Welcome to TECT! Located thousands of kilometers away from any other major landmass, separated by vast empty oceans, the Empire calls the continent "Imperiorum Regni" ("Land of Monarchs") its home. With a long and rich history, The Empire of Common Territories - "Das Reich der Gemeinsames Staatsgebieten" for our fellow German speakers - has always been a bastion of culture, technology, and industry. From an influential government to extravagant culinary arts, the Empire has always striven for a better, brighter future for itself and its people. Over 1.9 billion citizens call our Empire home, regardless if they're born and raised in the Mainland or from one of its many colonial holdings. TECT is geographically diverse thanks in part to its massive expanse with grassy plains, rolling hills, dense forests, swampy lowlands, and high peeked snowy mountain tops to name a few features. The Empire, as you could probably guess, is headed by an Emperor - His Royal & Imperial Majesty Emperor Johannes Christoph Karl - and served by an Absolute, Federal Monarchist government. At the heart of TECT's civilian government is the TECT Constitution, which separates powers into the executive, legislative, and judicial. Furthermore, as a federalist system, lower governments play an important part within the Empire.

Culturally, Commoners are mostly of Anglo-white descent with some diversity of race found throughout the mainland and colonial possessions. Immigrants and the conquered have added to TECT's genetic diversity over the centuries, creating more distinct mixed-races of Commoners over the last three half-century. Although many of the ancient myths of old still prevail in some form of manner today, most Commoners identify as Christian in faith with the majority belonging to the "Gemeinsames katholische Kirche" (Commoner Royal Church). Other Christian faiths, including traditional Catholicism and Protestantism, follow close behind in demographics while other major faiths, such as Judaism and Islam, are in the overwhelming minority within TECT. Commoners are a proud and notably free people who prioritize God, family, and the Empire. In particular, Commoners are especially proud the extensive number of cuisines found within the Empire. Aside from that, Commoners are proud of their hard work ethics and devout patriotism.

As both a government and people, TECT understands that an open diplomatic dialogue between other nations and their people are necessary for not only a profitable outcome, but also for times when a mutually beneficial relationship serves both sides best equally. The "Embassy Program of TECT", spearheaded under the Ministry of Foreign Affairs, aims to fulfill the primary arbiters of diplomacy through the exchange and management of diplomatic missions with other governments and peoples. Built on dialog and cooperation, TECT's embassy program strives to uphold the values of diplomacy through communication and understanding while not undermining Imperial Prerogatives at home or abroad. We therefore invite governments, peoples, and even organizations of the world to our capital, Reichsstadt, to establish an embassy or equivalent facility; and additionally, consulates in territories you feel hold deep ties with your nation.

Internationally speaking, TECT is a highly respected nation known for its extensive economic activity on the international stage with businesses such as Wolf Armaments, Royal Bancroft Bankcorp, and Commoner League Incorporated. The Empire is also recognized for its leadership positions in international organizations such as the Imperion Coalition and Santiago Anti-Communist Treaty Organization. Lastly, World Assembly Security Council Resolution 284 commended the Empire as "deserving of international recognition for their positive contributions to the larger community of nations."


The TECT Embassy Program is a government program overseen by the TECT Ministry of Foreign Affairs designed to welcome and administer foreign diplomatic missions inside The Empire of Common Territories. It encompasses the establishment, management, and cooperation of embassies by foreign governments inside the Imperial Capital, Reichsstadt; local consulates in territories foreign nations feel special attachments too; headquarters and other representative facilities belonging to international/foreign governmental organizations (such as international alliances/coalitions, international blocs, or governmental groups); and diplomatic/government/security staff representing foreign governments and organizations. As a body of the Ministry, the Embassy Program also strives to keep communication between the Empire and foreign representatives close at hand, protect and regulate foreign staff on Imperial soil, and manage incorporated land used by the Empire for foreign embassies and other missions.

Embassies are defined as a diplomatic mission stationed in the Empire to represent their home government's views, policies, and people; they serve both as the residence for their country's appointed representative and as that country's diplomatic headquarters in the Empire. Embassies in the Empire are located in the Embassy District within the Imperial Capital, Reichsstadt. The entire district, a county incorporated by the City and Foreign Affairs Ministry, is populated by high-class businesses and offices that cater to local needs, ample government services and facilities (land management, police and fire departments, and the facilities under their supervision), high-end housing, and numerous embassy neighborhoods located throughout the district. Consulates, similar to embassies, are diplomatic missions in a Territory or other colonial holding of the Empire. Nations who feel specific attachment to said land or have attachment to its population (such as immigrants from said country in the Empire) there can construct said consulate to represent their government or their people in that specific region. There is less freedom of choice when it comes to deciding embassy locations; slots are pre-measured, randomly assigned, and come with several regulations to ensure any structure(s) refrain from inhibiting or disturbing their neighbors to a great extent - including the Empire itself. Consulates do have better freedom of choice since these offices are largely limited to only regulations and not actual locations. Regulations and other limitations will be explained shortly. Regardless, each diplomatic mission's grounds are respected as foreign soil loaned to them by HR&IM the Emperor - please read and understand posted regulations concerning diplomatic properties. Appointed representatives, often times Ambassadors or Consuls, will be respected as the emissaries of their government; they will receive special diplomatic immunity while other diplomatic staff will enjoy only limited immunity. This will again be explained in due time. Staff under the Ambassador/Consul are protected under their representative's diplomatic immunity but only to a limited degree, which will be explained in Regulations.


Policing & Security
It is the responsibility of the Empire to ensure that diplomatic missions, their personnel, and the Embassy District itself enjoys perfect responsiveness from emergency services and an unparalleled level of security/protection from security forces. Reichsstadt Police Department's Embassy District and the Reichsstadt Fire & Emergency Services' within the Embassy District are tasked with providing police and emergency services to the residents of the Embassy District; both services are specially trained and outfitted for their diplomatically sensitive job descriptions within and outside of the walled diplomatic neighborhoods. RPD takes pride in the fact that crime is nonexistent inside the Embassy District, a feat credited to extensive police presence, tougher criminal sentencing, and in-place police/security measures designed to ensure the rule of law. Measures including high security walls for embassy neighborhoods, diligent checkpoints and entry points, additional officer sections including ant-terror and diplomatic security units, and a large presence of police and security forces have made the Embassy District one of the safest places within the Mainland. RF&E, stationed in several areas within the district, is always minutes away from an active scene, regardless if it's a car crash on a local road or health emergency within one of the embassy neighborhoods. Equipped with the greatest in rescue equipment, medical tools, and blessed with experience and extensive training, RF&E have a proven track record of saving countless lives within the Embassy District, even at the cost of both sweat and blood.

Enhanced security and emergency services are in place for the entirety of the Embassy District. Outside the RPD, Imperial Law Enforcement officers stationed in the capital oversee the Embassy District's enhanced security agenda; these agencies include the Homeland State Police, the Imperial Intelligence Service, Office of the Imperial Marshals, and other Ministry of Justice/Interior law enforcement agencies and tactical units. In accordance with the Enhanced Diplomatic Security Amplification Bill (1994 and amended in 2014), the Embassy District's security is additionally bolstered by forces under the jurisdiction of the Ministry of the Armed Forces and the Crown. Task Force Mountainside is the specific authority consisting of agencies, offices, and units from the Ministries of Justice, Interior, Foreign Affairs, and Armed Forces with elements of the Imperion Coalition Foreign Legion tasked with security operations concerning the Embassy District and related diplomatic affairs. Task Force Mountainside includes elements of the 1st Royal Guardsmen Division, Homeland State Home Guard, and the Imperion Coalition Foreign Legion's 1st Regiment.


Diplomatic Regulations & Embassy Rules

1. Embassies and Consulates in TECT are required to be established in the name of peace, security, and bilateral friendship/cooperation. This means all military influenced initiatives will have to be justified and explained to the TECT Government prior to the initiation of the aforementioned. This includes the addition of security personnel or equipment not already listed in stated documentation, espionage activity not approved or notified to the TECT Government, and military/security action outside embassy/consulate grounds to name a few examples. This regulations also accounts for violating security, friendship, and cooperation provisions listed in the Embassy Program's regulations that is not firmly sanctioned by the Imperial Government or HI&RM.

  • 1A) TECT upholds the right to deport foreign staff at any time if it pleases. Staff that are found and proven to without a doubt committed a felony (or felonies)/misdemeanor(s) that surpass their diplomatic immunity's protection will be deported; three strikes on record for substantially dangerous offenses within their immunity will also warrant a deportation. If there is evidence that proves staff were sentenced in their country for committing a felony (or felonies)/misdemeanor(s), they may also be deported. Violent felonies, such as Battery or an Assault charge, warrant immediate deportation. Extra staff members not accounted for in paperwork or approved by governing authorities will be deported. In the extreme case that diplomatic staff are proven to without a doubt committed high-espionage, violations of the Declaration of Victim Rights Law (which includes all counts of murder, manslaughter, rape on all counts, other sex crimes, and abetting/accompanying of DVR felonies), drug and weapons trafficking, terrorism or associated terrorist charges, possession of a weapon or multiple weapons of mass destruction (biological, chemical, nuclear, IED, or other such mass casualty weapons), and staff that threaten the safety and security of HI&RM's government/people will have a warrant for arrest issued and be prosecuted to the fullest extent of Imperial Law and/or will be deported if necessary. Extradition, based on the charges, may be possible.
  • 1B) Diplomatic missions found to be harboring offenders who committed any or all of the following offenses listed in 1A will be ordered to present the offender(s) for immediate apprehension. Co-conspirators/Accomplices are automatically offenders by default. Failure to present offenders on any grounds may result in the following: Forcible apprehension of said suspect by means of police or military force (even if raiding the diplomatic mission becomes required), besieging the mission until the suspect hands themself/themselves over or is handed over to authorities, and/or diplomatic repercussions on a strategic level warranted by the situation. Missions discovered and proven to be harboring known offenders who've committed the crimes listed in 1A, criminals who're charged with/suspected of war crimes, are active militants/rebels in open conflict with the Empire, or other high-threat criminals may also have the above mentioned actions taken. Those who've proven to obstruct justice, including the mission's representative and their staff, may be charged for their participation in the crime(s).
  • 1C) Diplomatic Immunity for representatives are categorized as the following: Representatives may not be arrested, subpoenaed, residence/property searched, or prosecuted for any crimes/code violations (local ordinances etc.) that do not meet the qualifications stated in 1A or 1B. They may however be issued tickets for minor violations (including traffic/vehicle violations) and be subject to Civil Complaints filed against them that bare fruit against the representative; civil complaints against the representative's actions that disturb the peace or prosperity of neighbors and citizens of the Empire will be heard through the proper channels. Immediate family to the representative fall under said representative's diplomatic immunity protections; immediate family is characterized as family members within one generation of the representative and their spouse - that would include children, parents, and siblings. Extended family protections fall under mission staff protections outlined in 1A.

2. Countries are allotted one slot in the Embassy District to build their embassy; slots are based on the neighborhood and street they are found on. The slot will have both a recording number for simplification purposes and actual name based on the street address. For example purposes, the Ancient Empire of Kylarnatia's embassy is the first slot and is on the first road, therefore its recording number is "AA1" (Alpha Neighborhood on Alpha Road and is the first slot) but the street address is "0164 West Saxon Court, Empire City, HL 64780". Neighborhoods are always changing or being added, but the average number of embassy slots are typically between forty and eighty per neighborhood; there are always two dozen slots at any time kept open in case of unforeseen circumstances. Each embassy slot is nine acres of space or 36,421.71 m^2. Not every slot will be perfectly shaped or form perfect rectangles as terrain and other obstacles may require border alterations; embassy slots that fail to meet the nine acre standard will be given permits to either increase their structure(s) floor limits, an additional slot will be opened to a mission depending on their initial slot's area restrictions, or governments may alternatively draw for a brand new slot.

  • 2A) A wall or fence surrounding a country's embassy slot must stay within a height of three meters exactly and must not extend onto public property in an obstructive manner (obstructing sidewalks and posted signs); fencing and/or anti-climbing rails atop a wall may only extend a meter in height. Railings or fencing atop a wall may skirt the three meter wall limit if they are decorative in design and are not considered eyesores - if qualified, rails/fencing may reach up-to five meters in height. This means a wall may reach a height of three meters and have a one-five meter tall railing so long as that railing is decorative in design. If a fence/rail atop a wall are not found to be decorative enough or is considered an eyesore even after being constructed, the mission will be ordered to remove the obstructing material until the wall is at appropriate height. All walls or fencing must be free of barbed and/or razor wire (anti-climbing spikes are not included), be structurally sound, and not be eyesores in general. For safety reasons, all embassy slots must have at least three entrance/exit points with one point able to accommodate two-way travel and emergency vehicles; a gateway and personnel entrance adjacent to each other do not qualify as two separate entrances/exits unless they are ten meters apart.
  • 2B) All missions are limited to three floors above ground in height and one floor bellow ground. Floors are measured at each being four and a half meters tall. One room can for instance be taller than one floor, but it must not reach thirteen and a half meters height above ground. Basement floors must not pass under a mission's slotted boundary line under any circumstances. Helicopter landing pads are allowed on embassy slots but only for small/medium lift helicopter designs; helicopters must be stored away from view on-site or parked at the "Charles II" Regional Airport located near the Embassy District. Ground vehicles also must be stored out of public sight near public roads; parking is forbidden on public roads or outside of mission property/granted parking areas. It should be remembered that the airspace above the capital is restricted to all aircraft except government/military aircraft or civilian/diplomatic aircraft that have been given permission within an early notified time frame; you must identify yourself within the Empire City Identification Zone once airborne and not enter any Absolute Defense Zones within the capital - aircraft failing to do either of these things risk being intercepted and/or shot down. Additionally, personal drone aircraft (typically commercial in nature) are not allowed; personal/non-Armed Forces drones are illegal to operate in the Embassy District for security reasons. Drones will be brought/shot down and the perpetrators fined for the expense.
  • 2C) Diplomatic missions, staff, and property have the right to display their flag and/or emblem(s) wherever and whenever they wish so long as the symbols are within the premises of the complex and/or are adorned on their private/national property (such as diplomatic means of travel or the building(s) within the complex). Eyesores, such as oversized flags and obnoxious/threatening material directed at neighbors will be ordered to be removed.
  • 2D) All diplomatic missions are limited to thirty live-in staff members and twenty-four security personnel. Under no circumstances may a mission exceed these limitations unless given written permission by Ministry authorities. Staff records and identification will be recorded and categorized, personnel not matching their apt descriptions will be investigated, arrested, and/or deported depending on the results of said investigation. Native staff members that are not diplomatic staff (such as local contracted help) are not counted as part of the limited staffing/security forces.
  • 2E) In addition to 2B's vehicle regulations, all diplomatic vehicles must abide by a set of safety/security restrictions. Ground vehicles must not be the following: Armed with weaponry (this includes self-defense oriented systems) that creates harmful scenarios to bystanders or a traffic/safety/security obstruction for the environment surrounding the vehicle, use tracks (no matter their size) instead of tires, feature armor that is unsightly, be inherently military in nature (such as an MRAP or an armored personnel carrier), and large/obtuse enough to create a disturbance within urban/suburban environments. Aircraft must also not be armed with offensive weaponry or self-defense equipment that creates harmful scenarios to bystanders or a traffic/safety/security obstruction to the aircraft's environment, be military designed (civilian conversions from military models is allowed as are unarmed lift models), unmanned and unable to carry occupants, and must fit into/onto their designated storage facilities outlined in earlier regulations. Further property management will be discussed in Regulation 3.

3. The right to basic self defense for all diplomatic missions is a diplomatically protected right that's both respected and upheld by the Empire's many authorities - limited only by Imperial Decree and these stated Regulations. As such, all diplomatic missions have the right to their preferred armed security, access to and possession of basic self-defense weaponry where permitted, and of course, the use of non-lethal/lethal force when permitted under Imperial Law. Regulation 3 seeks to define the basics and complexities of diplomatic mission security rights/restrictions, detail diplomatic security's rights concerning non-lethal/lethal force, and outline the security/safety procedures diplomatic missions must abide by.

  • 3A) As stated in 2D, all missions may have up to twenty-four security personnel protecting diplomatic property/staff. All security staff must pass a series of basic background checks to ensure they're not violent offenders in either the home nation or TECT; if they are wanted by the Imperion Coalition or a member of the Coalition, they will also be denied entry and a request made for their extradition to the proper authorities. Once clearance is granted, security staff will be registered with the Foreign Ministry and granted their diplomatic visas. It is the duty of the diplomatic mission to house, provide care, and accept responsibility for their security personnel; all security of foreign origin (such as home nation soldiers) must be housed inside the mission's grounds - locally hired security is exempt. As stated within the 1st Regulation, extra personnel or diplomatic staff will be deported and are not protected by diplomatic immunity. Offenders will be deported by force or incarcerated if they refuse to leave the Empire within the granted grace period. Security, armed or unarmed, are not permitted outside the mission grounds without receiving explicit authorization from TECT authorities. Unauthorized security operations outside the diplomatic mission will be considered a foreign invasion and dealt with as such.
  • 3B) All weaponry used by the diplomatic mission and its staff must be inspected, registered, and then permitted for use by the Foreign Ministry and the Empire City Police Department. Furthermore, registered weaponry may only be operated by authorized security personnel only; users outside the list of authorized operators caught using said weaponry will earn a strike against their record if clemency is not granted for special circumstances. The Ambassador/Consul of a diplomatic mission is exempt from the previous restriction. Weapon restrictions are as followed: All missions are restricted to one main and secondary firearm for each number of security personnel stationed in the mission, including the Ambassador/Consul; if you have twenty armed security officers, you should have twenty or twenty-one rifles and pistols or less. There is no restriction on the number of less-than-lethal or melee weaponry a mission may have - things like batons, knives, riot shields, ceremonial weapons, etc. - with exceptions to firearm ammunition (such as rubber bullets) or projectile oriented weaponry (such as throwing weapons or weapons designed partially to be thrown). Diplomatic missions may only store up to three hundred and eight rounds of live ammunition per security officer (two hundred and forty rounds for primary and sixty-eight for secondary); diplomatic staff are permitted to store another three hundred and eight rounds of ammunition if approved to do so by the Foreign Ministry. This is doubled for rubber bullets (four hundred and eighty/one hundred and thirty-six); in addition, eight non-lethal canister/grenades per security officer (tear gas, stun). Storage for all security equipment must be kept secure in an armory if not being operated by a security officer; said armory must have a secure locking door, withstand physical damage from most would-be thievery tools, out of reach/sight of non-diplomatic/security staff, and have safety features ensuring no catastrophic accident occurs (such as secondary explosions). All firearms must be either semi-automatic, bolt-action, or be selective fire. No purely automatic weapons (weapons which fire only in automatic), belt-fed systems, explosives and/or explosive munitions, and weapons chambered in anything seven millimeters or larger (shotguns excluded); special ammunition, including hollow points and special armor piercing ammunition is prohibited. Weapons of Mass Destruction (WMDs), Surface-to-Surface/Air munitions, overt electronic warfare equipment (jamming, intelligence gathering, etc.), and improvised weapons (molotv cocktails and IEDs) are strictly prohibited; if caught in possession of these weapons, a diplomatic mission will face consequences outlined in Regulation 1A.
  • 3C) Vehicles, both ground and airborne, must be inspected, registered, plated, then permitted for use before a diplomatic mission may use said service vehicles within TECT. Vehicles must be stored within a garage located on the diplomatic mission's property or be parked at "Charles II" Regional Airport (the diplomatic zone has parking space for vehicles and hangers for aircraft). Diplomatic missions are not restricted in the number of vehicles they may have but are limited to one aircraft (helicopter) per mission compound; diplomatic aircraft (such a planes) stationed inside the Empire by the guest nation for diplomatic use and not directly affiliated with a specific mission(s) are not pertinent to this regulation. As stated previously, all vehicles/aircraft must be unarmed, are safe in suburban environments, and do not present themselves as a general eyesore. Please read 2E for further information on vehicles/aircraft restrictions.
  • 3D) Diplomatic missions of a sovereign entity within TECT are granted expressed permission to use their corresponding governmental flag and/or emblem wherever and whenever they wish to do so. This includes within the premises of the diplomatic mission, on personal/diplomatic vehicles/aircraft, and adorned on diplomatic staff belongings/staff attire. Flagpoles must be eighteen meters or under in height with flags no bigger than three meters by four and-a-half meters in size. All symbols, flags, and other insignias must not create a public nuisance; mentioned displays must not be used/or abused to present such nuisances in the first place. If displayed flags/symbols/insignias are found to be a nuisance, the diplomatic mission will be asked to remove said nuisance. Failure to remove nuisances will result in proceedings outlined in Regulation 1.
  • 3E) Once diplomatic staff leave the grounds of the diplomatic mission, they are expected to respect and follow all Imperial, State/Territory, and Local Laws. This includes respecting the lawful orders of law enforcement officers, government officials, and military personnel; abiding by basic traffic and safety laws while traveling; and refraining from committing violations of the Declaration of Victim Rights Law. Weapons are prohibited from leaving the grounds of the diplomatic mission unless (A) explicitly authorized to have said weapons and (B) are in the hands of authorized security personnel; it is also asked (not a requirement) that security personnel observe low-key handling of their weapons (keeping them out of sight or low visibility). Diplomatic immunity in its entirety is explained in 1C as are the consequences of unlawful behavior located in other subsections of Regulation 1 - you are reminded to refresh yourself on Regulation 1 and its subsections. Unlawful behavior, disrespectful attitude, and threats to Imperial Security/civilians will not be tolerated.
  • 3F) Personal belongings of diplomatic staff (including the Ambassador/Consular) and security staff that warrant explanation/reasoning to enter the country must be approved by the Foreign Affairs Ministry before entering the Empire. This includes items under sanction/embargo, tariffed items or products related to them that may also be taxed, items mentioned in these regulations (weapons for example), narcotics/medication and recreational substances (such as cigarettes and marijuana), animals and plant life, and other relevant properties. Animals with evidence of abuse, dangerous animals/plant life, other items deemed dangerous, and slave property are expressly prohibited from entering the Empire. Everything that is imported from outside the Empire must undergo an inspection before it is released to the owner(s); full discretion is kept and the inspection is as brief as humanly possible if allowable.

4. The Foreign Affairs Ministry upholds the right to evict a tenant at any time for whatever reason; if a time frame and reasoning are deemed unacceptable by TECT authorities at a later date, compensation from the Imperial Government may be warranted. Furthermore, in accordance with Regulation 1, the Empire retains the right to self-defense, law & order, and the upkeep of national security when faced with any enemy of the Empire - domestic, foreign, armed or unarmed. Unlawful tenants, spies, and other threats to national security outlined in Regulation 1 will be dealt with in accordance to Regulation 1's provisions and upheld under Regulation 4's provisions.

  • 4A) A timetable will be presented to the diplomatic mission if an eviction order has been served to the diplomatic mission. The tenants are expected to leave the country within that timetable regardless of any reasoning. Personal and diplomatic property, if not able to leave according to the timetable (such as vehicles), will be seized and delivered to the rightful owners/authorities pending confirmation notices and negotiations (fees may apply). Staff ordered for deportation who've not left by their given timetable will be arrested and prosecuted accordingly; diplomatic visas only nullify if the holder(s) proceeded to leave the country lawfully, those who stay have expired visas which is a felony on two counts (illegal presence after a lawful order to leave the country and illegally violating Imperial Borders).
  • 4B) Invasion of a diplomatic mission is warranted if the tenants (A) refuse lawful orders outlined in Regulation 1, (B) present themselves as a threat to themselves or others, (C) commit an act of aggression against the Empire or its residential neighbors, or (D) a state of war exists between the tenant and the Empire. Loss of life and property will not be compensated to the tenant, who holds full responsibility for its actions. Compensation will be demanded for any Imperial life/property harmed, residents (and their property) harmed, and the cost for conducting the operation against the diplomatic mission. Although more liberal international laws do exist in some realms that protect diplomatic missions even further than Foreign Affairs Ministry Embassy Regulations, TECT is not under said obligations and the rights/provisions outlined to protect diplomatic missions and their staff has been deemed generous enough when compared to many other nations who hold little to no respect for diplomatic relationships.
  • 4C) Protection is guaranteed to any lawful tenant in the process of leaving the country (by order or voluntarily doing so) or tenants who plead themselves innocent of alleged crimes/Regulation violations. Staff may surrender at any presented opportunity if they believe their superiors are guilty and/or if they believe their life (or family's life) is in danger. Mountainside Township
Welcome to Mountainside Township! Found in the rural southwest of the Embassy District, Mountainside is the furthest suburb southwest of Empire City's downtown area, making it the furthest southwest community in both the Embassy District and Empire City. Although more rural than urban, Mountainside is still home to many large businesses and entertainment industries found within Empire City's more urban communities. Mountainside's specialty on outdoor activities, businesses, and venues have made it a popular destination for both tourists and city residents. Home to several spalling neighborhoods, Mountainside is the largest Township within the Embassy District and accounts for much of the District's overall population. Because of their high land value and important diplomatic location, Mountainside is also one of the richest areas in Empire City with a median income of one hundred and eighty thousand Imperial Dollars (placing it as fourth richest in the Empire). Among the many attractive services provided in the township, Mountainside has several elementary schools, two middle schools, and its very own high school; private education options have effectively shrunk the public system in classroom size as well. Other amenities residents enjoy include a top-rated cleaning service (trash, recycling, and street cleaning), having the second largest hospital in the Embassy District along with numerous other large health facilities, numerous recreational facilities both private and public, and close access to "Charles II" Regional Airport a few kilometers north of Mountainside Township's borders.

Historically, Mountainside Township was the original site designated to become "Embassy Row" before the Empire consolidated several towns/neighborhoods into the current Embassy District. Because of this, international organizations or their offices had been located in this part of the District for decades now. Before the expansion of the Imperion Coalition's Headquarters into its own Embassy Neighborhood section, it along with other international organization headquarters (such as SACTO) were found within Mountainside's Embassy Neighborhood; while no longer within Mountainside Embassy Neighborhood, Imperion Coalition Headquarters is still within Mountainside Township's borders. SACTO's TECT Office is still located within the Embassy Neighborhood as are other offices belonging to international organizations. This location setup is still significant because the Emperor's Mountain Retreat is fairly close to the Embassy District, making trips between government sites within Empire City, the Retreat, and Mountainside easier much easier.

Mountainside Embassy Neighborhood (MEN) is one of the largest and most rural of the Embassy Neighborhoods found in the Embassy District. Comprised of fifty-two embassy slots, the neighborhood is over two square kilometers in size. Several roads and a central roundabout constitute the neighborhood with the first address being 0122 Tanglewood Road, Empire City, Homeland State 01548 and the last being 0174 East Kingson Street, Empire City, Homeland State 01548. MEN is surrounded by a nine-by-four meter thick (three meter blocks x3) mismatched sandstone wall towering over four meters high with a one meter tall decorative spike railing above it; for additional low profile security, protective anti-climbing spikes on the railings and optical sensor masts (HD/Night/Thermal camera along with motion sensing) along the walls have been installed. There are only three access points (north, south, and east) into the neighborhood. These access points are guarded entry points with three lanes in and out (three lanes in and another three lanes out) suited for larger vehicles and longer convoys; visitors will not be allowed inside without proper identification and clearance IDs (such as issued Foreign Affairs IDs and government issues diplomatic passes) - guests of residents will require on-site evaluation paperwork to gain temporary/permanent entry. Inside the community are two lane roads with stop/yield intersections, a central roundabout, excellent street light coverage, and full sidewalk coverage. Amenities such as stores are primarily located outside the community, but there are two local parks, a small police/EMS station, and a cleaning/maintenance service bay located within the community. Just like any community, Mountainside Embassy Neighborhood has its own local ordinances, gatherings, and community guidelines residents are required to abide by as well.

Town of Duznau
Welcome to the river town of Duznau! Located along the Duznau River, the Town of Duznau is the urban metropolis of the Embassy District. Approximately ten kilometers southwest from downtown Empire City, Duznau is one of the densest urban centers within city limits. Duznau has been a popular location for businesses since Empire City's foundation, some of which have been located within the community for centuries; in fact, much of Duznau was once part of the old financial district and even older trade district before it was incorporated entirely into the city, now recently becoming part of the Embassy District. Popular in recent years with tourists, Duznau has become an appealing community for the tourism in industry within both the Embassy District and Empire City itself. Its strategically important location within the city and the town's historically rich roots towards commerce and travel attracts hundreds of thousands of tourists yearly while some businesses have built major infrastructure within Duznau proper. Among one of the fastest growing communities in Empire City, Duznau's alluring neighborhoods of condos and apartments have become hotly desired real estate by both city residents and foreigners living on visas.

Historically, as previously mentioned, the Town of Duznau has played a somewhat important part in Imperial history as both a financial center and a travel location for the capital. Before that, however, Duznau was once its own settlement and before that a military outpost. The Duznau river itself gained its name after it was explored by an ancient military officer, known only to historians as "Duznau," who was also said to have been the first commander of the river-crossing outpost the Town of Duznau now rests upon. Before it was incorporated into Empire City itself, the Town of Duznau acted as a rest stop for travelers before arriving to the capital from the south, and acted as a launching point for travelers leaving the capital towards the south. By the time Duznau was absorbed into the capital during the mid fifteen hundreds, it had grown into one of the largest suburbs orbiting the capital. Even though it had been annexed, it took the capital over a century to properly invest in the area, eventually turning Duznau into a business district. As a business district focused exports/imports and travel, Duznau also saw larger industries establish business fronts in the town. After many more years of growth, Duznau had been reorganized into a financial district after government reforms in the 1700s; this was largely because the capital had began increasing taxes on banking institutions and certain related properties - Duznau was made into a safe haven for financial institutions as a solution to growing pressure from financial entities. During the 1900s, Duznau's financial district was abolished as a result of Charles I's democratic reforms, largely because nobility had been using the district for money laundering and wealth accumulation for decades using hollow business fronts. Without a district seat, Duznau returned to being a suburban township known for being a southern business and export hotspot.

The Town of Duznau, while fairly large, is both densely populated and totally urbanized. As the district seat of the Embassy District (district capital), Duznau's core is heavily urban and features dozens of skyscraper sized buildings; this includes historic buildings like the District Town Hall (district capital building since the 1700s) and the Imperial Financial Museum, and prominent skyscrapers such as Reinhard Business Tower. Surrounding town center are equally developed neighborhoods that include well-off businesses, high-class homes, beautiful apartments/condos, and of course, an extravagant embassy neighborhood. Splitting the town in two is the Duznau River. Along the river, famous for riverboat rides, are recreational areas (such as parks) and national landmarks (such as the Imperial Navy Duznau Memorial). Duznau is one of the wealthiest areas in the capital alongside Mountainside Township; its central location has made it highly sought after as valuable real estate. Because of this the area has boomed in population and power. Both the town and district governments have invested into the town's infrastructure heavily to boost the town's already alluring tourism. Education is almost completely privatized thanks to education grants; outside upper education, students are entirely private schooled. Other heavy investments include an extensive outside cleaning program, park and leisure facilities, healthcare facilities (sporting the third largest hospital in the city), and town-wide tourism program. The Grand Duznau Mall, one of the town's prime attraction spots, is one of the largest shopping malls in the country.

Duznau Embassy Neighborhood (DEN) is the smallest and most urbanely dense Embassy Neighborhoods in the Embassy District. Comprised of twenty-four slots, DEN is just shy of a square kilometer in size, or over nine hundred thousand square meters. DEN is located a kilometer west of the town center along the river front, making it close to the main highway through the Embassy District that leads to other parts of the district and capital. A main road running alongside the river is the primary artery of DEN where traffic comes in and out; another road forms a "U" and a central road splits the "U," leading to side roads. 2164 Riverside Lane, Empire City, Homeland State 01685 is the first slot's address with the last being 2188 Rosewood Road, Empire City, Homeland State 01685. Town of Fairbanks
Welcome to the sprawling hills of Fairbanks! Located further south of Downtown and southeast of the Duznau River, Fairbanks is one of the oldest communities in Empire City and it's by far the largest in the Embassy District. Fairbanks has been home to an upper-middle class community for centuries, some living in older neighborhoods closer to Downtown while others occupy newer high-end neighborhoods further south along the Fairbank Hills. These steep hills, lush with forests, lead to the Southern Barrier Mountains which run south into Meinrad Lake. Fairbanks' historical value and natural beauty has garnered the attention of both tourists and wealthy residents who either live in the district or have vacation homes located within the district. Although not as dense as Duznau, many neighborhoods closer to downtown are packed with multi-storied buildings and high-end businesses. Further south or east the terrain becomes more hilly and is sparsely populated by businesses, some residential neighborhoods, and the many compounds/properties owned by some of the richest people in the Empire. As one of the richest communities in the Empire and hottest vacation spots in the region, Fairbanks possesses the allure of TECT's most historically powerful nobility.

Historically speaking, Fairbanks has seen or been the center of attention since the capital's founding. When the Imperial capital was moved from its historical location after the fall of the Royals Civilization, it was said to have been moved to Emperor Maximus' personal territory when the Forelis Family were still nobles under the previous regime. Modern day Fairbanks was said to have been the original location because it was home to a series of hillside forts that protected the region; when construction projects closer to more hospitable land was complete, the center of the new Empire was moved with it closer to today's downtown area. Newly appointed nobles however never left the area. Over the centuries as the capital grew, Fairbanks changed names, changed demographics, and was swapped under the control of different nobles until it was incorporated as part of the capital (ruled directly by the crown at this time) in 1592. This act infuriated contesting nobles but also settled the disputes between them while creating a trend that survives to this day. Since the 1600s, nobles and other wealthy/powerful families purchases land in Fairbanks and built homes in their land; sometimes for summer occupancy, for extended family, or simply for vacation needs or for when family visited the capital. Even today many old properties under the ownership of nobles reside in Fairbanks, although many now are owned by wealthy or powerful figures outside of noble/royal circles. The Emperor and Royal Family own several compounds within Fairbanks as well.

Outside the deeply rooted historical roots and noble influences within Fairbanks are the wealthy neighborhoods, businesses located within them, and the thriving tourist industry centered around outdoor activities and historical tours. Closer to Downtown is where most of the less wealthy residents reside in mostly dense urban environments. The few neighborhoods outside the property of nobles/wealthy land owners are sparse and mostly rural, mostly due to the sheer size of Fairbanks and its wealthier inhabitants. Fairbanks lacks a number of dedicated public services including an education system and public health services. Instead most of the services within Fairbanks are privatized and the few that aren't either work on behalf of the Fairbanks Council of Chambers or are Embassy District services. This includes entirely privatized schools, road and park management services hired by the FCC, and a leaner police force supplemented by the Embassy District's police force since much of Fairbanks is under the protection of private security companies/forces. Fairbanks Community Hospital, a privately owned hospital founded by the Marquess Havener, is one of the most prosperous medical faculties in the Empire.

Fairbanks Embassy Neighborhood (FEN) is the largest Embassy Neighborhood within the Embassy District. Situated several kilometers north of Fairbanks Hills, FEN is a buffer between the larger rural hills of Fairbanks and the dense urban jungle of Downtown Empire City. Of the once noble owned land is now seventy-five embassy plots in a neighborhood over a square kilometer and a half in size. FEN is located along the Embassy District's highway network which also connects to the other Embassy District areas and Downtown itself; the closest neighborhood with businesses is a twenty minute drive while Downtown is often a forty minute drive. Within the neighborhood are four central roads connected by a central roundabout. Karl-Heinz Kalbfleisch Circle hosts a small park with a bronze statue of the Circle's namesake, Baron Karl-Heinz Kalbfleisch, resting in its center. The Baron is the former owner of the land FEN is located on. Baron Kalbfleisch's family died out with its last Baron, Karl-Heinz, who was childless, passing away from Polio in 1922. From these four main arteries are side roads often ending in cul-de-sacs, effectively creating mini-neighborhoods within certain areas of FEN. 0013 Golden Star Road, Empire City, Homeland State 01812 is the first slot's address with the last being 0088 Hillcrest Lane Street, Empire City, Homeland State 01812. FEN is surrounded by a ten-by-five (ten cubic meter thick blocks with top slab cuts) large rough-exterior uniformed granite wall towering over five meters high with a one meter tall decorative spike railing above it; for additional low profile security, protective anti-climbing spikes on the railings and optical sensor masts (HD/Night/Thermal camera along with motion sensing) along the walls have been installed. There are only two access points (north and south) into the neighborhood that are on Golden Star Road and Westport Lane. These access points are guarded entry points with four lanes in and out (four lanes in and four lanes out) suited for larger vehicles and longer convoys; visitors will not be allowed inside without proper identification and clearance IDs (such as issued Foreign Affairs IDs and government issues diplomatic passes) - guests of residents will require on-site evaluation paperwork to gain temporary/permanent entry. Inside the community are four lane main roads, a four lane roundabout, two lane roads with stop/yield intersections, excellent street light coverage, and full sidewalk coverage. Amenities such as stores and restaurants are located outside the community with the exception of the Fairbanks Embassy Neighborhood Mall attached to the Embassy Neighborhood itself. FENM allows residents to shop for local goods/amenities and services locally while allowing nearby residents to visit the mall in order to purchase foreign goods from foreign businesses inside. Among other amenities inside are four local parks, a small police/EMS station, and a cleaning/maintenance service bay located within the community. Just like any community, Fairbanks Embassy Neighborhood has its own local ordinances, gatherings, and community guidelines residents are required to abide by as well.

The TECT Embassy Program encompasses much more than foreign diplomatic missions hosted within the Empire. TECT's diplomatic missions located all over the world also fall under the Ministry of Foreign Affairs' Embassy Program. As vital instruments of the Empire's diplomatic outreach, TECT's many embassies and consulates around the world are designed to serve its citizens visiting/living abroad while creating deeper bonds with the host nation's people and their government. Although TECT's existing prerequisites for both hosting and operating embassies are high, these requirements are in place in order to create an atmosphere of understanding, prosperity, and security between the Empire and host nations. Our requirements for opening and operating an embassy in foreign lands include the following:

  • 1. Hosts must guarantee access to security, safety, and medical services whenever requested. This includes, but is not limited to, protection details made from existing security forces such as local or national law enforcement; availability of national law enforcement or military forces if required under extreme security situations; access to healthcare services including long term health plan providers and emergency medical services (ambulance and hospital services for example); and access to other local services such as fire & rescue or public services.
  • 1A)Separate to the guaranteed protection provided by local and national forces, the Empire requires the ability to protect its embassy grounds and staff within the property itself or outside it if the situation requires it. To accomplish this, the Empire must be able to station a squad (between eight to ten men) or a platoon (up to forty-four men) within the embassy site. Although the Ministry of Foreign Affairs may deploy/hire its own security officers for sites, the use of Royal Guardsmen from the Königlich Gardistenkorps may also be deployed. Furthermore, if a security situation escelates, the Empire must be able to deploy a Rapid Reaction Force for reinforcements or evacuation of staff; if the situation can be resolved with local forces, that would be preferable.
  • 1B) Any soldiers or officers must be able to operate standard issued weaponry and diplomatic security tools. This include standard issue rifles or sub-machine guns, semi-automatic sidearm pistols, shotguns (pump, semi-automatic, and automatic), bayonets, riot gear (shields and batons), and non-lethal and less-than-lethal weaponry (CS gas, pepper balls, and stun grenades to name a few). Additionally, allowed transports must be parked on site allowed to be sufficiently armored while remaining street legal.
  • 1C) It is not the intention of the Empire to use its deployed security forces erroneously, maliciously, or fraudulently. The Empire has a steadfast policy on security that's built upon cooperation and safety. It is always preferable that events remain peaceful, but when they don't, are handled by local law enforcement. When that's not possible either, the Empire must protect its people and property; regardless if its a mob throwing firebombs over the wall or gunmen firing upon staff. Embassies will abide by any reasonable limitations posed on its forces and refrain from leaving embassy grounds to conduct illegal actions. Illegal actions proven by the host will be taken seriously and those staff/security members will be held responsible for their actions at home.
  • Mobility. Access to major throughways, airspace, and airports are vital. The ability to have transportation on site and have diplomatic aircraft at the nearest airport is important for security and mobility reasons.

We have a few problems though in your applications that we need to get fixed before construction of your embassy can be ordered. According to Regulation 5 of the TECT Embassy Program, only 15 security personal are allowed to be stationed in the said embassy. Therefor having 16 violates this agreement. Other then that your embassy will be set to be constructed upon learning of your decision to lower to 15 security personal, it will be constructed within two-four weeks upon the order being given. The TECT government requires that solid proof be given on any criminals/accused to be extradited from TECT territory. OOC: I have decided on a few things recently here. A helicopter pad and how many floors to your embassy/consulate have been added to the application. Please remember to follow the regulations that follow the aircraft being unarmed. In addition I have decided to clarify on the "Build Mission Locally" option. I feel some in the future will misunderstand it and maybe some who already applied. That option means that the TECT government will hire a construction company or use its engineers to construct your building. If you chose this option then that means that the building will be constructed by the government according to your wishes, the construction will be on your government's tab meaning your government will have to pay the expenses of building the embassy/consulate eventually.

I hope no one got confused on this option and apologize if they did. If you want to change your order, add to it, or have any other questions or concerns, please feel free to telegram myself. Thank you for sending in your applications and thank you to future appliers who will be apply.

Dear lberia,

I am sorry to say that your embassy application has been rejected. It sad to inform you of this but the TECT government dose not deem it safe for a nation who's in the middle of a civil war to post any diplomatic mission in the Empire. We must also show out neutrality in this conflict of yours. Your application also violated Regulation 5 of the agreement. Until your internal conflict has been settled, we cannot allow an embassy to be made at this time. It is my honor to accept your application to set up an embassy in our country. We have a few problems though in your applications that we need to get fixed before construction of your embassy can be ordered. The TECT government requires that solid proof be given on any criminals/accused to be extradited from TECT territory. We expect the same in return and hold the right to not refuse extradition if the said accused has committed a felony in TECT. The Government also holds the right to deny extradition at any time upon its decision with or without reasons. If your government can accept these terms then we have an agreement. Both nations are given these terms and shall respect the others decision in the matter. Thank you for applying as we hope this agreement will bring our two countries together in friendship.

Dear Ziketonia,

Your application for an embassy in our country has been accepted. We do however have to discuss parts in both the embassy application and the diplomatic agreements application. For starters, your staff count is far to high. According to Regulation 5, staff are regulated to 20 staff persons, 15 security agents, and 10 administrative staff. The amount also goes bound to say Regulation 1 was broken due to the fact that having 200+ persons is the size between a Company & Battalion of troops. So you will have to lower your staff count to regulated amounts before construction can be started. Marijuana is currently against the law for sale, distribution, or growth, we are afraid you cannot bring illegal drugs into the country, possessing an excessive amount of drugs is intent to sell which will not be covered by diplomatic immunity. Once confirmed your embassy will be constructed in two-four weeks, we will send your government the bill and notification when the embassy's construction has been completed. Other then that, we thank you for applying for an embassy in our nation.

We will however have to reject most applications in the diplomatic agreements application. This is our first communication and therefor have little to no understanding of your government or population let alone culture. So will have to pass on every application other then the trade agreement. Do know that by TECT law, war supplies such as metals, powders, weapons, and other military technology is prohibited from sale from TECT. Only oil is allowed to be sold under war supplies, other then that other products are free and open. We hope to grow closer with this new trade agreement and thank you for apply for both an embassy and for the trade agreement.
