About C.L.I.

Commoner League Incorporated, better known as 'CLI', was founded on the fifth of February, 1994 and went international on December second, 2012. CLI began as a home grown defense company founded and based in TECT; it provided armed and unarmed security personnel, listed partner firms for jobs, and hosted many mercenary soldiers who used the company to acquire work. The company promised two things to its clients: CLI would serve the client to the fullest allowed in the agreement made between the two parties - and - CLI will perform its duties with the best available in technology and training in order to satisfy and protect the customer fully. Commoner League Inc. was originally formed as a union between many mercenary groups, paramilitary organizations, and other armed groups looking for work as security and military contractors; their coming together brought the benefit of corporation to their organizations, and, a new sense of identity. The Commoner Union of the past, as it was known, worked to find these organizations work and/or organize them into one force to serve a requested job - doing this, CLI stood as the middle man for contracts in exchange for a percentage of the pay. CLI changed as time went on, however, changing services and drastically overhauling itself to match the evolving market of the future, and, to become an international business rather then a national tender. Chief among these drastic changes were that CLI now operated its own forces rather then rely on partners, reorganized its structure from the ground up, provided the age old third party service to mercenary/paramilitary forces looking for work, and possessing the ability to provide military forces to interested clients/nations. CLI now recruited personnel who are highly trained professionals fit and ready for military combat and security roles, business and support staff, and promising a career for TECT veterans who needed work after their service. Staff in CLI are made up of these soldiers or "Commoner Contractor", they are structured as military personnel and will follow orders as military personnel. CLI hires civilian employees too in order to operate offices and the many other civilian duties/facilities required. As a defense company dedicated to professionalism, CLI also prides itself on using state of the art equipment - from armored vehicles, to aircraft, to the finest of small arms - all technology and equipment used are in order for CLI to complete the job as efficiently as possible. CLI prides itself on being the best in the PMC international marketplace - from military, security, rescue, training, and manpower - CLI stands ready to assist and protect TECT and the international community.

CLI calls TECT home, where the company first began as a small security firm and now grew to the world's largest private military company. Congress passed the 'PMC Allowances Act in 1985' allowing military companies to operate as long as permission was given and no laws were broken inside TECT borders; among that there were regulations created to be sure the company was safe enough for operations inside TECT. The government now helps by directing some potential clients to the company, authorizing and selling the company military styled weapons, and protecting the company politically. CLI now brings home funds to support itself and boost the economy as well, providing work and security for not only clients in TECT, but in numerous other countries around the world; the company is often displayed as a success story for the Commoner economy. Improving the economic sphere of TECT and other countries as well, the company's main focus is to spread its economic benefits throughout the world. Commoner League Incorporated has grown massively since going global, spreading its operations and branches to countries around the world; business has been plenty, income has rose very sharply, operations and capabilities have grown much stronger, and the corporation has since became the most powerful private military corporation in the world. CLI boasts a military force comparable to a small but well armed country; fleets of military ships, main battle tanks and fighter jets, savings and profits from the many operations ongoing around the world, and manpower equal to millions puts CLI as more powerful then some nations let alone any other private military company on the planet. Commoner League Inc. is today made up of the parent company (CLI) and branch companies in locations around the world; a foreign subsidiary, Akuma Defense, was also absorbed into CLI.

Heads of Corporation

Chairman - Jared A. Wall: The founder of CLI so many years ago, Mr. Wall served as both CEO and CFO for numerous years until the company grew into a larger corporation. The Chairman is responsible for running the company efficiently and smoothly with the assistance of his fellow board members. His duties typically include maintaining strong communication with the chief executive officer and high-level executives, formulating the company's business strategy, representing management and the board to the general public and shareholders, and maintaining corporate integrity. The Chairman, however, also owns the majority shares in the company since Mr, Wall is the company's original founder. Mr. Wall used the knowledge he gained as a Captain in the TECT Imperial Army to form the company initially and continues to use what he learned to train his personnel and run the company..

CEO (Chief Executive Officer) - Brent L. Tolbert: Mr. Tolbert was promoted from COO after Chairman Wall restructured the company because of its enlarging capacity. He is responsible for managing the company as the highest management position and handling most management situations by guidance from the Chairman. As a long time employee and friend of Mr. Wall, Tolbert was naturally a favored choice for the position. Mr. Tolbert served several years in the Imperial Air Force of TECT before joining the company as resource manager, quickly rising through the ranks using the management skills he learned in his time in the military.

COO (Chief Operations Officer) - Mathias M. Villadsen: Mr. Villadsen was promoted by CEO Tolbert in 2002 from his previous job as Commanding Officer of Ground Operations. Responsible for CLI's operations, the COO looks after issues related to marketing, sales, job operations and personnel. He is also responsible for all the jobs the company preforms, acting as the subordinate of the CEO. The COO works also with his subordinates who command the ground, air, and sea assets. Mr. Villadsen was an Imperial Army officer for more then a decade before he joined CLI as an armored forces officer; in the Imperial Army he also was an officer in an armored division.

CFO (Chief Financial Officer) - Jean R. Vest: A founding member of the company and CFO since the beginning, Mr. Vest was an Imperial Army officer alongside Chairman Wall who joined Wall to establish the company. The CFO is responsible for analyzing and reviewing financial data, reporting financial performance, preparing budgets and monitoring expenditures and costs. Mr. Vest has used his military training and collage degree to personally save the company in the financial sector and has worked out many deals for supplies and equipment from the government and foreign suppliers. Mr. Vest has worked out many deals including with TECT based arms manufacturing, foreign based arms manufacturers, pricing, and has done many things to lower the overall costs for the company.

Commander of Ground Operations (CGO) - Michael D. Aleman: The CGO is responsible for all operations, transportation, jobs, and ground facilities for the company's personnel. Mr. Aleman is the subordinate of the COO and is the commanding officer in charge of managing the ground forces of CLI; in comparison to a nation's armed forces, the CGO would be a country's chief army officer. He is an upcoming officer in the company and the youngest General ranked personnel in the company's history.

Commander of Air Operations (CAO) - Carrie R. Calloway: The CAO is in charge of all operations, jobs, transportation, aircraft, and personnel in the air services for the company. As the COO's subordinate, Mrs. Calloway is responsible for jobs that partake in the air and is the commanding officer of all air units; the CAO would be the chief air force officer in comparison to a nation's armed forces. Such missions and jobs that involve air missions besides naval situations, include transportation, aerial combat, and many other aircraft roles.

Commander of Naval Operations (CNO) - Richard M. Fitz: As CNO, Mr. Fitz is in charge of all naval operations, transportation, naval combat, and is the commanding officer of all naval units. Subordinate of the COO, Mr. Fitz is responsible for CLI naval services and is commander of all the naval units in the CLI inventory.

Diplomacy & Clientele

Commoner League Inc. is an international company, which allows it to have clients that are ether foreign to TECT or are actually foreign governments/militaries. CLI has had numerous legal showdowns with the TECT government in the past over paramilitary status being questionably safe to TECT's national security, as well as its supplying of military service for foreign nations. As of late, however, CLI has been accepted among most government leaders in TECT, including the Emperor and President. This relationship boost has patched up the legal issues CLI faced and has brought welcomed endorsements to the company for its economic and security achievements. The government also praised its spread of safety and security, hiring the company as security for some non-military facilities. Since then CLI has grown to be accepted and employed around the world by foreign bodies/organizations, especially after the company went international in 2012.

CLI as of 2012 has branched out to other countries and regions in order to boost its clientele. Since the corporation went international, clientele rose and numerous costumers from governments to private citizens have been hiring CLI's services for manpower and protection. To boost its business, CLI establishes Field Offices, military installations, and fully establishes branch companies inside a host nation; such facilities allows CLI to have a wide military reach, economic benefits to local populations, and the ability to assist the host nation's military in emergency situations. From governments to private organizations, companies to individuals, CLI is ready to provide security and protection through any means necessary.

Deployment & Contracts (Ordering)

Since 1994, CLI has offered customers the services of both individual mercenary groups or its own organized personnel made up of employees or "Commoner Contractors". Today, about eighty percent of the company's employment are made up of Commoner Contractors or non-combat personnel. The other twenty percent are mercenary groups, paramilitary organizations, and partnered organizations that work through or with CLI to get contracts and other jobs in exchange for a percentage of their reward money. This all means that you can hire a specific group of mercenaries, or, you can hire CLI's Commoner Contractors that actually work for the company. Contracts are structured on their danger levels, personnel needed, and time frame required to complete the job. CLI is equipped and offers services for [Security or Defense], [Military Training and War Games], [VIP and Government Security], [Full Combat Deployments], and many more. Danger categories are [Total War] - [Regional Conflict] - [Limited War] - [Minor Conflict] - [Mobilization] - [High Tensions] - [Complete Peacetime]. Time rates are varied but the standard layout of pricing is 12 months (1 year) = $100,000,000 for every 12 months or 1 year - 6 months = $50,000,000 - 2 months = $10,000,000.

In order for your request to be understood and categorized correctly we must ask you to follow a proper format. Such requests should detail the following: The client, description of the job, if you request a private group or CLI services (please list a name you wish to hire if choosing an individual group), how many employees you want sent (organization of employees will be detailed bellow), your best description of the category or the actual category, and any other details you believe are related to the contract. Letting us know all the details of a job will assist us in determining what assistance you need that we can suggest to you and makes our jobs easier on and off the front line. Field Office: A small to medium facility that is part public and private. The public half is made up of offices and public venues for local civilians to hire CLI forces to preform jobs - following local and national laws of course. The private half is fitted with a barracks to hold infantry personnel and equipment/vehicles. These facilities are primarily for providing light security duties, acting as the HQ for local jobs, and storing away personnel and equipment for jobs.

Depot/Vehicle Depot: Depots are storage facilities for CLI equipment and personnel. These facilities are very strictly locked down and private as they hold vehicles used for security and military purposes; this includes armored vehicles, tanks, cargo transports, and aircraft. Plenty of infantry personnel can also be stationed here. For security reasons, this facility is strictly closed to outside personnel and can be extremely dangerous to intruders - guards are armed and keep security their top priority. Local officials will be alerted for permission to openly transport vehicles, to prosecute intruders to high extent of the law, and to ensure their own level of security for the facility - though CLI also insists on the local host's knowledge that intruders may lose their life committing whatever crime they are attempting.

Airfield: Private CLI airfields that hold all of the company's aircraft and allow them to launch said aircraft. From civilian transports to fighter jets, these facilities, like Depots, are strictly off limits to the public and can be dangerous for intruders. Air traffic of course will be regulated by local officials and permission will be given notice to any air traffic from these airfields.

Docks: Privately owned docking facilities capable of stationing many ships including our civilian and vast selection of military vessels. These facilities are strictly off limits to the public and can be dangerous for intruders. Any sea traffic will be regulated by local officials and permission will be given notice before happening.

OOC Rules

  • 1: Orders will be made In Character only. OOC chatter is not permitted unless necessary or I allow it. Telegrams can be used for OOC discussion on anything regarding purchases, orders, complaints, etc.
  • 2: Orders will not be one liners or poorly written grammar atrocities. I make great exceptions but if they are not readable, poorly written one line letters, or other badly damaged communique, they will either be ignored or asked to be deleted by Moderation. If you feel you cannot make a halfway decent letter request or are worried otherwise, use the applications available for easier purchases/requests. Orders do not need written communiques as long as you have an application. A written IC communique that is understandable, written with at least good attempt, and isn't one small line is also acceptable with or without an application. As long as the information listed in the OPs/applications is stated, there is no issue. Professionalism is greatly encouraged.
  • 3: Drawing out posts and other wasting of my time will not be tolerated. For example, posting numerous communiques asking how good the company is and never ordering, or trolling with random posts. Such activity will earn you a spot on the blacklist on every TECT owned storefront. Doing such activity is not only rude to me but is wasting of both our times.
  • 4: Posts not concerning ordering, a purchase, or the storefront are not allowed. Most OOC can be sent to me through Telegram and I do not want random chatter on this storefront. This rule also consolidates with rule one. OOC is not allowed unless necessary. Other behavior will be listed continued on with rule five.
  • 5: Thread jacking, condemnations, and other bashing communiques are not allowed and will not be allowed ever. After seeing some storefronts fall to such heinous activities, this storefront will not allow the following: Condemnations of sales, practices, or customers to whom we sell to; condemnations on CLI for how clients use their hired personnel; trolling or other such insulting behaviors; threatening TECT or the storefront with actions such as war, condemnations, sanctions, and other general OOC or IC threats (this company is not TECT nor should the home country be responsible for the company's actions in the first place); or any such actions that disturb the sales process, customer relations, and rules four and one. If you'd like, you may open a new thread in the "Diplomacy" forum, but not post such material on this thread. Posting any of such garbage on my storefront after the publishing of these rules (6-8-12) will result in retaliation on forum scale, Moderation scale, and IC scale - which I will not deliberate further upon. Such posts will also be asked to be deleted by Moderation and any such activity in thread jacking action will be reported to moderation as well. Thread jacking, remember, is against forum rules.
  • 5A [Amendment 3 (1/22/16)]: After years of debate on this rule, I have since decided to make select exemptions, and leniencies, to the rule above. If I find a post to hold IC merit, such as a well written IC communique, I will allow it. If said a communique is written and it's badly written/under quality, that post will be deleted by Moderation. I make this adjustment because some posts can have merit to stories and policies. I don't want it to become a common thing, however, so if you attempt this do take caution with it. If you want it to expand beyond your communique and my basic reply, make a thread. Otherwise I don't want to see more then that.
  • 6: Orders should remain as realistic as possible. Note that not many nations can order so much to be spending billions of NSD and it should not regularly happen. Im happy for the business and earning money but as a professional RP'er, MT player, and intelligent person; if I feel your nation cannot back such lol huge numbers, I will investigate your nation and determine if it is alright to sell you your request. If you are unsure about your nation/client being able to afford such costs then follow this advice: analyze your nation's economic strength, avoid trackers, and consult myself if you wish. I also suggest using payment plans (which I will judge fairly) to pay such high orders.
  • 6A [Amendment 2 (11/23/13)]: Concerning trackers and other online media sources that estimate wealth of nations. These sites, known as trackers and economy tools, shall not be used nor will they be accepted as legitimate tools on this storefront. Why? They display information about your nation's (your NationStates' account to be exact) financial standing; this, remember, is based on issues your nation receives from NationStates on a daily basis. Im sorry NS staff and writers (actually, on second thought, im not) but these issues are inspired by J.J. Abrams (Although that last Star Wars wasn't terrible) and movie events that depict unrealistic issues that are over hyped. As a professional in both nation building and warfare (budgeting and economy are interests as well), I assure you that these trackers and issues portray a false, not realistic result that should never be used with strict MT rules. As someone who's been writing on this site longer then most, and a GE&T'er for longer then most as well, I can say that my view hasn't changed. Therefore, trackers such as NSeconomy and Absolution (which, in Absolution's case, stats can be modified by users) will not be accepted by CLI as proof of funds or power (or other stats).   • 7: I as the god of this thread can turn down orders that come in to me for any reason at all. I have OP power here as the original poster, owner of the storefront, and will act upon my god like powers here to banish anyone, and any post I so desire. Personal or business alike, I can turn down your order if I feel I need/wish to do so. I may also cancel orders in progress or the past if I am alerted to illegal uses or for any other personal reasons, which has yet to happen. Don't like that? Sorry (not sorry).
  • 8: After receiving some notifications, I ask customers to use their equipment that they purchase, such as tanks and fighter jets, to realistic standards. As a fellow storefront owner, I understand their feelings when they see their equipment used in terrible manner. So I ask to all customers to use their CLI personnel, their equipment, vessels, vehicles, and aerial vehicles appropriately and not horribly die.
  • 8A [Amendment 3 (1/22/16)]: As an owner now of a storefront that specializes in vehicles and other military tech, it is likely that most if not all my gear listed here is mine now. As such, and as the owner of such gear, I implore you to follow the above rule, but now as the creator of most of these items. Thank you.
  • 9: Do not plagiarize any of my owned designs from this storefront or any other individually owned content made by myself or content created by the artists of the equipment used here. Plagiarizing from other creators such as the creators of the many products used here are also prohibited. Plagiarizing is a serious illegal act and will result in moderation notification as well as the notification to the artist/owner. I do not claim to have owned any items here besides what I have created and I will protect both those and the other products here that were created by hardworking artists.
  • 10: Do not plagiarize the use of CLI forces in any situation without my consent. As mentioned in rule nine, using without permission or justification of content not owned by you is plagiarism, especially if you claim them as yours. I will treat this as a serious act, like with any rule breaking, and will enforce both these OP rules and forum rules upon any offender.   • 11 [Amendment 1 (11-03-13)]: The personnel, equipment, depictions, and properties (etc.) sold as service to customers by Commoner League Inc. are not direct property of the customer; Per-say, they constitute as indirect property. To make this easy, it is like renting a car; it's yours and you can use it how you like, but the rental company actually owns the car and you are responsible for the car. The services purchased here are not direct property because they are owned by Commoner League Incorporated and much of the equipment used by CLI was conceived from both the storefront's owner and various other artists; customers are only purchasing a service that will, within a time I choose or agreed upon, end at some point. Contracts must have ending dates that can be revolving after the ending date; which is no problem and can be requested in communiques or applications (or both). As according to above OOC Rules and this amendment rule, those claiming to directly own property (OOC and possibly IC) are committing an act of theft of property belonging to Commoner League Incorporated and possibly other artists (depending on the equipment used).

Military/Employee Organization

Mercenary and Paramilitary forces have been a historical part of Commoner League Inc. since the company's foundation. Since the first days of the CLI it has acted as a third party for multiple organizations looking for work. This fact remains true today, as CLI contributes to the local economies throughout TECT by providing jobs for professionals in the industry. We here at CLI vet partners such as third parties so that customers are not disappointed with the services they provide; their skills, safety, and qualifications are tested, evaluated, and researched to assure they are of the top quality of private soldiers. CLI today makes its doors open to mercenaries, paramilitary, and foreign partners from TECT and abroad who want to contribute their skills to CLI's customer base.

CLI categorizes its partner members by what type of organization they are; using this system allows customers to briefly understand what type of organization it is and what they are capable of doing. These organizations are Mercenaries, Paramilitaries, and Company Partners. Mercenary groups are usually smaller more organized groups of professional soldiers. Highly organized and often close knit, they serve in smaller teams if possible and are usually highly trained or experienced. In many cases these are veterans of the military who decide to make money after their service by teaming up with their former fireteams; it is not unknown for special operators who are forced to retire early to take up this line of work too. No matter their origin the creed can often vary, though money is still the primary goal of most of these groups - give them a wealthy amount of cash and most will do just about anything for a bonus. Creed, for a number of mercenary groups is not there, corrupted, or simply not the issue. Paramilitary groups are organizations that act as a supplement to military forces but do not belong to any state/government, rather, they belong to themselves, their communities, or in this case, business. They fight for their own good, interests, and of course for cash. The main difference between paramilitary and mercenary groups is that paramilitary organizations are usually much larger, often lack the experience or training, and have different purposes often not; for example, militias or armed groups could fall into this category. They will often use military grade weapons and equipment such as armored vehicles and imitate military authority such as official ranks with a sophisticated command structure. Paramilitary tend to sway from a military force, like a militia, and a volunteer group made up of citizens who know how to use their weapon but not much else. These groups are often formed by communities or groups of friends looking to defend themselves in times of crisis, build tighter communities, or to make money by selling their services. Trained or not, paramilitary can always be counted on for providing manpower and an extra gun on any battlefield.

Lastly. Company Partners are business partners, or in this case, foreign companies, groups, and organizations who make a contractual partnership with CLI. In many cases partners are companies who invest in CLI or who satisfies one of our many needs. These companies often receive business incentives from CLI or posses a lucrative security contract in exchange. In other cases, partners can be smaller organizations like Akuma Defense who sell their services with CLI just like mercenary and paramilitary organizations do. The difference between these partners, from business partners and other third party linked organization, is that these organizations/groups are foreign to TECT and share similar contracts to local organizations using CLI to acquire work. Although not all partners are security related or use CLI to find jobs, the variety mentioned here are often foreign based contractors looking to use CLI to acquire international work. Depending on the type of group it is, mercenary or paramilitary, partners can come in elite smaller teams or large manpower centered militias looking for income.

Mercenary Groups

Wolf Pack-25: Wolf Pack-25 is an extremely famous mercenary group in TECT; they have a long record of of working for the TECT government, TECT Royalty and Nobility, and for just about anyone who can afford their high price. The group has a busy schedule as they bounce from one job to the another fairly fast because of their high tier clientele; they now take job requests through CLI exclusively. Little is known about the individual members other then they are veterans of war, ex-special forces, and extremely well trained by more senior members; they make it a policy to hide their identities make contact harder then usual. Out of all private groups partnered with CLI, Wolf Pack-25 is likely the highest tiered and most infamous by name alone. Officially the group has twenty-five members, which is mirrored in the group's name. Wolf Pack-25 will often request a higher pay-grade per soldier then other units - payment is upfront and final, no cuts or take backs.

Homeland Raiders: Homeland Raiders are radical, money grubbing, and hellish mercenaries that eventually became their own mercenary group. The 'Raiders' are one of the more feared groups on CLI's roaster simply because they are more aggressive, dangerous, and explicitly deprived of morality. Although they are efficient fighters, they will do just about any job they are offered; jobs that involve inhumane duties, torture, pillaging, and murder interest them the most. With forty-five members, Homeland Raiders have a decent member pool that originates from the Homeland State - which is mirrored in their name. Although money hungry, Homeland Raiders like to take pleasure in their work as much as they enjoy the money for doing performing it.

Royal Militia: A fan group of the Royal Army paramilitary group, the Royal Militia is a small group that relies on the Royal Army for funding and members; the Militia is essentially the Army's elite branch organization. Members from the Royal Army are promoted to this group if they prove their worth through experience, additional training, and trust. It is considered an honor to be a member within the Royal Army to reach the Militia. Royal Militia handle more secretive and elite jobs that a larger force is not needed for, hence the Militia's creation. Manpower is not an issue with the Militia with one-hundred and fifty members - they are easily one of the largest mercenary groups on CLI's roaster.

Black Mamba: The black Mamba group was inspired by the deadly snake they are named after. They are a larger strike force that often take on military contracts, expeditionary missions, and other foreign deployment contracts. Their preferences lie with offensive operations - preferring military combat roles over standard security missions. Three-hundred members make this mercenary group the largest in CLI's roaster; they are able to field many contractors and serve as entire units at times.

Security & Defense: Security & Defense or 'S&D' for short, is CLI's best security mercenary group on roaster. S&D is headquartered in Empire City where the group runs a professional security firm. Comprised of members with high security position experience, veterans from military and police forces, and members with various other security related professions - S&D is one of TECT's most professional security related businesses. They work security, train security or soldiers, assist in security planning and operations, and build upon improving security for their clients; S&D is well known for providing manpower to high value businesses, VIP's, and consulting for many businesses for security. S&D is made up of four-hundred and fifty members and is the only domestic organization listed both here and has their own company.

Killer Ghouls: Killer Ghouls are a secretive professional mercenary group listed on CLI's roaster. They are different from other groups in the sense they don't provide direct services - rather, they provide intelligence work and reconnaissance information. The preferred profession of the 'Ghouls' is intelligence and counter-terrorism; they are prepared for combat but their mission set is not towards combat or the general sense of security. KG has been known for gathering intelligence on targets, striking after such intelligence is gathered, reconnaissance on enemy positions and targets, and infiltrating enemy territory. There are twenty members according to the group's public roaster on CLI's own roaster of organizations. It is believed that most of the members are ex-intelligence agents from the military and other fields in counter-terrorism and intelligence.

Forest Stalkers: Forest Stalkers are a group well known for their presence in the wilderness. The Stalkers are not intelligence agents specifically but do work in that field sometimes. Basically the group focuses on combat reconnaissance and offensive operations. They operate in small groups using guerrilla tactics that are far better developed then the other mercenary groups; they are often referred to as 'rangers' as well. Stalkers have a passion for ambushes and surprise attacks and only take combat or reconnaissance jobs. Their name came about after people, and organizations, said the group inhabited and lived with the forests they prefer to operate in; the name stuck and propelled them to also focus on survival training jobs as well. Stalkers have twenty members on public record.

Accuracy Efficiency: Accuracy Efficiency is an elite marksmen group, and possibly the best marksmen listed on CLI's roaster. The group is uniquely made up of weapons specialists, marksmen, and reconnaissance experts; their preferred choice of weapons are sniper rifles and medium ranged marksman rifles, camouflage, and their training. AE is said to be made up of ex-military snipers and reconnaissance soldiers, though weapons experts and special forces are also said to make up the group. Among their services are reconnaissance, marksman support, weapons and military training, and contracted killings when approved by authorities. There are forty-five members of AE, of which all have weapons and marksmen training.

Paramilitary Groups

Forelis Brigade: The Forelis Brigade is named after TECT's pair of brothers who became the Empire's first two Emperors; the name also refers to the paramilitary's home State, Forelis. The 'Brigade' is a paramilitary organization that covers parts of Forelis State, made up of members and their families within their influence. Brigade, with its twelve-hundred member base (1,256), proclaim "Loyalty to the Empire, In honor for the Brothers, In their name!". Chief among their stated purposes is to protect their communities from foreign or criminal threats, provide aid when possible to police and military forces, and to build a community that expresses a sense of nationalism for its State and Nation. The Brigade, to earn income for domestic operations, takes jobs through CLI to provide security and basic support domestic protection roles; they do not prefer military combat jobs unless its domestic defense.

Citizens Army: Citizens Army or also known as 'The Citizen Army', is one of the oldest paramilitary organizations in TECT. Made up of old militia groups since the early 1800's, the organization has a rich history of supporting the military in supporting roles. There are over one-hundred and fifty-thousand members spread out through the Homeland, Forelis, and Bayson States. Although not one of the better organized groups, CA is influencial in the paramilitary, veteran, and state political world. Their mission, similar to their historical track record, is to support veterans and their families, the States, and the Empire through any means necessary. As an organization made up with a large veteran base, contractors are often hired for basic training of military and police forces. CA performs jobs to earn income for members, and if possible, donate to other veteran base groups; they perform security, training, and consulting jobs. They have, however, been known to provide manpower to military forces to earn more income.

Royal Army: The Royal Army is one of the more newer paramilitary organizations to join CLI's roaster in recent years. With twenty-nine thousand members, they are very much supporters of the Royal Guard of TECT for which the group is inspired by. They mirror the professional soldier image and also the hardcore training the real Royal Guard goes through. Unlike other paramilitary groups, RA is made up of all veterans and volunteers - all members are soldiers, Guardsmen. RA protects its members, their families, and the Empire they perceive to serve. Jobs they take include combat deployments, security, training, and just about any other job imaginable; all income from these jobs goes towards members, funding the organization, and spreading Commoner dominance in the world.

The Common: The Common or 'Commoners' are a paramilitary organization made not for the Empire of community but for its members. With four-hundred thousand members, they outnumber every other third party group listed on CLI's roaster. Unlike the other groups on the roaster, The Common serves a similar role as CLI - it collects volunteers to serve security and military jobs for money. Commoners takes volunteers, vets them, and assists its members in getting job offers; these jobs could vary from combat jobs, security, to providing manpower. Members pay tax on their pay from clients, which then goes to The Common's own coffers in order to fund said organization's operations. Quality of service varies, however, as member range goes from veteran with combat experience to someone who knows how to use their weapon and that's about it. Commoners can be better listed as a company much like CLI or Killer Ghouls.

Fighting Panthers: The Fighting Panthers or 'Panthers', are a paramilitary group that originates around the Lake Lorenzen area. With almost ten-thousand and-a-half (10,420) members, Fight Panthers are a near mid-point to paramilitary organizations in terms of numbers and quality. Lake Lorenzen is the fourth largest lake in TECT's Mainland - it sits near the center of the country in the Empire's fertile Lorenzen Valley. This area is known for its vegetation, higher humidity, and lush farmlands. Suited to their name, Fighting Panthers was founded and based in this long valley network. Its stated mission is to protect the valley, provide for its members and its families, and assist the Empire. Panthers have influence in the valley throughout multiple States where they support a sense of Lorenzen culture and community. To support members and families in the Lorenzen Network, Panthers take jobs related to security, manpower, and combat related jobs. Training in forest/jungles is also draw point for jobs, a draw that the TECT Armed Forces takes as it uses the group for training exercises in the valley areas.



Akuma Defense Inc. is a Private Military Company that was founded by Akuma Hisoka and is a subsidiary to our own corporation, Commoner League Incorporated. Akuma was founded to help their clients needs in mercenary forces - at Akuma they pride themselves with making sure the job is done with perfection and excellency. Akuma Defense Inc. is made up of three private armies and five smaller mercenary groups that can be hired out from our own storefront. All government types are allowed to hire their services and they do not discriminate who they sell their services too.



Commoner League Incorporated, as a multinational corporation, relies on numerous layers of assets and organization to fulfill its global and regional objectives. To disperse company assets as effectively, CLI uses numerous storage and staging properties to serve its customers. In foreign nations, CLI utilizes three primary facilities for customers to access/make contracts from; these are Field Offices, Field Reserves, and Field Bases. Each facility has its own capabilities that serve different types of situations - although all of these facilities can assist any customer, not every facility is equipped to serve some customers. For example; Field Offices can serve private customers, but they aren't equipped for say a government who needs support aircraft. To fulfill the needs of a country's market, and to serve the company's benefit, Branch Companies can be organized within foreign nations to individually cater to a country's needs; said branch company of CLI will grow the company, provide jobs, and serve customers with CLI services to make a profit. CLI will always follow the law of the land and seek permission to perform any services they are required to seek consent for - CLI will always seek to achieve permission and legality for its staff to perform the company's services. We don't want to violate your laws, we are only here to provide protection and security - the firm and mighty bicep of strength!

Field Office: A Field Office is the smallest, and standard, facility operated by Commoner League Incorporated. Typically between two and five stories tall, Field Offices are intended to house our staff of contractors, welcome civilian staff/customers to work or seek out a contract, and store job essential equipment/tools - tools such weapons and ammunition, equipment such as armored vehicles. Field Offices will generally have its first, and if possible, second floor reserved for civilians to visit or work; we typically construct an underground basement level to park armored vehicles in our field offices, though additional parking lots above ground may be used too. Floors above the second are typically reserved for company staff only; these levels are barracks for deployed contractors to live and work from, armories to store weapons and other equipment, and other space for the company to utilize for work. To ensure the office has enough space, Field Offices will only be built on ten-to-twenty acre properties; this will ensure that vehicles that need to be stored on property can fit storage capacity, and so a hundred to one thousand people can comfortably occupy the building at any given time. This compact size means Field Offices can be located in more urban settings, rural country, and inside cities where space is limited. CLI takes security very seriously - it is part of our job field after all. As a company that provides security, it means we must be ready to protect our assets at any given time; this is why defenses like barriers, barbed wire fencing, walls, and strict security measures are taken on CLI property. We take security seriously be preventing any thieves/criminals/intruders from harboring delusions that our properties are easy pickings; our equipment and weapons are securely stored and security contractors are always present to keep the peace

Pricing of Jobs


Pricing for CLI services is measured by the amount of employees hired for the mission, the danger classification of the job, and the time frame from start to finish. We have provided a list bellow that will detail pricing information per unit of measurement. These conditions add up over time and will be calculated for your total price cost; we will apply any discounts possible, but since CLI may miss said opportunities, we encourage customers to learn our permanent and temporary discount deals so that they can request any discounts they may qualify for. CLI offers package deals for customers as well; these packages group together personnel and equipment for specific or multipurpose jobs. Payment to CLI is in the form of NationStates Dollar or Imperial Dollar (TECT), which will be paid to CLI personnel/back accounts before any services are given; rollover agreements may not apply.

Package Deals

Package deals allow you the customer to find what your looking for in neatly packaged, finely organized, and highly effective package deal. To protect customers savings, CLI has included discounts in each package deal that varies in savings per package. Ordering a package replaces all contractor costs for any order; so if you order a package deal it would be the package cost + category + time = your final bill. Package deals are ultimately cheaper, better organized, and easier for customers to purchase. The added benefit is that the customer does not have to provide more effort in assigning roles or calculating how many contractors to hire with certain equipment. This system also allows nations, or organizations, easier access to professional military structured contractors.

Terms and Conditions

Commoner League Inc. military contractors aka "Commoner Mercenaries" are available for deployment anywhere in the world. The deposit cost incurred by nations wishing to purchase military deployments is simply to do with the fact that these contractors are being taken off the open market and placed at the sole disposal of the host nation. Furthermore, all communications between C.L.I and foreign parties is considered to be SIC and hence these transmissions are heavily encrypted. In regards to military deployments with a specified mission, the cost incurred by the purchasing nation includes time of mission and amount of "Commoner Mercenaries" in use, food, equipment and materiel and various levels of hazard pay, depending on the exact mission parameters, all affect the total cost. Unless the host nation allows Commoner League Inc. to open a local branch in their nation, they are responsible for housing and feeding the contractors, transporting them to and from the conflict zones unless transportation was not brought, and providing medical care in the event that a contractor is injured. Unless storage for C.L.I. vehicles is made, transportation is needed and provided for by the host client. Mercenary groups and paramilitary groups using C.L.I. to find jobs are subject to the above requirements such as transportation and other needs listed above because of their lack of direct C.L.I. employment with benefits. Military contractors may not have their tours of duty extended without first consulting Commoner League Inc.. During times of war, Commoner League Inc. is obligated under TECT law, to allow all branches of the Imperial Armed Forces access to their facilities. This is primarily directed at, but not excluded to, all military bases owned by Commoner League Inc. domestically within TECT territory, as well as in foreign nations. Shareholding parties that cease to exist as 'recognizable, independent entities' in the eyes of the Commoner League Inc. Board of Directors; shall have their shares rendered null and void. These shares then automatically revert to the ownership of C.L.I with no payment, in monetary terms of otherwise, necessitated. Finally, Commoner League Inc. may at any time, cancel the deployment of military forces for any reason. However, Commoner League Inc. must present the host nation with the exact rationale for this cancellation. Commoner League Inc. is not responsible for how contractors act on field due to personnel being fully in command of the customer. Contractors cannot be sold once in command of the customer. Commoner League Inc. cannot be purchased to fight any military or security forces belonging to TECT or the company itself, Commoner Mercenaries will be withdrawn and liable clients will be finned for all payments caused by this, including reimbursement to Commoner League Inc. itself. Host nations purchasing military deployments automatically consent and agree to these terms when they transfer the required monetary amount from their national treasury to the bank account of Commoner League Inc.

OCC RP Notice: If you may, please provide link(s) to RP's that you use any C.L.I. forces in or that you mention. This will be in order to know when personnel have done their job and so I can make a list of C.L.I. participation in any wars or security missions through out the world. If not, I will telegram customers later on to see when and where they have been used; also to determine if the order is completed. Also remember the purchaser is in control of any C.L.I. forces they hire in a RP -- not me. This is only exempt if myself the owner is offered to play the role of C.L.I. forces during the job and I the owner accept, which will most likely not happen. This rule is also exempted if Business Partners/Subsidies are ordered for a job and they wish to play the role of their forces, or are offered to to play them and they accept. Also note that listing of customers, their purchased forces, and equipment is OOC classified; this means it is OOC and should not be known IC unless for good reason (Example: Spies at docks or airports are there to see the arrivals) -- I merely keep the listings to list customers and business I have. C.L.I. also sells small arms in this storefront so feel free to just buy weapons only or in combined purchases, any business is always welcomed.
