Comisión 21 of the Fuerzas Armadas Platanos, pursuant to proposed Act 36-1-10: "Defense Reform Act of 2010," current Act 34-3-18: "Comisión 21 Creation Act," and our Papel Blanco 2009, is issuing the following requests for information (RFI):

* New Standard Rifle: The Rosario FI 7.62 assault rifle and FP 7.62 carbine have been in service since 1965; in accordance with PB2009, the Ejército Platano hereby issues a request for information about possible replacement weapons. This would involve, ultimately, a potential contract for 40000 rifles and carbines, along with related systems (e.g. light machine gun, underbarrel grenade launcher, bayonets). Pursuant to Act 30-4-4, any contract signed as a result of this RFI must include offsets of at least 60% of the value of the contract.

* New ASW plane: The Plavia/Grumman/IAI S-2T Turbo Tracker, although updated in 1991, is nonetheless an airframe that dates back to the 1960s; in accordance with PB2009, the Armada Platano hereby issues a request for information about possible replacement systems. This would involve, ultimately, a potential contract for 5 carrier-capable antisubmarine warfare planes, along with related systems (e.g. anti-ship missiles, torpedoes, spares, simulators). These planes should be capable of operating off our carrier Mitre, which has a flight deck of 176m and a ski jump of 12 degrees. Pursuant to Act 30-4-4, any contract signed as a result of this RFI must include offsets of at least 90% of the value of the contract.

* New Fighter: The Plavia/Lockheed Martin F-16AP/BP, introduced in 1986, is outdated relative to modern aircraft; in accordance with PB2009 and Judicial Act 35-5-19, the Armada Aérea Platano hereby issues a request for information about possible replacement or modernization. This would involve, ultimately, modernization of the fleet of 40 -AP fighters and 8 -BP lead-in trainers, or their replacement by 30 fighters and 5 lead-in trainers, along with related systems (e.g. spares, missiles, simulators). Pursuant to Act 30-4-4, any contract signed as a result of this RFI must include offsets of at least 120% of the value of the contract. Please note that the awarding of a contract for 35 fighter and 7 lead-in trainer variants of Plavia's AC-10 at a cost of $1.5 billion has been voided due to failure to follow proper contracting procedures.

* New supply vehicles: The Ejército Platano currently relies on 3000 Unimog trucks and 800 M151 MUTT jeeps, which entered service in the 1960s. In accordance with PB2009, the Ejército Platano hereby issues a request for information about possible replacement vehicles. This would involve, ultimately, the purchase of sufficient replacement vehicles to ensure our supply needs, along with appropriate parts (spares and so forth). Pursuant to Act 30-4-4, any contract signed as a result of this RFI must include offsets of at least 60% of the value of the contract.

* New escort ships: Proposed Act 36-1-10 authorizes the acquisition of up to six new frigates. These frigates would be replacing our aging MEKO corvettes, providing anti-submarine and anti-shipping support. Pursuant to these ends, the Armada Platano hereby issues a request for information about possible frigate candidates. We currently operate Almirante Brown-class destroyers, and expect to continue to do so for some time; therefore, any air defense capability should be compatible with the weapons fit on those destroyers. We are willing to entertain offers that involve refitting the destroyers as well. Pursuant to Act 30-4-4, any contract signed as a result of this RFI must include offsets of at least 90% of the value of the contract.

* New air defense network: The Republic of Platinea has never operated strategic-level surface-to-air missiles. While the Ejército does operate the MIA-95 Lance, this cannot serve for more than tactical-level defense. In order to replace our aging defense belt of radar-guided Oerlikons, in accordance with PB2009 and Act 36-1-10, the Ejército Platano issues a request for information into a new air defense network. At minimum, the system would need to cover Montevideo, the capital; Puerta Alegre, home to Toro and Plavia; Corrientes, a major rail hub; Rosario, home to Arsenal Rosario; Salta, a major rail hub in the interior; and Paraná in Entre Ríos, home to EM-Motors. This RFI covers the installation of detection systems, surface-to-air missiles, spares, training, launch vehicles, and so forth. As the lifetime value of the contract that would arise from it is estimated to reach at least $1 billion, pursuant to Act 30-4-4, any contract signed as a result of this RFI must include offsets of at least 120% of the value of the contract.

* Tank modernization: The Ejército Platano currently operates the TP-97 and TS-64 tanks. Both are getting on in years, but are fairly well-suited for Platano defense needs, being light-weight, easily maintained tanks. Nonetheless, in accordance with PB2009 and Act 36-1-10, the Ejército Platano issues a request for information about modernizing our tank park. Please keep in mind that we are primarily interested in upgrading our tanks, and have allocated limited funding for this purpose. This RFI would be for the upgrading of our 200 TS-64 main battle tanks and our 65 TP-97 heavy tanks. As the lifetime value of any contract arising from this RFI is expected to reach no more than $250 million, pursuant to Act 30-4-4, any contract signed as a result of this RFI must include offsets of at least 60% of the value of the contract.
* Developmental assistance: PlaFord, having acquired rights to IvecoFiat's Centauro family of vehicles, made a private offer to the Ejército Platano to replace much of its existing vehicle park with updated Centauro family vehicles. The Ejército agreed; however, the Ministry of Defense, recognizing that PlaFord does not have experience with modern armor, electronics, and vehicle-mounted weapons, requests that a partner company provide technical and developmental assistance. The Ejército requires the following variants:
  • Tank - firepower must be equivalent or superior to the 105G1 cannon fitted to the TS-64; mobility and protection should be equivalent or superior to the TS-64. Please note that this variant will also be serving as a recon vehicle, and should be designed accordingly.
  • Tank destroyer - can be fitted with same armament as tank variant, or as an ATGM carrier, but the anti-tank system deployed must be capable of defeating the protection schemes of such modern tanks as the Lyran LY4 and LY7 series. Mobility should be equivalent or superior to the TS-64.
  • IFV - should be capable of carrying up to 7 troops and providing them with adequate direct fire support. A company of these vehicles must be capable of replacing the support provided by a typical heavy weapons platoon. Protection should be sufficient against shell fragments and 14.5x114mm rounds.
  • APC - should be capable of carrying up to 10 troops.
  • Mortar vehicle - should carry a heavy mortar or gun-mortar and an adequate supply of ammunition.
  • Ambulance - should be capable of safely transporting up to 5 litter-bound or 8 standing patients, along with two medics.
  • Command vehicle - should be capable of carrying a platoon command section of 7 troops.
  • Air defense vehicle - should be capable of detecting and intercepting low-flying aircraft and helicopters (at up to 2.5km altitude) at a range of up to 2.5km.
Other requirements may be listed as they emerge. All vehicles should be integrated into a battlefield management network system. Unless otherwise stated, protection should be sufficient against shell fragments and 7.62x51mm NATO rounds.
Bids should highlight experience on cooperative ventures, estimate developmental costs, and provide an estimate of the overall market for this family of vehicles; specifications are not needed at this time. Please note that vehicles built as a result of this RFI for the Ejército must be assembled in Platinea, but that the partner company will be granted full rights to export these vehicles to other nations, provided that appropriate royalties are paid to PlaFord. This RFI supercedes RFI #7.

OOC: The idea behind this thread is partly to get a sense of what people think would make the most sense for an NS upgrade of Platinea's military, and partly to try to take a more realistic approach to arms sales than the NS route of direct purchase.
I'm modeling myself as a sort of Argentina-lite. The military is a bit larger than Argentina's current one (despite having half their population), largely because Platinea's military is well-regarded and politically neutral, so it gets its budgets approved.
If you'd like to respond to the RFI, detail on the equipment you would be providing is strongly encouraged - that way, you're more likely to move on to the RFP (request for proposal) stage, where cost becomes a factor, along with offsets.

The Shrec AR-9

The Shrec AR-9 is the ultimate assault rifle chambered for the 6.5mm x 41mm 100gr caseless round using High Ignition Temperature Propellant (HITP). The weapons are designed with heavy fluted barrels to maximize sustained automatic fire and each internal part is coated with a molecular lubricant. Utilizes a 250 round disposable compact magazine housed in the buttstock of the weapon. Standard equipment includes a 40mm under barrel grenade launcher and electronic scope.

The weapon uses a 6.5mm x 41mm caseless ammunition, with the propellant shaped into rectangular shapes. The projectile is 6.5 mm in diameter with a case length of 41mm. The 6.5mm round is 70% the weight of a conventional 6.5mm Grendel round. The round also has similar ballistics to a 6.5 mm Grendel round, but the 6.5 mm HITP caseless has a higher muzzle velocity due primarily to the characteristics and formulation of the HITP propellent. That increased velocity gives the round a lbs ft of energy rating of 2418.

The weapon has two firing modes: semi-auto and full-auto at 750 rounds per minute. The loading and feed mechanism is physically very complicated but exceptionally fast and reliable.

1. As the cocking handle on the side is rotated clockwise by the weapon operator:
2. A round is dropped into the revolving chamber vertically (a loading piston assists this process).
3. The mechanism is then pulled forward by the return spring rotating the chamber 90° until it is lined up with the barrel. This completes the chambering of the round and charging of the electronic firing pin.
4. When the trigger is pulled, an electronic firing pin ignites the primer, which then ignites a powder booster charge that pushes the bullet into the barrel. The solid block of propellant is broken up to increase the ignition surface area and ignites, accelerating the bullet out of the barrel.
5. As the projectile is accelerating up the barrel, recoil forces drive the barrel, magazine, chamber and operating mechanism rearwards within the weapon, dissipating energy for single shot and fully automatic modes but allowing burst mode to deliver three projectiles downrange before buffering occurs.
6. Gas tapped off from the barrel rotates the chamber and actuates the loading mechanism then rotating the chamber back to the vertical original position until it is lined up with the feed mechanism and the process repeats.

Because the Shrec uses caseless ammunition there are no extraction and ejection steps. If a round fails to fire the rifle can be manually unloaded by twisting the cocking handle counterclockwise. This pushes the failed/training round out an emergency ejection port on the side of the rifle and loads the next round.

When the rounds are fired, the barrel, magazine, chamber and operating mechanism recoils back against recoil springs several inches. Only when it strikes the buffer at the back of the rifle does the user feel the recoil. The rifle only loads and fires one round per movement of the internal mechanism. When the barrel and mechanism reaches the rearmost point in it's travel, the recoil springs push it forward back into its normal forward position. This movement also powers a plunger based generator that powers the electronic firing pin. The cocking lever is used to manually charge the firing pin.

To avoid cookoff of caseless rounds a denatured hexogen propellant with a special binder and coating for the ammunition has increased the spontaneous ignition temperature to 371 °C (700 °F). This HITP round is fired by a patented electronic firing pin that sends a small electrical current to cause detonation of the primer which provides the thermal impulse necessary to ignite the propellant which then deflagrates, producing pressure. For added safety and efficiency during prolonged automatic fire we have incorporated a fluted barrel design in the AR-9. The fluted barrel will definitely dissipate heat quickly. This is due to the heat being allowed to reach the outside temperature at a faster rate by removing materials.

Our patented AC-3 Dry Lubricant system is used to coat all internal parts and the barrel. AC-3 is the controlled atmospheric application of a
proprietary formulated, modified tungsten disulfide. When the tungsten disulfide is applied in lamellar form through our precision process it forms a thin, uniform coating that forms a molecular bond with the substrate, and will not chip, flake or peel. It is inert,inorganic, non-toxic, non-corrosive and resistant to most petrochemical fuels, solvents and acids. Yet it is compatible will all wet lubricants.

The Shrec LMG-9L

The LMG-9L and heavier LMG-9 are caseless light machine guns chambered for the 6.5mm x 41mm 100gr caseless round using High Ignition Temperature Propellant. The LMG-9 series uses a 250 round detachable magazine that is inserted into the butt of the weapon. The weapons are designed with heavy fluted barrels to maximize sustained automatic fire and each internal part is coated with a molecular lubricant. Standard equipment includes a bipod and electronic scope.

The weapon uses a 6.5mm x 41mm caseless ammunition, with the propellant shaped into rectangular shapes. The projectile is 6.5 mm in diameter with a case length of 41mm. The 6.5mm round is 70% the weight of a conventional 6.5mm Grendel round. The round also has similar ballistics to a 6.5 mm Grendel round, but the 6.5 mm HITP caseless has a higher muzzle velocity due primarily to the characteristics and formulation of the HITP propellent and longer barrel. That increased velocity gives the round a lbs ft of energy rating of 2537.

The weapon has an adjustable firing mode controlled by a thumb controlled switch with full auto at 650 and 1100 rpm. The loading and feed mechanism is physically very complicated but exceptionally fast and reliable.

1. As the cocking handle on the side is rotated clockwise by the weapon operator:
2. A round is dropped into the revolving chamber vertically (a loading piston assists this process).
3. The mechanism is then pulled forward by the return spring rotating the chamber 90° until it is lined up with the barrel. This completes the chambering of the round and charging of the electronic firing pin.
4. When the trigger is pulled, an electronic firing pin ignites the primer, which then ignites a powder booster charge that pushes the bullet into the barrel. The solid block of propellant is broken up to increase the ignition surface area and ignites, accelerating the bullet out of the barrel.
5. As the projectile is accelerating up the barrel, recoil forces drive the barrel, magazine, chamber and operating mechanism rearwards within the weapon, dissipating energy for single shot and fully automatic modes but allowing burst mode to deliver three projectiles downrange before buffering occurs.
6. Gas tapped off from the barrel rotates the chamber and actuates the loading mechanism then rotating the chamber back to the vertical original position until it is lined up with the feed mechanism and the process repeats.

Because the Shrec uses caseless ammunition there are no extraction and ejection steps. If a round fails to fire the rifle can be manually unloaded by twisting the cocking handle counterclockwise. This pushes the failed/training round out an emergency ejection port on the side of the rifle and loads the next round.

When the rounds are fired, the barrel, magazine, chamber and operating mechanism recoils back against recoil springs several inches. Only when it strikes the buffer at the back of the rifle does the user feel the recoil. The rifle only loads and fires one round per movement of the internal mechanism. When the barrel and mechanism reaches the rearmost point in it's travel, the recoil springs push it forward back into its normal forward position. This movement also powers a plunger based generator that powers the electronic firing pin. The cocking lever is used to manually charge the firing pin.

To avoid cookoff of caseless rounds a denatured hexogen propellant with a special binder and coating for the ammunition has increased the spontaneous ignition temperature to 371 °C (700 °F). This HITP round is fired by a patented electronic firing pin that sends a small electrical current to cause detonation of the primer which provides the thermal impulse necessary to ignite the propellant which then deflagrates, producing pressure. For added safety and efficiency during prolonged automatic fire we have incorporated a fluted barrel design in the LMG-9/L. The fluted barrel will definitely dissipate heat quickly. This is due to the heat being allowed to reach the outside temperature at a faster rate by removing materials.

Our patented AC-3 Dry Lubricant system is used to coat all internal parts and the barrel. AC-3 is the controlled atmospheric application of a
proprietary formulated, modified tungsten disulfide. When the tungsten disulfide is applied in lamellar form through our precision process it forms a thin, uniform coating that forms a molecular bond with the substrate, and will not chip, flake or peel. It is inert,inorganic, non-toxic, non-corrosive and resistant to most petrochemical fuels, solvents and acids. Yet it is compatible will all wet lubricants.

The Rushing Aircraft Chimera ATF is a single-seat, twin-engine, short takeoff and vertical-landing, stealth-capable multirole fighter, that can perform close air support, tactical bombing, and air defense missions. The Chimera ATF is intended to be the world's premier strike aircraft through 2050, with unmatched close and long-range air-to-air capability. Valkyrie IDS

The Kirov Design Valkyrie IDS is a single-seat, twin-engine, stealth-capable multirole fighter, that can perform close air support, tactical bombing, and air defense missions. The Valkyrie IDS is intended to be second only to the Chimera ATF with close and long-range air-to-air capability and blends supercruise speed, super-agility, stealth and sensor fusion into a single air dominance platform. This Valkyrie IDS is capable of Mach 2.5 with a maximum service ceiling of 70,000'.

The Valkyrie is highly maneuverable, at both supersonic and subsonic speeds. It is extremely departure-resistant, enabling it to remain controllable at extreme pilot inputs. The Valkyrie's thrust vectoring nozzles allow the aircraft to turn tightly, and perform extremely high alpha (angle of attack) maneuvers such as the Herbst maneuver (or J-turn), Pugachev's Cobra, and the Kulbit, though the J-Turn is more useful in combat. The Valkyrie is also capable of maintaining a constant angle of attack of over 60°, yet still having some control of roll.

The Valkyrie has earned the nickname Devils Cross due to its wing design. A substantial part of the lift generated by the forward-swept wing occurs at the inner portion of the wingspan. The lift is not restricted by wingtip stall. The ailerons - the wing's control surfaces - remain effective at the highest angles of attack, and controllability of the aircraft is retained even in the event of airflow separating from the remainder of the wings' surface.

The wing panels are constructed of nearly 90% composites reinforced with carbon nanotubes. The forward-swept midwing has a high aspect ratio, which contributes to long-range performance. The leading-edge root extensions blend smoothly to the wing panels, which are fitted with deflectable slats on the leading edge; flaps and ailerons on the trailing edge.

The downside of such a wing design is that it produces strong rotational forces that try to twist the wings off, especially at high speeds. This twisting necessitates the use of a large amount of composites in order to increase the strength and durability of the wing. The thrust vectoring of ±20° at 30°/second in pitch and yaw will greatly support the agility gained by the forward-swept-wings.

The Valkyrie has extremely high agility at subsonic speeds, enabling the aircraft to alter its angle of attack and its flight path very quickly while retaining maneuverability in supersonic flight. Maximum turn rates, and the upper and lower limits on airspeed for weapon launch, are important criteria in terms of combat superiority. The Valkyrie has very high levels of maneuverability with maintained stability and controllability at extreme angles of attack. Maximum turn rates are important in close combat and also at medium and long range, when the mission may involve engaging consecutive targets in different sectors of the airspace.

The swept-forward wing provides a number of advantages:

The radar can also focus its emissions to overload enemy sensors, giving the aircraft an electronic-attack capability. The AN/APG-7 transmits data at the rate of 600 Megabit per second while recieving data at 1 gigabit per second. This is the valkyries primary connection to the combat network system.

The avionics include the AN/ALR-9 radar warning reciever which is a passive receiver system capable of detecting the radar signals in the environment. Composed of more than 30 antennas smoothly blended into the wings and fuselage that provide all around coverage plus azimuth and elevation information. It has a range of greater then 250+ nmi, it enables the Valkyrie to limit its own radar emission to preserve its stealth. As a target approaches, the receiver can cue the AN/APG-7 radar to track the target with a narrow beam, which can be as focused down to 2° by 2° in azimuth and elevation.

The Electronic Optical targeting System (EOTS)include a laser designator and tracker (60,000 ' attitude) for guiding laser-guided bombs, cryogenically cooled FLIR receiver and a CCD television cameras. Eight additional passive infrared sensors are distributed over the aircraft as part of Nemesis Electronic Systems' AN/AAQ-7 distributed aperture system (DAS), which acts as a missile warning system, reports missile launch locations, detects and tracks approaching aircraft spherically around the Valkyrie, and replaces traditional night vision goggles for night operations and navigation. All DAS functions are performed simultaneously, in every direction, at all times.

Sensor fusion combines data from all onboard and offboard sensors into a common view to prevent the pilot from being overwhelmed.

The Valkyrie IDS design places a much higher degree of importance on low observance throughout the entire spectrum of sensors including radar signature, visual, infrared, acoustic, and radio frequency. Consequently, the Valkyrie IDS has a stealth signature that is due to a combination of factors, including the overall shape of the aircraft, the use of radar absorbent material, and attention to detail such as hinges and pilot helmets that could provide a radar return. The Valkyrie has been designed to disguise its infrared emissions to make it harder to detect by infrared homing ("heat seeking") surface-to-air or air-to-air missiles. The under bay weapon carrier is made for hiding heat from missile threats, like surface-to-air missiles.

Armaments include an internal 20 mm (0.787 in) M61A2 Vulcan gatling gun in starboard wing root, 500 rounds,and an internal bomb bay for up to up to 6× Spike AMRAAM and 2× Spectre BVRAAM or other weaponry. The Kirov Design Jinn UCAV is a pilotless, single-engine, stealth-capable unmanned vehicle, that can autonomously penetrate deeply into enemy territory to attack enemy targets perform surveillance, and suppress enemy air defenses. The Jinn can also autonomously control a section of airspace against airborne threats. The systems AI system can communicate, allocate resources and conduct combat with a team of up to 100 Jinn operating together. Maximum speed is mach 1.3.

The Jinn UCAV is equipped with the AN/APG-5L AESA look down shoot down radar augmented by the Sharpshooter Targeting System mounted under the nose of the aircraft to provide positive target identification, autonomous tracking of 16 targets in range, coordinate generation, and precise weapons guidance. Dear Michael Stokes,

The RFI for a new fighter has not been canceled; what was canceled was a corrupt bargain that would have bypassed the RFI-RFP-contract award process entirely, replacing it with simple cronyism. However, we are concerned by the price point for the manned fighters offered, and are unsure about the capabilities of unmanned fighters. In the meantime, we would like to see additional responses to these RFI prior to moving onto the RFP stage.

Fires a 7.62x63mm round. For a small army I think it would be a strong force multiplier because of its strength & ability to penetrate body armour. Furthermore your troops will be used to fielding a weapon with; (a) a similar size in terms of weight and length (b) a calibre with similar (albeit weaker) ballistic performance (c) the same (or slightly more) ammunition capacity. The FAL and the FGR are similar. I developed the FGR because I didn't quite feel the FAL fired a powerful enough round for NS.

(3) There three options here. (a) I can upgrade your F-16s with NS-grade AESA radars, sort of like how the F-18 has had an AESA update. If you also use NS-grade armaments (I can also supply; or point you in the right direction) there's no real reason why the F-16 is necessarily outdated. An F-16P Midlife Armament & Avionics update programme would probably cost you around $10-15 million per plane. So, it's the cheapest option.

(b) A heavy fighter to replace the F-16P. We're talking Su-37, F-15, F-22 etc; a heavy, large fighter, with a strogn missile complement, long range, large & capable avionics suite, and possibly stealth. I can offer these but there are loads of them in NS. They'll likely cost $100-150 million or more a piece.

(c) A light fighter to replace the F-16P. Hawker Harpoon, Libertyfighter, etc. I'm not sure whether this would be a good idea. It has the advantage of familiarity with pilots, logistics crews, runways, and doctrine. The problem is I'm not sure if Light Fighters have a role in NS although they are cheap; possibly $50-70 million a piece.

I recommend the use of the G-36 and its variants. The G-36 is good up to 600m, fires the lightweight 5.56mm round, and weighs around 6 pounds.

Greetings,

As a representative of the MilNet, one of the most innovative military technologies conglomerate in the world, I'd like to submit the following products for your standard rifle and air superiority fighter requirements.

For your Standard rifle requirement we offer the RBA Battle Rifle, which uses natively developed caseless and polymer cased 7.62x54mm rounds, being part of a series of interchangeable guns, and thus can be rechambered into a designated marksman rifle with similar performance to the Dragunov SVD, called RFDA-B or into a select-fire rifle similar to the Dragunov SVU-AS, called RPA-BAS, or even into a suppressed subsonic rifle like the AW Covert called RFDA-BS, and has an accuracy comparable to that of the H&K G3A3. This weapon has a very effective recoil management for its caliber, allowing for effectively accurate longer bursts than most battle rifles, while it is a more easy to maneuver than many battle rifles, due to the fact it uses a bullpup design, making it more recommended as all-around battle rifle for ranged, close quarters and indoors combat. It uses several new technologies to reduce weight and improve recoil, and is worth its higher cost. The Confederacy has gone conducted significant research and development to create a firearm action that uses polymer cased and caseless ammunitions reliably, and the weight savings are worth due to how they ease logistics. Finally, it is possible for it to be rechambered into the non bullpup versions of the mentioned variants, and even into a conventional battle rifle, which the MilNet could do if you prefer.

Regarding the Air Superiority Fighter requirement, the Confederacy would like to offer the CL-32A Buitre Air Superiority Fighter. The CL-32A is one of the most cost-effective stealth fighters in the market, and one of the most maintenance-easy as well compared to most aircrafts that use stealth technology. It is a medium fighter, capable of operating in both land and carrier based missions, including in the Mitre according to the given specifications, without the need of specifically tailored variants. Its agility is very high, almost comparable to that of an interceptor, and while not being highly maneuverable, it is still better than a F-22 on such factor because of its lighter frame and of its thrust vectoring capabilities. Due to the manner it "drops" its missiles from pods built of radar absorbing material, its exact location can remain unknown to an enemy even after it has launched its missiles, which coupled with its speed and acceleration, allows for interesting tactics to be employed against enemy air forces. Also, it is one of the few existing fighters that, like the JAS 39 Gripen, can take-off and land not only from carriers, but also from public roads.

Moving on to the Supply vehicle requirment we would like to present our Tactical Transport series for consideration. The Tactical transport series does primarily cover the medium to heavy end of logistics vehicle scale and so we would like to offer the option of including the lighter Roamer light utility vehicle as part of our final bid should our products advance that far.

In regard to any offset requirements we are fully prepared to meet these through technology transfer, workshare, local investment and trade partnerships covering most options.

WE in Allanea produce a variety of assault rifles. However, we feel that for the needs of your nation, the FN-FGR, produced by the Questarians, would be the best.

However, we do hotly recommend use of the F-17AL Arrowhawk as an Allanean export weapons system for your fighter production.

Background:

Originally, this design has been produced by Allanean Arms engineers based on the F-17 Arrowhawk, the air superiority fighter of the Illioran Air Force, after Illioran Arms was purchased completely by Allanean Arms. It underwent multiple upgrades, specifically for improved armament and superior avionic. A new ejection seat system has also been incorporated. Like the original F-17, this aircraft is equipped with a variable-geometry wing design.

b]Airframe:[/b] The airframe is constructed of two main metals, Titanium Reinforced with carbon fibers and an Aluminum-Lithium alloy to provide the much needed strength for the variable geometry wings to even reach its super cruise speed, along with the possible G-forces exerted and yaw and pitching of the wings. The rest of the airframe is constructed out of a mix of carbon reinforced plastics to provide a light, yet strong, skin for the airframe, along with small amounts of steel and aluminum in key areas. The Actual amounts are as follows: 25% Aluminum-Lithium Alloy, 27% Titanium, 44% Carbon reinforced polymers and plastics, 2% steel, 2 % aluminum.

Propulsion: The F-17AL uses two Have-Ho LBP-220 Turbofans, rated at 45,000lbf with full afterburner, and 35,000 without, for a net thrust of 70,000lbs normally, and 90,000 in bursts. These engines were originally designed for the IG-45 aircraft, which was a high-speed, low agility interceptor platform, meant to launch missiles, and not dogfight. To accommodate the need for dogfighting, and in general, more agility, the 220 was given 3D Thrust vectoring, increasing it's Rate of climb, and it's ability to dodge missiles and get around other aircraft. To reduce it's frontal RCS, the inlets are "S" inlets, much like those used on the F-22, to reduce reflections from the engine.

Weapons: The original F-17 aspired to be a stealth aircraft and therefore had 2 internal bays. The Allaneans had no such aspirations, and although the aircraft possesses limited RADAR signature reduction measures, the internal bays were eliminated in the Allanean modification, replaced instead by a set of 14 pylons – eight mounted under the fuselage, 2 under the nacelles and 4 on wing gloves.
The F-17AL also has a cannon in it's nose in the case of a dogfight.

Avionics: The Allanean design team had eliminated most of the original design features of Illioran avionics, implanting instead a standard Allanean-designed flight computer. This computer, known as the “Agamemnon” is capable of the following features:



  • Projection of an HUD display onto the pilot's cornea via a flight helmet. Alternatively HUD can be displayed via ocular implants or conventionally, on the helmet surface.

  • Voice control.

  • Navigation.

  • Integration with SkyTux, FireTux, or any local C3 software.

It is also with the A3 Radar system. This is the basic RADAR system on all Illiorian aircraft, and uses a dual band solid state pulse Doppler radar to actively track aircraft around it up to 100NM in clear skies. It also has a passive system to identify radar waves from approximately 1.5X the effective distance of the broadcasting radar, and ways to get around it. A LADAR system is also incorporated in order to map terrain around the aircraft, and to give a 3D 360 degree picture of the area around the aircraft, to a maximum clear distance of 40NM, and a "blurry" distance up to 50NM. Finally, a FLIR system has been installed by the Allanean Arms company.

The Layartebian Defense Corporation wishes to propose items for the first category as listed. The Layartebian Defense Corporation is the sole military manufacturer for the Empire of Layarteb and has, on several occasions, led the world in military exports. The Layartebian Defense Corporation also is a world leading developer in civilian technology, especially life-saving equipment such as defibrillators and EKG machines. The Empire trusts the LDC with all of its arms needs and we believe that our products are superior to those you have been and will be offered and thus we propose the following.

Assault Rifle
The 6.8x51mm round was created in response to the requirement of the Imperial Layartebian Military to replace the 5.56x45mm rounds in service. The result was a combination of the 6.8 Remington SPC and the 7.62x51mm round. By utilizing the bullets of the 6.8 Remington SPC with the case of the 7.62x51mm, the result was a highly powerful and very capable round. With 59.15% more capacity in the 51mm case versus the 43mm of the Remington SPC, the same rounds can be propelled at a much higher velocity for more energy and a flatter trajectory. Because the full round size is the same in length as the 7.62x51mm round, any weapon that can utilized this round can also utilize the 6.8x51mm with a minor change of the barrel to accommodate the smaller round. The round is set to just 52,000 PSI but match ammunition is pressured out to 58,000 PSI. There are four bullet weights available. The 90-grain is the lightest and also the fastest. It can be used with any barrel length. A 100-grain and a 115-grain round make up harder hitting capacities and they too can be used from any barrel length. Match ammunition for sniper and machine gun duties is 130-grain and pressured up to 58,000 PSI. It cannot be used in barrels under 16 inches in length. The 6.8x51mm round has more energy than the 5.45x39mm, 5.56x45mm, and 7.62x39mm rounds used in the AK and AR-15 type weapons.

As such, we propose the M80A1 Assault Rifle, M80A2 Accurized Marksman Rifle, and the M81 series.

M80 Assault Rifle / Urban Sniper Rifle

The M30 Assault Rifle was introduced in the early 1980s to replace aging M16 rifles. Unfortunately, the M30 Assault Rifle was originally a heavy and complex weapon and though it was released with both a carbine and an assault rifle, modifications had to be done to shave off a pound from each weapon. The M30 was also featured with an accurized sniper variant. However, the M30 Assault Rifle is aged and though effective, classic, and deadly, it is in need of a replacement. The M80 Assault Rifle, a modified Heckler & Koch SL-8, will fill that gap. Though a pound heavier than the M30 it makes up for it in sheer power. The M80, unlike the M30, is only offered in a single variant, with a 20.80" barrel, longer than the M16 and M30, giving it a range of 650 meters and a muzzle velocity around 907 meters per second. The M80 Assault Rifle is also the first rifle to feature the newly developed 6.8 x 51mm ammunition made by the Layartebian Defense Corporation. The round offers significantly more muzzle energy than the 5.56 x 45mm rounds therefore providing more stopping power without the recoil of the 7.62 x 51mm rounds. It also yaws and fragments in soft tissue like the 5.56 x 45mm round, although not as drastically. The M80 Assault Rifle is as modifiable as the M30 as the soldier can mount grenade launchers, shotguns, suppressors, bipods, optics, and so on and so fourth. However, unlike the M30, the standard clip size for the M80 is 45 rounds, in a double drum system, each drum holding up to 22 rounds with the 45th round loaded into the chamber. It can still mount the 100 round C-mag that was developed for the M30. The M80 is more accurate than the M30, easier to clean and repair in the field, has a longer service life, and is beginning to replace the M30A2 and M30A4 in the field. Retired M30A2 and M30A4 variants will be stored, recycled, redistributed to law enforcement, and sold for civilian use. The A2 version is an accurized sniper variant replacing the role that the M30A5 played. It features a better and long barrel to provide an effective range out to 900 meters. The A3 was developed as the "Urban Sniper Rifle (USR)." The program to create a short-range, reliable, and very potent sniper rifle for urban environments say many competitors but the A3, developed from the Heckler & Koch SL-9SD was chosen over all other competitors, the M90 coming in second place. It uses a different bullet than the A1 and A2, the 7.62 x 37mm subsonic round developed from .300 Whisper. It features a sound suppressor and an aura signature of only 100dB, which is considerably quieter than the 6.8 x 51mm round. At 100 meters, it has a penetration of penetration of 3 class I bullet proof vests.

M81 Paratrooper / Marine Assault Rifle / Carbine

With the inception of the M80 Assault Rifle, the airborne units began to request their own specific rifle. The M81 Paratrooper Assault Rifle was born from this idea. The internal mechanisms of the M81 are almost identical to those of the M80 except the M81 uses a slightly shorter barrel. Externally, they are vastly different designs and the M81 features a folding, lightweight, open stock. The M81 also features a significantly more robust design. The M80, though rugged did not test as favorably in certain situations as would have been desired. These situations were the paratrooper type. The M81 corrects what limitations the M80 did have. The M81 features the Picatinny rail just like all Layartebian small arms. The Picatinny rail allows for expansion for laser sights, scope optics, flash lights, and so on and so fourth. M81 will be replacing M52 Carbines in paratrooper service to become the standard issue paratrooper rifle for the ILM. The A2 version is used by the Imperial Layartebian Marines and is very similar to the M81A1 except that it has more resistance to salt water. Like the M80 Assault Rifle, the M81 is chambered for 6.8 x 51mm rounds, the new standard issue round for the military. The A3 version is a carbine developed for Special Operations Forces.

As part of our offset offer, Lyran Arms would like to build a production facility in your nation. We appreciate your tenders and your proposed offset package, and will take them into consideration. We understand Lyran Arms has a frigate design, the Hatchet-class; is there any reason it would not make a good fit for RFI #5?

* New air defense network: The Republic of Platinea has never operated strategic-level surface-to-air missiles. While the Ejército does operate the MIA-95 Lance, this cannot serve for more than tactical-level defense. In order to replace our aging defense belt of radar-guided Oerlikons, in accordance with PB2009 and Act 36-1-10, the Ejército Platano issues a request for information into a new air defense network. At minimum, the system would need to cover Montevideo, the capital; Puerta Alegre, home to Toro and Plavia; Corrientes, a major rail hub; Rosario, home to Arsenal Rosario; Salta, a major rail hub in the interior; and Paraná in Entre Ríos, home to EM-Motors. This RFI covers the installation of detection systems, surface-to-air missiles, spares, training, launch vehicles, and so forth. As the lifetime value of the contract that would arise from it is estimated to reach at least $1 billion, pursuant to Act 30-4-4, any contract signed as a result of this RFI must include offsets of at least 120% of the value of the contract.

With concern to the latest RFI, the Layartebian Defense Corporation has had significant experience developing surface-to-air defenses. In the Empire alone, the air defense network can defend against threats as low as treetops and as high as atmospheric. Our systems have been widely exported throughout the world; however, more information is required for us to know just what type of system you require. Is this to be a mobile unit or a full-range surface-to-air site? Is it to be medium or high-altitude? What are its minimum and maximum range requirements? The Layartebian Defense Corporation has a wide catalog of systems that could very well fit this category but we wish for additional information to find the proper one to best suit your needs.
