Most Star Fleet Captains weren't but into situations that required them to do so. I have a hard time believing that Sisko, Piccard, or even Kirk wouldn't have worked with the Marquis had they been in her situation.
Then it'd be almost moot to rate the Captains at all in character strength, since each series dealt with something specific to their characters. Each one had a test: Picard's was the Borg, Sisko the role of Emissary and the Dominion War, and Janeway's was survival - no matter what was thrown at her and her crew (in my view, anyway). I personally can't rate them in character strength, they're all strong in their own right.
Then came Archer... and omg... what were they thinking? I almost hated Quantum Leap because of Bakula.
