Section One: History
The Empire of Thrashia rose about from the confluences of several interest groups connected through their affiliation with the noble houses of Kuat. The empire was founded by an ambitious family known as the House of Shadaum. Living in the Braxant Sector and using the backing of powerful Kuat Drive Yards assets, the House of Shadaum under Augustus Shadaum III conquered that sector and united it with the powerful Kuat Family of Kuat. The great abundance of natural resources which the Braxant sector could provide and the economic vitality of the Kuat sector created a firm foundation for an ambitious young empire.
Very soon however the other families of the new empire could not stomach an emperor even if they directly benefited from the creation of the empire. As such they organized the assassination of the entire House of Shadaum. The royal family's private cruiser had its hyperdrive navigational computer corrupted and when the Emperor Shadaum III attempted to make a hyperspace jump to Kuat System, they instead jumped into the center of a local star. The sabotage was blamed on Coredian rebels and a campaign to stamp them out was shortly carried out. A young commander, aggressive and ambitious, Treize Kushrenada rose to power and ruled.
Emperor Treize's rule did not last more than a few years before jealous rivals rose up and instigated an assassination plot.
In the wake of the emperor's death and his family's a power struggle erupted between the major families in the Braxant Sector. One family rose above the rest due in part to the backing of the Kuat Family and the assistance of a Chiss commander, named in his native tongue Mitth'raw'nuruodo. Lured into Imperial service by the Kuat Family, Commander Thrawn led the forces of the Kaine Family to victory over their opponents and in 30 BPD the empire was once again at peace.
Leading the empire now was Regent Ardus Kaine. In return for his services, Commander Thrawn was promoted to Grand Admiral of the Imperial Navy and made its de facto commander in chief. With the promise of being free to use his resources as he saw fit and shape the Imperial Military accordingly, Thrawn was more than willing to cooperate.
By machinations that came to bear fruit within the last decade, a Sith Lord infiltrated the Thrashian civil government and tried to engineer a civil war within the Empire. The last heir to the Shadaum throne was killed by the Sith. Fortune favored the Empire however and the majority of the military and civilian leadership remained loyal to Regent Kaine. Darth Vaco, as the traitorous snake became known, managed to escape justice and is at large within the galaxy.
A decade after the creation of the Thrashian Regency, the galaxy-spanning conflict known as the 'The Great Chaos Incursion' took place. Galactic nations from one end of the galaxy to the other were affected. Even the Regent perished, killed by the vile actions of a surprise Chaos assault upon Bastion. Many Thrashian soldiers died defending the Empire and in the joint-effort to destroy the Chaos threat. The Empire's greatest military leader sacrificed his life to help end that threat, with many tears given after the news that Grand Admiral Thrawn was dead.
In the wake of the changed galactic politics and in order to start afresh, without the baggage of previous entanglements, the Thrashian Empire transferred itself from its old home to the Milky Way Galaxy. Lock, stock, and barrel -- heavy industry, citizens, mineral wealth, and even the construction rings of Kuat itself were hauled away and into the Expanse Gate. A new home now lies ahead, a new life, within the Beta Quadrant of the Milky Way Galaxy. And now, more than ever, the Thrashian people are driven to succeed and carve for themselves a home. To commemorate this new change the daughter of the former regent and widow of the grand admiral, Dheinelia Vera Nuruodo, was crowned Empress -- the first monarch to rule the Empire in over three decades. Such an auspicious beginning to the new age of the Empire is promising.

Article One - Powers of Government
Section 1.0
The powers of the Emperor or Empress of Thrashia are as follows:
- (a)The Emperor or Empress of Thrashia may appoint any being worthy to the post of planetary governor, system governor, or sector governor - hereforeto referred to as Moff - and may appoint whatever deputies the Emperor or Empress believes necessary to help in the assistance of those posts.
- (b)The Emperor or Empress of Thrashia may veto any decision made by the Imperial Moff Council, and strike down any law made by the Imperial Moff Council, so long as the passage of such a decision or law was not unanimous.
- (c)The Emperor or Empress of Thrashia is the Head of State of the Thrashian Empire. Domestic legislatures allowed under law are under the Emperor or Empress's jurisdiction.
- (d)The position of Emperor or Empress of Thrashia is hereditary.
- (e)The Emperor or Empress of Thrashia has the power to remove any Moff or Grand Moff from their position if they are deemed unfit and three-fourths of the Imperial Mof Council agree with the removal.
- (f)The Emperor of Empress of Thrashia has the power to freeze and/of seize all assets, personal and public, from an individual, company, organization, or congolomerate if they are violation of Imperial Law.
Section 1.1
The powers of the Imperial Moff Council are as follows:
- (a)The Head of the Imperial Moff Council is appointed by the Emperor or Empress of Thrashia.
- (b)The number of members of the Imperial Moff Council shall never exceed sixteen, nor be fewer than seven. Unless a quorom is formed, no decision made in the name of the Moff Council will be legal.
- (c)The Imperial Moff Council is responsible for overseeing the foreign policy of the Thrashian Empire.
- (d)The Imperial Moff Council is responsible for conducting all foreign trade missions and policies.
- (e)The Head of the Imperial Moff Council is the Head of Government of the Thrashian Empire.
- (f)The Imperial Army and Imperial Navy both have non-voting seats at the Imperial Moff Council. Their seats do not count towards the creation of a quorom.
Section 1.2
The delegated responsibilities of the Imperial Moff Council are as follows:
- (a)The Imperial Moff Council has the power to tax, borrow, pay debt and provide for the common defense and the general welfare; to regulate commerce, bankruptcies, and coin money. To regulate internal affairs, it has the power to regulate and govern military forces and militias, suppress insurrections and repel invasions.
- (b)Imperial Planetary Governors and System Governors are to provide for naturalization, standards of weights and measures, public communications and roads, and patents; to directly govern the Imperial district and cessions of land by the territories for forts and arsenals.
- (c)All Imperial Moffs have the power to punish piracies and offenses against the Imperial Law.
- (d)The Imperial Moff Council has the power to declare war and make rules of war.
- (e)In the event that there are no heirs to the Imperial throne, the Imperial Moff Council will act as a Regency. By popular will of the Imperial citizenry and endorsement from at least one Imperial Moff Council voting member, a new Emperor or Empress may be chosen to assume the Imperial throne.
Article Two - Rights of Imperial Citizens
Section 1.0
The rights of individual citizen beings are as follows:
- (a)Imperial Citizens are guaranteed the right to freedoms of speech, religion, privacy, education, clean food and water, assembly, and the pursuit of happiness.
- (b)Imperial Citizens are required to register with the Imperial Service Bureau upon reaching the age of 18 years. Once registered, choices will be given for them to choose how best to serve the Empire through the Selective Service Program for a period of no greater than three years and be paid adequately to the work provided in service.
- (c)Imperial Citizens have the right to request an audience with the Emperor or Empress of the Empire of Thrashia.
- (d)Imperial Citizens are required to obey all laws and regulations as dictated in Imperial Law.
- (e)Imperial Citizens shall not have their rights and priviledges infringed upon unless it is of the utmost and vital urgency to infringe upon them in the need of protecting the Empire.
- (f)Imperial Citizens shall not be discriminated against for any personal creed they may choose to believe in or follow.
- (g)Imperial Citizens are guaranteed the right to monetary and medical assistance upon reaching the age of 60 years.
- (h)Imperial Citizens are guaranteed the right to a trial by magistrate, judge, or jury.

Description: The Validusia-class naval station came about as a result of the Imperial Navy's need for an efficient and large enough station to refuel and resupply an entire fleet task force at one time. The Station is modular and easily broken down for transport between systems. The station proved to be a success and well enough defended in its own right as to be capable of acting independently in deep space. These stations have now become a staple for Imperial naval stations.

Sound Cancellation Disruptor
A device that masks any and all sound within a specific, target area. The device absorbs any and all sound waves that touch upon it and then replays those same sound waves in a mirror-like affect, slightly out of phase. The waves cancel each other out and thus mask all sound within the designated area. The device is a special metal that is created to attune to sound waves and vibrations, usually in disk form to absorb the maximum amount of waves. Commandos are known to utilize the SCD disks in their operations. Those affected in the affected area experience total deafness and, to their personal experience, appear mute.
Section Three: Fleet/Army Organization
Imperial Fleet
The Imperial Fleet is commanded by a Supreme Commander, a man holding the rank of Grand Admiral. At present Grand Admiral Thrawn is in command of the Thrashian Military as a whole, but the Fleet specifically. There are eight Admirals beneath the Supreme Commander, each commanding a fleet. They are Admirals Orannis, Daala, Tyrik, Valorum, Manech, Guren, Piett and Teshik. The command structure branches down from there. There is also a Reserve Fleet under the direct command of the Supreme Commander.
The Imperial Fleet utilizes numerous different types of ships, numbering in the thousands. With the Fleet continually upgrading its military hardware it is a nigh impossible task to account for every single ship and fighter of the fleet. Often times older model ships are taken to scrap yards where they are disassembled and melted down to form the necessary materials for newer and better ships.
Thrashian Imperial Fleet Organization
- Consists of five levels of command and organization.
- Line: The most basic combat formation in the Imperial Navy was the line of battle, or simply a line, and the smallest organizational unit used for space combat. The Imperial Starfleet shaped 4 to 20 starships into lines, depending on the type of line. The line was the most amorphous level of organization in the Starfleet. The Imperial Starfleet Order of Battle outlines seven types of lines: attack, heavy attack, reconnaissance, pursuit, skirmish, troop and torpedo.
- Squadron: the smallest independent operating unit in the Imperial Navy. Composed of several lines, a squadron is commanded by a rear admiral or higher and ranges from 14 to 60 ships, depending upon the composition of the lines in the squadron. A squadron is [usually] the largest concentration of ships normally assigned to a single system.
- Systems Force: combining several squadrons under the command of an vice admiral or admiral, referred to as a commodore while leading a systems force. These combined forces are responsible for Imperial Fleet actions across multiple star systems. Rather than outline specific formations of system forces, the Imperial Starfleet Order of Battle lends flexibility to commodores to pool the whole of their naval resources and shape them as necessary missions require.
- Fleet: Where all previous units were generally bound to specific system or set of systems, the Imperial Navy designates a fleet as a "sector resource", allowing it to operate on a sector-wide scale. A fleet is the smallest unit transferred between sectors. With such a large number of units, there are thousands of potential types of fleet alignments. Common fleet deployment types included superiority fleets, assault fleets, and bombard fleets. Other examples of alignments that a fleet might take include a deepdock fleet, support fleet, or ordinance fleet.
- Sector Group: A sector group is the sum total of naval strength which the Empire expects to commit to a normal sector. A fleet admiral commands a sector group, a title usually granted to the Moff who governed the sector until Grand Admiral Thrawn officially removed all military powers from system and sector governors. A sector group could be expected to contain at least 2,400 ships, 24 of which are Star Destroyers, and another 1,600 combat starships.
- Regional, Oversector and Strategic Military Commands: Roving fleets aimed at specific tasks, the composition and command of which is based at the discretion of the Supreme Commander of the Imperial Military. Usually consisting of a higher than average number of capitol ships and super dreadnoughts than normal.

Notes: Each rank in the Imperial Fleet is by necessity one rank higher than its shared moniker in the Army. Therefore a Fleet Lieutenant has the same level of authority and rank as an Army Captain. The same results from the Clone Legions: an Army Lieutenant has the same authority and rank as a Clone Trooper Captain.
Section Four: Military Organizations & Others
Imperial Army
Led by Grand Marshal Maximilian Veers, the loyal masses of citizen soldiery who make up a strong fighting force. Trained by clone troopers to be as effective as possible, the Imperial Army is capable of fighting with most foes, yet is more often than not a simple auxiliary force that is used to back up the regular clone army. They are however equipped with the same armor and weaponry as the clone armies, meaning that many of Thrashia's enemies confuse the regular Imperial Army with that of the Clone Legions. Major Generals Everywhere
There are far more corps HQs than there are corps. This represents an abundance of more than pleasant jobs for officers, some of whom are perhaps less than brilliant officers but have time in-service; the corps HQ is the basis for the Imperial Garrison. The Empire requires garrisons to be organizational focal points for rapid mobilization. Realizing that, in a crisis, units may have to be sent from many parts of a sector, the Army wanted HQs in place which could take command of all these separate parts.
As Imperial doctrine currently holds that a corps is a sufficient force to retake any planet, corps HQ are set up as the basis of Imperial garrisons. As garrisons also have diplomatic, trade, and research functions, additional tech, medical, science, and diplomatic service personnel are assigned to them. These are nominally outside the major generals' command, but reality often puts the general in charge.
The typical military contingent that is at any garrison is at the regimental level, most often with four battalions mixed in a way which is optimum for the world on which the garrison is situated rather than following a rigid ORBAT. A battalion of stormtroopers, one of AT-STs, and two battalions of heavy armor is a popular configuration for the typical garrison. Most garrisons also do not have access to the latest TIE fighter models, but must content themselves with whatever a wise commander can scrounge.
Clonetrooper Legions
The stormtrooper/clonetrooper soldiers are unquestioningly loyal and ardent in their efforts to execute the Empire's will. Whether it is to sack a planet and destroy its inhabitants or protect a lonely outpost, the clonetrooper armies are molded to be set for any task necessary. They are the best of the best and pride themselves on nothing less.

Note: In order to be more fair to the clones and realizing that moral is important and vital to clones, Grand Admiral Thrawn saw to it that after a clone finished his training and was considered a trooper of the Imperial war machine, then he be given the anti-aging formula that would halt the accelerated growth rate that had been part of their original genome upon being grown. This made it so a clone could, after being discharged from duty due to age or wounds, live a relatively normal life after finishing their duty. Thrawn also set up a Clone Retirement Fund that gave each retired clone a yearly stipend of credits based on their former rank and service. Many clones after, they are discharged, are used as colonists for new worlds around the Empire.
Imperial Navy
The largest military organization within the Thrashian Empire, the Imperial Navy - or Imperial Fleet as it is sometimes called - is responsible for the control of space and the domination of the stellar battlefield. Without the dedication of its service members, from the lowest crewman responsible for cleaning engine parts to the ship captains who command the vessels of the Navy, the Imperial Navy would not be what it is today. Most consider the Imperial Navy to be superior to the Army or Clone Legions, creating a strong spirit de corps. The Imperial Navy is also the home of the Stormtrooper Corp. At the end of thirty months of rigorous physical and academic training, you will receive a commission as Warrant Officer, Ensign, or Lieutenant in the Imperial Navy. Imperial Survey Corps & Imperial Exploration Corps
The Imperial Survey Corps (ISC) was a branch of the Imperial Military, more specifically the Imperial Navy, whose duty was the exploration of the galaxy. It was a sister organization of the Imperial Exploration Corps, also a branch of the Imperial Navy. To fulfill its mission, the ISC was often staffed with scientists and scouts. The ISC's preferred scout vessel was the MRX-BR Pacifier, which embodied the Imperial scout's mindset with its powerful weapon systems and two backup hyperdrives. The longevity of its mainstay vessel allows the ISC to send scouts out on extended missions, sometimes lasting for years.
The Imperial Exploration Corps (IEC) was a branch of the Imperial Navy tasked with the exploration of known regions of the galaxy to locate planets which could be used to supply either resources or personnel. They were a sister branch of the Imperial Survey Corps. Their task has been greatly eased by the local mass production of the Cognitio-class Probe Vessel, which has been utilized by the ISC, IEC, and the Imperial Ubiqtorate.

In order that the Thrashian Empire is never at the mercy of either Jedi or Sith Force users the Emperor Treize founded a school of Force users that did not pick either the "light" or "dark" side of the force. Rather these "gray knights" used the Unifying Force to fight and control their powers. The Imperial Knights are charged with the protection of the Realm and of the Emperor. They are led by a Grand Master.
Imperial Ubiqtorate
The organization responsible for all Imperial Intelligence gathering is the Ubiqtorate. Agents of the Ubiqtorate tend to be far more interesting characters than is normally associated with the regularly uniformed service members of the Empire. Though Imperial Naval Intelligence and Imperial Army Intelligence do not operate under Ubiqtorate authority, they are subject to reviews by them -- a contention which has caused friction between the organizations on more than one occasion.

- Battlegroup (8,192 troopers): A battlegroup consists of four regiments, led by a high colonel or brigadier. The battlegroup is the standard deployment for major Imperial Army offensives. Battlegroup is an Imperial designation that replaced the old Republican disignation of division.
- Corps (32,768 troopers): A corps consists of four battlegroups, commanded by a major general. A corps is deployed as a unit for major planetary operations.
- Army (131,072 troopers): An army consists of four corps, commanded by a general.
- Systems Army (as many as 383,216 troopers): A Systems Army consists of between one and three armies operating in the same system, and is largely a bookkeeping designation, not an operational unit.
- Sector Army (as many as 1,572,864 troopers): A Sector Army consists of between two and four systems armies, and is commanded by a marshal or grand general
Further Details of the Thrashian Imperial Army
Within the myriad morass of the Imperial Army, made up mostly of clones, there is much more diversity than one would expect on but a first look. Since most nations have only experienced the look-alike white armoured army stormtroopers or the newer model Clone Legions with whom conformity is a part of life; most would be surprised to find that in the newer legions that have since been formed and created, that there exist several different types of clonetroopers within the Thrashian Imperial Army.
There are many improvements that Thrashian armorers have made to the traditional stormtrooper uniform. Helmet sensory devices and communications gear have been markedly improved. Armor strength was also an issue and as such was improved using new alloys and ablative materials so that it better absorbs and diffuses an energy blast or shrapnel.
The current armament and mainstay of the stormtrooper corp is the new ARC-99 Blaster Rifle, or more commonly known simply as the ARC Blaster. It is far more accurate and powerful weapon than the traditional E-11 Blaster Rifle, which in turn has resulted in the DC Blaster having a greater power drain, meaning that it has fewer shots per ammo-energy pack. Some units within the military still operate older model, but reliable, DC-15s. Most planetary militias and police forces use E-11s.
Section Five: Imperial Economy
At the heart of the Thrashian economy is planetary trade. Intra-planetary trade can support a local economy, but, in many cases, the higher levels of government spending required for an advanced society such as Thrashia's can only be funded by interplanetary exports. While some planets maintain their own shipping fleets, most rely on large freight firms, such as Banston Transport Systems (a firm owned by the Banston Family, to whom Moff Banston is a son to the current patriarch of the business), or independent freight haulers to carry their goods along major hyperlanes. This is further expanded by inter-galactic trade with foreign governments and allied nations.
Droids are an integral part of the Thrashian economy and programmed for a number of uses, including construction, excavation, repair, piloting, maintenance, mining and other labor. The advantages of using such droids were that they could work in inaccessible and dangerous environments that most sentient species could not, as well as not needing pay or other perks sentients would. As such the vast majority of the Imperial workforce consists of droids.
Slavery, or forced labour, is ostensibly outlawed within the domain of Thrashia. However for those individuals who break the law of the Empire but are not sentenced to death, a lesser sentence is usually given. That lesser sentence usually consists of being sent to asteroid mining facilities or are given, through the Imperial Security Bureau, to the mines of Kessel, where the Emperor owns a significant plot of territory.
To compete in the galactic economy, many planets within Thrashia chose to focus their economy at a planetary level. Planets with a valuable natural resource would focus on its export, while other less fortunate planets would achieve success through economies of planetary scale. Entire planetary surfaces often were devoted to grain fields, droid factories, or mineral mining. These are especially common in those systems governed by pro-Guild moffs and planetary governors.
Other planets, however, (at least in earlier times) voluntarily chose what might be described as deliberate non-specialization. Small-time farming was the ideal. Herding and hunting also took place. Concentrating not on mass export but rather on providing for themselves, they were largely dependent on imports to sustain their non-agricultural needs. In some ways these worlds could be thought to rank alongside the more poverty stricken but in reality they served as the perpetual customers for which more developed systems existed to supply, thus creating a constant stimulus for commerce.
Imperial Revenue Codes govern the process of taxation in the Thrashian Empire. Under them, the burden of proof is on the taxpayer (at least for conglomerate corporations); failure to provide adequate proof of having paid taxes is taken as admission of guilt. Penalties range from confiscation of property to imprisonment in labor camps.
In return for the support given to the Corporate Sector Authority, the Empire collects a yearly stipend of 3% of the total gross product, 9% of all material, and 20% of all strategic rare elements coming out of the Corporate Sector.

Thrashian Legal Codes
Note that all lawcodes are subject to change with no less than twenty-four hour notice. The actual charge may be upgraded or downgraded depending on the severity of the infraction.
Class A Infractions
- Industrial sabotage against the Empire of Thrashia
- Embezzlement of sums exceeding 10,000 credits
- Willful destruction of Imperial property
- Acts of terrorism against the Empire
- Piracy of proprietary Imperial materials and information
- Violation of Imperial ship weapon and personal weapon codes
- Murder
- Rape
Consequences: Arrest, permanent exile from the Empire, possible life assignment to a labor colony, revocation and forfeiture of all monetary assets. Possible execution.
Class B Infractions
- Embezzlement of sums not exceeding 10,000 credits
- Conspiracy against the Empire
- Credit fraud
- Misuse of Imperial registered copyrights or registered symbols
- Transportation of illegal weapons within the Empire
- Promoting unsanctioned unionization
- Theft of property from a private citizen
- Assault against a private citizen
Consquences: Arrest, possible 5-20 years assignment to a labor colony, fine equivalent to 1-3 years' salary.
Class C Infractions
- Vandalism of Imperial property
- Ownership or possession of illegal weapons
- Criminal dereliction of duty
- Slander or libel towards Imperial programs, personnel or products
Consequences: Fine equivalent to 1-6 months' salary, demotion, possible three months to five years assignment to a labor colony.
