A Dicastery of the Roman Curia of the Catholic Church

From the Apostolic Constitution Pastor Bonus (art. 48-51):

"The proper duty of the Congregation for the Doctrine of the Faith is to promote and safeguard the doctrine on faith and morals in the whole Catholic world; so it has competence in things that touch this matter in any way. Fulfilling its duty of promoting doctrine, the Congregation fosters studies so that the understanding of the faith may grow and a response in the light of the faith may be given to new questions arising from the progress of the sciences or human culture. It helps the bishops, individually or in groups, in carrying out their office as authentic teachers and doctors of the faith, an office that carries with it the duty of promoting and guarding the integrity of that faith. To safeguard the truth of faith and the integrity of morals, the Congregation takes care lest faith or morals suffer harm through errors that have been spread in any way whatever."

The Congregation for the Doctrine of the Faith (CDF), previously known as the Supreme Sacred Congregation of the Roman and Universal Inquisition or the Supreme Sacred Congregation of the Holy Office, is the dicastery of the Roman Curia charged with safeguarding the doctrine of the Holy Church.

The current Prefect of the Congregation is His Eminence Cardinal Anselme Clement, O.S.B. of Silar.

Membership

In addition to its leadership, the Congregation's membership is comprised of two halves: members (cardinals, archbishops, and bishops. They vote on all actions of the Congregation) and consultors (theologians, both lay and clerical, who advise the congregation). Leading the Congregation are a prefect, a secretary, and an undersecretary.

Duties

The Congregation serves three distinct roles:

1. To promote the true doctrine of the Church and clarify on doctrinal matters where question arises
2. To examine writings and opinions where there is a belief of their being contrary to the faith, to render judgments on such matters, and to prevent the spread of dangerous doctrines in the Church.
3. To act as the court for many canonical criminal matters according to the norms of the Church

Canonical Crimes
While many canonical crimes are managed at the diocesan level, certain matters are reserved to the Congregation. Some examples are:

-Ordination of a bishop without papal mandate
-Desecrating the Blessed Sacrament
-Breaking the Seal of the Confessional and other crimes against the Confessional
-Clerical sex abuse
-Simulation of the sacraments, esp. ordination
-Heresy, schism, apostasy

Reports of these crimes should be directed to the Congregation for resolution. If you would like to report a crime, please submit a report.

The Congregation also provides members of the faith with answers to questions of faith (called dubiums). If you would like to pose a dubium, please submit your question to the Congregation.

If you would like to bring the attention of the Congregation to a matter, please submit the appropriate application. Having recieved your missive, the Congregation will consider the matter at hand and take appropriate action as well as render an official reply.

Please address all applications to His Eminence Cardinal Anselme Clement, O.S.B., Prefect of the Congregation for the Doctrine of the Faith. If possible, include a formal communique as well.

Though it is preferred, it is not necessary to be a member of the Church to submit any application. However, the Congregation, specifically the Prefect, reserves the right to deny any application submitted for any reason, disclosed or undisclosed.

Please note that the Congregation only has competence in its disciplinary role over the Catholic hierarchy. Thus, any nation named as the location of a canonical crime must be registered as a member of the Catholic Church and thus have its hierarchy recognized as in communion with the Catholic Church. Other accusations will summarily be met with dismissal on the basis of a lack of jurisdiction.

Re: A Reply to your Report of Canonical Crimes

Having received the formal report of a canonical crime posted by Your Excellency to our office, we examined the issue at hand, namely the allegations of Catholic Bishops in Evil Lord Bane having performed same-sex marriages. We make the following reply:

The Congregation for the Doctrine of the Faith has found that the hierarchy currently present in Evil Lord Bane is not registered or recognized by the Catholic Church or the See of Rome and thus we have no jurisdiction in the matter. Thus, under Canon 1505, section 2, paragraph 1 ("A libellus can be rejected only if the judge or tribunal is incompetent") we dismiss the case against Evil Lord Bane on the basis that the accused are not in communion with the Apostolic See and therefore are not under our competence to judge or discipline.
