Accepting that Auralia's repeal is likely to pass, and feeling that there were some valid issues raised during the voting process, I'm posting here (as the other thread has gotten very murky in my view) a redraft of the V.E.C for proposal in due course. I feel a lot of valid arguments were made during the voting process and will be addressing them all in due course.

Owing to the fact I feel quite passionate about this act, and that had it been done better it would have passed with a stronger margin, I wish to give this the attention it deserves rather than merely writing it off. I will of course highlight any changes I've made since the passage of the previous act.

Vehicular Emissions Act
Category: Environmental | Area: Automobile manufacturing


Commending the efforts of many WA member nations to improving the quality of the environment and their willingness of to adapt feasible approaches towards achieving this goal.

Believing that the reduction of waste emissions from the automotive sector is an international issue with significant climate implications. And further believing that no simple solutions exist to tackling these issues which cross and no national boundaries. and that every nation and industry should accept a collective responsibility and affirmative response attitude towards improving.

Noting that waste products/emissions from mechanical forms of transportation such as cars, buses, trains, shipping, and air travel, constitute a significant source of atmospheric pollutants and believing that that every nation and industry should accept a collective responsibility and affirmative response attitude towards lowering their output of these pollutants.

Intending to reduce the environmental impact made by WA member nations through their automotive industries and general automotive operations.

Defines for the purpose of this act;

(i) "Automobile" as a vehicle designed for the carriage of goods or people powered either fully, or in part by an internal combustion engine or external combustion engine.

(ii) "Emissions" as the harmful gas by-products released into the atmosphere as a direct result of the burning of carbon-based fuels (such as coal, natural gas, and petroleum products) via an internal combustion engine or likewise device equivalent in function ie; carbon monoxide, hydrocarbons, carbon dioxide and nitrogen oxide.

Hereby;

(i) Mandates that member-states take all practical and effective measures to make a meaningful and good-faith effort towards reducing vehicular emissions to the lowest financially and technically viable levels. progressive schedule of reduction in the amount of emissions produced by automobiles manufactured after the passage of this resolution.

(ii) Understands that the automotive industry by nature goes through developmental stages and therefore encourages the automotive industry to adhere to the progressive schedule of reduction as much as is practicable while mandating regular figures to be provided to government agencies reflecting said improvements and ensuring that all entities are actually progressing towards this goal.

(iii) Mandates the creation of the "International Vehicular Emissions Authority" committee to review the data from clause (ii) annually to ensure compliance with clause (i) and (ii) respectively.

(iv)Charges the "IVEA" with;
(a)The collection and review of data from nations in relation to their output reductions.
(b)The direct liaison with WA nations and the WA body in relation to compliance with the act.

(c)Assessing the needs of automotive industries and a case by case basis to determine if assistance is required (and the provision of assistance) in achieving the resolution targets.
(d)The research of potential technologies which will further offset emission production and the sharing of this knowledge with nations yet to acquire it of their own accord.


(iv) Encourages the automotive industry to set a target and strive towards said target of a 75% reduction in vehicle emissions in comparison to current levels.

(v) Encouraging the automotive industry to continually strive to reduce emissions to the lowest possible achievable levels as technology and funding improves over time.

(v) Encourages governments to offer incentives to the automotive industry to achieve the target set out in clause (iv). lowest viable emission rates possible.

(vi) Encourages governments to offer incentives to citizens to purchase vehicles which produce lower emissions than others available on the market.

(vii) Mandates the automotive industry set aside proportionate funding, to research and develop engines and technologies which will further offset emissions from their products.

(vii) Encourages the automotive industry to make use of research acquired and shared by the "IVEA" to further assist in the offset of emissions.

REQUIRING vehicle manufacturers to provide emissions data for new vehicle models and to submit this data annually to the IVEA.

REQUIRING the IVEA to submit an annual report to the WA on overall emissions within member states as well as progress toward IVEA targets in new vehicle models.

(iv) REQUIRES vehicle manufacturers to provide consumers with emissions ratings in compliance with IVEA reporting standards so that consumers can make educated choices when selecting new vehicles.

(v) Encourages governments to offer incentives to the automotive industry to achieve the lowest viable emission rates possible and to educate their citizens on methods to reduce vehicular emissions from in-service vehicles.

(vi) ENCOURAGES member states to provide incentives for the development of emission reduction technologies, as well as for the upgrading or replacement of vehicles with excessive emissions.

(vii) RECOGNIZES the right of each nation to require vehicles sold or operated within their borders to adhere to stricter standards than those set by the IVEA.

(viii) URGES member states to share effective emissions reduction techniques so that all states may achieve or surpass the IVEA targets.

The General Assembly;

1: Defines, for the purposes of this resolution;
"automobile" as a mechanically propelled vehicle designed for the carriage of goods or people powered in part or fully by an engine or likewise device, and
"emissions" as gases released into the atmosphere that are established to be harmful to persons or the natural environment,
The General Assembly,

2: Mandates, under this resolution;
(i) Requires all member nations to take any and all economically viable measures to reduce automobile emissions;

(ii) The establishment of the International Automobile Emissions Commission (IAEC) with the following mandate:
-to create procedures for the collection and publishing of automobile emissions data by member nations and automobile manufacturers,
-to establish recommended automobile emissions standards based on this data,
-to submit an annual report to the World Assembly on automobile emissions in member nations, including projections of future automobile emissions and progress towards the implementation of IAEC standards;

3: Further requires all member nations and automobile manufacturers to implement IAEC reporting standards;

4: Encourages member nations to incentivize the development of automobile emission reduction technologies, as well as the modification or replacement of in-service automobiles producing excessive emissions;

5: Further encourages member nations to share effective emissions reduction technologies with other nations.



I believe this is the final draft I'm now satifisied with will be moving to submit come the weekend.

So the general Q&A
Truth be told, we believe the committee is what will ultimately ensure compliance within the act, what was highlighted before though was the committee had no powers and served essentially no function, this is something we would like to address and hopefully have.

Gone, this became a massive bone of contention and we've decided to kill it off, replacing it with something a little less controversial.

We've taken into consideration Auralia's law of diminishing returns and changed around the language to reflect that, also there was some horrendous issues with punctuation and grammar which we hope we've nailed down this time too.

I'm liking the changes, though I'd like to make a couple suggestions:

For the definition of "automobile", specify that it's a "wheeled vehicle". Nitpicky perhaps, but it might become a shitstorm if you don't.

As for this bit,
(i) Mandates that member-states take all practical and effective measures to make a meaningful and good-faith effort towards reducing vehicular emissions to their lowest possible levels, including the institution of a progressive schedule of reduction in the amount of emissions produced by automobiles manufactured after the passage of this resolution.

I'd suggest changing "lowest possible levels" to something like "lowest levels that may be achieved in an economical and technically feasible manner". As it's written, it's basically saying "if you can cut emissions by x%, do it", but like they were saying with the argument about diminishing returns in the debate on the first version, it's no good cutting emissions by x% if the pollution control system is the size of the car itself and is prohibitively expensive. With the changes, it's saying more like "cut emissions by as much as you can without breaking the bank or making the car completely impractical to use".

Why not just change the first clause to read:

We like the progressive reduction feature of the first clause. We also like that there is not set percentage that it should be reduced to. Flugenstein particularly enjoys the spirit of the bill and would assume that it would be useful in limiting emissions in the future.

I'll have to think this one over, lest I be faced with a ton of "hovering" cars that belch out pollutants and the claim being i've exposed a loophole ;)

It seems very basic, and while there's nothing wrong with that, and I suppose it could ultimately tie in with the encouragement clause near the end, basic tends to = potential for loophole. And thats the very thing I'm trying to avoid having spat back at me come the voting stages. That said, I have made a strikeout to bring it closer to your suggestion.

We would however be curious to see if despite the advice on that particular change, if you find this less offensive than the previous version?

Essentially, this does nothing. Automobile manufacturing companies need simply state that their vehicles' emissions are at the lowest rate deemed possible by current technologies and still be in compliance with the resolution, rendering the committee powerless.

Not your strongest piece of writing, either, Mr. Chombers, and I'd hope that you take the time to refine it to a higher standard before you consider submitting it. Well, I'd hope you don't consider submitting this at all; I don't believe there's sufficient need to warrant international legislation on this issue.

My suggestion would be to have the version with the red and blue hidden behind a spoiler with the current suggested version, as it would appear if you were proposing it tomorrow, as the main focus of the OP.

Mkay, here's my suggested changes.

Commending the efforts of many WA member nations to improving the quality of the environment and their willingness to adapt feasible approaches towards achieving this goal,

Believing that the reduction of waste emissions from the automotive sector is an international issue with significant climate implications. And further believing that no simple solutions exist to tackling these issues which cross national boundaries,

Noting that waste products/emissions from mechanical forms of transportation such as cars, buses, trains, shipping, and air travel, constitute a significant source of atmospheric pollutants and believing that that every nation and industry should accept a collective responsibility and affirmative response attitude towards lowering their output of these pollutants,

Intending to reduce the environmental impact made by WA member nations through their automotive industries and general automotive operations,

Defining, for the purposes of this act,

(i) "Automobile" as a vehicle designed for the carriage of goods or people powered either fully, or in part by an internal combustion engine or external combustion engine,

(ii) "Emissions" as the harmful gas by-products released into the atmosphere as a direct result of the burning of carbon-based fuels (such as coal, natural gas, and petroleum products) via an internal combustion engine or likewise device equivalent in function ie; carbon monoxide, hydrocarbons, carbon dioxide and nitrogen oxide,

Hereby

(i) Mandates that member-states take all practical and effective measures towards reducing vehicular emissions to the lowest financially and technically viable levels, and to continue these measures as new technology becomes available so long as it remains financially viable and practical to do so,

(i)(a)Does not place a burden in relation to mandate (i) of reduction on any nation who's vehicular emissions are already at the lowest levels possible and to attempt to reduce them further would result in less gained than ventured in the endeavour. - Explicitly including this clause makes it seem like the proposal is optional and it might go against you in the event. Better to clarify this in the debate or in campaign TGs if necessary.

(ii) Understands that the automotive industry by nature goes through developmental stages and therefore encourages the automotive industry to adhere to a progressive schedule of reduction as much as is practicable while mandating regular figures to be provided to government agencies reflecting said improvements and ensuring that all entities are actually progressing towards this goal, - Simple change of "the progressive schedule" to "a progressive schedule", given there's no progressive schedule for the "the" to refer back to. Also makes the schedule an encouragement, which deals with Auralia's concern about diminishing returns more effectively.

(iii) Mandates the creation of the "International Vehicular Emissions Authority" committee to review the data from clause (ii) annually to ensure compliance with clause (i) and (ii) respectively, - Don't say what it's duties are right before defining its duties. Also, I don't like the quotation marks, they just seem wrong.

(iv)Charges the "IVEA" with - If the acronym can be pronounced as a word, I generally disapprove of definite articles, but that's just me.
(a)The Collecting and review of data from nations in relation to their output reductions,
(b)The Directly liaising with WA nations and the WA body in relation to compliance with the act,
(c)Assessing the needs of automotive industries companies and on a case by case basis to determine if assistance is required (and the provision of assistance) in achieving the resolution targets,
(d)The Researching of potential technologies which will further offset emission production and the sharing of this knowledge with nations yet to acquire it of their own accord,

- Here, I standardised the formatting of the sub-clauses so that they're all in the present continuous, which reads better. I also struck out the provision of assistance without putting it back in because I'd like to see further discussion on what's meant by this. It certainly seems like something far too important to be in brackets.

(v) Encourages the automotive industry to continue striving to reduce emissions to the lowest possible achievable levels as technology and funding improves over time, - Standardised formatting and killed an unnecessary adverb. Adverbs are the enemy.

(v) Encourages governments to offer incentives to the automotive industry to achieve the lowest viable emission rates possible,

(vi) Encourages governments to offer incentives to citizens to purchase vehicles which produce lower emissions than others available on the market,

(vii) Encourages the automotive industry to make use of research acquired and shared by the "IVEA" to further assist in the offset of emissions. - The acronym thing again.


This is all I have to say about the resolution text right now, though there are two other things I want to look at outside the actual content.

1. Standard WA lore says that committees continue to exist after the resolution establishing them is repealed, expressly so that committees that are used by multiple resolutions aren't subject to HoC. They merely get stripped of the functions assigned to them in said resolution. Apart from the fact that it saddens me that GABDO still exists out there somewhere, I'm concerned about whether this resolution can establish IVEA if the first VEC already did, or if the "committees stay around forever" rule only applies when a committee has been used more than once at the time of the repeal.

2. I'd like to suggest "Improving Vehicle Emissions" as the title as a pun on this proposals attempt to improve on the VEC (and because I hate repeated titles).

All changes duely made, that I can see, I hope I didn't miss any.

Unsure of this my self, so have changed the wording in the clause slightly in relation to the committee aspect, let me know if you think it wont fly.

Given how much assistance you've given, I can't see why that would be unreasonable.

Looked over it again; the new draft is much clearer and seems better written (which leads me to say that my previous comments were a little too harsh... oops :S).

While it look good enough; it isn't a proposal I'd be supporting, as I don't think there's a need for more environmental resolutions just quite yet, and I don't believe the issue of vehicle emissions demands international legislation.

As per implementing Ossitania's changes; you've missed the removal of quotations surrounding IVEA, and you have two (v)s under Hereby, along with a stray square bracket in front of (iv).

To me, this appears to be a resolution which only establishes some sort of comittee; it advocates much but mandates nothing. Based on that, I'm opposed because I feel that this resolution will be utterly ineffective at reducing consumption of carbon by the automotive transport sector. There are no emissions targets, no thresholds, nor standards on what is an accepted amount of carbon produced per vehicle.

As many will also tell you, as NS is not IRL, expect alot of debate as to whether or not this is a need for a drastic reduction in carbon produced.

It only applies if they still have any functions left after the repeal.

OOC: I think the new title is a bit silly. It seems to imply that vehicle emissions per se can be improved as if doing so would improve air quality or something. I'd go for something more functional.

The highlighted part is not necessary IMO, since at the front you've already said "...is an international issue" and the two sentences are joined by an "And further ". The idea that it is an international issue carries through, there is no need to say it again by writing "which cross national boundaries".

Lol, I note you like to use double emphasis in your sentences, such as “reducing” vs “lowest”.... “lowest financially viable” vs “so long as it remains financially viable”. Repeating the same idea is fine if it’s really important, but if done too often, the sentence can seem longwinded.
