The Carbon Output Index, formed in 2007 by the Syleruian Ministry of the Environment, has been used only for Syleru for the past five years in order to grade it's carbon outputs to see if the nation was declining and improving in it's past pollution problems. Now, a much simpler version is available for government applications so our humble nation can grade your nation on it's approximate output of carbon. We made this publicly available so government's can learn about their environmental path and perhaps seek more ecologically superior alternatives in case of a high carbon output or to keep progressing toward complete environmental sanctity in case of a low, neutral or negative carbon output. We will also offer our professional government opinion on how your nation would benefit from environmental sanctity and ways to improve your score if it is poor. Ecologically-friendly power sources are found in a plethora of locations, forests are preserved and planted in areas never previously forested and smog has never occurred in your nation for ages. Your people breathe clean air and tourists from all around gawk at a spectacle of species that live in cohesion with your environmental sanctity. Your water is filled with fish, aquatic plants and a variety of new species reintegrated into your nation's water due to it's pristine quality. You mine sustainably and will be one of the last, truly stable and prosperous nations on Earth, extending far after polluted empires have come and gone. Everything is recycled and made with exceptional quality and landfills are nearly empty, perhaps other nations will regard yours as a mentor to prevent humanity from collapsing upon itself. Nations who have received this grade, although you don't technically help the world rid itself of carbon dioxide, you aren't polluting either, and in a post-industrial world, that is quite amazing by itself. Either through offsets or not polluting at all, your nation is almost as clean and pristine as one that produces negative net emissions. Forests are sustainably logged and reforested as much as possible and the only carbon that lingers in the air is balanced by techniques like direct air capture. Ecologically-friendly power sources outnumber gas and oil ones almost 100 to 1, and even then they are managed properly and are always sustainable. Virtually every object is recycled or reused and garbage in landfills are disposed of cleanly and efficiently. In the water and in the air, pollution is scarce and life is everywhere. Inside households they are the epitome of efficiency, heated by burned waste, powered by solar panels and insulated thoroughly. Amazing work, [nation name here], you should be proud.

Smog, if present, is only above the largest industrial cities in the nation, and waters are polluted to a fair extent, and it shows with the lesser amounts of fish and aquatic plant-life living in the depths. Vehicles are generally hybrids of gasoline and electricity, with some investments in renewable energy sources being put into place. Power is still mainly generated from renewable sources, although in older cities you can still see plumes of burned gas in the air from power plants. Recycling is endorsed but isn't required in all products, but citizens are still wary about it and the rest of the environment and still are fairly conservative about it. Corporations generally enjoy fair amounts of attention and are still fairly large in your nation, but it will never rise to a point of a consumerist nation. Households are usually not dirty or clean, using natural gas to heat and fluorescent or halogen lighting. Nations who receive this rank generally don't care much about the environment, and they generally don't care because they don't want to lose profit, or happiness from their consumerist lifestyle. They generally pollute somewhere from 1% to 30% of the world's annual emissions. Trees are generally unseen in all but the most enduring and largest forests, or lands not yet settled much, and only minuscule amounts of uncut land is preserved as a national park or regional park. Your waters are filled with the by products of all the waste your nation produces, and aquatic life is dying out because of it. Smog is common over large cities, and only towns and smaller settlements are free from the most of it. Vehicles are generally gasoline and enjoy the luxuries of low gas prices, hybrids are heard of but are uncommon as they're expensive and don't satisfy the 'wants' of the people. Power mainly consists of hydroelectric and fossil fuel power sources, with limited solar and wind grids wherever gas and oil ones can't be placed. Recycling only occurs in the most obvious and needed things, like plastic or metal cans, and the government doesn't really endorse it all that much. Greedy corporations are highly common in your capitalist nation and are placed in many areas around your country, and receive a lot of money and attention from your people. It is already too late for nations who have received this grade, your environment is wrecked beyond repair and unless extreme attempts are made, your nation will soon be inhospitable. You pollute around 5% to over 100% of all the other countries combined in this world's annual emissions. Trees still alive in your nation are on their last limb, and forested areas are extremely rare if still found. National parks are non-existent, excluding artificial ones. Your nation's waters are choked by waste and sewage and life in the depths below is almost infeasible. Smog and air pollution are everywhere, and toxic gas masks must be distributed if citizens wish to spend the day outside. Vehicles are large, powered by diesel or otherwise and focus on aesthetics over efficiency. Power is virtually all fossil fuel, with some lifeless hydroelectric dams here and there, operating inefficiently with all the sewage clogging them up. Recycling is basically non-existent, and landfills tower tall over some hi-rises in your nation, drawing flocks of still surviving pigeons and seagulls. Corporations essentially rule your neo-capitalist nation, and your 'government' is somehow clinging through all of it to still hold on to power. Households are build en masse, cheap and getting the job done with the most inefficient and dirty of technologies. Your nation's state is terrible, we here in Syleru pray that somehow a miracle may occur to save your sorry asses.

The only definition we at SCOI can give this is pure fear. Anyone in this category could strip Earth of it's resources in days and render it inhospitable.
