Nation name release!

I created a fake (by created I do not mean created an account for) nation to be used as the IC "backnation" (compare the US to England, that is me to this nation) by the name of "Blackmoor". So, for RP purposes, one day I decide to create the nation "Blackmoor" on the actual site.

This is what I get:

Founded: Antiquity
Last activity: Tue Jan 14 2003
Population: 161 million

And a "reserved" message. What's the problem? Does this not fit the "rezzerecktable" criteria?

Someone has taken control of my nation!

It is against the rules to hijack someone else's nation, and if we see someone do it, we'll ban them. If we don't see it happen, though, and someone changes your password and e-mail address, I'm afraid you're on your own. As far as the game is concerned, your government has been overthrown in a coup.

Of course that itself had nothing to do with the question I asked, as described in my response to this. Partly because I was reporting log in eroors rather than someone actually accessing the account, partly because this was a nation I had actually recently acquired when I reported it, and partly since I had not loaned any nation in quite some time-been at least half a year although others have let me borrow their nations during the time. Anyhow, now I have a few questions on it.

Does this mean if someone was to temporarily let someone use their nation and the person using it later "hijacked" is the mods will no longer do anything about the nation even if the Mods do see it occur? I suppose that would then count as the Mods not seeing it happen-but then what does? Would it only be like login errors before?

Also does that mean any nation that changes hands is forever out of Mod's problems? Or is it for a certain period? For example, one nation exchanges hands, willingly or not, and the Mods do not see it occur, and so pass it off when it is reported by the original owner. Does that mean for the future it is no longer concerned if it is stolen by another or such by randomly and correctly guessing the password first try?

Last section. In the Mods' response to me it says if you are loaning out puppets you cannot come report to Mods if other people are accessing them. Same to assume other people mean anyone besides the own or the one the login information was supposedly given to? Also, by "them" it means puppets I am sure but never specifically says any puppets owned by that person or only the specific puppet that was shared with others. Is it safe to say, from my inference by the specific situation, that the "them" means any puppet owned by the person regardless of whther it was ever shared with anyone else but the lriginal owner and also regardless of whether the password is the same or not of puppets that have been shared by the owner?

1. is active
2. ceased to exist less than 5 years ago
3. accumulated a population of 250 million or more
4. founded an existing region
5. is mentioned in the History of an existing region
6. authored or was the subject of a WA resolution (incl. Historical ones)
7. authored an Issue
8. was a moderator or admin
9. was deleted by a mod
10. is marked as reserved by a Game Mod

Announcement: The size cap in Item #3 is increasing.
The increase will be gradual over a period of weeks, but should eventually stabilize at 500 million. Please be reasonable and take only nation names you intend to play. We really don't want to release a bunch of names only to get them locked away for another 5+ years. Thanks.

Probably a victim of a data sync bug: being outside any region causes a nation to not update and thus not gain population. Any affected nation can solve this simply by moving to a new region, so we don't know how many nations end up suffering from this bug. So once in a while we sweep the system for nations affected as such, and abandoned ones (idle too long) are then removed in the very next update.
