The United Kingdom & Constitutional Monarchy of Marcurix

The United Kingdom & Constitutional Monarchy of Marcurix is a massive, safe nation, remarkable for its national health service. Its hard-nosed, hard-working, intelligent population of 2.63 billion enjoy a sensible mix of personal and economic freedoms, while the political process is open and the people's right to vote held sacrosanct.

It is difficult to tell where the omnipresent government stops and the rest of society begins, juggles the competing demands of Law & Order, Defence, and Public Transport. It meets every day to discuss matters of state in the capital city of Sayr. Citizens pay a flat income tax of 31%. A powerhouse of a private sector is led by the Arms Manufacturing industry, followed by Tourism and Uranium Mining.

The nation's infamous boot camp is more brutal than most battlefields, hospitals are amongst the best-funded in the region, Loans are available for students from poor families, citizens are allowed to rise or fall based on their own merits and Marcurix's leader goes out to lunch surrounded by large men in dark glasses. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Marcurix's national animal is the Marcurixian hawk, which is also the nation's favorite main course, and its currency is the Marcurix pound.

Government and Law

The United Kingdom of Marcurix is a constitutional monarchy: King Marcuran III is head of state of the UKM as well as the Isles of Marcuran putting the UKM in a personal union with another nation.

Marcurix has a parliamentary government with strong democratic traditions. Parliament is composed of The Crown, an elected House of Commons, and an appointed Senate. Each Member of Parliament in the House of Commons is elected by mixed member proportional representation in an electoral district or riding. General elections must be called by the prime minister within five years of the previous election, or may be triggered by the government's losing a confidence vote in the House.
Members of the Senate, whose seats are apportioned on a regional basis, elected to exercise effective powers in numbers equally representative of each province and formally appointed by the King, serving until the age of 85.

The Prime Minister's Office (PMO) is one of the most powerful institutions in government, initiating most legislation for parliamentary approval and selecting, besides other Cabinet members, court judges, heads of Crown corporations and government agencies. The Crown formally approves parliamentary legislation and the prime minister's appointments, though arguably it has the power to block any of these. The leader of the party with the second-most seats usually becomes the Leader of the Opposition, and is part of an adversarial parliamentary system intended to keep the government in check.Calder Stone, leader of the Conservative Party, is currently prime minister; and Deirdra Faolan, leader of the Labour Party, is Leader of the Opposition.

Provinces have limited self government, mostly revolving around local government.

The Constitution of Marcurix is the supreme law of the country, and consists of written text and unwritten conventions. The Acts of Power affirmed governance based on parliamentary precedent and/or popular consent and the Constitution Act added the Rights and Freedoms of the Citizen, which guarantees basic rights and freedoms of citizen’s that usually cannot be overridden by any level of government and added a constitutional amending formula.

The Common Law system predominates throughout most of Marcurix, however, some Civil Law is present within the country. Criminal law is uniform throughout Marcurix, policing is contracted to the Royal Marcurixian Police (RMP) , however policing also falls to the Royal Marcurix Militia (RMM) in many rural areas.

His majesty King Marcuran William Bowen III of the House of Marcurix by the Grace of God, of the United Kingdom of Marcurix, the Isles of Marcuran and of His other Realms and Territories King, Head of the State, Defender of the Faith, Commander-in-Chief of the Royal Armed Forces of Marcurix, Commander-in-Chief of the Armed Forces of Macuran, Sovereign of the Order of the Hawk, Grand Commander of the Order of the Crown, Knight of the Order of the Lion & Head of the Order of the Golden Rose.

More commonly referred to as His majesty King Marcuran III, King Marcuran or King Bill (though this is rare, only family members have ever openly referred to him as such)

As Marcurix is a constitutional monarchy the actual head of the Government is the Prime Minister. The full title of which is The Prime Minister of the United Kingdom of Marcurix or more commonly The Right Honourable followed by the name. Mostly just known as the Prime Minister or PM.

Foreign Relations

Armed Forces

The armed forces of the United Kingdom of Marcurix, known as His/Her Majesty's Armed Forces or sometimes the Marcurixian Armed Forces, and sometimes legally the Armed Forces of the Crown, encompasses the Royal Navy, the British Army, and the Royal Air Force. The British Armed Forces are a purely professional and volunteer force with a reported personnel strength of 8 million regulars and 4 million in reserves.

The Commander-in-Chief of the Marcurixian Armed Forces is the Marcurixian monarch, HM King Marcuran II, to whom members of the forces swear allegiance. Under Marcurixian constitutional law, the armed forces are subordinate to the crown but can only be maintained in peace time by parliament's continuing consent. As a result, parliament still approves the continued existence of the standing armed forces on an annual basis. Consistent with longstanding constitutional convention, however, the Prime Minister holds de facto authority over the armed forces. The armed forces are managed by the Defence Council of the Ministry of Defence. The Marcurixian Army is, however, considered constitutionally the army of parliament, not the monarch; this is a result of the 1909 Bill of Power.

The Army, Navy and Air Force are collectively known as the Armed Forces of Marcurix and officially as HM Armed Forces. The three forces are managed by the Ministry of Defence and controlled by the Defence Council, chaired by the Secretary of State for Defence. The Armed Forces of Marcurix are charged with protecting Marcurix and its territories, promoting the Marcurix's global security interests, and supporting international peacekeeping efforts.

The Royal Army of Marcurix had a reported strength of 6,400,000 personnel, the Royal Air Force had 3,000,000 personnel, Royal Marines had 500,000 personnel and the Royal Navy 4,000,000 personnel.

There are reserve forces supporting the Active military. These include the Royal Reserve Army, the Royal Naval Reserve, Royal Marines Reserve and the Royal Auxiliary Air Force. This puts total active and reserve duty military personnel at approximately 12 million personnel plus a 500,000 Military Police Force giving a total of 17,500,000 personnel.

The Royal Navy is a blue-water navy, currently possessing Fourteen Super Carrier sized aircraft carriers and a range of other ships.

Marcurix possess nuclear weapons, utilising the submarine-capable Hawk 3 ballistic missile system.

Geography

Marcurix compromises of the northern part of the continent, bordering several nations to the south. It lies between the North Ocean and the Northern Sea. Marcurix has a temperate climate, with plentiful rainfall all year round. The temperature varies with the seasons but seldom drops below −15 °C or rises above 35 °C in most areas. The prevailing wind is from the southwest, bearing frequent spells of mild and wet weather from the North Ocean.

Eastern parts are somewhat sheltered from this wind and are therefore the driest. North currents, warmed by a Gulf Stream, bring mild winters, especially in the west, where winters are wet, especially over high ground. Summers are warmest in the south, being furthest into the mainland, and coolest in the north. Snowfall can occur in winter and early spring, though it rarely settles to great depth away from high ground.

The north of the country is mostly covered by the Corryn Forest, with few major cities past the Bel-tane line. In the south-west much of the border runs along the Po Mountains providing a natural defensive barrier against neighbouring countries, with the central and western parts of the country consisting of lowland terrain, with hills concentrated in parts of the north and south west. The Bluid Mountain range covers such of the south-eastern border areas on the fringes of the country. The Mountain ranges themselves are known to reach below -40°C, often bringing large amounts of snow.

The main rivers include the Afon, Abhainn, Red and Thame.

Economy

Marcurix is a major developed capitalist economy, and is one of the world's most globalised countries. The capital, Sayr, is a major financial centre for international business and commerce.

The Economy of Marcurix is a mixed economy lead by “a powerhouse of a private sector” with services, manufacturing and natural resources.

The manufacturing industry is dominated by the Arms Manufacturing industry, accounting for roughly 2/3rds of industrial output and 50% of the GDP. The Marcurix service sector, however, has grown substantially, and now makes up about 30 % of the GDP.

The country is a food exporter, with Agriculture making up around 5% of the GDP with around 2% of the workforce. Marcurix also has large amounts of natural resources, particularly within the north of the country.

Overview

Main imports:Seafood, Wine, Rum, Textiles
Main exports: Military grade arms, manufactured goods, fuels, chemicals; food, beverages, machinery, vehicles and metals

Following the end of the Seventh war, in the early part of the century, there was a long interval without a major recession (1925–1976) and a growth in prosperity in the 1950s and 1960s. According to MECW figures the annual rate of growth (percentage change) between 1950 and 1976 averaged 7.5%.

However, the economy suffered a severe shock following the onset of the Northern War, and the country fell into recession for the first time in over half a century

Government involvement throughout the economy is exercised by the Chancellor of the Exchequer, with the Bank of Marcurix has been responsible for setting interest rates at the level necessary to achieve the overall inflation target for the economy that is set by the Chancellor each year. The Bank is also charged with i monetary policy, insuring deposits, and maintaining the value of the Marcurix pound

The currency of Marcurix is currently the Marcurix pound represented by symbol M£, the Bank of Marcurix is the central bank, responsible for issuing currency.

Life

Education
Marcurix has Universal state education until college and/or University which are privately funded. Education is mandatory from ages five to eighteen (17 if born in late July or August)with the majority of children are educated in state-sector schools, only a small proportion of which select on the grounds of academic ability. State schools which are allowed to select pupils according to intelligence and academic ability can achieve comparable results to the most selective private schools: out of the top ten performing schools in terms of results.
However over half of students at the leading universities of Marcurix have attended state schools

Healthcare
Marcurix has a system of private and publicly-funded healthcare, together with alternative, holistic and complementary treatments. Public healthcare is provided to all Marcurixian citizens (provided they pay taxes) and is free at the point of need being paid for from general taxation.

Transport
Marcurix has a large transport sector, with every major city (with the exception of Combrogi) being connected by road and rail networks, which are maintained by the state, with the exception of a few privately owned road in the north of the country, public transport also includes busses, though there is a growing number of privately owned 'gypsy' buses - i.e. they don't follow a prescribed route but go wherever the passengers want to go. All major cities have airports, though the largest and busiest airport is Macuran International in the capital Sayr.

Sport
Major sports in Marcurix include Football (not American football), Rugby, Mixed Martial Arts fighting, Tennis, Rowing and Hurling. Football is the most popular sport, followed by Mixed Martial Arts.

Religion

One of the largest religious group in Marcurix are the Marcic Christians, a branch of Celtic Christianity, with the Church of Marcurix as the official, and largest, church followed by several other religious groups. While the state itself is secular the Monarch has traditionally been a member and head of the church upon ascension to the throne.

The recent Census showed 45.6% of respondents said that they were Marcic Christians, with another 5.1% belonging to other sects (including smaller Celtic Christianity groups), the remaining 49.2% said they had no religion or did not state a religious preference. It is also believed that around 0.1% of the population addeer towards Marcic Judaisim.

However, the survey also showed only one in ten Marcurixians actually attend church weekly.

Brother to brother
No one shall be greater than all

All that made our kingdom great

Forever to provide
