Noble Leaders,We have watched with great concern a recent and sudden spike in violent acts against the civilian populations of the world by faceless terrorist organizations. The motives behind these attacks range from subscribing to the ideology of godless communism, religious fanaticism, an incorrect understanding of the term 'justice' and simple psychotic rage. The twin threats of the modern world, the savage and belligerent nation-state and the equally savage terrorist, will not yield to political and economic sanctions and it is foolish to believe diplomacy is possible when dealing with such animalistic hordes. With the dangers of the modern world mounting in an indiscriminate fashion, striking the just and unjust alike, the Majestic Fascist Empire of Old Beringia has taken it upon itself to move toward combating terrorism where ever it may exist. (The Majestic Fascist Empire of Old Beringia will be referred to from this point on as "The Empire" or "Beringia")
For the purposes of the document Her Imperial Majesty, by the Grace of her internal ability, and the will of the Beringian People, The Majestic God Empress of The Majestic Fascist Empire of Old Beringia, Alicia Esmeraude Dux Ducis the Second of Charlotte, Descendant of the Most Serene and Majestic Queen Brenda I, Grand Duchess of Gran Beringia, Grand Vicereine of the Bering Minor Islands of Gran Luxe, Gran Petrovita, Gran Tastifania, Lower Westchester, Lucis, New Frank, the Queen Brenda Isles, Sai Tan, Twain, Vren, and Wake Island alike, Exactor of Emerald City, Magnolia City, Rhodes, Bering City, and London Heights alike, High Imperatess of the Beringian Military, First Empress of the Fourth Beringian Monarchy, Lord Regent of Beringian Serenilia, Beringian Patria, Beringian Adriatica, Beringian Venn, Beringian Tasa Bara, Atka, Kiska, and the Vespucci Isles, Defender of the Faith, Defender of the Beringian People will be referred to from this point on as "God Empress," "She," or "Her."
Until a universally agreed criminal law definition of terrorism can be defined by the international community the following will be in place. As defined by the God-Empress, terrorism is violent activity or the threat of against the Empire or its affiliated entities and allies in an effort to cause death or harm the welfare of Beringian subjects undertaken by an individual or confederation of individuals acting upon their own merit and not under the direction or influence of any nations government, whether it be covert or open. Terrorism is asymmetric in nature and is designed to induce terror and psychic fear in a populace, however, terrorism may be designed to destroy particular infrastructure or structures. Acts of violence propagated against The Empire by a state will not be referred to as terrorism and instead will be considered acts of war, regardless of persons enlistment status, intent, or means by which the act of violence was propagated.
Terrorists do not maintain rights as they are forfeited upon conspiring, attempting or completing terrorist actions and or affiliating with individuals or organizations that have conspired, attempted or completed terrorist actions as per the above definition. (Terrorists and affiliated persons will be referred to from this point on as "individuals" or "they") Individuals are subject to capture and or extermination at the behest of the God-Empress and forceful extradition immediately followed by trial in the Beringian courts independent of laws in the aforementioned individuals host nation, nation of origin or nation of citizenship. The Beringian Military and DI3 or Department of Intelligence, Investigation and Insulation will exercise the right to detain such individuals without trial or bail, as such they are subject to detainment for an indefinite amount of time, as described by the God Empress.
Acknowledging the existence of Beringian born individuals operating independent of and contrary to the ideals of the Imperial Government. The God Empress has denounced her late father's response to the most recent action of Beringian born individuals claiming the lives of several dozen Beneravians. DI3 has identified an undisclosed number of these individuals and has created a list that catalogs the names, identities and known aliases of these individuals. This catalog will not be shared with entities independent of the Imperial Government including but not limited to foreign governments, terrorist sanctums, individual persons,or organizations. Beringian born individuals will not be able to return to The Empire and any attempts to deport such individuals to Beringia, with or without the knowledge of their terrorist status, will be blocked by DI3. Along with their personal effects they will be recovered, euthanized, and disposed of at sea, prior to entering any Beringian maritime zone.
Any nation harboring terrorists or suspected of harboring terrorists will be effectively surrendering their sovereignty and giving The Majestic Fascist Empire of Old Beringia permission to enter said nation without consent of the national, provincial, or municipal government with intent of military action. Giving Beringia permission to exercise both open and covert military action with said nations border and or maritime exclusion zones. By extension dependencies, colonies, and otherwise closely affiliated nations are subject to this same clause. (Nations providing asylum to terrorists both knowingly and unknowingly will be referred to from this point on as "terrorist sanctums") The catalog of identified terrorist sanctums will not be shared with entities independent of the Imperial Government including but not limited to foreign governments, terrorist sanctums, individual persons, or organizations
Travel to and from these identified terrorist sanctums will be restricted and any Beringian subjects within the borders of terrorist sanctums are recalled to the homeland as the fifteenth day of October in the year of our God Empress two thousand and twelve. Given that Beringian subjects may have taken up permanent residence within terrorist sanctums prior to this declaration a one (1) month grace period will be imposed in order to facilitate a quick and efficient relocation of Beringian subjects back to the homeland. If housing cannot be procured by Beringians returning from permanent residence within terrorist sanctums temporary housing will be provided in the following cities: PARADISE HEIGHTS, EMERALD CITY, REVOLO CITY, LONDON HEIGHTS, DIVUM CITY, BERING CITY and RHODES. To be eligible for temporary housing, returning Beringian subjects must provide proof of residence for at least two (2) years in an identified terrorist sanctum.
The Imperial Government will exercise the right to board and search suspected terrorist vessels in international waters and watercraft bearing the markings of terrorist sanctums or organizations regardless of flags flown or state of origin. The Imperial Beringian Government may also sink suspected terrorist vessels without warning or conviction, if a boarding operation would be ill advised. Individuals aboard terrorist vessels may be forcefully detained if not forced to perish by use of deadly force. The aforementioned search rights are extended to any elevated subject of the Imperial Government, which shall include but not be limited to the Imperial Beringian Army, Imperial Beringian Navy, Imperial Air Service, the Imperial Guardian Corps, SADM, and DI3 employees.
The Imperial Government will exercise the right to use unmanned combat aerial vehicles (UCAV) or drones and autonomous surface vehicles (ASV) within designated terrorist sanctums' airspace and maritime zones respectively. Drone strikes may be executed with extreme discrimination and without the consent or notification of the offending terrorist sanctum. Such strikes will only be carried out to force large concentrations of individuals to perish. It is to the best of SADM's ability that drone strikes carried out within the borders of identified and suspected terrorist sanctums will yield limited collateral damage. Funds have been appropriated to cover damages to surrounding public infrastructure in the event a drone strike yields collateral damage.
The Imperial Government will exercise the right to operate within the borders of identified and suspected terrorist sanctums without hindrance by local, provincial, or state officials and law enforcement. The God Empress encourages actively assisting members of the Imperial Government in whatever task we have been assigned although such assistance is not expected. Any personnel of the terrorist sanctum that attempt to hinder elevated subjects of the Imperial Government may be forcefully detained if not forced to perish by use of deadly force.
Finally, this policy will not be implemented to attack the terrorist sanctum but remove the threat of the individual. Acts undertaken under this policy to ensure the security and safety of the Beringian people shall not be regarded as acts of war upon the terrorist sanctums affected unless a proper declaration of war is issued by the Imperial Government and authorized by the God Empress. The God Empress understands that it is the nature of the savage to resort to dishonorable, devilish and otherwise animalistic means to express a point or view and terrorism cannot be completely eradicated. Beringian servicemen may die in an effort to secure peace and safety for their fellow subject but it is at the God Empress' behest that in death these men become deities and hero-gods.
The adoption of this foreign policy, a system of proactive intervention and eliminating threats before they materialize and as they appear, with regards to terrorism in its many forms is the God Empress' gift to Beringian subjects both at home and abroad as well as members of the international community, who will also readily benefit from actions taken under this doctrine. It is also a step closer to the Majestic Fascist Empire of Old Beringia realizing its proper place in the international community and global order.
Effective today, the fifteenth day of October in the year of our God Empress two thousand and twelve, the Government of the Majestic Empire of Old Beringia and its affiliated entities eradicate the forces of evil as illustrated above, as directed by the God Empress Alicia Esmeraude Dux Ducis II of Charlotte Herself on the third day of October in the year of our God Empress two thousand and twelve.
