The subject of establishing a Monavian diplomatic mission in the Pansapient Dominion of Ganosia had been discussed several times between October 2012 and January 2013. The creation of this mission took a while because the Ministry of Foreign Affairs had encountered a recent backlog of work, especially as the Monavian government prepared to initiate another wave of global outreach initiatives and new diplomatic agreements.

Minister Carter had spent several weeks consulting the Monavian Foreign Relations Council, a group which serves as his official body of advisers, on the subject of selecting the best person for the job of being the new ambassador. Carter had journeyed to Ganosia in the past and greatly admired its cultural achievements, but its growing economic clout and prominence in world affairs made it a state which commanded a particular brand of respect. Carter therefore knew that the candidates being selected would have to be senior diplomats with both extensive experience and education. While Carter could easily select some newly-minted envoy who just earned his or her first doctorate, he decided to find somebody more eminently qualified. He wanted the Ganosians to receive an ambassador who had seniority equal to the task.

Carter eventually found the man he needed in the person of Walter K. Thurman. Thurman’s personal background was similar to Carter’s—well-educated, affluent, and Roman Catholic—though Thurman’s education was more diverse and his church was eastern rite while Carter’s was western rite. When Carter finally sent his recommendation to the king and queen in January, he only had to wait one day before receiving an affirmative answer. Thurman would indeed be appointed to the post.

While Thurman searched for the people he wanted to recommend as royal appointments for his mission, Carter set himself to work drafting a letter that would accompany the embassy application paperwork. After writing out his first draft on February 11, he let it sit for two days while attending to other official business before confirming some of the details and making a few revisions on the thirteenth. When the work was all finished, he placed the unbent pages inside a large ecru envelope and addressed the front to Abishag Korey, his Ganosian counterpart. After a few swishes with his fountain pen, Carter summoned a courier to deliver the papers.

No matter - we have always welcomed the Monavian government's attempts to maintain cordial relations with us. As for the issue of the concealed carry permit, we will permit her to carry her weapon, permitted she is responsible with its use. I assume that it is merely for her own safety, though Ganosia is usually quite peaceful, and I doubt she would need it when equipped with a security detail. Nine days had passed since Minister Carter had filed the embassy application with Minister Korey’s office. During the intervening period, Ambassador Thurman was provided some time to select his attachés and arrange his itinerary for departing Monavian territory. By the time an official copy of Korey’s reply arrived at the Ministry, Thurman had presented his credentials and began moving into the new building.

The courier who picked up Korey’s reply locked it inside a secure aluminium briefcase to prevent it from being lost, stolen, or otherwise compromised in the process of being brought upstairs. When he finally arrived, he informed Carter about the nature of the case’s contents. Moments later, Carter dismissed him so that he could have some privacy in which to read through the response his counterpart had written. Carter did not take long to draft a final message, thus drawing this line of correspondence to a close.
