Foreign Consulate/Embassy Programme

The Board of Directors here at L3 Communications have decided that we need to flex our political muscles. We've established several embassies in several countries, including The Phoenix Militia, however we haven't been able to have these nations establish reciprocal embassies in our own borders, until now.

Today, L3 Communications has finished the construction of a series of skyscrapers, intended to house the consulates of foreign nations. The buildings were constructed along the coast of Manhattan Island, facing the sea. This gives each floor a rather amazing view of the ocean, especially during sunset.

Embassy Guidelines:

• No more than one-hundred twenty (120) embassy staff. This does not include the ambassador nor any of his/her family members..
  
• No more than thirty (30) embassy guards.
  
• No high-caliber (above .50 BMG), high-velocity, anti-material, armor-piercing, anti-armor or high-explosive weapons will be allowed on the embassy premises. Discovery will result in fines, confiscation of weapons and possible deportation of the ambassador.
  
• Any weapons of mass destruction (biological, nuclear, chemical, etc.) that are discovered will result in your ambassador being vacated (with or without use of force) along with any embassy staff and will be considered an act of war.
  
• Maximum limit of two helicopters and four ground vehicles per embassy. Slots may be reserved at the Manhattan harbor for diplomatic vessels, however we ask that only one slot be reserved per nation.
  
• Embassy guards are allowed to carry sidearms and SMGs while on duty. We ask that they only carry pistols or less-than-lethal weapons while off embassy premises. Heavier weapons, such as assault rifles, are to be stored at the embassy.
  
• Diplomats are immune from petty crime, however diplomatic immunity only extends as far as the embassy walls.
  
• Each embassy is recognized as the hostee nation's sovereign territory and will be treated as such.

Well, normally we'd accept your application however there are a couple problems:

1. We're not going to allow ANY weapons on diplomatic vehicles. They're for the transport of the ambassador and possible evacuation of the embassy in times of war, nothing more. So no, you cannot mount any machine guns on your aircraft or ground vehicles.
2. We're not sure about having "nuclear-powered" vehicles in our territory. We ask that they use at least internal combustion engines running off refined petrol, at best that they use hydrogen fuel cells.
