The Govt works of the U.S.E are most complicated but reasonable we will make three houses two for laws and regulations one for citizen overview and approval. After the approval the two other houses have to approve it in order to bring it to the Internal Presidents office where if the Internal president signs it then the diplo pres has to approve of it and get it through the ambassador league(10th amendment coming up)After all that it finally becomes a law.

Justice Assembly

The justice assembly A.K.A the House of People well vote on laws on there constitutional rights and what they will mean for rights in the country of the United Surote Emirates. The justices in the house of people are the only justices allowed to join parties and be on sides as long as they vote on constitutional grounds(which is decided by the supreme court justices overlooking the sessions).

1st amendment, The right of speech,vote,assembly and Salary. This amendment allows you to Speak anyway you want as long as it's not hurtful. The freedom of vote lets everyone(That's over 16 years old and even felons) vote in Surote Federation. The right of assembly lets people assemble peacefully without interference of government. and the right of salary lets people choose there payments to a cap set by business and government but can be changed according to production or economic status by government and Company approval.

2nd amendment, The right to bear arms. this allows anyone to own guns after they pass a background check and a home safety test by Arms companies and Government.

3rd amendment, The right of search. This allows the police and government to search people homes with proof of evidence of illegal activity for search and if you have a criminal record with at lease one felony on it.

4th amendment, The right of stripping, the right of the Government to take people's land if there are doing illegal activity or not paying the bank for the land if they(the banks) still owns it.

5th amendment, The right of child work. The right to let the children over 14 to work(Up to 4 hours a day) but still have to go to school to government limit.

6th amendment, The right to Dropout , This sets the dropout limit for students in surote to 20 so they can go to college for three years(the degree limit in Surote Federation is 5 years) there will be government loans for people who can't afford college

7th amendment, the right to run for government positions, this right lets you run for government positions(Unless you have three or more felonies on your record).

8 th amendment, the Government system. As fort by the congress the executive office of the surote federation will consist of the Internal, diplomatic President and there cabinet. Congress will consist of the house of the people, parliament and chambers of citizens. The house of the people is Proptional representation with 105 seats up for grabs every five years, the parliament is equal representation(6 reps per Emirate) with 36 seats up for grabs every two years and the chamber of citizens is equal representation(5 citizens per Emirate) with 30 seats up for grabs every year. in order to pass laws in the congress two of the three houses must have passed the law with a majority of 55% or more and the Internal and diplomatic presidents must sign it and only overrides of 70% majority in all houses. The chambers of citizens is just of bunch of regular citizens(usual None partisan and are voted in) that vote on bills to make in to law. There are only trial courts and Supreme courts which consist of seven appointed judges. Supreme court takes care of felonies and making sure laws are constitutional and trial courts take care of misdemeanors.The Internal president will be vote in every five years with two term limits The internal president will take care of the nations internal economy,civil rights and issues. While the diplomatic President will be voted in every two years and have a 6 term limit The diplomatic president will take care of foreign policy,trade with other countries and foreign issues.

As a nation of representative democracy every emirate gets a number depending on how many electors are in the house of people which is decided by the population the high the pop the higher the number. ballots are hand counted but preliminary results are posted for the whole world to see six days later

10th amendment, Ambassador league. The ambassador league is the top five ambassadors(chosen by the diplo pres) vote on laws that affect the conutry of the United Surote Emirates where only a modest majority will get it passed. the ambassadors have limits are equal to the Diplo president. in a case that they can not fulfill there duties there replacement is to be chosen by the camber of citizens and the internal president.

Meridiani Planum is a experimental compromise between elitism and populism. The nation is ordered as a liberal democracy (or more specifically, a republic) that has a bicameral legislature.

The leader of the largest political party voted to the House becomes the Head of State, who is commander and chief of the armed forces and chief public representative of the state.

In theory, this setup encourages intelligent leadership with incentives towards a lean, liberal system of governance. The reality is sometimes different.

Section I - Rights and Responsibilities

Guaranteed Human Rights
All citizens, inhabitants, and visitors are guaranteed the following rights and liberties:
1. The right to freedom of expression
2. The right to freedom of belief, thought, and conscience
3. The rights to freedom from unreasonable search and seizure, from cruel and unusual punishments, from arbitrary arrest and imprisonment
4. The rights to to a fair trial by jury of one's peers, the presumption of innocence, and due process of the law

Citizen's Obligations
All citizens are charged with the following obligations:
1. To serve in the armed forces or in the Civil Service Brigade

3. To contribute to society such resources as are deemed fair by the Ducal Diet, by means of a national income tax
4. To serve as a juror when summoned

Section II - Officers of the Grand Duchy

The Head of State
The Head of State is none other than the Grand Duchess or Grand Duke of Maerngau. The Head of State has the following duties:
* The Head of State is charged with advising the Chancellor of Maerngau on a regular basis
* On a yearly basis, the Head of State is required to provide a "State of the Grand Duchy" address to the Ducal Diet.
* The Head of State must appoint one of the nation's 25 peers once every four years.

The Chancellor
* The Chancellor is the Chief Executive of the national government and Commander in Chief of the military.
* The Chancellor shall be elected by a simple majority vote of all ballots cast by eligible citizens.
* The Chancellor shall serve a term of six years.
* The Chancellor may only serve two six-year terms before leaving office. She may, however, run for reelection six years after leaving office.
* The Chancellor must be of sound mind, at least 40 years old, and a citizen of good standing of the Grand Duchy.
* The Chancellor must approve all legislation passed by the Ducal Diet in order for said legislation to become law. The Chancellor may not issue new legislation, but may and must issue directives on how legislation is to be enacted.
* The Chancellor may veto any legislation of the Ducal Diet by notifying the Diet in writing within 30 days of the passage of any legislation.
* The Ducal Diet may enact laws over the Chancellors' veto with a simple 3/5ths vote in both the Chamber of Representatives and the Chamber of Regents.

The Vice Chancellor
* The Vice Chancellor shall assume all of the duties and powers of the Chancellor in the event that the Chancellor becomes unable to perform her duties while in office.
* The Vice Chancellor must hold all of the necessary prerequisites to become Chancellor.
* The Vice Chancellor will be chosen by election of a simple majority of voters.
* The Vice Chancellor may cast the deciding vote in the Chamber of Representatives in the event of a tie.

[Playing In The Water]

The Glorious And Eternally Sunny Free Land of Playing In The Water (full title) is a divine, devout, and diverse nation entirely made up of atheistic free-spirited coastline, mostly so as to stop other countries from having beaches and forcing them to travel here in order to encourage tourism, as well as to create the illusion that the name of the nation - and, indeed, the nation itself - makes any sense whatsoever. As such, there are certain laws that must be followed to the letter:

1st Amendment: The Right To Be In The Water. This is a mandatory law, and the most important law in all of Playing-In-The-Water-dom. It plainly states that ALL citizens, foreign residents, illegal aliens, legal aliens, little green aliens, relatives of illegal aliens, people nearby any of the aforementioned that do not fall under any of the aforementioned categories, in-laws, tourists, troubadours, and those who enjoys eating grapes MUST spend at least twenty hours a day in the territorial waters of Playing In The Water, though more hours are eagerly accepted. It is strongly encouraged that these twenty hours are spent either playing (see; frolicking cheerfully) or attempting to learn how to breath water, and economical benefits are entitled to any individuals partaking of either of these activities. Those who do not spend twenty hours a day in the water are immediately exiled, with no right to appeal for continued citizenship. From that point onwards, they are legally termed 'Landlubber', and both their surnames and family name are null and void.

2nd Amendment: The Right To Oxygen. Every citizen has the right to breath oxygen directly from the air, should it be required. However, extra incentives are offered to those who wean themselves off of oxygen from the air and instead work to derive all their oxygen from the ocean, as this is the first step in evolving into a truly aquatic race, one which will utilise dolphins as steed and starfish as discus. Sea otters will be our puppies.

3rd Amendment: The Right To Not Care. This law enables any and all individuals on Playing In The Water territory - upon finding themselves caught up in/forced into a conversation or activity they find themselves lacking an interest in or are somewhat-to-excessively annoyed by - to invoke the lawful power of 'Not Caring'. Once invoked - usually by stating 'I Do Not Care' - said person may excuse themselves from any activity or conversation they found themselves in prior with no protest from the opposing party that is lacking in interesting material. The only exceptions to this are the activities outlined in Amendments 1st and 2nd. If a citizen attempts to utilise The Right To Not Care to dismiss themselves from either former amendment, it is every Playing-In-The-Water-ian's civic duty to remind them of the numerical order of Three, and, specifically, how it is only ever found AFTER One and Two, and how it therefore is useless to counter them. Anyone continually attempting to dismiss the Amendments of 1st and 2nd after repeated corrections (usually around Six, though it is up to the Playing-In-The-Water-ian on hand to decide exactly how many) is immediately sentenced to death by cuttlefish. It is not required to utilise the cuttlefish manually to kill; give them the opening to attack the offender themselves, and they will take matters into their own tentacles. However, if the offender states 'I Do Not Care' in regards to his or her death sentence, he or she has every right to dismiss themselves from it, as Three is indeed equal to Three.

4th Amendment: The Right To Swim Like Zohan and Michael Phelps Combined. This law pertains only to citizens of Playing In The Water, so as to both demonstrate our watery prowess and to make others jealous of said prowess. All citizens, from birth, are indoctrinated into a rigorous training regime which is entirely government-funded, the purpose of which is to bestow the swimming powers of both Zohan and Michael Phelps into every Playing-In-The-Water-ian. The 3rd Amendment, The Right To Not Care, cannot be used to dismiss this training, as Four is a distinctly larger number in value than Three, and having a lower value dictating what a higher value can or cannot do is foolish.

5th Amendment: The Right To Bump. Should any Playing-In-The-Water-ian find themselves in a confrontation with another Playing-In-The-Water-ian - or any manner of sea life, for that matter - the Playing-In-The-Water-ian has every right to attack the confronting individual with their nose, in the manner akin to a dolphin, whereas they bump repeatedly with their snout. It is suggested one aim for the gills, as that usually seems to garner the best results. If the opponent has no gills, attempt to release cuttlefish to dispatch your enemy.

6th Amendment: The Right To Sea Anemones. Every person in Playing In The Water, with no exceptions, has the proudly unique and distinct right - found in no other nation in the world - to wear a sea anemone as a hat. This is not mandatory, but it is fashionable, and it usually helps in protecting oneself from blows to the head, as sea anemones can be stingy and hurt. (Note; the government is not held liable for any stingy injuries sustained while either procuring a sea anemone as a hat or in the process of wearing the sea anemone as a hat.)

* The Diet is responsible for the declaration of all wars and military actions; each of the Chancellor's requests for the use of force must be approved by both the Chamber of Representatives and the Chamber of Regents.

The Chamber of Representatives
* This chamber is responsible for generating and writing national legislation for the Grand Duchy.
* The membership shall consist of one representative per 500,000 citizens, based on geographical location and according to the most recent census.
* Each Representative shall be chosen on the basis of a simple majority vote in each electoral region.
* Representatives shall serve a term of three years.
* Representatives may serve no more than three terms in office.

The Chamber of Regents
* This chamber is responsible for generating and writing national legislation for the Grand Duchy.
* There shall be 100 Regents.
* Regents shall be chosen by political parties in proportion with the nationwide percentage of the popular vote that each party receives in national Regent Elections.
* Regents shall serve a term of six years
* Regents may serve no more than two terms in office.
* No party that receives less than 5% of the vote in Regents' elections shall seat Regents as a result of that election.

The Chamber of Peers
This chamber is responsible for providing moral, ethical, legal, and common-sense advice to the Chamber of Representative and the Chamber of Regents. Peers are urged to take a non-partisan, disinterested view of the issues.
* Peers may and must advise the other chambers regarding the pros and cons of any proposed legislation.
* Peers may block any proposed legislation or override any Chancellor's veto, provided that 23 of the 25 Peers are in agreement. This power is normally used only during grave emergencies.
* Peers may cast votes in the Chamber of Regents in the event of a tie among the regular members.
* Peers serve a term of eight years.
* Peers are selected on a rolling basis in such manner that no more than 1/8th of this chamber shall be chosen in any calendar year
* Peers may accept no money, gifts, or remunerations from any lobbying group, political party, business, union, or other non-governmental organization.
* Peers are expected to relocate to the capital and spend most of their time researching the issues of the day.
* Peers will be dismissed if they engage in partisan activities or excessive discussions with the media while in office.
* Peers are to be compensated at twice the prevailing rate of pay for Regents. Upon the conclusion of her term, a Peer may opt to receive a government pension to provide for her retirement from public life.

Peers shall be selected in the following manner:
1. Twelve of the 25 consultants shall be chosen from the adult population at large, from a pool of voluntary applicants. All Peers are to be chosen from the "at large" pool are selected randomly, but in such manner that, collectively, they represent a demographic cross-section of the adult Maern population.

2. One Peer (twelve in all) is chosen from each the following fields and professions:
* Legal
* Education
* Science and Research
* The arts
* Military
* Financial and entrepreneurial
* Environmental
* Manufacturing and Construction
* Healthcare
* Labor
* Service Industries
* Agriculture
* Each profession or field shall determine its own method of Peer selection.

3. One Peer is selected personally by the Head of State.

Section IV - The Courts

The Judicial power of the Grand Duchy shall be invested in one Supreme Court, and in such inferior courts as deemed necessary by the Ducal Diet.

* The Supreme Court shall serve as the final appellate court of both law and fact
* Justices of the Supreme Court shall be nominated by the Chancellor and confirmed by a simple majority in both the Chamber of Representatives and the Chamber of Peers

* The Supreme Court shall have jurisdiction over all of the following matters:
o All laws passed by the Ducal Diet
o All laws passed by the Provinces or Districts that conflict with national law
o All treaties and agreements between Maerngau and other sovereign states
o All interpretations of this Constitution of the Grand Duchy of Maerngau

Section V - The Provinces

* Each province shall have a constitutional government.
* Each province have the freedom to choose a provincial Head of State in accordance with its own unique history and culture.
* Except as so delineated herein, no province, district, or municipality shall in any manner be construed as having its own rights.
* Each province shall exist to enhance the liberties, freedoms, rights, and welfare of its inhabitants.
* No province shall issue any legislation, decree, or executive order which preempts, evades, or contradicts the laws of the Grand Duchy of Maerngau.
* No province may shelter any fugitive from the law from another province
* Each province shall be treated with full faith and credit by its sister provinces and by the Ducal Diet.

Section VI - Amendment
From time to time, the Ducal Diet shall deem it necessary to amend this document.

* The Diet shall propose amendments to this Constitution when approved by a two-thirds majority of each of the lower two houses.
* A proposal shall become an Amendment at such time that 3/4ths of electoral districts of the Chamber of Representatives ratify it. Representational Districts may ratify proposed amendments by either of the following methods:

1. Plebiscite by a simple majority of the electorate
2. Convention of the Representation District, to be organized in such fashion as is consistent with the laws of the District and its parent Province as delineated in the appropriate constitutions.

It is child abuse insofar as teaching a person to walk is child abuse. Watery movement is the primary method of transportation in my country, and it is crippling to a poor child if they cannot utilise it. There are also fish cookies offered at every training session, to encourage them to enjoy the experience.

This document reflects and perpetuates the values deemed necessary for the state to ensure the highest possible happiness and welfare for each of its citizens and also the world at large. It is similar to the U.S. Constitution, borrowing liberally from that august role model. Our constitution differs in some important respects:

1) Our preamble explicitly mentions environmentalism as a core principle of the society.

2) The Bill of Rights is the first and most important section of the document. Highlights of our bill of rights:
- no one may be discriminated against on the basis of sexual orientation
- There is no explicit right to bear arms, but there is the right to self-defense. Firearms are legal in nearly all jurisdictions, however, with a background check, five-day waiting period, registration, and proof of accidental insurance. Guns are essentially treated like cars.

3) We also have a "bill of obligations." Income tax is written into the Constitution, along with obligatory military/community service, eminent domain, and jury duty. The combination of the right to own property along with the obligation to contribute resources more-or-less mandates a mixed capitalist/socialist economic system. Therefore, neither extremist free-marketeers nor communists would fight it easy to govern here.

4) Our legislature is tri-cameral, with an advisory body of 25 citizens in the highest chamber.

Preamble

We the people of surote agree to break away from the U.S. to create a federation for the people and not the bussiness or the govt. benefit. Where we can come and live a life of great wealth and voice in government.

Gov't works and Succession

The Gov't works of the U.S.E are most complicated but reasonable we will make three houses two for laws and regulations one for citizen overview and approval. After the approval the two other houses have to approve it in order to bring it to the Internal Presidents office where if the Internal president signs it then the diplo pres has to approve of it and get it through the ambassador league(10th amendment coming up)After all that it finally becomes a law.

Justice Assembly

The justice assembly A.K.A the House of People well vote on laws on there constitutional rights and what they will mean for rights in the country of the United Surote Emirates. The justices in the house of people are the only justices allowed to join parties and be on sides as long as they vote on constitutional grounds(which is decided by the supreme court justices overlooking the sessions).

1st amendment, The right of speech,vote,assembly and Salary. This amendment allows you to Speak anyway you want as long as it's not hurtful. The freedom of vote lets everyone(That's over 16 years old and even felons) vote in Surote Federation. The right of assembly lets people assemble peacefully without interfernce of government. and the right of salary lets people choose there payments to a cap set by bussiness and government but can be changed according to production or economic status by government and Company approval.

2nd amendment, The right to bear arms. this allows anyone to own guns after they pass a background check and a home safety test by Arms companies and Government.

3rd amendment, The right of search. This allows the police and government to search people homes with proof of evidence of illegal activity for search and if you have a criminal record with at lease one felony on it.

4th amendment, The right of stripping, the right of the Government to take people's land if there are doing illegal activity or not paying the bank for the land if they(the banks) still owns it.

5th amendment, The right of child work. The right to let the children over 14 to work(Up to 4 hours a day) but still have to go to school to government limit.

7th amendment, the right to run for government positions, this right lets you run for government positions(Unless you have three or more felonies on your record).

8 th amendment, the Government system. As fort by the congress the executive office of the surote federation will consist of the Internal, diplomatic President and there cabient. Congress will consist of the house of the people, parliment and chambers of citizens. The house of the people is Proptional representation with 105 seats up for grabs every five years, the parliment is equal represntation(6 reps per Emirate) with 36 seats up for grabs every two years and the chamber of citizens is equal representation(5 citizens per Emirate) with 30 seats up for grabs every year. in order to pass laws in the congress two of the three houses must have passed the law with a majority of 55% or more and the Internal and diplomatic presidents must sign it and only overrides of 70% majority in all houses. The chambers of citizens is just of bunch of regular citizens(usual None partisan and are voted in) that vote on bills to make in to law. There are only trial courts and Superem courts which consist of seven appionted judges. Superem court takes care of felonies and making sure laws are constitutional and trial courts take care of misdismeanors.The Internal president will be vote in every five years with two term limits The internal president will take care of the nations internal economy,civil rights and issues. While the diplomatic President will be voted in every two years and have a 6 term limit The diplomatic president will take care of foreign policy,trade with other countries and foreign issues.

As a nation of representive democracy every emirate gets a number depending on how many electors are in the house of people which is deceided by the population the high the pop the higher the number. ballots are hand counted but preliminary results are posted for the whole world to see six days later

10th amendment, Ambassador league. The ambassador league is the top five ambassadors(chosen by the diplo pres) vote on laws that affect the conutry of the United Surote Emirates where only a modest majority will get it passed.

Article 1
Meadowmere is a Christian nation.

Section 1
Meadowmere is a constitutional monarchy.

The monarchy is hereditary until the descendants of the founding monarch ends. Elected monarchs serve for calendar decades, or such remaining portions as the case may be, but may not serve as monarch in more than two decades.

The monarch selects a crown successor, the crown prince or crown princess. If the monarch dies, the crown successor becomes the monarch.

Meadowmere has a representative assembly as the legislative body.

The monarch, or monarch's representative, has a voting seat in the assembly. If the assembly elects a seated member as the president of the assembly, then the monarch chooses the replacement for that seat.

There are twelve seats in the assembly for voting representatives, and one seat for the president of the assembly. The president of the assembly votes only in the event of a tie.

The supreme court is composed of two justices and one chief justice, each of equal vote. All are nominated by the monarch and assembly concord.

The monarch and assembly concord is supervised by the supreme court for all matters except the selection of supreme court justices. The monarch nominates a person for office within 30 days of the opening. Within 30 days, the representative assembly must approve that person by a three-fourths majority or send the monarch a list of three acceptable nominees. If the monarch selects one from the list, that person fills the office. If the assembly cannot send a list of three within the 30 days, the monarch's nominee fills the office.

Section 3
Laws passed by the assembly are first judged as constitutional and second accompanied by a statement of scope and application written by the justices. The supreme court then serves to affirm or block legislation or affirm or direct the monarch and assembly concord.

The Governor is responsible for the administrative management of government actions and activities. The governor also serves for one calendar decade, or such portion as remains when appointed.

The electorate is composed of: (1) all lawful citizens who register to vote, (2) have reached or exceeded 20 years of age, and (3) are not currently serving a prison sentence.

Section 1
There is no death penalty beyond the possibility that the prison sentence may be longer than the convict's natural life.

Section 2
No person arrested for a crime but not convicted of the crime will serve time with convicted criminals. A separate facility, common to that of a moderate hotel will be afforded such unconvicted persons.

Section 3
Crimes are of three categories: minor, felony, or capital.

A person convicted of a minor crime that calls for incarceration will serve 1 day on the first offense, and double the previous sentence for the next subsequent convictions. A person convicted beyond 8 times for minor offenses would then next serve as a felony as the next conviction would exceed 1 year.

A person convicted of a felony will serve 1 year on the first felony offense, and double the previous sentence for the next subsequent convictions. A person convicted to serve time beyond 4 felony sentences would then next serve as a capital crime for the next conviction.

A person convicted of a capital crime, one involving loss of life or great injury or loss to persons or property, will serve 10 years on the first capital crime offense, and double the previous sentence for the next subsequent convictions. A person convicted to serve time beyond 4 capital crime sentences is essentially serving a life sentence.

Section 1
The government revenue is assessed in only three areas: (1) receipt of fees for such public goods and services as is proper to charge the users for; (2) a revenue tarrif on imported goods and services, never to be more than 5 percent except during times of national emergency; and (3) an income tax on persons and businesses for wages and profits, a minimum of 10 percent, and a maximum of 20 percent.

The government serves to provide such public goods and services as national defense, law enforcement, policing uniform weights and standards or such other fair business practices to protect the populace. The churches hold a societal role not only to provide opportunity and direction for worship of God and learning of God's ways for humanity from the Scripture examples, but to provide basic schooling for the nation's young. Any person who does not support a church or related church organization as provides education and public assistance to the needy with at least their tithe (10 percent) of income will instead be taxed at the higher 20 percent rate, which then goes to subsidize the churches for the social welfare needs of the people.

Section 3
The fiscal year is the calendar year. The government may incur such short term debt as is needed to accomplish the operations of government, but must maintain a balanced budget over the course of three fiscal years so that debts incurred in excess of budget in one year must be balanced out in the subsequent two years to show that government outlays do not exceed government revenues except for a short time.

Article 9
The monarch, body of the representative assembly, and supreme court publish letters of intent, letters of objection, and letters of scope or limitation for their various actions. These letters, the bills, votes, and accompanying illustrations and effects are compiled and recorded in the national archive. The archive then makes copies available to the public or such limited persons as may be necessary because of the subject, and the originals kept safe and secure. Not only are these saved for posterity but as evidence of legal or improper actions of government or officers in that government.

Article 10
As most major offices are held for calendar decades, the following apply in the cases of elected offices. For the representative assembly, even numbered seats are elected in years evenly divisible by ten. Odd numbered seats are elected mid-decade in the year evenly divided by five. In November of the election year, the assembly will compile a list of three nominees for each seat if the monarch choose not to make a nomination, and otherwise two nominees to add to the monarch's nominee. The list will be made public by the last Tuesday of November, so the assembly will need to finalize their deliberations before then. The electorate may not place suggestions to the assembly after that time. The election takes place on the first Tuesday of December. No campaigning or electioneering may take place after the last day of November on that year. The assembly, monarch, and supreme court reviews the process and results and either approve each other's results or challenge it. The matter must be settled before the last day of December when the list of new officers and representatives is made public. These people then take office on the second business day of the new year.
