Open Skies at Artigas Airport!

Postby Platinea » Sat Feb 06, 2010 10:24 am

The Ministry of Transportation of the Republic of Platinea, in accordance with Act 36-1-2, formally invites all international airlines to begin service to Artigas Airport, Montevideo (IATA code MVD, ICAO code SUMO).

Artigas is the nation's pre-eminent aviation hub, with an annual passenger throughput of 27 million in the past calendar year. It serves the capital, which has a population of 3 million and is a major commercial center in Platinea. Geographically, Montevideo is located at the center of Platinea's coastline; from Artigas, tourists can travel to the country's interior by air, rail, or car. With this in mind, the Artigas Airport Authority extends an invitation to all international carriers to open service here. Scheduled passenger flights will be held out of our just-opened International Terminal, which features three main concourses (A, B, C), each with 20 gates; non-passenger flights will come into the Freight (F) or Private concourses (P) of the terminal, each with 15 gates. Concourse T, built in 2010-2011, is part-owned by Tritas Air, and is part of a new terminal, the 'World Terminal', comprised of concourses T, U (30 passenger gates) and V (10 cargo gates).

Office and retail space in the International Terminal and World Terminal is available, at a rate of $100 per square meter; airlines can acquire up to 20000 square meters of office space.

Other businesses may apply to set up restaurants and shops in the World Terminal, or airport hotels outside the airport. Restaurants may apply for a space of up to 500 square meters, at rates of $10/square meter upfront and 1% of annual income from branches at Artigas; hotels may apply for a plot set aside for airport hotels, zoned for to up to 10 stories and 750 rooms, with a cost of $1 million per story upfront and 1% of annual income from branches at Artigas. No more than one restaurant or hotel of the same brand may be operated at Artigas.

All interested businesses are invited to submit the appropriate form to obtain the regulatory approvals required to inaugurate operations at Artigas:

Dear Anan Seven,

First, please note that there are only 20 gates in each concourse. If you wish, you could offer to build a concourse of your own, with the desired gates; alternatively, you could purchase gates in councourses B or C.

Second, please inform us what airports you will fly out of, and what aircraft you will be using for each route.

Third, the Boeing 787 is accommodated at MVD; this is not a concern.

Sincerely,
Walter Vargas, Minister of Transportation

OK, but we were under the assumption that LexAir rented gates at Nordfelt International, Terminal C, Gate 20B-25B. We may be forced to pursue legal action if this cannot be settled.

JungastianInternational has and always will operate that policy until the construction of New Runways at Nordfeldt International. You nay have rented the gate, but scheduling is up to us, and JungastianAirways wishes to use the scheduling for this route and takes priority. You are more than welcome to take legal action, but any court in Jungastia will find in our favour. and courts out of Jungastia have no authority over JungastianInternational

As a World Assembly member, you are required to abide by General Assembly Resolution #68, the National Economic Freedoms Act. This is part of the 7th clause, understanding that JungastianInternational is part owned by the Jungastian Government. We hereby require you to resign from the WA, surrender the gates which have been purchased by LexAir, or face trial by the Impartial Mediation Foundation.

Signed,
John Abraham

We will be flying out of Triskelion City International Airport (TCI) and Tripartite City Metropolitan Area International Airport (TCA). Flights out of TCI and TCA will both use 747s. Our fleet of 777s will fly out of TCA only. As for our upcoming order of 787s, they will likely make use of TCA as well. Capital City Airport (TCC) is in the process of upgrading its security zone to allow for international flights for the first time. We anticipate two flights from there per day with a 747 between Triskelos and Artigas to begin next year and will schedule those flights to accommodate our 15 reserved gates.

Your obt svt,

Dear Anan Seven,

I apologize, but gates C1-C10 are currently in use by Centurion Muske. I recommend that you contribute funding for a second International Terminal; we can arrange to have a concourse, set aside for your use, completed by next year, at a cost of $200 million. Your contribution, of course, would not need to be particularly large.

Provisionally, we are willing to rent out gates C17-C20; further, Hector Bomfert, CEO of Aerolineas Platineas, has offered a code-share agreement for the year.

Sincerely,
Walter Vargas, Minister of Transportation

Dear Mr. Vargas:
Very well. We will agree to the provisional rental of C-17 through 20, the code-share agreement with Aerolineas, plus contribute 50 million towards the construction of a new concourse. Until the concourse is built, we will limit our flights to 5 (not 10) per day, perhaps increasing the number of 777 flights and decreasing the number of 747 flights.

Sincerely,
Anan Seven

As a World Assembly member, you are required to abide by General Assembly Resolution #68, the National Economic Freedoms Act. This is part of the 7th clause, understanding that JungastianInternational is part owned by the Jungastian Government. We hereby require you to resign from the WA, surrender the gates which have been purchased by LexAir, or face trial by the Impartial Mediation Foundation.

Sir,

We would like to make it clear that we have in no part breached that international resolution, as we have not seized any property, merely acted as we see fit in accordance with People's Congress Resolution #1258-A 'The Jungastian Airways Priority Clause' (1957) and Peoples' Congress Resolution #1258-B 'The JungastianInternational Protection and Priority Bill' (1985). #1258-A states 'that JungastianAirways Corporation and it's subsidiaries shall here-forth have priority over all other Airline Companies when there is limited scheduling for a route to and from any Airport within The People's Democratic Republic of Jungastia and her Dominions' and #1258-B states ' JungastianInternational Investment Corporation, in its capacity as the State Corporation and the owners and management of the Jungastian Airports Authority , shall have the final word in the decision over scheduling at the Airports of The People's Democratic Republic of Jungastia and her Dominions'

We would like you please, sir, to prove that we have broken WA resolution #68.

Dear Sir/Madam,

As a member of the World Assembly, you have to follow laws they set above the individual laws of your nation. The act clearly states that if a state owned Corporation steals or removes physical property or money from an individual corporation, they must compensate in fairly. We therefore urge you to allow LexAir to fly from Nordfelt to Artigas, compensate us with the same amount of gates in Ponyoat (allowing us to fly to Artigas from there) or be prepared for legal action.

Of course it would be a different matter if JungastianInternational was not owned partially by the state or was not given state bias. We intend on prosecuting outside of the Impartial Mediation Foundation, by Judge and Jury.

Sincerely,
John Abraham

Sir,

As we have said before we have not stolen or removed physical property from you or anyone else, we have merely put a restriction on a certain route, at no point have we violated WA Resolution #68. You have still the use of your gates at Nordfeldt International Airport, but not on the route Nordfeldt International Airport - Artigas Airport, owing to scheduling, and seeing as you are using WA Resolution #68 you are required to use the Impartial Mediation Foundation as is stated in Clause 8

'[Resolution #68] CREATES the Impartial Mediation Foundation to investigate, mediate, and arbitrate any conflicts that arise'

and Request that you note Clause 6
[Resolution #68]ALLOWS national governments to regulate commerce within their jurisdiction,
