Peoples' Congress Legislative building where the 350 elected legislators meet thrice monthly
Members are elected directly to the Peoples Congress via popular vote.They do not represent any political party and stand individually in the elections.This is the Paparian form for "true representation" in which the electorate votes for an individual who share the same concerns and views. Members of the Peoples Congress are involved in considering and proposing new laws, and can use their position to ask government ministers questions about current issues.


Peoples' Congress Speaker
Fourth-in-line for the post of Paparian Supreme Leader.Speakers are appointed directly by the Dearest Leader.There are three Peoples' Congress Speakers.
Duties of the Speaker
The Speaker presides over the sittings of Congress and enforces the rules prescribed in the Standing Orders of the Peoples' Congress for the orderly conduct of parliamentary business. Appointed by the Dearest Leader at the commencement of a new Congress, the Speaker may or may not be an elected Member of Congress but must possess the qualifications to stand as provided for in the Constitution.
In carrying out the duties in the House, the Speaker must remain impartial and fair to all members. The Speaker regulates and enforces the rules of debate.He/ She decides who has the right to speak and puts the question for the House to debate on and vote. The Speaker does not take part in the debates of the House but can abstain or vote for or against a motion if he/she has an original vote as an elected Member. As the guardian of parliamentary privileges, members look to the Speaker for guidance on procedure and he/she gives his/her rulings on any point of order, if necessary.
The Speaker acts as the representative of the House in its relations with other Parliaments and outside bodies. The Speaker also welcomes visiting dignitaries and represents Congress at national events and during official visits abroad. The Speaker is overall in charge of the administration of Congress and its Secretariat.

A Brief History of Paparian
British sailors settled the Pacific island of Paparian in the early 1850s.British trading companies then set up a port a few years later and a governor appointed by the Crown to administer the island.Trade flourished and the small port quickly expanded into what is today the capital city of Paparian,Ikawnang Lahat.

In 1951, with the British Empire dwindling and faced with growing independence and anti-imperialist sentiments, the British held a referendum to decide the island's course.An overwhelming majority of 95 percent of the populace (then numbering just about a million) chose independence.The date to officially hand over the administration to Paparian citizens was set on March 13,1954 while an election would be held in 1952 to select the new Paparian government.During the transitional period,the British would trained locals on administration,judicial and legislative matters to prepare for self-governance.

A Brief History of Paparian(CONTINUED)
Multi-party elections were held in 1952 and the Independence Party led by Don Stevens won by a landslide.
Stevens first few years in power was marked with little development and gradually he ruled with an iron-fist.In 1956 he banned all political parties, except his Independence Party, and declared himself President-for-life.
Throughout the years Stevens and his cronies squandered millions in public funds and foreign aid for their own personal use leaving ordinary citizens in abject poverty and the economy and infrastructures crumbling.
ImagePaparian's first president,Don Stevens(b.Apr 16,1898-d.Sept 16,1963),a UK-educated lawyer,who would later declare himself the nation's leader-for-life.

Stevens' reign of terror however ended in 1963, when a small-force of low-ranking army personnel, fed up after months of not being paid their salaries,revolted.Led by an army storekeeper with the rank of corporal, Bulak Balabak,the armed soldiers stormed and captured the Presidential Palace where Stevens resided.A fierce gunfight with the president's guards lasted several hours but eventually the rebels emerged victorious.Corporal Bulak Balabak located the President Stevens cowering under his bed and took him to the palace's courtyard where Balabak personally executed Stevens with twoshots to the head. Speaking a short while later on state radio, Corporal Bulak Balabak declared himself the new ruler of Paparian, marking the new beginning for the nation.
