The United Republic Defense Security Assistance Agency is a federal executive agency of the United Republic federal government that serves as an intermediary between Emmerian defense contractors and foreign nations as part of the United Republic Foreign Military Sales (FMS) program. Foreign military sales are founded on the tradition of cooperation between the United Republic and other sovereign nations with similar values and interests in order to achieve common defense goals.

The DSAA Foreign Military Sales program is designed to expand the representation of the Emmerian defense industry across the globe. Emmerian defense firms have the option of participating in the program to offer their cutting-edge products and defense technology solutions to other nations in the world to foster the growth of the Emmerian defense industry while also enhancing a closer security relationship between the United Republic of Emmeria and her allies.

In accordance to the Castilla Doctrine, nations with poor civil rights or political freedoms, or otherwise oppressive governments, will be denied without question. The Overseas Military Production Program (OMPP) is a program to allow nations to produce Emmerian defense materiel domestically, either by allowing Emmerian defense contractors to open production facilities in said nation or by providing local manufacturers with domestic manufacturing licenses to produce specific equipment. There are two basic goals for the program. First of all, it allows for a reduced production load on Emmerian companies which, depending on demand, may strain to meet purchases and deadlines. By allowing these firms to outsource their production to similar facilities overseas, the companies can more effectively meet high demands. Secondly, a domestic manufacturing license allows the nation to produce the equipment locally, expanding its own military-industrial complex, enhancing local employment rates, and increasing national gross domestic product.

When a nation purchases a domestic manufacturing license to allow local defense contractors to produce the desired military equipment, Emmerian firms responsible for producing parts for the products will dispatch teams of specialists to oversee production. This will ensure the high quality and provide the required level of technological expertise to produce the product to its highest standards. Domestic manufacturing licenses are available for most products.

Close United Republic allies can invest in Emmerian companies by allowing these companies to construct production facilities in their nation, or alternatively allow the Emmerian firms to contract local firms to produce certain gear. In order to do so, the host country must request such rights via telegram.

Restricted products are products with special applied restrictions to prevent sensitive technologies from falling into the hands of the enemy. Although all products are restricted to nations with poor civil and political freedoms as per Emmerian foreign military sales restrictions, certain products have increased levels of restriction due to the sensitivity of their technology. In addition, no products are available to nations considered enemies of the United Republic of Emmeria or her allies.

All OMPP domestic manufacturing licenses are also subject to stringent restrictions.

The levels of restriction are detailed below.
No restriction — product is openly available to all nations except those with poor civil and/or political freedoms or nations considered enemies of the United Republic or its allies.
Level 1 — product is moderately restricted, particularly to nations that might present a threat to United Republic security interests. Also not available to nations with poor civil and/or political freedoms or nations considered enemies of the United Republic or its allies.
Level 2 — product is highly restricted, particularly to nations that might present a threat to United Republic security interests. Also not available to nations with poor civil and/or political freedoms or nations considered enemies of the United Republic or its allies. OMPP DMLs are stringently restricted as well.
Level 3+ — product is very selectively sold, and often is only available to nations trusted by the United Republic. Higher levels indicate availability strictly to allies of the U.R. OMPP DMLs are rarely provided.

Selective Discounts are provided on, as the name suggests, a selective basis. Nations requesting a discount may receive individual discounts on their products to allow them to more easily accommodate the purchases, particularly if they may have difficulty purchasing the product. A number of standardized discounts are also provided, but the nation must indicate their eligibility for the discount in their purchase in order to receive it. No more than one discount may be used per purchase.

[5PRSD] 5% Pardes regional security discount — 5% final purchase discount available to nations located in the Pardes region to promote regional stability, security, and commonality.

Secondly, I shall proceed to our order. Following the Legio Laxamentum Ordinis II that was recently signed into law by Caesar, we now have to provide equipment for the numerous new legions being trained and recruited for. Due to the Great Sundering, we are still experiencing inventory shortcomings in certain fields, and we turn to you to address this. Firstly, after we replaced the RCS system a few years ago, our soldiers lacked a decent eye protection, and as such, we would like to lodge an order for domestic production rights for the Berkeley XRAY Tactical™ ballistic sunglasses, as well as both of it's accessories. If the DSAA does not award such rights, we were wondering if we could work out a foreign manufacturing license or some similiar deal.

Thirdly, we also wish to purchase forty thousand ASM-140 XASM to remedy our lack of anti-satellite equipment, which may prove vital in our coming military operations. We also with to inquire if they may be mounted onto other jets, namely the LY910 Shadowhawk produced and sold by Lyran Arms, which is our military's main fighter.

The current arms buildup has barely tapped our stored income surplus and it's massive interest. To protect the eyes and brains of our honored Millions, we would like the DMRs to the Stemix WRETCH Low Cut and Warez WRETCH SOP Cut helmets. We have little to no interest in the other designs due to the lack of coverage of the ears, but these two will be significant assists to our efforts aboard. At the same time we would like the DML for the Berkeley XRAY Tactical, with great excitement on what we have planned for it's use. If everything goes as planned we should have more of these on our own forces then you could possibly make in the same amount of time. For this reason we send you 5 million USD to cover the cost, tip, and losses from a future overabundance of this equipment. We here at the Oslean Department of Defense wish to congratulate you in the opening of your new storefront, and sincerely hope that it attracts much business around your quality manufactures.

On the topic of business, the New Confederate States Marine Corps as well as the New Confederate States Navy have completed their evaluations of the F-36. I am proud to announce that both the NCSMC and NCSN have unanimously decided to adopt the F-36B and F-36C respectively as their premier multirole fighter. A majority of NC pilots rated the F-36 as a capable, formidable aircraft they would be comfortable flying into combat situations in, and support personnel find the maintenance readouts provided by the Self-Diagnosis System to be extremely helpful. Attached are the results of the simulated combat trials conducted by the NC pilots that flew the F-36B and F-36C.

On top of the aircraft requisitioned by the two branches, the NCSN has relayed a request regarding Anti-Satellite missiles. Acknowledging that the ASM-140 missile is a Level 2 Restricted product on par with the F-36 and its variants, we understand if their sale is restricted. Following is the order, in whole:

The prowess of Emmerian manufacturing is, without a shadow of doubt, a satisfactory supplement to out defense capabilities. We are highly satisfied with the five thousand F-36 Super Viper Joint Dominance Fighters, currently in active service with the Eagleland Air Force. We have received positive feedback from our pilots who were re-trained and remain confident that these aircraft will enhance our warfighting capabilities.

The feedback we have received, in addition to the availability of new products from the United Republic Defense Security Assistance Agency, have urged us to return, in order to submit an order which we believe will enhance the effectiveness of our armed forces.

Our order includes the implementation of the the acquisition of an Overseas Military Production Program, for several products. Specifically, we require a Domestic Manufacturing License for UAE Systems Modular Personal Body Armor System set (no inserts) as well as a Domestic Manufacturing License on Dyneema HB80 PHAI inserts for the latter. In addition, we request the acquisition of Domestic Manufacturing Licenses for Berkeley HEATRAY FR assault gloves, Berkeley XRAY wraparound sunglasses and, if applicable, for the Stemix Wearable Resistant Enhanced Tactical Combat Helmet (WRETCH), for all variants.

Moreover, if feasible and negotiable, we would like to inquire about the acquisition of UAE Systems Modular Personal Body Armor System's Enhanced Personal Protective Inserts (EPPIs), constructed of Scutum; specifically, we inquire whether our nation is authorised to acquire a Domestic Manufacturing Licence and/or individual units, of said inserts, in limited numbers.

Our order has been approved by the Eagleland Parliament Assembly of December the 31st, 2012, taking into consideration the following legal restrictions on weaponry acquisition and military reinforcement:
1: Article 35 of the Eagleland's Constitution, dictating honesty in all transactions;

The prowess of Emmerian manufacturing is, without a shadow of doubt, a satisfactory supplement to out defense capabilities. We are highly satisfied with the five thousand F-36 Super Viper Joint Dominance Fighters, currently in active service with the Eagleland Air Force. We have received positive feedback from our pilots who were re-trained and remain confident that these aircraft will enhance our warfighting capabilities.

The feedback we have received, in addition to the availability of new products from the United Republic Defense Security Assistance Agency, have urged us to return, in order to submit an order which we believe will enhance the effectiveness of our armed forces.

Our order includes the implementation of the the acquisition of an Overseas Military Production Program, for several products. Specifically, we require a Domestic Manufacturing License for UAE Systems Modular Personal Body Armor System set (no inserts) as well as a Domestic Manufacturing License on Dyneema HB80 PHAI inserts for the latter. In addition, we request the acquisition of Domestic Manufacturing Licenses for Berkeley HEATRAY FR assault gloves, Berkeley XRAY wraparound sunglasses and, if applicable, for the Stemix Wearable Resistant Enhanced Tactical Combat Helmet (WRETCH), for all variants.

Moreover, if feasible and negotiable, we would like to inquire about the acquisition of UAE Systems Modular Personal Body Armor System's Enhanced Personal Protective Inserts (EPPIs), constructed of Scutum; specifically, we inquire whether our nation is authorised to acquire a Domestic Manufacturing Licence and/or individual units, of said inserts, in limited numbers.

Our order has been approved by the Eagleland Parliament Assembly of December the 31st, 2012, taking into consideration the following legal restrictions on weaponry acquisition and military reinforcement:
1: Article 35 of the Eagleland's Constitution, dictating honesty in all transactions;
2: Article 8 of Law 3421/1867, which requires a financial check on all transactions;
3: Article 7 of Law 4212/1912, which authorizes the acquisition of foreign-made weaponry;

Understanding that your national interests need to come first, we recognize that, as Article 35 of our Constitution dictates, honesty and integrity in this transaction is paramount. For this purpose, special personnel are required for training our production personnel on the methods of producing said equipment. However, it is also necessary to understand that our Government will not request classified information or tactics used by your armed forces from such personnel.

Comprehending that compensation is required for this interaction we offer your company the sum of nine billion, eight hundred and eighty eight million NS Dollars (NS$ 9,880,000,000), to be transferred to your company's bank account, upon approval of our request.

Honoured Sirs/Madams of the U.R. Defence Security Assistance Agency,

Greetings. For the past few years, the Royal Navy has found it's fighter fleet being somewhat left behind as fifth generation aircraft become more and more common place around the world. The Admiralty, along with His Majesty's Cabinet, feel that the Navy must procure a fifth generation fighter of its own to combat this ever growing threat. Due diligence has been paid to multiple designs, however we find the F-36 Super Viper to be a near perfect match for our requirements.

Therefore, the Royal Navy would like to place an order for 168 (One Hundred and Sixty Eight) F-36C EMLAR aircraft for the price of USD $22,680,000,000. We would ask, if at all possible, that the aircraft be delivered in two batches of 84 aircraft.

We would also like to request the purchase of weapon systems with which to upgrade Navy, Air Force, Marine Corps and Coast Guard assets. We would like to place a further order, requesting DPR rights to the AIM-11X Python XSRM and AIM-145C Medusa XMRM for the price of $150 billion. On top of this, we would like to place an order for the AIM-160 Golden Eagle XLRM, for 10,000 units at the price of USD $10,000,000,000.

We'd like to ask if setting up a payment plan is acceptable? Ideally, we hope to be able to space payment out into monthly installments over the next 12 to 18 months. We hope this is acceptable to you.

If all goes smoothly and the purchased items perform as expected, as we're sure they will, we hope to do further business with the U.R. DSAA in the future.
