The Uber Nation of La Habana is comprised of four main islands, with the largest called Habana. The other three are called Uber Island, Southern Uber City, and Avala Island. La Habana also includes dozens of smaller islands, collectively called Fisherman isles (to the North), The Outer Isles (to the East), and The Belt Isles (to the South). Outside of La Habana land and maritime territory there exists a large expanse of International Waters, with the nearest neighbour being over 1500 Kilometers away. The land mass of La Habana is over 1,100,000 square Kilometers, which is relatively large. One of La Habana's greatest assets is it's expansive coastline, which has allowed generations of La Habanians to reap the rewards of the sea; the length of La Habana's coast is over 75,000 Kilometers. La Habana's maritime claims include The Southern Sea, and The Northern Sea, with the former being marginally larger.


La Habana's terrain is mainly rainforest, with considerable mountain ranges in the central belt of Habana Island; The highest mountain in La Habana is Cloudscraper Mountain, with the peak reaching 6,000 Metres. Except from these mountain ranges, most of La Habana rises to no more than 20 Metres above sea level, with many of the smaller islands barely more than half a Metre above sea level. La Habana's climate ranges from tropical to subtropical, with the rainy season from November to March, and the dry season from April to October. In the rainy season it is common for several inches of rain to fall within a few hours; however in the dry season there is only a few centimetres of rain each week. Temperatures range from 15-20 degrees Centigrade in the rainy season, to 25-40 degrees Centigrade in the dry season. Humidity is often 80-95% all year round.


La Habana is heavily urbanized, with the Capital city of Uber City being the largest with over 8 billion inhabitants, followed by La Habana City with over 4 billion inhabitants; the rest of the population are located in small towns and villages throughout the smaller island chains. The rural areas of La Habana remain relatively undeveloped, as the industrialization and urbanization of La Habana has led to rural regions being sparsely populated; however there exists some agricultural and mining use of rural areas, with mineral resources such as iron, bauxite, gold, silver, platinum, uranium, tin, and coal being the most commonly mined. Agricultural products include sugar, tobacco, bananas, pineapples, and wheat. There also exists considerable oil and gas deposits within The Northern Sea and The Southern Sea. Very little of La Habana's land is irrigated, as the soil in many areas of La Habana has a naturally occuring irrigation through underground streams.


La Habana also includes a few natural hazards. The density of rainforest throughout La Habana is one of them, which is home to 47 species of poisonous snake, 10 species of poisonous spider, 2 species of tiger, and various types of crocodile. The rainy season in La Habana can also cause hazards such as flash floods, mud and rockslides, and tree toppling. The considerable distances between some of the islands of La Habana also poses a risk, as boats and ships can easily be caught in a tropical storm which may veer them off course; this problem is made worse with large undersea metal deposits, which causes magnetic compasses to give an incorrect location of North. The existence of uranium deposits in some areas of La Habana also poses problems of radioactive contamination of certain areas; however these areas are usually clearly marked with warning signs.


La Habana has been facing a number of challenges in terms of environmental issues; as the heavily urbanized nature of La Habana creates large quantities of household waste, as well as fumes from certain industries. However, a number of clean burning fuels have been introduced, and this has cut the gas emissions of La Habana by about 75%. La Habana has also made considerable use of hybrid nuclear fission-fusion plants for it's power needs.

The Uber Nation of La Habana has a well established and diverse economy, and is dependent upon it's unique geography and climate for it's survival. La Habana is a free market nation, with a laissez-faire policy maintained by The La Habana Government. This policy has allowed La Habana to grow into a bustling trading nation, with a variety of exports. This laissez-faire policy is helped further by the 0% rate of income tax, regardless of income; meaning that considerable volumes of capital flow between La Habanians, and driving the economic life of the nation. Minimum wage laws in La Habana are also none-existant, meaning that it is the responsibility of the business owner and worker to negotiate wages; this flexibility of incomes has minimized government bureaucracy. There is no minimum age that a person has to be to start working; as long as the person is capable they may work; however the extremely developed nature of La Habana means that most jobs require an education. The average earnings of a La Habanian is U 48,465.25, which is classed as being well within the overall pay/living cost ratio.

The main products of La Habana include information technology, defence technology, alcoholic beverages, tobacco products, steel products, oil and gas products, publishing products, fish, sugar, tropical fruits, mineral water, wheat, coffee, cannabis, and coca. La Habana is an extremely high-tech nation, with cybernetics and internet technologies being pervasive; in fact many La Habanians are classed as cybernetic organisms. Sugar is produced to manufacture La Habana Rum, a popular beverage in La Habana and abroad. Tobacco is grown to be rolled into cigars, which are smoked in La Habana and abroad. Oil and gas reserves are refined into oil and gas products for use in La Habana and for export. Fish, tropical fruits, and mineral water are consumed in La Habana, with some mineral water being exported. Coffee is grown to be freeze-dried and then consumed in La Habana and abroad. Cannabis and coca are also produced, as The La Habana Government does not have any laws against the consumption of drugs.

The main imports of La Habana include a variety of foodstuffs such as milk, meat, grain, fast food, fruits, and vegetables; as domestic food production is unable to feed the majority of the population. A variety of fabric products such as clothes are imported, as La Habana does not have the necessary climate for cotton production. La Habana also imports large quantities of cement and other construction materials to maintain the sprawling urban centres of La Habana. The high GDP per capita of La Habana means there is also a very high demand for luxury items, such as cars, jewellery, fine food and other consumables.

MILITARY OF LA HABANA


The Uber Nation of La Habana maintains no conventional military forces, as La Habana has membership in The Vladivostok Alliance, a mutual defence alliance that guarantees La Habana's security from hostile attack. La Habana maintained military forces up until 1983, but the changing economic priorities led to income tax rates being slashed from close to 100% to 0% in a few years; these budgetary cuts and relocation of funds to other departments led to the defence budget being reduced to zero. All military forces of La Habana were officially disbanded in August 1986. La Habana has not been militarily involved in any foreign wars in it's long history, nor has La Habana ever been invaded by a foreign power. In recent years the former military bases of La Habana have been offered to La Habana's allies, to guarantee a reaction force against any future aggression by a foreign power.


LAW ENFORCEMENT OF LA HABANA


The Uber Nation of La Habana maintains a small but effective law enforcement contingent that handles domestic law enforcement, foreign intelligence, and domestic intelligence. Due to budgetary constraints of law enforcement departments, many are dependent upon links to other departments and commercial entities; however significant funds from The La Habana Government's 'black budget' are diverted to cover costs. The La Habana Government maintains a largely 'hands off' approach because of it's liberal stance towards drugs and prostitution, therefore only serious crimes such as rape, assault, murder, fraud, hacking, smuggling, and corruption are investigated. As a member of The World Assembly, La Habana's law enforcement divisions strictly adhere to human rights regulations when investigating crimes and prosecuting criminals. La Habana also has an independent judiciary, which is divided into Civil Courts (dealing with civil issues like divorce etc), District Courts (minor crimes such as theft and assault), and The High Court (serious crimes like fraud, murder).


DIVISIONS OF LAW ENFORCEMENT IN LA HABANA


DIVISION 5 - Division 5 is La Habana's intelligence agency responsible for foreign intelligence gathering, to counteract threats to La Habana. Division 5 has over 500,000 staff, and has an official annual budget of US$1.5 trillion, which is funded by the La Habana Government's 'black budget'. Division 5 has existed since 1983; and was preceded by The Foreign Intelligence Agency. Division 5 operates in nations which are considered a threat to La Habana, or monitors individuals in friendly nations that are known to harbour desires to subvert or attack La Habana's civilians or government. Division 5 has close links to La Habana's Ministry of Foreign Affairs, and is subject to regulation by the Ministry of Foreign Affairs.

- Division 10 is La Habana's intelligence agency responsible for internal intelligence and law enforcement. Division 10 has over 750,000 core staff, plus 1,000,000 more local law enforcement personnel, mostly volunteers. Division 10 has an official annual budget of US$2.5 trillion, which is funded by the La Habana Government's 'black budget'. Division 10 was formed in 1983, and was preceded by The Civil Guard, and The Special Investigation Bureau. Division 10 has a presence in all major population centres, with smaller local teams in the outlying islands of La Habana; and is responsible for investigating crimes committed in La Habana, and the prevention of domestic terrorism. Division 10 has links to a variety of private security companies and research institutes.

- Division 11 is La Habana's intelligence agency responsible for cyber security of La Habana, investigating issues related to cyborg and cyber affairs affecting security. Division 11 has over 500,000 staff plus volunteers. Division 11 has an official budget of US$2 trillion, which is funded by the La Habana Government's 'black budget'. Division 11 was originally created as a subsection of Division 10, but in 1992 was split from Division 10, and now operates independently. Division 11 is by it's nature one of the most high-tech of all La Habana's intelligence agencies, and is actively engaged in monitoring cybernetic affairs, as well as the net. Division 11 has close links to ArmaTech Corporation.

DIVISION X (?) - 'Division X' is a La Habana intelligence agency that is rumoured to exist, although the La Habana Government denies knowledge or the existence of 'Division X', saying that rumours and conspiracy theorists have created a 'web of misinformation and slander'. The original description of 'Division X' was published in an anonymously authored book entitled 'Division X: The Dark Secret of La Habana'; in which the author claimed to have spoken to a number of witnesses, that had seen or had knowledge of 'Division X'. The book details the activities of the organization, which includes extra-judicial killings, kidnapping, illegal detention, smuggling, blackmail, money laundering, aiding or abetting criminal or terrorist groups, bribery, use of banned weaponry or equipment, and computer hacking. The book claims to have evidence that 'Division X' carries out these illicit activities both domestically and internationally, and refers to details in a number of documents marked 'Top Secret'. The La Habana Government says that the book is 'a well-constructed masterpiece of deception and lies'.

The Government of The Uber Nation of La Habana is democratically elected every five years, and is headed by a President. The President is responsible for leading the country in both domestic and foreign affairs, and may serve a maximum of two five year terms in office. The President is assisted by The President's Cabinet of Ministers, who are selected from amongst his/her own party, or from the parties in a coalition. The President's Cabinet of Ministers include The Minister of Justice, The Minister of Health, The Minister of Commerce, The Minister of Transport, The Minister of Education, The Minister of Technology, The Minister of Culture, and The Minister of the Environment; however The Minister of Foreign Affairs is a permanent position, not selected by The President. The President's Cabinet of Ministers are responsible for the day-to day running of La Habana, but their actions may be vetoed by La Habana Parliament if there is a 65% vote against it. The Ministry of Justice, Ministry of Transport, Ministry of Technology, Ministry of Culture, and Ministry of the Environment all have their headquarters within La Habana's Parliament building; but The Ministry of Health, Ministry of Commerce, Ministry of Education, and Ministry of Foreign Affairs all have their own headquarters in Uber City. However, beneath the surface of Government in La Habana all is not as it seems; since 1983 a secret organization called 'The Uber Committee' have ruled La Habana. The Uber Nation of La Habana has ten main political parties, which take part in free elections every 5 years in a proportional representation system; specifically La Habana uses a party-list system in a multi-member constituency. We use barcodes to identify everything here, due to heavy mechanization and automation etc. A lot of apartments have barcode readers on the doors, and only open with the correct barcode.
