which she is a member. Decisions of the International Relations Commissar on the establishment of diplomatic missions are subject to veto (rarely used) by the Federal Congress.

African Diplomatic Protocol (Amended 12–13 July 2013)
Concerning number of missions
* States may establish one (1) embassy in Unity.
* States may establish up to twenty (20) consulates in the USSAC.
* Non-state organisations may establish one (1) liaison office in Unity.
* Exiled progressive organisations may establish one (1) exile headquarters in the USSAC. However, once this is approved, such an organisation may establish subsidiary offices elsewhere in the USSAC without needing to notify the International Relations Commissariat or any other governmental structure of the USSAC.
Concerning Extra-Territoriality and the Rights of Diplomats
* Embassies and consulates in the USSAC are exempt from local law, are not taxed, and are considered territorially to be partial enclaves of whichever state is represented by them (i.e. their premises are inviolable, and USSAC military or police forces may not enter them without permission from the state represented). Liaison offices and exile headquarters are subject to local law, but are similarly inviolable (USSAC military or police forces may not enter them without permission from the organisation represented), and are not taxed.
* Although the USSAC is not, and has no intention of ever becoming, a member of the World Assembly (WA), all diplomatic officials within the USSAC (including staff at liaison offices and exile headquarters) are granted diplomatic immunity in accordance with General Assembly Resolution #22 (The Diplomatic Protection Act); subject, of course, to clause 10 of the said resolution which prohibits nations (which we read in this context to include non-state actors) from sending diplomats with the express intent of committing crimes of espionage, sabotage or subversion, causing harm to the civilian population, or other related crimes committed outside of a diplomat's duties.
* The government of the USSAC reserves the right to, at any time and without being obliged to explain its decision, declare any staff member/s, including diplomatic or consular officials, at any embassy, consulate, liaison office or exile headquarters (or subsidiary offices thereof) a persona non grata. Anyone declared a persona non grata shall be expected to depart from the USSAC within 48 hours of being thus declared. Should a persona non grata fail to leave within the specified time, s/he shall be detained at Unity International Airport until such time as s/he can be deported.
Concerning Staff
* Embassies and liaison offices may have a maximum of sixty (60) diplomatic staff.
* Consulates may have a maximum of thirty (30) consular staff.
* Embassies, liaison offices and exile headquarters may have a maximum of thirty (30) security staff.
* Consulates may have a maximum of twenty (20) security staff.
* Embassies, consulates and liaison offices may have a maximum of thirty (30) support staff (accountants, secretaries, etc.).
* Embassies, consulates and liaison offices may have a maximum of thirty (30) service staff (cleaning, catering, maintenance, etc.).
* Needless to say, there can be only one (1) ambassador per embassu, consul per consulate, or chief liaison officer per liaison office or exile headquarters.
* There can be one (1) deputy ambassador, deputy consul or deputy liaison officer, although this is optional.
* With the exception of security staff, chief liaison officer and deputy liaison officer, there is no restriction on the number of staff an exile headquarters may have.
Concerning Equipment
* A maximum of two (2) diplomatic aircraft are allowed per embassy, liaison office or exile headquarters.
* A maximum of one (1) diplomatic aircraft is allowed per consulate.
* All diplomatic aircraft must be air-worthy and properly licensed to fly within African airspace.
* States or organisations using diplomatic aircraft that are not capable of vertical take-off and landing are expected to pay any storage and parking costs incurred at whichever airport/s is/are used. No help can be expected from the International Relations Commissariat in this regard.
* Automatic assault rifles, machine guns and other heavy infantry weaponry are prohibited. Semi-automatic assault rifles, bolt-action rifles, pistols and ceremonial weaponry are permitted but must be registered with the International Relations Commissariat's Security Committee.
* Grenades and other bombs are prohibited. However, smoke grenades, stun grenades, and tear-gas canisters are permitted but, again, must be registered with the International Relations Commissariat's Security Committee.
* Nuclear, radiological, biological and chemical weapons of mass-destruction are prohibited in the strongest degree. Should any such weapons be found on African soil, it shall be considered tantamount to a declaration of war from the offending state or organisation.
* Any weaponry requiring more than one person to operate is prohibited.
* Permitted weaponry may not be used outside of the properties of the embassies, consulates, liaison offices or exile headquarters in which they are kept, except in self-defence. It is prohibited to openly carry weapons outside of embassies, consulates, liaison offices or exile headquarters (i.e. they must be concealed).
