->Phase II = Diplomatic efforts during other invasions to attempt to gather allies.

->Phase III = Contribution to the rebuilding effort after whichever is the last invasion. Corruption of city and private officials begins. It becomes apparent that something is amiss. Opportunities for characters to discover what is happening, and whether or not to counter it. If so, how to do that. (This will affect the follow-on minor event as well as Phase IV.)

->Phase IV = Resolution, depending on what is done in Phase III.

Potential Casualties - Zero. Not that kind of invasion.
List of Enemy Forces - The Weaver and his subordinates, along with whatever allies they manage to acquire.
List of Allied Forces - The players themselves.
God Allowance - Any and all allowed, but in the unlikely event that armed conflict arises during the event, they can't fight.
