THE VLADIVOSTOK ALLIANCE IS OFFICIALLY DISBANDED

THIS ALLIANCE IS DISBANDED AS OF NOON AUGUST 21st 2010

In the doing so of joining this non-aggression pact the member nations will establish the following between each other (optional to do so, but if you are not content with the specified requirement or trading with a specific nation, please notify us via telegram with both what you refuse to do with whoever and why) :

The Alliance Headquarters is based out in Dinsmark, the Capital of the D.F.B.P. (Democratic Federation of Belkan Provinces)
where both alliance represenatives and national leaders alike meet to discuss the issues at hand.

- Free Trade Aggreement (no restrictions on products imported/exported and no taxes on imports)
- Defensive Military Alliance (only if you wish to jump into a war, we will NOT force you to help)
- Assured Stablity (If a revolution breaks out or a civil war erupts the said countries will intervene and put it down and return power to the previous leader/government)
- Improve diplomatic relations between the said member nations as well as try to improve relations with other foreign nations
- Provide housing for any deported ethnic groups from the said member nations
- Fascist/Nazist Nations are not welcomed
- We ask that tensions or grudges between Capitalist-Socialist-Communist Nations be left out, we are only trying to ensure peace and stablity between the below members. Any Major insults or aggressions (a threatening of invasion for example) made by a member nation towards another member will result immediatley in ejection from the alliance.

The Constitution:

Article I - Basic Understanding of the Alliance

This alliance is to secure the blessings of peace between each of it's member nations and to help guide the younger nations as well as assist the older nations upon the brink of collapse
Each member represents freedom and the morality of good, to show the rest of the world that not every nation that rules through its own sovereignity is corrupt and evil
The basic two nessessities of this alliance are the establishment of free trade between it's members without the disruption of foreign powers and the assurance of safety from war-mongering fools.

Article II - Chairman, Vice Chairman, Council Members, the ECF President, and Alliance Representatives

THE CHAIRMAN
The alliance Chairman is the "president" of the alliance so to speak, who is re-elected every 3 months.
He has the power to appoint the ERF commander, the Council Members, and the Members of the alliance that will act as ambassadors or representatives of other alliances, as well as approve the application for membership of nations wishing to join.
(TERM IS THREE MONTHS - RL MONTHS)
(Can be removed from office by a 4 of 6 votes of the council, upon doing so a new Chairman will be voted for)

VICE CHAIRMAN
The Vice Chairman is the " vice president" of the alliance so to speak, who's elected into office two weeks (RL weeks) after the chairman takes office, that way any issues that occur during the election may be taken care of by the V.C. until the new chairman comes to power, the V.C. would then have experience on the issue and can advise the new chairman on what to do.

He has the power to appoint Council Members and the Members of the alliance that will act as ambassadors or representatives of other alliances; as well as approve the application for membership of nations wishing to join. He can also act as head of the alliance when the Chairman has been impeached.

THE COUNCIL
The Council consists of 6 member nations that have the final say on whatever issue being debated.
They also can vote to send the ERF (which under normal circumstances is a DEFENSIVE ONLY military force) on the offensive and invade a foreign nation without due cause of a member state under fire. The Council can also disapprove of any nation that the chairman has allowed to join, and has the power to eject the nation from the alliance entirely as long as they have due cause. Council Members also can impeach the Chairman and Vice Chairman under a tally of 4 of 6 votes
They also can remove Representatives from their assigned position if they feel that they have failed to accomplish the job they are required to do.
-THEY MAY NOT EJECT FELLOW COUNCIL MEMBERS, THE ERF COMMANDER, THE ECF PRESIDENT, NOR THE CHAIRMAN/VICE CHAIRMAN FROM THE ALLIANCE AT THE TIME OF THEIR POSITION OF AUTHORITY!!!

ECF PRESIDENT
Is voted into office by the members of the V.A. alliance.
Has the authority to either approve loans from the ECF or to "cut off" loans to members that are wasting the money given to them by the alliance.
(TERM HAS NO LIMIT, ONLY RE-VOTED INTO OFFICE WHEN MEMBERS FEEL IT'S TIME FOR A CHANGE)

ALLIANCE REPRESENTATIVES
Alliance representatives are the nations appointed by the Chairman or Vice Chairman to represent the Vladivostok Alliance in other alliances around the world, as well as the other alliances here.
They are responsible for maintaining peace between alliances (NOT INDIVIDUAL NATIONS) only.
They have authorisation to use whatever methods of negotiation are nessessary to acomplish their task, but they must inform at least one council member when they establish an aggreement between our alliance and a foreign alliance.

If they should fail in their duty to maintain peace, they may be removed from their representative status should the council members wish to exercise such power.

Note: Members in the alliance may only hold ONE position of authority at a time, thus giving everyone else the chance to hold an office, failure to abide by this may result in ejection from alliance

Article III - The ERF (Emergency Reaction Force) and the Alliance Guard

The ERF
The ERF (Emergency Reaction Force) is the prime defense against foreign aggressors ONLY.

The ERF is for defensive purposes only, mainly to limit the Imperialistic ways of some nations that may join this alliance, but the appointed council members (6) can vote to engage in an non-defensive war should they choose to do so. (4-2) In the event there is a tie (3-3), the VC (Vice Chairman) Votes to break the tie.

ERF Commander:
- Must rank from a Colonel on Up (has been a member for over a week)

- Appointed/Removed by the Chairman ONLY

- Assumes Overall Command of the ERF

- Has the authority to appoint his own staff
( 1 Commanding Officer per theatre of war)
- Has the responsibility to report on any military conflict/s
(minimum of one post per 2 days in times of war)
- Can only be replaced maximum of 2 times during a Chairman's term (three months)

- Does not assume control over a member nation's individual military, that is their's to command

- Will always be held accountable for their actions (war crimes) and can only be removed from command following a trial if they were committed.

(But really the officers that control the strategic actions of the ERF are the ones appointed by the ERF Commander, so don't be a jerk and try to rip him/her a new one)
THE ALLIANCE GUARD COMMANDER HAS NO JURISDICTION OVER THE ERF

The Alliance Guard
The Alliance Guard is the prime defense from internal threats, such as a coup de etat, or a paramilitary group committing terrorism in a member nation. They are responsible for assisting member nations in re-establishing control over their nation in the event that a civil war breaks out.

They are also responsible for defending the Chairman and Vice Chairman of the Alliance should the member nations decide to initiate a regime change.

The Alliance Guard Commander:

THE ERF COMMANDER HAS NO JURISDICTION OVER THE ALLIANCE GUARD

Article IV - The ECF (Emergency Contingency Fund)

The Emergency Contingency fund (ECF) is a money reserve that alliance members (during times of crisis) can dip into the funds, i.e. to buy weapons or other materials from storefronts etc, that are needed to supply their forces.

Donations to the fund are optional, NOT REQUIRED, and any member nation can donate as much as they wish to, however the standard recommended donation is 5% of a nations GDP (Gross Domestic Product)

*Newly founded nations that join the alliance are advised to hold off on their donations until their nation is both stablised enough to preform international transactions, as well as wealthy enough to be able to supply the amount that they wish to supply.

Loans are approved by the ECF President and only the ECF President.
The ECF President is appointed by the Vice President, and approved by the council.

Article V - A Nations' Individual Military

Each member nation is responsible for the maintanance and proper functioning of their OWN military force.

Also it is the member nation's duty to inform the alliance about the war they are involved in, if they are attacked, or the one attacking. No one will come to your aid unless they are told about it (common sense)

In times of war, the victim nation (invaded nation) takes control of his/her own forces, while the ERF Commander or appointed Theatre Commander assumes control over the ERF forces dispatched to assist, he does not take control of your home forces nor you do his.

Also, if the Council votes to invade a nation for whatever reason other than as a counterstrike against an invading force, each nation has the choice to assist or not to. Any other member nation that insults their comrade because of their desision is branded as an outcast*, for the lack of due respect, their inabilty to listen to another member's point of view, and the insult itself

*outcasts - members that are not ejected but cannot hold a postion of power until the Chairman and Council Members see fit, if they are holding a position of power they are removed immediately and replaced by another alliance member - if it is the Chairman, then the alliance will vote for the new Chairman and the 3-month term will re-start from the date the new chairman takes office.
(I highly doubt we will ever have to deal with this)

Article VI - Narrowing Election

To prevent inexperienced nations from gaining control of the Vladivostok Alliance, requirements must be met by nations being nominated/nominating themselves to to run for certain offices as shown below, failure to meet the requirements below will result in nomination being discarded by the founder as described below...

THE FOUNDER's ROLE (BELKAN PROVINCES)
-The Role of the founder is to ensure that only the nations with decent skills and enthusiasm become the nominees for the positions listed below. The Founder has the duty of reviewing all of the requirements needed to run for the office, and if the nation does not meet the requirements, the nation is immediately removed from nominee status. If they pass the Founder's review, they may then proceed to run for the desired office. The Chairman/ Vice Chairman/ Council or anyone else may not "substitute" this position as it is only the Founder that may do so...

Article VII - A lone light in a world of darkness

Our alliance's purpose is to reinstate regimes with peaceful and good ideals to help push the world into a better direction.
That being said, each member nation should at the very least show an example of how they are a "good nation"

EXAMPLES:
- Provide Humanitarian Aid to non-member nations
- Help rebuild wartorn nations that are non members
- Provide Homes and shelter in your nation for refugees from a nation that is undergoing religous banning, ethnic cleansing, etc
- Paricipate in non-violent projects, such as putting a man on the moon, or creating a solution to an ozone layer thinning

For the most part the possibilities are endless, but please try to show other nations that we are NOT a group of war hungry nations bent on destruction and chaos.
