If you can say with a straight face that a particular person, party, or ideology has "no set policy" on genocide, you are quite literally saying that that person, party, or ideology is in favor of genocide under certain situations.

You're not really helping your case here, and may consider setting a policy - I'd recommend "AGAINST".

Did you also get the figures for indivdiual nations voting, as well as the delegate-weighted figures?

The delegate weighted figures are all that matter, BA. The number of actual nations voting is wholly irrelevant.

That depends largely as to whether or not you would still consider, or in some cases ever consider, Nazi Europe to be raider. Individual members might still be raiding under other flags, but I am unaware of the last time Nazi Europe actually raided anything in earnest, and throwing up the "Invader" tag does not magically make your region raider. Yeah, well it's kind of hard to raid other regions when your own is wide open and the threat of outright destruction, as opposed to the jacking up of the RMB and embassies that normally occurs to the target of raids. If we'd had any friends, now...

Well the delegates have inflated votes, so it isn't exactly 'pure' democracy. The purest form of democracy on NS is the election of regional delegates, but it is because of this intermediate process that the WA is not a pure democracy.

The existence of endocaps hardly means that regional delegates are capable of being democratically elected where the sitting delegate doesn't want them too.

That's sort of what I was trying to say - delegate elections are the purest form of democray in NS, but because of the inflated votes gained through these elections, resolutions are not truely a democratic ordeal.

However, my main point was that democracy by itself or in these situations is more a monster ('mob rule' as you and I like to call it) than a freind.
