NSwiki article

I don't know if this is the place I should be asking, but in NSwiki, am I or am I not allowed to make a new article about my nation. My nation is clearly based on Fallout, and I was hoping to make an article in NSwiki about my article, there is just one problem. While making my NSwiki article, I saw this: DO NOT SUBMIT COPYRIGHTED WORK WITHOUT PERMISSION! Does this mean I can't make my article since Fallout and all the things in fallout like the brotherhood of steel, Nuka-Cola and so on are copyrighted by bethesda? Or am I wrong about this and am allowed? If anyone can find another article about a thing that does exist (like someone made an arrested developement nation) in the NSwiki, I would assume that I am allowed to make my article.

You shouldn't be posting large blobs of text taken from Fallout documentation. General concepts are okay, especially since (I'd hope) you're describing some details that are different from stuff that Bethesda made up.

I was gonna put stuff other nations have. A history, probably a short version in the main article and a bigger one in a different article. Geography, government, and national stuff like national animal or a motto. A big culture section.
